Note: Neighbourhood in this context is the immediate street or section of street between two cross streets (or
streets if located at an intersection of one or more streets). If the street or street section consists of more than
30 houses (based on an average street section in the inner part of Ballarat) then it should include at least 10
dwellings either side of the dwelling and 20 dwellings on the opposite side of the street. In understanding
neighbourhood character and design techniques reference should be made to the Ballarat Urban Character
