No, in this case I would attempt to reuse the approach that I had with dairy cooperative society.This
is because although there are a few similarities between the structure and working of the Self Help
Group and Dairy Cooperative Society,there are major differences also.

1)The SHG deals in fruits and vegetables,which are seasonal commodities unlike milk which is
perennial.

2)The stage of life cycle of the cooperative society and SHG federation is different

3)Milk is easy to store in large quantity because of its liquid nature unlike vegetables and fruits,so
the IT requirements of the entities would be different.

4)However,the procurement strategies of the two commodities would be same.

5)For vegetables it is not possible to ascertain the quality in the same was as it is for milk.For
vegetables and fruits,determination of quality has to be done at the procurement location by a
member of the SHG

Ques-2(a)

a)Yes,this is an apt situation for application of systems thinking.The following reasons support my
stand-

1)Systems thinking comprises of data and situation analysis,infering from patterns,understanding


the underlying reasons that have generated these data or patterns and then making conclusions.In
the process,it helps us modify models or structures that are not serving us well and and ultimately
reach long term solutions to chronic problems.The problem highlighted by Mr Panagariya pertains to
Indian growth rate not realising its full potential.Although,he emphasises on two key issues (remove
trade barriers and focusing on large companies instead of MSME sector),the situation is a lot more
complicated because of the complex nature of Indian Economy.

2)The measures suggested by Mr Panagariya are inter-related with a number of other other factors
and involves trade offs.For eg-lifting trade barriers can lead import of quality products,technology
and increased competition,which has the potential to improve the quality of products being
manufactured by Indian compamies,this can also lead to devastating impact on micro,small and
medium enterprises running in the country.As a large chunk of our working population is engaged in
unorganized sector,promoting large industries at the cost of MSME can lead to massive levels of
unemployment

Thus,in such a scenario System thinking will help us to minimize the adverse impact of trade off and
make informed decisions

Justification

Quadrant A : In this section the members of the cooperative are faced with the problems of
finding out ways to generate surplus funds for the society so as to finance their fertilizer
business.They don’t want to remain a mere intermediary between the commercial bank and
farmers (to whom they lend).In order to solve this challenge,the members collect different
information from various sources such as data about how the society is financing its
members’ needs,what is the ratio of share capital to loan amount charged by it,how much
suplus amount remains with the society after offering credit to its members

Quadrant C: In this quadrant, farmers gather the from the external source ( i.e. bank) in order
to understand its functioning. They gather the information about the how the bank is
maintaining the ratio of share capital to loan offered to the society.This is one of the most
useful pieces of information as it helps the They collect the data of how the bank is
maintaining the ratio of share capital to loan amount to the society. And this information is
very vital as the farmer collects this information so as to understand how the society would
run.

Justification and Discussion

1)Events in function-The farmer members require monetary capital to finance their


needs,which is purchasing of chemical fertilizers to be used in agriculture.Previously,they
were trapped in a vicious cycle and had to obtain money from local moneylenders,who used
to charge hefty interests.Now,they can obtain the same from MCRB

2)Upgradation of the information database:-When farmer members approach the bank for
their loan requirements,this data is stored in the system.

3)Management and Control-This includes issues such as the decision about the loan amount
and various terms and conditions put forward by the lender on the borrower

4)Changes in Event- This includes paying back of loan by farmers to the bank.

OMNIS comprises of two models i.e funtional system and management control system.In the present
scenario,we will use Management Control system because of the formal structure of MCRB
