Dear Captain,

Please be advised that Panama Marine Authority has announced that the additional item must be recorded in "Oil Record
Book and Emissions". Hereafter, all Panama flagged vessels are requested to comply according to B. in "LIST OF ITEMS
TO BE RECORDED"in PARTⅢ-ANNEX VI in "Oil Record Book and Emissions" edition 2017. Vessels who are still using the
book in edition 2016, must refer MST circular below and follow the instructions to comply as well.

【MST Circular MST(e)18012】 Amendment to the requirement for Panama Oil Record Book and Emissions

Dear Sirs and Madams,

Please be advised that items to be recorded on Panama official Oil Record Book have been added.

In response to the partial amendment to the MARPOL Annex VI (Attachment 3 for your reference), which entered in force
since 1st September 2017, PANAMA MARITIME AUTHORITY decided to require you to record the information related to NOx
Tier Ⅲ in Oil Record Book and Emissions . The authority provides the additional guideline that includes the items
of NOx Tier 3.

Things you need to do are as follows.

1. Until the revised version of "Oil Record Book and Emissions will be supplied, you must insert the
guideline(Attachment 1) to Part Ⅲ of existing edition of Oil Record Book and Emissions as a temporary measure .
Besides, you shall also attach the Panama circular(Attachment 2) in order that you can explain the validity to PSC.
2. To follow the guidance and record the information related to NOx Tier Ⅲ properly.
