The proposal for the State of Chhattisgarh consist of projects of Department of Agriculture & Farmers Welfare, C.G.
Rajya Beej Evam Krishi Vikas Nigam Raipur , Indira Gandhi Agriculture University Raipur, C.G. STATE Cooperative
Marketing Federation Ltd. (MARKFED), Chhattisgarh Rajya Shahakari Bank Myd. (Apex Bank), Directorate,
Horticulture and Farm Forestry, Chhattisgarh, Directorate of Veterinary Services (Livestock Development Department),
C.G.State Cooperative Dairy federation Ltd., C.G. Kamdhenu Vishwavidyalaya, Directorate of Fishery, Chhattisgarh and
Bringing Green Revolution in Eastern India (BGREI) - RICE for funding under RKVY.
1. The Nodal Agency may satisfy itself that the project fulfills the objectives of the RKVY before recommending the
Detailed Project Reports (DPRs) to the SLSC.
2. The other projects are not related to marketing infrastructure.
3. The SLSC and the Nodal Department / Agency should ensure that project has been included the DAP and SAP.
Further, the feasibility study, competencies of the implementing agencies, anticipated benefits that will flow to the
farmers, definite-time-line of implementation may also be ascertained before considering the project.
4. As the proposal involve huge expenditure, if considered necessary the projects proposals may be got appraised by
agency empanelled by the Ministry for the purpose.
5. It may be ensured that the State Government has not availed assistance for the same component of marketing
infrastructure under MIDH, ISAM and other Central Govt. agencies.
6. The Operational Guidelines 2018 of the AMI sub-scheme of ISAM was approved for implementation w.e.f
22.10.2018 and up to 31.03.2020.
7. State/UT agency non-storage infrastructure projects of those States/ UTs that have undertaken reforms in
their respective APMC Act to make provision for (i) direct marketing; (ii) contract Farming; (iii) Setting up of
wholesale market for agricultural and allied produce in private and cooperative sector; (iv) e-trading; (v) unified
single trading license valid across the State/UT and (vi) single point levy of market fee across the State/UT will be
eligible for assistance under the sub-scheme. Accordingly, States/UTs fulfilling all above reforms provisions in
their respective APMC Act will be eligible for subsidy pertaining to non-storage infrastructure projects under AMI
sub-scheme.
However, no above such reforms linkage stipulations exist for State/UT agency projects to avail assistance for
storage infrastructure projects.
8. For storage Infrastructure projects, capacity of 50-10,000 MT is allowed for State agencies project for claiming
subsidy under the sub-scheme
9. The rate of subsidy of the projects in tribal areas, for Women Category and FPOs may be calculated @ 33.33%.
10. There is no provision of assistance for renovation of storage infrastructure projects under the Scheme.
