Rural godown

LOANS TO WAREHOUSES, COLD STORAGE AND COLD CHAIN INFRASTRUCTURE


Considering the success of the special window under Rural Infrastructure Development
Fund (RIDF) during 2011- 12, an increased allocation of Rs. 5,000 crore under the special
window under RIDF (Tranche XVIII) was made by GoI during 2012- 13 for financing State
Governments and State-owned agencies to increase the scientific food grain storage
requirements towards food and nutritional security.
GoI allocated further amounts of Rs. 5,000 crore each during 2013- 14 and 2014- 15 through
a separate dedicated corpus (outside allocation under RIDF) for providing affordable credit
to the public as well as private sectors to facilitate augmentation of the existing agricultural
warehousing infrastructure in the country. This allocation was constituted as Warehouse
Infrastructure Fund (WIF).
Activities Covered
Loans will be provided for projects involving creation of storage infrastructure with a
minimum aggregate capacity of 5000 metric tons (MT) for agricultural and allied produce,
including construction of:
 Warehouses
 Silos
 Cold storage, Controlled Atmosphere (CA) Stores, other Cold Chain Infrastructure
Activities like Pack Houses/ Integrated Pack Houses, Reefer Vans, Bulk Coolers,
Individually Quick Frozen Units, Chilling/ Freezing Infrastructure, etc.
 Construction/ Modernisation/ Upgradation of Marketing Infrastructure Facilities of
Agricultural Produce Marketing Committee (APMC).
 Modernization/ Improvement of the existing storage infrastructure projects will be
considered on merit of each proposal provided it leads to Scientific/ Additional
storage capacity.
 There’s no minimum capacity for projects of Governments/ Government owned
corporations.
 Eligible Institutions/Entities
 State Governments
 State/ Central Government Owned/ Assisted entities, Cooperatives, Federations of
Cooperatives, Farmers’ Producers’ Organizations (FPOs), Federations of Farmers’
Collectives, SPVs set up under PPP mode, etc.
 Primary Agricultural Credit Societies (PACS)/ Cooperative Marketing Societies (CMS)
or similar institutions
 Corporates/ Companies/ Individual Entrepreneurs etc.
 Agricultural Produce Marketing Committees (APMCs)

Scheme For Construction or Renovation Of Rural Godowns is
designed to create scientific storage capacity in the rural areas to meet
the requirements of farmers for storing farm produce. To prevent
distress sale of produce by farmers immediately after harvest by
promoting pledge financing and marketing credit.

 ELIGIBILITY GRAMIN BHANDARAN YOJANA CAPITAL INVESTMENT
SUBSIDY SCHEME
 Proprietary & Partnership firms Cooperatives, Companies, APMC, Agro
Industrial Corpn., NGOs, Group of farmers, SHG Individuals, Market
Board etc. Subsidy for renovation/ expan. Of rural godown available
only to Co-operatives.
 Project cost: Assistance under the scheme will be available on capital
cost of construction of godowns. Godowns exceeding 10,000 tonnes
capacity, the subsidy would be restricted to that admissible for capacity
of 10,000 tonnes only.
 SUBSIDY FOR GRAMIN BHANDARAN YOJANA SCHEME
 Scheme Provides credit linked back-ended capital investment subsidy @
25% of project cost with a ceiling of Rs. 46.87 lacs (33.33% or 62.50 lacs
for SC/ST/women/NE/Hill area), Subsidy for renovation/ expansion of
rural godown available only to Co-operatives(25%), available only for
godowns of capacity 100 tonnes (minimum) and a maximum capacity of
10,000 tonnes. 50% of subsidy by NABARD on submission of a project
profile-cum-claim form immediately on sanction, the remaining 50% on
completion of the project. Subsidy for renovation / expansion of rural
godown available only to Co-operatives (25%).
 MARGIN OF GRAMIN BHANDARAN YOJANA SCHEME
 25%. In NE states & hilly areas and SC/ST: 20%.
 SECURITY FOR GRAMIN BHANDARAN YOJANA SCHEME
 Mortgage / charge over land and godown.
 REPAYMENT OF GRAMIN BHANDARAN YOJANA SCHEME
 11 years with a grace period of one year.
 OTHER CONDITION FOR GRAMIN BHANDARAN YOJANA SCHEME
 The entrepreneur may obtain a license to operate the godown under
the State Ware Housing Act or any other relevant laws. The rural
godowns of 1000 tonnes capacity and above should get accreditation
from the Central Ware Housing Corporation (CWC).
FARM MECHANISATION
Agricultural Mechanization
 Farm mechanization refers to the development and use of
machines that can take the place of human and animal power in
agricultural processes.
 “ Agricultural Mechanization removes the drudgery associated
with agricultural labour, overcomes time and labour bottlenecks
to perform tasks within optimum time windows and can influence
the environmental footprint of agriculture leading to sustainable
outcomes.”
 Agricultural mechanization implies the use of various power
sources and improved farm tools and equipment, with a view to
reduce the drudgery of the human beings and draught animals,
enhance the cropping intensity, precision in metering and
placement of inputs and timelines of efficiency of utilization of
various crop inputs (seed, chemical, fertilizer, irrigation, water
etc.) and reduce the losses at different stages of crop production.
 The end objective of farm mechanization is to enhance the overall
productivity and production with the lowest cost of production.
 It also helps in the conservation of the produce and byproducts
from qualitative and quantitative damages; enables value addition
and establishment of agro processing enterprises for additional
income and employment generation from farm produce. It is one
of the important inputs to user in all round development in the
rural India.
 In Andhra Pradesh, though, there has been a considerable
progress of mechanization in agriculture; its spread has, however,
been most uneven. Some of the initial problems in farm
mechanization had been the small and scattered size of farm
holdings, financially challenged farmers, lack of awareness among
the marginal farmers, and the issue of dry land agriculture.
Majority of these problems have been addressed in our State with
sustained focus on farm mechanization by the successive
governments by way of extending financial aid by providing
subsidy to the farmers in procuring farm implements suitable to
their needs.
 The problems like small holdings and rain fed agriculture still
remain, but there is a general air of concern regarding the further
progress in this sector. What is really amiss is that we are still very
much behind in respect of overall farm mechanization which calls
for employment of contemporary highly mechanized farm
machinery.
Minor irrigation facitlity

Area of operation: All District (Except Nilgiris and Kanyakumari District)

Details of Works:

 Selection of sites for construction of open well and Borewells. Construction of tube wells in
alluvial soil.

 Revitalisation of wells by side boring and blasting in hard rock areas.

 Construction of Borewells in hard rock areas.

Benefits offered (Subsidy):

Agricultural Engineering Department hires out machinery as per Government approved hire charges
and execute the above works.

Eligibility: Farmers of all categories

Time-limit for sanction/ rejection: Machinery is allotted on a priority basis.
