Structures designed or purchased for this project should be approved by the Department’s
Overhead Transmission Engineering Group for electrical clearances, shield angles, and other
line related properties; and approved by the Department’s Structural Engineering Group for
strength, connection details, and other structural related properties.
Consideration should be given to constructability and right of way issues. In particular, many
towers are placed on extremely rugged land so excessively wide bases could prove problematic.
Also, since the three-circuit structures are often used in areas of limited right of way, large
circuit-to-circuit spacing could cause issues.
For more detailed requirements, refer to structural requirements (not located within this
document).
At the completion of the project, the contractor will provide as-built verification and
documentation of the transmission line by the following methods:
The completed transmission line will be verified by LIDAR. The following typical
specification shall be used for all LIDARs of LADWP transmission lines.
Title:
Aerial LiDAR technology is extremely useful for gathering as-built information of transmission
lines. LiDAR is fast, accurate, and able to detect objects often missed in more traditional data-
gathering methods. The data collected from the aerial LiDAR survey will be used to create
digital models of the transmission lines, ground surface, and obstructions.
DWP will use these models to perform tasks such as, but not limited to, clearance analysis,
vegetation management, reconductoring, and line ratings. These models will be used to
improve the performance and reliability of LADWP’s power system.
Project Scope:
The transmission lines to be LiDAR surveyed and modeled are listed in Appendix A. Map
drawing numbers of the lines to be surveyed are listed in Appendix A.

1. Light Detection and Ranging (LiDAR) Data: The airborne laser scan shall be performed to the
following specifications:
1.1. Horizontal 3-dimensional point coordinates shall be referenced to California Zone 5 State
Plane Coordinate System (NAD83) and vertical point elevations shall be referenced to the
North American Vertical Datum of 1988 for the entirety of the transmission lines. Alternate
coordinate systems may be considered subject to LADWP approval.
1.2. Point data collected shall be a) filtered, b) reduced in volume (to remove redundant and
otherwise unnecessary points), and c) classified in accordance to feature codes listed in
Appendix C.
1.3. Swath dimensions for laser-scans of the transmission lines shall be the following:
1.3.1. For project transmission lines that are single or multi circuited (one or more transmission
line circuits on the same tower): 300 feet wide, centered on the Project Line (150 feet on
each side of the tower centerline) (see Figure 1a).
1.3.2. For multiple transmission lines that run parallel to each other in the same corridor (Project
Line and parallel transmission lines on separate towers in the same corridor): 600 feet
wide, centered on the Project Line (300 feet on each side of the project centerline) (see
Figure 1b). In those cases where all parallel transmission lines in the same corridor would
fall within 300 feet of the centerline, and the use of a 600-feet swath would result in a
swath width extending more than 150 feet beyond the parallel transmission line that is
farthest from the Project Line, the swath width may be reduced by the amount that
results from application of the following formula:
300 FEET – [DISTANCE IN FEET BETWEEN CENTERLINE AND FARTHEST PARALLEL LINE
+ 150 FEET].
For example, where the farthest parallel line is 100 feet from the centerline of the Project
Line, the swath width may decreased by 50 feet (the difference between the original 300
feet and the sum of the 100 foot spacing from the centerline and 150 feet). No swath
width reduction shall be taken on the side(s) of the centerline where any parallel line is
more than 300 feet from the centerline. Where parallel lines exist on only one side of the
Project Line, the swath width may be reduced by 150 feet on the side of the Project Line
with no parallel line.
1.3.3. For the above line swaths the minimum vertical height of the swath shall be 200 feet
above ground (see Figure 1). The vertical height of the swath within 150 feet of the
project centerline shall be the height sufficient to capture all aerial obstacles.
1.3.4. For transmission line (at least 100kV) crossings all wires and each structure associated
with the crossing span shall be laser-scanned and feature-coded.
1.4. All data points shall be feature coded using DWP’s feature code list provided in Appendix C. A
PLS-CADD FEA file may also be provided after award of contract.
1.5. Data points within the terrain model identifying drivable roads (dirt roads, paved roads, trail,
etc.) and railroads shall have a density such that an accurate clearance analysis can be
performed. Points marking the centerline for any road, or railroad, shall be spaced in 1 foot
intervals.
1.6. The laser-scan coverage shall be uniform, consistent, and continuous over the land areas to be
modeled. Weather-related delays shall be the responsibility of the Consultant. Areas within
swath shall be free of snow.
1.7. Absolute positional accuracy (Horizontal and Vertical) for each laser scan point shall be (+/-)
15 cm.
1.8. Laser scan point density shall be sufficient for CAD plan and PLS-CADD features to adhere to
the overall absolute accuracy requirement for the project.
1.9. Up to four (4) coordinate points shall be collected for each laser pulse, using multiple return
signals from a single laser pulse. The return signal color (8-bit minimum) and strength (e.g.,
signal intensity) shall be captured for each coordinate point collected.
1.10. Time stamps identifying the time of survey shall be included within the line model such that
the meteorological data can later be tied to each individual span within the line model. Time
stamps may be added as “structure comments” or as indicated by the Task Manager.
1.11. Reference data associated with each ground control (GPS) reference point used in support of
the airborne laser-scan activities shall be provided by Consultant.
1.12. LiDAR data shall be collected, processed, and submitted for all lines/wires that cross the
subject centerline. All crossings shall be modeled.
1.13. The Consultant shall address existing transmission lines found in the specified corridor width
using the minimum following requirements:
1.13.1. Feature coded LiDAR data shall include for each wire span: each transmission wire, each
overhead shield wire, each sub-transmission circuit, each communication line, all tower
centers, each wire attachment point at the end of the insulator or support device, and
each insulator, or support device, attachment point to the structure.
1.13.2. Feature coded LiDAR data for the catenary of all wires shall be sufficient in quantity and
be a minimum of 15 survey points along the catenary between attachment points at
each structure.
2. Digital Imagery
2.1.1. The Consultant shall acquire in-flight, high resolution, digital oblique photographs for each
transmission structure along the specified route. Costs for digital photographs shall be a
separate bid item in the proposal. Digital oblique photographs shall incorporate the
following characteristics:
2.1.1.1. Each photograph shall be in portrait format and shall show the full above-ground
height of each transmission structure such that it occupies a minimum of 70% of the
vertical image space. Each digital photograph shall be recorded in true color with
2.1.1.2. All digital structure photographs shall be acquired from an aerial perspective and
from a maximum angle of 40 degrees from horizontal. Angle measurement shall be
taken from horizontal to the approximate mid-height of the structure. Photographs
taken from steeper angles shall not be permitted.
2.1.1.4. All structure photographs shall be labeled with their corresponding structure
number as part of the file name and within the photo itself.
2.1.2. Frame-grabs or other manipulations of video or high-resolution video streams are not
permitted in lieu of structure photographs.
2.1.3. Digital photographs shall be compatible with LADWP’s XPlore digital image viewing system
or an equivalent digital image viewing system and database.
2.2. Digital Oblique Right-of-Way Video: The Consultant shall acquire in-flight high resolution digital
oblique video along the centerline of the entire route of the transmission lines. Costs for digital
oblique video shall be a separate bid item in the proposal. Digital oblique video shall incorporate
the following characteristics:
2.2.2. Digital video shall be recorded from an aerial perspective and from a maximum angle of
40 degrees from horizontal. Angle measurements shall be taken from horizontal to the
approximate mid-height of the structure.
2.2.3. Digital video shall be high definition quality (720p or 1080i) at 30 frames per second
submitted in MPEG or AVI file format with high contrast and natural color. Video capture
shall be limited to times when light conditions support minimum contrast and color
requirements without enhancement.
2.2.4. Digital video resolution shall be such that under-build within transmission line right-of-
way is clear and identifiable.
2.2.5. Digital video shall be compatible with LADWP’s XPlore digital image viewing system and
database or equivalent digital image viewing system and database.
2.3. Digital Orthophotography: The Consultant shall acquire aerial photography for the purpose of
developing digital orthophotos for the entire route of the transmission lines. Digital orthophotos
shall incorporate the following characteristics:
2.3.1. Digital orthophotos shall have 90% of features within 3 feet of the true geodetic location
and no area shall be more than 5 feet from its true geodetic location.
2.3.2. Digital orthophotos shall cover a 1500 feet wide strip centered on the provided
transmission centerline, unless noted otherwise. All other designated alternative right-of-
ways will be identified by the Task Manager.
2.3.4. Digital orthophotos shall be submitted in ECW file format and shall be arranged so that
individual images are not tiled together to form one complete mosaic. Images shall be
separated into multiple smaller images fitting the file size requirements.
2.3.5. Digital orthophotos shall be oriented along the transmission line alignment in such a
manner as to minimize the white-space where image data is not available. Images shall be
cut in such a manner that no more than 20% of the image consists of such white-space.
2.3.7. Non-rectified geo-reference video mosaics or other video-based planimetric imagery shall
not be permitted in lieu of orthophotography.
2.4.2. When the sun angle is 30 degrees or greater from the horizon.
2.4.3. When the ground is not obscured by snow, haze, fog, dust, smoke or other environmental
factors.
2.4.5. When clouds and/or shadows of clouds will not appear in imagery.
3. Planimetric Map
3.1. The Consultant shall develop a continuous planimetric map (CAD Plan) of each entire line
route and shall meet the absolute accuracy requirements of the LiDAR data.
3.2. Planimetric map shall be geo-referenced to California Zone 5 State plane Coordinate System
(NAD83) (or alternate approved by LADWP) and shall be in AutoCAD dxf drawing format.
3.3. The planimetric map corridor width shall coincide with LiDAR mapping corridor widths stated
in Section 1 of the Detailed Scope of Work and shall show the following:
3.3.2. Streets, roads, and railroads: Show centerline, edge of road surface or curb, and visible
right-of-way boundaries. Indicate street name or line number.
3.3.4. Overhead wire crossings: Show voltage of crossing as applicable, the number of wires
being crossed, distance and angle to nearest support structures on both sides of
centerline, and configuration of wires being crossed.
3.3.5. All fences within the planimetric map corridor shall show fence heights (+/- 1 foot) and the
presence of any barbed wire whenever possible. Indicate location of all gates within the
planimetric map corridor.
3.3.6. Location and construction of existing houses, garages, buildings, windmills, and other such
structures and objects within 150 feet of centerline or as specified by the Task Manager.
Indicate outline of structure, including corners.
3.3.7. Banks (outline) and centerline of rivers, creeks, and other bodies of water.
3.3.8. Areas of forestation. Show boundaries of forestation. Where trees are isolated, indicate
location of the tree trunk center for trees within the planimetric map corridor.
3.3.9. Type of vegetation; e.g. trees, low vegetation, barren land, etc.
4. Meteorological Data
4.1. The Consultant shall collect the following meteorological information for the duration of each
LiDAR data acquisition flight:
Conditions such as, but not limited to, variations in elevations/terrain, coastal conditions and
length of line routes shall be considered when determining quantities of stations required.
4.3. Meteorological Reports containing the required information shall be generated separated for
each transmission line surveyed. Final Report shall show meteorological data at 5 minute
intervals and weather conditions chosen to model each ruling span in PLS-CADD.
5. Ground Control
5.1. Definition: Permanent project control points that are set on or beneath the earth’s surface to
be used for future projects that result from the topographic map. Ground control points are
permanent in nature and tied to the project’s coordinate system.
5.2. The Consultant shall provide adequate GPS base stations along the right-of-way of each
transmission line in support of airborne laser-scan/LiDAR, CAD Plan and PLS-CADD coded
feature accuracy requirements. GPS base stations shall not be placed at excessive intervals
resulting in gap zones and shall at all times have adequate overlap between stations.
5.3. The use of a ground survey crew by the Consultant shall be at the expense of the Consultant at
no additional cost. Ground and elevation survey data collected by the Consultant shall be
reviewed by LADWP’s survey group.
5.4. All permanent ground control monument points shall be established by LADWP at locations
specified by the Consultant. The Consultant shall be responsible to verify ground control point
accuracy and consistency.
6. Ground Truthing
6.1. Definition: Points collected in the field for use by the Consultant to produce their quality
control reports. Ground truthing points are features on the earth’s surface that are easily
identifiable in the aerial map and tied to the project’s coordinate system.
6.2.1. LADWP shall provide ground truth data along the surveyed corridor on surfaces
considered permanent and/or semi-permanent. Surfaces considered permanent and/or
semi-permanent shall be roads, parking lots, bridges, or similar surfaces. Ground surfaces,
elements of transmission structures, and other fixtures that may be modified or are
movable by nature shall not be considered during the ground truthing process. The
Consultant shall field-verify LiDAR data based on ground truth data provided by LADWP
6.2.2. The Consultant shall provide criteria and a due date by which time the ground truthing
points must be established in order to meet the proposed contract due date. Criteria
provided by the Consultant, necessary for LiDAR survey, shall be subject to review by
LADWP survey crews.
6.2.3. Ground truthing data shall be compiled and statistically compared to the aerial survey
data and a Ground Truth Variance Report shall be generated separately for each
transmission line surveyed.
6.2.4. The Ground Truth Variance Report shall include, but shall not be limited to the following:
6.3. A minimum quantity of ground survey data of each surveyed line shall be considered during
ground truthing. In no instance shall the Consultant go beyond 10 miles along the surveyed
corridor without verifying ground survey data to be used for ground truthing purposes. For
line segments less than 10 miles in length, ground survey data shall be collected along the
corridor at a minimum of two locations.
6.4. Line/Wire crossings, ROW fences, obstacles, or aerial utilities that cannot be accurately
represented by the collected LiDAR data shall be collected by the Consultant’s ground survey
crew(s) at Consultant’s expense.
7. PLS-CADD Models: PLS-CADD models of transmission lines and rights-of-way shall be developed to
accurately depict the following:
7.1. Feature-coded digital terrain models of the right-of-way including ground, roads, waterway,
etc., as listed in Appendix C.
7.2. Model of existing transmission line with structure numbers accurately correlated to the
LADWP-provided structure tabulation (Appendix B).
7.3. Existing transmission conductor 3D laser data points for conductors that are located and
identified by laser-scan and color digital imagery.
7.4. Insulators, towers, and jumpers shall be identified using individual feature codes for each.
7.5. Existing transmission insulator attachment 3D laser data points for insulator attachment
points that are located and identified by laser-scan and color digital imagery. Both ends of the
insulator support device must be identified (Crossarm-insulator attachment point and
insulator-conductor attachment point). Each attachment point shall be assigned its own
feature code.
7.6. Existing transmission overhead shield wire 3D laser data points for shield wires that are
located and identified by laser-scan and color digital imagery.
7.7. Each overhead conductor survey point shall have a corresponding ground/surface point at the
same X, Y location.
7.8. Location and height of utility under-build and intermediate poles located in the surveyed
right-of-way, including conductor 3D laser data points.
7.9. All transmission line structures listed in Appendix B shall be modeled using Method 1 (“stick
figure”). Attachment point sets for tower models shall follow LADWP-provided naming
criteria. ”Right” and “left” turns of the transmission line shall be based on the forward span,
not on the tabulation. A separate tower model for each structure family and structure height
within the transmission line being modeled shall be provided by the Consultant. All wire
attached to the structures shall be strung using loading data provided by LADWP and weather
data collected during the survey to match LiDAR conductor points.
7.10. All wire crossings shall be modeled using Method 1 structures and meet the following criteria:
7.10.1. The wire crossing shall initially be modeled using a wire file and weather case specified
by LADWP and shall match the catenary provided by the LiDAR data. The Consultant
shall utilize available public data to determine the owner of the wire crossing. This
information shall be provided to LADWP with sufficient detail for DWP to request line
loading information from the owner. The Consultant shall incorporate line loading
information gathered by LADWP into the crossing model.
7.10.2. For a non-transmission line (under 100kV): when structures of a wire crossing lie
outside the specified surveyed corridor, Method 1 “dummy structures” may be used at
the edge of the survey corridor to model the crossing and shall be labeled as such.
7.10.3. For a transmission line (at least 100kV): all spans of the crossing transmission line
associated with the crossing shall be modeled, including each structure associated with
each crossing span.
7.11. Parallel lines sharing the right of way are to be modeled by LiDAR and PLS-CADD to a
maximum of 10% of the total length of the project transmission lines. The section(s) of parallel
transmission line to be modeled shall be at the discretion of LADWP. All parallel lines to be
modeled shall be modeled using Method 1 structures and meet the following criteria:
7.11.1. Wire for parallel lines shall be strung using loading data provided by LADWP and
weather data collected during the survey to match LiDAR conductor points.
7.12. Location and heights of all other obstacles and features, including other overhead utility
structures and conductors, within the transmission line rights-of-way. Interpolated data
points shall be added to the LiDAR data to clearly define the outlines of such obstacles and
features, including corners.
7.13. All railroads and roads, including access roads, shall be clearly identified. All edge of road and
railroad data points shall be identified using the appropriate edge of road/railroad feature
code and all data points on the road surface shall be identified using the appropriate road
feature code. Sufficient point density shall be provided to ensure adequate analysis of
conductor clearance above roads and railroads. Points marking the centerline for any road, or
railroad, shall be spaced in 1 foot intervals.
7.15. Geo-referenced (close-up) digital photographs integrated via the Explore Database.
7.16. All models and files shall be compatible with latest commercially available version of PLS-
CADD.
7.17. Each transmission line being surveyed shall have a separate PLS-CADD file.
7.18. Plan and profile parameters of transmission lines and right of ways which meet Department
standards. Sheets View shall incorporate a logo (to be provided by LADWP) and the following
scale: 1” = 200ft. (Horizontal) and 1” = 50ft. (Vertical). Contour interval: 2ft.
7.20. Where a dry streambed enters and exits the LiDAR swath in continuous fashion, the centerline
of the stream shall be marked. Points marking the dry streambed centerline shall be spaced in
4 foot intervals. Points for streams with flowing water, at the time of the LiDAR survey, shall
be coded as centerline or edge, accordingly. Points marking the centerline for streams with
flowing water, at the time of the LiDAR survey, shall be spaced in 1 foot intervals.
8. Discrepancy Reports
8.1.1. Immediately upon award of the contract the Consultant shall report any discrepancies
between Appendix A, Appendix B, and other supporting line data provided by LADWP
including kmz files, shape files, etc.
8.1.2. Discrepancies must be reported to LADWP and resolved prior to commencement of any
flight activities associated with LiDAR and digital imagery.
8.2. LiDAR/Data Discrepancy: The Consultant shall provide a discrepancy report comparing the
tabulation sheets (Appendix B) provided by LADWP and the actual LiDAR survey data. The
report shall include discrepancies in, but is not limited to, the following:
8.2.2. Tower types (Report all discrepancies, including dead-end versus suspension versus
transposition)
8.2.3. Tower heights – measured from top of highest footing to lowest cross arm (Report
discrepancies greater than 1 foot.)
9. Proposal: The Consultant shall submit with its Proposal the following detailed information necessary
for LADWP consideration, including, but not limited to the following:
9.2. Complete description of the aircraft, either fixed-wing or rotary type, to be used by the
Consultant.
9.3. Documentation for public eye-safety operational parameters, including full description of all
procedures used by the Consultant to ensure public eye-safety during survey activities.
9.5. Complete documentation of proposed ground truthing criteria (described in Sections 5 and 6
of this document) and procedures, including error correction methods.
9.6. Proposed work schedule including due dates for LADWP provided ground control and ground
truthing data, as described in Sections 5 and 6 of this document.
9.8. Complete documentation of proposed location(s) to be used for LiDAR data processing and
orthophotography development, including, but not limited to company name, country of
origin, and statement of staff qualifications.
9.10. List of key personnel used for this Task (Appendix E):
9.11. Consultant shall submit, with its bid, samples of major imagery products produced by the
technology and software proposed for this project:
9.11.1. Samples (for a coverage area of a minimum of 10 miles) shall be submitted in digital
form (Geo-TIFF file or an agreed upon compatible format) in various scales (for example,
1” = 50’, 1” = 100’ and/or 1” = 200’). Complete Appendix F. Quality of samples shall
represent proposed minimum quality of project submittals and will be a consideration in
the ranking of proposals.
9.11.2.1. One (and only one) PLS-CADD Model (.bak) with featurized
ground/road/wire/structure LiDAR points and Method 1 tower models.
9.11.2.2. Digital Oblique Photographs
9.11.2.3. Digital Oblique Video
9.11.2.4. Digital Orthophotograghs
9.11.2.5. Planimetric Maps
9.11.2.6. XPlore functionality, or an equivalent digital image viewing device
9.11.3. All samples shall be included with the proposal and mailed to the Task Manager.
9.12. A detailed description and schedule of each task described herein to ensure that the
requirements of this project will be completed in a cost-effective manner and in accordance
with the required delivery date specified in Appendix A. Consultant shall list significant
milestones and provide the following: Due Date, Event/ Milestones, Site, Responsibility.
9.13. Project cost: All Consultant expenses shall be included in the prices for the line-items 1 – 8 of
Appendix G. Consultant’s bid shall be inclusive of all expenses.
9.14. LADWP requires a kick-off meeting before the LiDAR survey can begin. In the event travel is
required to attend the kick-off meeting the Consultant shall include any necessary travel
expenses per Department’s allowable travel expenses guideline as a separate line item on the
pricing table (Appendix G, Line 8).
9.15. References: Proposers shall provide references as specified below. The LADWP will rely on
references as one of the methods for evaluating the proposal. Consultant shall provide a
minimum of five (5) references of their most recent jobs. References shall clearly demonstrate
the Consultant’s, and any subcontractors’, experience relative to geodetic surveying, ortho
imagery, topographic mapping, LiDAR, PLS-CADD, and PLS-Tower modeling. A minimum of
three (3) of such references shall show similar work in size and scope to the LADWP’s
requirements stated herein.
9.16. Consideration: Proposals shall be ranked based on the following submittals: proposal
organization and clarity, Consultant’s references and those of any subcontractors, adequacy of
project schedule, conformity of samples to the requirements of the project, and cost.
9.17. The LADWP reserves the right to take any or all of the following actions:
9.17.2. Contact any person or persons associated with the referenced site
9.17.4. Contact organizations known to have used or who are currently using the services
supplied by the Consultant or its subcontractors
9.17.5. Contact independent consulting firms for additional information about the Consultant
or the Consultant’s subcontractors and visit any or all of the references sites to review
work referenced in the proposal.
9.18. Consultant shall provide a history of any projects that were cancelled by their customers in the
last three (3) years and an explanation of the reason(s) for the cancellation. In addition,
Consultant shall provide information about all Change Orders, which were requested for
imagery projects processed in the last three (3) years.
9.19. The proposal shall be made in the form of one electronic copy and three paper copies and
delivered to the Task Manager.
10. Work Submittals: The Consultant shall provide LADWP the following detailed information after
award of contract:
10.2. Proposed Flight Plan(s) for all aerial survey activities prior to beginning work.
10.2.1. The Flight Plan(s) shall be subject to approval by the LADWP and shall be coordinated
with the Owner to ensure proper communication between all parties. Local law
enforcement, regional airport entities, and FAA requirements shall be considered.
10.2.2. Structure coordinates may be provided by LADWP, if available. The Consultant shall use
these coordinates for flight planning only. Under no circumstances shall the Consultant
use these coordinates for ground control purposes.
10.3. Proposed Disturbance Mitigation Plan(s) to ensure disturbances to residents and domestic
animals along the right-of-way are kept to acceptable minimums determined by the LADWP.
10.4. All applicable required licenses and permits for both aerial and ground survey activities.
Copies of all documents shall be provided to the LADWP prior to beginning work.
10.5. Proof of all insurance policies required by LADWP and applicable law and regulations shall be
provided to the LADWP prior to beginning work.
10.6. Project Contact List containing names, phone numbers, and responsibilities of each employee
assigned to the project. Emergency contact phone numbers shall also be provided.
10.7.1. Submit work progress schedule within ten (10) days after the Consultant has been given
a Notice to Proceed. Seasonal weather conditions shall be considered for scheduling
adequate time for data acquisition.
10.7.2. Submit weekly progress reports summarizing the previous weeks completed survey
activities and the anticipated activities to be completed in the next week.
10.7.3. Progress should be reported based on line segments completed.
10.8. A sample portion of the completed LiDAR and PLSCADD modeling shall be provided to LADWP
for comment and review as soon as it becomes available. Delivery of the sample segment shall
also be included within the submitted work schedule allowing LADWP sufficient time for
comment and review before the first deliverable is submitted to LADWP.
10.9. Consultant shall provide LADWP with sample imagery displaying the tonal balancing and color
enhancements that will provide the best imagery to LADWP. LADWP will have an opportunity
to review the samples, and will give written acceptance of the enhancements prior to the
Consultants processing the remainder of the project.
11. Project Submittals: The Consultant shall provide the following deliverables after project work has
been completed:
11.3. Power Line Systems (PLS-CADD) formatted line models including: PLS-CADD back-up file
(*.bak) containing all (filtered) feature-coded survey data, tower model files (Method 1),
planimetric map, oblique structure photos, and orthophotos. Back-up files shall be produced
separately for each transmission line surveyed.
11.4. Classified, unfiltered PLS-CADD point files (LAS format) for each transmission line surveyed.
11.5. Continuous Planimetric Map (dxf format) for each transmission line surveyed.
11.7. Digital Oblique Video of the entire route of each transmission line surveyed.
11.8. Digital Orthophotos of the entire route of each transmission line surveyed.
11.11. All sample, and any draft deliverables shall be provided on a separate DVD-ROM labeled with
line segment name and list of enclosed files. Final deliverables shall be provided in one
external hard drive (with USB connectivity) or as specified by LADWP.
11.12. All deliverables for a given transmission line shall be completed in accordance with the
required delivery date specified in Appendix A.
11.13. All deliverables resulting from Task Order shall be delivered to the Task Manager.

13. Key Technical Assumptions: It is the Consultant’s responsibility for/to comply with the following:
13.1.1. Federal Aviation Administration (FAA): 405 – Standards for Aeronautical Surveys and
Related Products.
13.1.2. Food and Drug Administration (FDA): Title 21 Chapter I Subchapter J Part 1040 –
Performance Standards for Light-Emitting Products.
13.1.3. United States Geological Survey (USGS): National Map Accuracy Standards (NMAS)
13.1.4. American National Standards Institute (ANSI): Z136.1 – Safe Use of Lasers
13.1.5. In cases where the above standards are in conflict, unless specifically noted elsewhere in
the Contract Documents, the most stringent requirements shall govern.
13.2. SURVEY DEVICES: The Consultant’s aircraft, LiDAR equipment, cameras, GPS antenna, and all
other devices shall be installed and operated according to current FAA regulations and
guidelines.
13.3. FAA CERTIFICATION: The Consultant shall operate aircraft under relevant FAA requirements.
13.4. LASER INTESITY: The LiDAR system shall store the laser intensity reading for each stored
observation. The Consultant shall utilize the intensity information during survey data
processing.
13.5. EYE SAFETY: The LiDAR system laser shall operate under eye-safe conditions at all times and
shall have self-checking capability to ensure this requirement.
13.6.2. All LiDAR-derived coordinates shall be referenced using the California Zone 5 State Plane
Coordinate System North America Datum 1983 (NAD83) and the North American
Vertical Datum 1988 (NAVD88) (or alternate approved by LADWP).
13.6.3. All LiDAR-derived X, Y, Z coordinates shall be assigned feature codes according to the
specifications listed in previous sections of the Task Scope Statement.
13.6.4. All LiDAR-derived feature-coded coordinates shall be interpreted from the LiDAR
intensity data and shall not be depicted as ‘point clouds’. For example, in the case of a
building, the corner positions shall be calculated and delivered as points. Acceptance of
the ‘closest LiDAR return’ to the corner points shall not be permitted.
13.7.1. Prior to flights along the existing transmission line corridor, notice must be given to the
appropriate local authorities.
14. Pre-requisites to Consultant Personnel Performance (List required certification or experience, etc.):
14.1. Be regularly engaged in the collection and processing of aerial LiDAR survey data as well as
experienced with similar transmission line projects.
14.2. Have staff with competent technical knowledge of current industry standards and processing
software.
14.3. Have previously completed an aerial LiDAR survey of the type and size indicated and specified.
14.4. Data must not be sent in whole or in part to any location outside the United States at any time
during or after the project period
14.5. Consultants shall have experience in the distribution of obtained imagery and should provide
with their proposal a detailed description of the following:
15.1. Materials provided by or produced for LADWP as part this contract shall not be disseminated
in any manner whatsoever to parties not directly involved with the fulfillment of this contract
without the express written permission of LADWP.
15.2. All finished products and final deliverable will be owned by LADWP upon completion of work.
Nothing is to be construed in any contract that may result from this solicitation that will
operate to preclude LADWP’s full rights to reproduce, reformat, or otherwise disseminate in
any fashion or for any purpose, the data or final deliverables as it sees fit.
At the completion of the project, the contractor shall deliver PLS-CADD files that reflect the as-
built condition of the project. These files will include the following, at a minimum:
At the completion of the project, the contractor shall deliver full-size, scaled plan and profile
drawings. These drawings will use a numbering scheme supplied by LADWP and will reflect the
as-built condition of the project. At a minimum, the drawings will include the following:
At the completion of the project, the contractor will supply documentation that reflects the as-
built condition of the line in the form of a “TM Book.” The following chapters make up the TM
