EXECUTIVE SUMMARY
The rise in number of students in universities has led to an increase in the need of books and
learning materials in the library. Consequently, it will be harder for student to access library
materials because of the large amount and library’s limited space, librarians will also find it more
difficult to manage, index, and analyze books. Moreover, digitalization has becoming a trend for
libraries over the world, bringing a large amount of benefits to both library manager and library
user. The project LMS (Library Management System) is created to provide library managers as
well as library users with a complete library management system, in which user can perform
almost library tasks, anywhere, anytime. The project can integrate with existing library systems,
adapt to various library size and can be easily scalable base on the growth of the library
PROJECT PURPOSE/JUSTIFICATION
Business Need/Case
The LMS project has been created to provide user with a complete library management
system and a friendly user interface, supporting in the digitalization process of library
materials, support the indexing and management process of library managers, reducing the
need of human effort. User is also enabled to browse library materials, get updated with the
newly added, interact with library representatives, track borrowing status, as well as library
rules
Business Objectives
The business objectives for this project are in direct support of library’s materials
digitalization process, as well as library management process and increase the accessibility to
library user
- Design and test a new Library Management System in next 90 days
- Complete implementation the new library management system within the next 120 days
- Increase the reachability to the library from user by 90%, reduce human effort by 80%

PROJECT DESCRIPTION
The Library Management System provides online real time information about the books,
materials available in the Library and user-related information. This system is capable of
managing Book Issues, Returns, Calculating/Managing Fine, Generating various Reports for
Record-Keeping according to end user requirements.... The Librarian will act as the
administrator to control members and manage books. The member’s status of issue/return is
maintained in the library database. The member’s details can be fetched by the librarian from the
database as and when required. The valid members are also allowed to view their account
information
Project Objectives and Success Criteria
The objectives which mutually support the milestones and deliverables for this project have
been identified. In order to achieve success on the LMS project, the following objectives
must be met within the designated time and budget allocations:
- Develop plans and solution of the system and present to the Department of Education of
the university within next 20 days
- Complete list of required hardware/software which meets budget allocation within the
next 25 days
- Create a simulated solution in the IT lab using all purchased hardware and software to
test the solution within the next 30 days
- Deliver all the library management function for librarians, with testing in next 60 days

- Deliver all the library assessment function for user, with testing within next 90 days
- Complete implementation of the system within next 120 days
Requirements
This project must meet the following list of requirements in order to achieve success.
- The solution must meet all the predefined reequipments, including functional and non-
functional requirement
- The solution must be delivered in time, each delay must be explained
- The project’s stakeholders must have at least 1-year experiences, each must fill timesheet
and work report daily. Client (The university) is enabled to access and track these
information
- All the stored user information must be secured
- Data recovery must be implemented
- The solution must be tested in the IT lab prior to deployment
- Solution must be implemented without disruption to operations

Additional requirements may be added as necessary, with project sponsor approval, as the
project moves forward.

Constraints
The following constraints pertain to the LMS project:
- All hardware and software must be compatible with our current IT platforms
- All hardware and software must be purchased in accordance with the allocated budget
and timeline
- 1 IT specialists, 2 librarians and 2 volunteer students will be provided to support the
development if the project
- All project materials must be confidential

Assumptions
The following are a list of assumptions. Upon agreement and signature of this document, all
parties acknowledge that these assumptions are true and correct:
- This project has the full support of the project sponsor, stakeholders, and all departments
- The purpose of this project will be communicated throughout the company prior to
deployment
- The related person will provide additional resources if necessary
- The project stakeholder has access to the library, and can interview related person the
build the project requirements

Preliminary Scope Statement


The LMS project will include the design, testing, and delivery of a library management
system. All the library, librarians, and users can be accessed, interviewed by the project team
representative. All project work will be independent of daily and ongoing operations and all
required testing will be done in the IT laboratory. All project funding will be managed by the
project manager up to and including the allocated amounts in this document. Any additional
funding requires approval from the project sponsor. This project will conclude when the
final report is submitted within 30 days after the management system is tested and deployed,

all technical documentation is complete and distributed to the appropriate personnel, and a
list of future security considerations is complete and submitted to the university

RISKS
The following risks for the LMS project have been identified. The project manager will
determine and employ the necessary risk mitigation/avoidance strategies as appropriate to
minimize the likelihood of these risks:
- Potential system overload when the number of user rise
- There may not have enough amount of space to save data as the data is very large
- Potential system breaches
- System may have some difficulty in storing kinds of material as the materials attributes
are fixed
- Potential conflicts between system users

PROJECT DELIVERABLES
The following deliverables must be met upon the successful completion of the LMS project.
Any changes to these deliverables must be approved by the project sponsor.
- Fully deployed, working Library management system
- Technical documentation for library management system
- Support in operating the system, as well as recommendation in extending and scaling the
system, and recovery, in case needed

PROJECT APPROVAL REQUIREMENTS


Success for the LMS project will be achieved when all the system is tested and working
property, and all technical documentation, is fully deployed throughout the company within the
time and cost constraints indicated in this charter. Additionally, this measure of success must
include project sponsor’s opinion and feedback, and the support from the project stakeholders

PROJECT MANAGER
Mr. Minh Nguyen is named Project Manager for the duration of the LMS Project. Mr. Minh’s
responsibility is to manage all project tasks, scheduling, and communication regarding the LMS
project. His team, consisting of 1 IT specialists, 2 librarians and 2 volunteer students will be
matrix support from the IT department. Mr. Minh will coordinate all resource requirements
through the IT department manager. Mr. Minh is authorized to approve all budget expenditures
up to, and including, the allocated budget amounts. Any additional funding must be requested
through the Project Sponsor. Mr. Minh will provide daily updates to the Project Sponsor.
