LATTICE STEEL POLE, PROVISION OF EARTH CONDUCTOR COMMISSIONING AND
MAINTENANCE OF 11 KV OVERHEAD LINES

I - GENERAL:
5.1 Extent of Contract:
This specification covers design, manufacture, testing at factory, packing and delivery C I
F Kuwait, clearing charges, customs and import duties, and transport to stores and to site
of all required materials, complete erection, testing at site and setting to work of the
11/12kV overhead line circuits described hereunder in this specification and as detailed in
Part V – “Details of Required Overhead Line Circuits”. The specification also covers
detailed precise survey and soil testing and as detailed below. Some materials of the
existing 11 KV overhead line shall be used for completing the work. Formation of the OHL
shall be with Earth wire
Earth wire shall be fixed so as to attain a shield angle of 30 with phase conductor for
protection from lightning stroke. Suitable design of the cross arm shall be done with
above requirement .The height of the support shall be selected for the vertical formation .
The 11 KV overhead lines will generally follow the existing 11 KV OHL route as indicated
on the attached sketch. The sketch do not show any pole locations and the numbers,
types and locations of all poles will only be decided after precision survey by the
contractor and as agreed by the purchaser. No extra price will be allowed for any changes
in the poles locations except for any increase in tender quantities. The overhead lines
shall be of lattice pole construction complete with phase and earth conductors, insulators,
fittings, foundations, pole earthing devices, cross-arms, platforms, and all other
accessories and work necessary to complete in every respect for the satisfactory
commissioning of the lines. Also all the necessary droppers, jumpers, connections and
connectors and earthing of all supporting structures and surge arrestors are deemed to
be included in the contract price.
The lattice pole will replace the existing wood pole structure of 11 KV overhead line with
the existing conductor and re-stringing of the same shall be done in case conductor is to
be replaced the same shall be informed by MEW Engineer.
In addition to this the existing pole mounted transformers, outdoor termination (pole box)
lightning arrestors etc. are to be transferred to the new OHL with proper structure
including isolator switch etc.
The estimated quantity of work is given in the price schedule. However the final quantity
of work shall be assessed after conducting precision survey of the overhead line.
All fittings and accessories or apparatus which may not have been specifically mentioned
in this specification, but which are usual and necessary for the completeness and
effective working of the overhead lines and the equipment, shall be deemed to have been
included in the contract and shall be provided by the contractor without any extra charges.

All plant and equipment shall be complete in all details whether such details are
mentioned in the specifications or not.
The tender price shall include cost of detailed precision ground survey of all routes and
preparation of profile drawings. This shall be suitable to working scale. These shall be
subject to MEW Engineers approval.
The tender price shall cover all drawings, instruction manuals, ...etc. as detailed in
Schedule 'A' and any other drawings that are deemed necessary and all design work, soil
testing ,.....etc..
5.2 Details of Existing 11 KV System:
The contract equipment shall be suitable in all respects for operation in conjunction with
the Purchaser's existing system which is as follows:
Supply : 3 Phase 50 Hz.
System Highest Voltage : 12 KV
Insulation level : 95 KV (IEC/BSEN 60383 – 1 & 2 )
Neutral Earthing : Through 10.5 ohms and 8 ohms resistance for 30
MVA and 20/15 MVA respectively.
Short circuit fault level : 26.8 kA
Line Phase conductor : Existing copper conductor of different size (32
sq.mm, 70 sq.mm and 100 sq.mm)
Normal span : 80 metre
Minimum clearance to Ground : 8 metre
Maximum wind pressure :As stated in schedules
with factor of safety
Maximum monopole : 7 Ohms
footing resistance
Insulators : tension insulator type with ball and
socket fitting and minimum surface leakage distance as
per relevant standard per assembly set.
5.3 Site Conditions:
The route of the 11 KV overhead lines will be the existing route. The terrain in many
cases is reasonably flat. Tenderers are advised to acquaint themselves with the nature of
the terrain, accessibility of the routes, approach roads, transport facilities, ...etc. as no
claims for extras on account of these obstacles will be entertained except for any increase
in tender quantities.
The soil consists mainly of sand and gatch at varying depths. Soil conditions along the
routes and up to 5 metres depth vary between rock, gatch, soft clay and dry or wet sand.
The bulk density of soil is generally 1700 Kgs/m 3 and its angle of repose is 30.
Tenderers are advised to acquaint themselves with the nature of soil along the various
routes of the lines since their tender rates shall cover soil or ground of any nature
including provision of any shuttering and water pumping or dewatering system wherever
necessary.
Climatic conditions are rigorous in Kuwait and during the summer the ambient shade
temperature rises to 55oC and the sun radiation temperature to 85oC as measured by a
black bulb thermometer. In winter the lowest temperature recorded was -6oC (winter
night) but ice formation need not to be considered. Periods of high humidity of 100 % has
been recorded at 30oC. Periods of high humidity are common and which sometimes, is
accompanied by fog formation.

Violent sand and dust storms occur and even on comparatively still day’s fine dust is
carried in suspension in the atmosphere. The highest recorded wind velocity was 120
kilometres per hour.
Dust deposit can be highly corrosive on humid days and along the route, winds from the
sea are often salt laden since part of the lines will run near to the sea. Besides, the lines
pass through industrial areas where atmospheric pollution's are heavy. This should be
taken into consideration throughout the design of the overhead line, particularly
insulators, joints, clamps and fittings.
The equipment to be supplied under this specification must give continuous and trouble-
free service under the arduous conditions mentioned above. Provision shall be made to
facilitate inspection, maintenance and repair, continuity of supply being the first
consideration.
5.4 Design and Standard Specification:
i) All materials and equipment shall comply as a minimum:
A) With the latest relevant recommendations of the International Electro-
Technical Commission (I.E.C) if available.
B) The contract works shall be designed to facilitate easy and proper erection
and maintenance. The design of all equipment will be to ensure satisfactory
operation under site conditions as explained. Variations of load and voltage
that may be met under working conditions shall not impede such satisfactory
operation. Continuity of supply is of primary importance.
C) Risk of damage to or deterioration of any part of the overhead lines due to
vibration should be kept to the minimum and this fact as well as the taking of
all reasonable precautions for the safety of all personnel who will be
concerned with operation and maintenance of the line should be ensured by
the design.
D) Attention of all tenderers is hereby drawn to the following:
ii) If (A) above is not available, with the latest relevant British Standard Specification
(B.S.S). This applies to quality of material and testing etc. If standards as
mentioned above contradict with this tender specification, then the requirements
of this specification shall apply.
iii) Tenderers who wish to base their offers on standard other than those mentioned
under (i) above can do so provided they confirm in their offers that such
standards meet the requirements under (i) as a minimum and in due time the
successful tenderer will be asked to prove this and if needed be verified by the
inspectors appointed by the Purchaser.
iv) What is mentioned under (i) and (ii) above applies to wherever BSS is mentioned
in the different clauses of this tender specification.
v) The successful tenderer shall provide three (3) complete sets of all IEC, BS and
other standards which have been referred to in the different clauses of this
specification.
5.5 Material and Workmanship:
The materials of all parts used for this contract shall be the best of their kind and most
suitable for working under the weather and site conditions set out in this specification,
thus withstanding the variation of temperatures and other prevailing conditions without
distortion or deterioration of any part of the work.
The workmanship of all parts shall be of the highest quality and defective parts shall not
be welded, plugged or filled without the written permission of the Engineer. Metal work

shall be adequately protected against corrosion and oxidation bearing in mind the site
conditions mentioned. Used second hand materials shall not be allowed.
Before leaving the manufacturer's work, all materials and fittings shall be marked. Prior
to galvanizing with distinguishing letters and numbers corresponding to drawings: All
such markings shall be clearly legible after galvanizing.
Corresponding parts shall be made to gauge and shall be inter-changeable wherever
possible throughout the contract works and the contractor shall prove inter-changeability
as and when required by Engineer.
The manufacturers and places of manufacture, testing and inspection of the various
materials and equipment of the contract works shall be as stated in Schedule "E" and
none of these shall be changed without a valid reason acceptable to the purchaser and
then only with the written approval of the later.
5.6 Responsibility of Contractor:
The contractor shall be entirely responsible for each section of the contract works until
such section has been taken over by the Purchaser. This shall not relieve the contractor
from the entire responsibility of the contracted works as a whole.
The contractor shall be solely responsible in all respects for the suitability of the
foundations as regards the purposes for which they are required.
The contractor shall also be solely responsible for verifying the suitability of his design of
foundations to the nature of the ground at each lattice pole site. When the soil has been
excavated to the designed level to the approved contractor's design and the nature of
ground is found to require any modification in the design, this modification has to be
approved by the Purchaser and the redesign work shall be carried out by the contractor at
no extra cost.
The Tenderers must, upon their own responsibility and at their own expenses, carefully
study, before tendering, the route, the nature of the soil in which the foundations are to be
laid, all other features on the site, the available means of transport and any other local
conditions. The contractor shall be solely responsible without extra charges for dealing
with all difficulties whatsoever which may be encountered in the execution of the works,
whether foreseen or not, including (but not by way of limitation) unsound ground,
excavation, transport, access.....etc.
The proposed monopole locations may be modified by the Purchaser. The contractor may
also propose such modifications as in his opinion, may be necessary or expedient, giving
reasons for any changes which he proposes. Also the Purchaser may introduce such
modifications on the provisional detailed layout submitted by the contractor as the
Purchaser may think fit.
No modifications shall be introduced by the contractor without the prior approval of the
Purchaser.
Approval of any drawings by the Purchaser does not relieve the contractor of his
responsibility to design, supply and erect the contract works in accordance with the
specifications and to co-ordinate the contract works in such a manner that the entire work
is done to the complete satisfaction of the Purchaser.
N. B. The contractor shall follow the existing route of the 11 KV overhead line. However
in case of any requirement for change of route, necessary approval has to be
obtained from Kuwait municipality and / or the concerned authorities. Ministry of
Electricity and Water will provide all assistance to the contractor in this regard
including issuing letters, attending meeting and so on.

The Tenderer shall fill in Schedule “B“ the name of equipment sub-suppliers and details of
equipment to be supplied and these shall be subject to the approval of the Purchaser. No,
suppliers shall be changed without the written approval of the Purchaser and without a
valid reason acceptable to the later.
When filling in Schedule “B " tenderers shall note that equipment sub-suppliers will be
from the manufacturers approved by the Ministry of Electricity & Water of Kuwait and in
accordance with the names given in their offer for pre-qualification. Further, the insulators,
insulator fittings, and line fittings shall be supplied by the insulators manufacturers who
shall ensure and guarantee the compatibility of these fittings and their insulators.
Tenderers not complying with the above may be rejected.
All equipment sub-suppliers shall be responsible to the main contractor and hence subject
to the conditions of this specification. Three copies of all sub-orders shall be forwarded to
the Engineer at the time of placing sub-orders along with copies of L/C’s established for
this purpose.
5.8 Sub-Contractors:
Civil work subcontractor shall be registered in Kuwait's Central Tenders Committee as
civil contractor, Grade II (Two) minimum. Forms C-I to C-III attached to these
specifications to be filled in by Tenderer as well as civil sub-contractor and to be
submitted with the offer.
5.9 Drawings and Schedules:
It is essential that every offer be accompanied by comprehensive supporting information
and detailed dimensioned drawings, giving details of the equipment offered to enable the
purchaser to assess the merits of the offer. Full details of the proposed scheme shall be
submitted with each and every offer.
All attached schedules shall be completed in detail. Any offer not accompanied by
sufficient details or completed schedules will not be considered. Schedule "A" shows the
drawings to be submitted with each offer and the drawings to be submitted for approval.
All drawings shall be to scale and fully detailed with all important dimensions shown. All
drawings and literature shall be in the English Language.
Profiles shall be produced as a result of precision ground surveys. The contractor shall as
may be found necessary conduct further detailed surveys in the field and plot the land co-
ordinates marked for each pole all at no extra cost. Survey work should be of high order
of accuracy such that the vertical tolerance between levels forming the profile and actual
ground level shall not exceed 300 mm and horizontal distances measured to an accuracy
of less than 0.2 %.
The surveyors employed on the work should be qualified and well experienced on similar
works. The contract price shall include all these items of precision survey, preparation of
drawings, etc. All profile drawings, preliminary and precision surveys of routes and other
drawings shall become the property of the Purchaser on completion of the works.
The profile drawings shall be subject to the following:
a) All levels to be related to ordnance datum which shall be stated.
b) Ground levels at 10 metres horizontal intervals from the beginning and to the end
of each profile sheet.
c) Individual profile sheets shall not exceed a nominal 1000 mm in length.
d) The profile sheets shall be drawn from left to right on the profile sheet to a
scale of:
1 : 5000 Horizontally

The profile sheets shall be drawn on graph paper divided in millimetres.


e) The profile shall show all changes of level of 300 mm or more along the route
centre line and along the off-set lines. All features such as hedges, fences, ditches,
roads, buildings, telephones, power and pipe lines shall be shown.
The off-set lines shall be 15 metres either side of the centre line of the route. All
buildings or high obstructions within 45 metres of the centre line shall be shown
together with their level, height and distance right or left. The change distance to
each geographic feature, obstruction, crossways or sag on line will be given.
f) The following details shall be shown in the form of a detailed sketch for the
crossings of all other power lines:
i. Voltage and type of construction.
ii. Ground levels at point of crossing and support structures of the lower line.
iii. Height of conductors at point of crossing and at point of support.
iv. Distance of crossing point to support structures of the line to be crossed and
along the route of the latter line.
v. Angle of crossing
vi. Temperatures at time levels were taken.
vii. Support structures.
g) Along the bottom of the profile sheet, a route map shall be drawn to the same
scale as the horizontal scale of the profile. The route map shall show all relevant
details, within a distance 45 m each side of the route centre line.
h) The contractor shall submit for approval copies as specified of the profile drawings
upon which shall be indicated the proposed location and type of each pole, location
number, type of insulator, locations of spacers span, section lengths (i.e. distances
between tension pole) equivalent spans and sag templates used.
i) Also on the profile shall be plotted the sag curves of the lowest conductors at the
assumed maximum conductor temperature 85oC and the same for minimum
conductor temperature -6oC for checking the uplift on poles. Also plotted on the
same profile shall be shown, the ground clearances line for the minimum statutory
ground, clearance specified.
Before submitting profiles for approval, the contractor shall provide the Purchaser
with two complete sets of transparent sag templates in stout perplex or similar
material based on the range of equivalent spans required and for the conductor
types and scales to be used. The templates are to show the sag in still air at
maximum temperature, the ground clearance line, and a line showing the sag in
still air at minimum temperature. Each template is to be clearly endorsed with the
design loading conditions, particulars of conductors, equivalent span and the
scales which shall be appropriate to the scales of the relevant profile drawings.
The contractor will be required to produce error curves for each of the templates
produced to show that the ranges of the templates offered is adequate and
produces no significant errors.
All profile drawings, pole schedules and route maps shall be submitted and
approved before construction work starts. Detailed drawings for approval shall
include all calculations in full and explicit details, all formulas used with details and
references. Full details of steel work, i.e., dimensions, weights, type, and
designation, etc., volume of concrete or foundations ...etc. shall be submitted for
approval.

All detailed drawings submitted for approval shall be of suitable scale and shall be
submitted before commencing manufacture of the works in sufficient time to allow
for modifications. A period of one month shall be allowed for checking and
approval and this shall in no way affect the initial delivery dates or completion
dates.
N. B. Soil test result shall be carried out after approval of the profile drawings. The profile
drawings to be submitted after approving sag span - tension charts with their
calculations. Further, design drawings for lattice pole to be submitted for the
existing insulators complete with their fittings.
5.10 Schedule of Quantities of Lattice steel pole and Steel Structures:
The contractor shall submit schedules giving details of each lattice pole and steel
structure component parts including manufacturing, erection mark, description, OHL,
length, size, weight and required quantities for each lattice pole or steel structures and
before handing over any item of the contract works.
5.11 Surplus and Unused Materials:
On completion of the various overhead line circuits, the contractor shall hand-over the
surplus and unused materials to the Ministry's stores with a schedule of lattice pole and
steel structure parts (see clause 1.10 above) and all above shall be included in the
contract price.
5.12 Spares:
Tenderer shall submit a list of spare parts that he recommends (Schedule "C"). These
shall be quoted for separately; giving details and prices of individual parts. Prices of
which shall not be included in the tender price given in summary of prices (Schedule “7-
A”).
All Tenderers shall fill in the prices of the spare parts (individually) listed in the
schedule "D". Prices of which shall be included in the tender price given in
summary of prices (Schedule "J-A”)
The purchaser may order any part or parts of the spare parts and these must be shipped
with the first shipment of overhead lines equipment, and shall be delivered to the
purchaser's stores in Sabhan as directed by the Engineer.
All spare parts must be strictly interchangeable with the corresponding parts supplied
under the main contract and shall be clearly marked to facilitate identification. Further all
spare parts shall be prepared for long storage and suitably packed and as detailed below
(clause 1.14).
The purchaser reserves the right to order any additional quantity of the spares offered, at
the same unit prices quoted in the offer, up to the date of the final taking-over certificate.
These additional spare parts shall be delivered within fourteen (14) calendar months from
the date of their order.
5.13 Inspection and Testing:
The contractor shall arrange for all necessary and adequate tests, as well as adequate
inspection, to check that all the materials and equipment to be supplied for the contract
strictly complies with the specifications and are of the highest quality and suitable in all
respects for the contract works. No material shall be shipped until inspection at the
contractors plant has been made according to the approved fabrication drawings. Two
copies of certified reports showing the results of all the tests required by this specification
and applicable reference specifications should be submitted.

The equipment covered by this specification will be subject to inspection during


manufacturing and testing. The inspection will be carried out by an Inspector appointed by

the Purchaser and the contractor shall provide all the necessary facilities for the Inspector
who may carry out or witness any tests that he deems to be necessary. Only the
Inspector's charges will be paid by the Purchaser. But all the equipment necessary for the
tests shall be supplied by the contractor and costs resulting there from shall be included
in the contract price. The contractor shall carry out all tests specified in the latest relevant
British Standard Specifications and in the presence of the Purchaser and/or the Inspector.
The contractor shall give due notice of not less than fourteen (14) days to the Inspector as
to when and where the different parts of the equipment will be ready for the different tests
involved. The test results and releasing test certificate signed by the appointed inspector
shall be issued to the purchaser within one week from the date of carrying out the tests.
No inspection or passing by the Purchaser and/or his Inspector or works, plant or
material, whether carried out or supplied by the contractor or a sub-supplier shall relieve
the contractor from his liability to complete the contract works in accordance with the
contract or exonerate him from any of his guarantees.
N. B. If any materials fail during the test as per the test report of the purchaser’s
appointed inspector, then such material shall be re-tested. Repeating the test for
the same material for any reason whatsoever (i.e. due to failure during test,
material damage for any reason etc.), will be on the contractor's account and to be
deducted from the contract price and to be paid for the appointed inspector of the
purchaser.
5.14 Packing:
Tenderers are warned that equipment is liable to very rough handling enroute from the
manufacturer’s work to site in Kuwait. Thus it is essential that equipment is braced and
packed securely to reduce damage and deterioration.
All surplus and un-used materials and spares are to be handed over to the Purchaser,
shall be prepared for long storage and suitably packed. The packing shall be subject to
the Purchaser's approval.
Each monopole and accessories shall be packed and labelled to the approval of the MEW
Engineer as may be necessary.
All the above shall be placed as directed by MEW Engineer and/or MEW Stores Keeper.
5.15 Existing Roads Crossings of 11 KV Overhead Lines:
The contractor shall use underground 11 kV cables at existing roads and overhead line
crossings of different distances along each line. Two terminal poles at each crossing shall
be provided for this with necessary platform for mounting on each one set of 11KV heat
shrinkable cable termination suitable to receive 3-core each 300 sq.mm copper
conductors, XLPE insulated steel wire armoured and PVC overall sheathed cable.
In case, due to some reasons or other, underground 11 KV cables cannot be used at
existing roads and overhead line crossings, the contractor shall use a temporary bridge or
scaffolding with required ground clearance as may be required by the various authorities
for permitting safe stringing of the overhead line crossing these roads and other existing
power lines and without interruption of traffic, all at no extra cost. The tops of all scaffolds,
temporary bridges, etc. are to be protected by wood or other suitable material to prevent
abrasion damage to the conductors.
1.16 Shutdown for Existing Overhead Lines:
a) Work on existing 11 kV overhead lines shall be restricted to low load period. Thus
no shutdown on any of the existing overhead lines is allowed except during these
periods which are from 15th October to 31st December and from 15th February to
15th April.

b) Shutdown for these power line crossings will be permitted only during the period as
shown under ‘a’ above.
c) However, the shutdown arrangements as shown under 'a' and 'b' above shall be
subject to the agreement of MEW Engineer.
d) All the above shall be taken into account when preparing offers as no claims
whatsoever will be accepted on account of the above and shall not affect the
completion dates.
1.17 Safety Precautions:
The contractor shall take all adequate and necessary safety precautions and comply with
all safety regulations in order to ensure maximum safety to the works, all persons and
anything within the site of the works. Notwithstanding the approval of the Engineer, such
approval shall in no way relieve the contractor of his liability in law and/or under the terms
of the contract. Contractor shall take all reasonable precautions for the safety of all
personnel equipments and material. All safety matters and their implementation on site is
completely the contractor’s responsibility and shall be supervised by the safety engineer.
This shall include but not limited to:-
i) Safety measures, in general, such as temporary earthing arrangements and other
necessary precautions etc. This shall be taken into consideration before the
commencement of work to protect workers, tools and equipment from damage.
ii) Safety measures, with work in progress: Contractor shall under take all safety
measures as may be necessary and direct his personnel to observe these. Any
equipment required to fulfil above shall be provided by the contractor.

iii) The adopted safety measures/regulations shall be strictly in accordance with


International code of practice.
iv) Necessary charts (electrical /civil) showing the safety procedures shall be
displayed at all the concerned prominent places of work in action.
The contractor must also strictly abide by all safety rules and regulations issued by the
different Ministries and Authorities like, Ministry of Electricity & Water, Ministry of Public
Works, Ministry of Communication, Ministry of Interior, Kuwait Municipality and others,
and shall provide in all cases picket fences, warning tapes, warning lights, danger signs
and watchmen to ensure that no mishaps befall the public or properties. During the hour
darkness an adequate number of danger signs shall be provided.
Non-observation of above will be considered as serious offence and any consequences in
lieu of that will be considered as the negligence of the contractor and he will be held
responsible for that.
1.18 Services Co-ordination:
The contractor shall notify in all cases and obtain necessary clearances/permits from other Ministries and
Authorities in case their services might be affected by his works in order to take necessary measures by the
concerned beforehand.
1.19 Existing Services:
The contractor shall refer to all relevant Civil, Sewage, Drainage, Telephone, EHV/HV/LV Cable route and
all other services drawings and obtain for himself the exact locations and position of various services, so
that in the execution of his work, he will not disturb or damage any other services and additionally shall
maintain adequate and specified clearances between his works and all other services.

The contractor shall also refer to and comply with the current regulations and specifications of Ministries,
Authorities and Companies before commencing any works adjacent to equipment, plant, cables etc.

The above requirement will not relieve the contractor of his responsibility for taking every precaution to
avoid damage to equipment, plant, cables etc. and he will be held responsible for the cost of repair of all
damages.
1.20 Public Safety And Convenience:
The contractor shall not deposit the earth obtained from excavation of foundations and/or store up or deploy
equipment, tools and plant necessary for the work in locations which affects the safety of the public or public
services or properties.
1.21 Site Office & Logistic Supports:
The contractor shall provide, install and furnish with all required logistic supports, a fixed,
portable or mobile site office to accommodate offices for his own engineer and staff in
addition to the offices for the MEW Engineer and supervisory staff. The site office shall
have adequate floor space to properly store all tools and equipment in a safe manner.
The site office shall be available before the site work is started and remain up to the
taking over of each item. The office shall be to the entire satisfaction of the MEW
Engineer in all respects.
The Bill of Quantities does not include any items or quantities for the site office and other
logistic supports to be supplied, installed and furnished, but the contractor shall provide
for these as part of the contract works and include the cost in the tender price.
1.22 Sign Boards:
The contractor shall provide painted wooden sign boards at the locations of his works.
The sign layout and support system shall be designed by the contractor and must be
approved by the MEW Engineer.
The signs shall have the nature of the works, the Employer and the Contractor lettered
thereon in Arabic and English. No other signs or advertisements will be permitted on the
site. The sign boards shall be maintained in good condition repainted as necessary and
removed when no longer required.
The Bill of Quantities does not include any items or quantities for the signboards to be
supplied and erected for the project, but the contractor shall provide for these as part of
the contract works.
1.23 Contractor’s Project Design and Erection Personnel:
The Tenderer shall quote the estimated time required for complete erection of each item
of the overhead lines and the details (numbers and grades) of personnel to be employed.
Full details shall be given in Schedule "G" of the number and costs per month of
personnel. These costs shall include accommodation, messing, salaries allowances, local
transport ...etc.
The project site engineer, electrical and civil supervising engineers, surveyors, electrical
and civil foreman, monopole erectors and linesmen shall be employees of the main
contractor and none of these staff shall be local recruited. The main contractor shall be a
reputable foreign design and erection organization who shall undertake the complete
design, supply and erection of the contract work. Erection work (except civil works -
see clause 1.8) should not be sub-contracted. Only
linemen's mate’s, drivers and labourers can be hired locally. However, if the erection work
is to be contracted then the subcontractor of the same shall be subject to MEW approval.
In addition to the above, the main contractor shall allocate to this project, from his own
employees, qualified design electrical and civil engineers. Qualification of the Design
Engineer together with his past experience shall be attached with the offer and subject to
MEW approval.

All the above staff must have thorough experience of this type of work in the employment
of the main contractor for at least five years as a minimum.

In addition to the above where a civil sub-contractor is employed, the later shall also
provide one qualified Civil Engineer and two Civil Work foremen for the above project.

A) (i.e. The contractor shall maintain in Kuwait for the execution of the contract works as
minimum number of staff as stated below.

a) One qualified project engineer to be in-charge of the whole project. He shall be


available in Kuwait within one month from the date of signing the contract and shall
remain in Kuwait throughout the contract period.
b) One qualified safety engineer to be responsible for the whole project. He shall be
available in Kuwait within one month from the date of signing the contract and shall
remain in Kuwait throughout the contract period.
c) One qualified supervising electrical engineer to be stationed in Kuwait from the
time of starting erection work until the commissioning of the last item of the
contract work. Two qualified supervising Civil Engineers (one civil Engineer of the
main contractor and the other of the civil subcontractor) to be stationed in Kuwait
prior to any foundation work starts until erection and stringing works of all contract
works are completed.
d) Two qualified surveyors to be stationed in Kuwait from the time of start of precision
survey and until erection and stringing of all contract items are completed.
e) Two electrical foremen to be available in Kuwait before stringing starts and shall
remain in Kuwait throughout the contract period.
f) One civil foreman of the main contractor and two civil foremen of the Civil Sub-
contractor shall also be stationed in Kuwait before any foundation work starts and
until erection and stringing works of all contract works are completed.
g) Fifteen (15) qualified monopole erectors and 15 (fifteen) linesmen shall be
stationed in Kuwait from the time of starting foundation works until the
commissioning of the last item of the contract works. In addition, suitable number
of linesmen should remain in Kuwait until final taking over (after the guarantee and
maintenance period is over).
B) The contractor shall also allocate for this project, one qualified electrical design
engineer and one civil design engineer to be stationed in Kuwait within one month from
the date of signing the contract and until all design drawings of the contract works are
finally approved.
It is to be noted that none of the staff mentioned under A and B above shall be changed
or leave the works without the written approval of MEW. If any of them site project
engineer, safety engineer, supervising civil or electrical engineer, design engineer and
surveyor) leave the work without a written approval from MEW, then an amount of money
shall be deducted from the contractor’s amount or properties for the absence of each
working day or thereof. The rate of deduction will be applied at similar rates mentioned for
the contractors Project personnel given in schedule "H”. For the monopole erectors,
linesmen and erection foremen, the amount to he deducted will the KD 20/- per working
day or part thereof.
The Ministry has the right to ask the successful Tenderer to change any or all the above
Engineers and / or foremen during the contract period without giving any reason.

Accordingly the contractor shall provide another Engineer and / or foremen which will be
subject to MEW acceptance as no claim for this is to be considered.
All contractor’s personnel shall have identification cards showing their names,
nationalities, occupation, civil id number, contract number and insurance number.
The contractor’s rates shall include the cost of all staff, skilled or unskilled workers and
labourers, whether foreign or local, who will be employed on the contract works.
1.24 Erection Tools, Equipment and Transports:
The contractor within the contract price shall provide all necessary erection tools,
equipment, transports and specified materials. The contractor shall also supply all testing
gear for testing and commissioning the works and as detailed in Part V. An itemized list of
equipment to be supplied shall be entered in the schedules attached to these
specifications.
a) Contractor shall have all necessary erection tools, lifting tackle, jigs, etc.
required for the installation of the equipment.
b) Contractor shall have suitable approved dynamometers and all apparatus
necessary for the proper checking of the works.
c) Contractor shall have sufficient haulage and transport facilities.
d) Contractor shall be fully equipped to work in harsh working conditions.
e) Contractor shall have first-aid facilities at all times.
All tools and equipment of the contractor must be calibrated from competent authority and
a certificate to this extent must be submitted to the MEW engineer. Further the calibration
must be done once a year. Cost of the same to be borne by the contractor.
1.24 Contractor’s Equipment:
All contractor’s tools and equipment shall, when brought on the site, is deemed to be exclusively intended
for the execution of works. The contractor shall not remove from the site any such equipment, except:-
a) When it is no longer required for the completion of the works, or
b) When the engineer has given his consent.
The contractor may at the completion of the works, offer for sale to the Purchaser any
construction tools and equipment. An itemized list of prices for the tools shall be
submitted and these shall form the basis of price negotiations at the completion of the
works. The Purchaser reserves the right to purchase some, all or none of these tools.
1.26 Working Hours and Days:
Work shall be undertaken in the morning shift only but if required, the contractor should
mobilize his staff to work at any time after the morning shift and during night time in case
of emergencies. Working hours will be from 06.00 am to 14.00 pm and days of work are
all year days excluding government holidays & weekends.
1.27 Period of Contract:
The period of contract shall start from the date of signing the contract and continue for
thirty-six (36) Calendar months.
1.28 Date of Completion, Progress Reports and Delays:
The delivery of materials and all erection works under the contract shall be completed
within thirty-six (36) months as specified above. Each Tenderer shall fill in the schedule
giving his best dates of delivery F O B and times of completion and erection of the various
items of the work within this time period
The contractor shall supply, completely erect, test and commission and handover ready
for commercial load each item of the contract works as detailed in Part II.
The successful Tenderer shall submit monthly progress reports during manufacture and
weekly progress reports for erection of all works including surveys, soil tests ...etc.

covered by this contract with reasons for any delays or deviations from the set
programme.
If at any time during erection it appears to the Purchaser that the contractor will be unable
to complete any section of the contract works in the time stipulated then the contractor
shall, if asked by the Purchaser, put in extra hours of work outside normal working hours
(holidays included) and shall not make any claim for any extra expenses incurred.
1.29 Guarantee:
The guarantee period shall be thirty-six (36) calendar months after the completion and
handing over of all the works.
1.30 Contractors Default:
If the contractor neglects to execute the work, intentionally or unintentionally slows down the work due to
insufficient laborers or refuses to comply with his obligation according to orders issued by provision of the
contract, then MEW will execute part or all of the work neglected by the contractor without notice or
obligation towards the contractor.
Under such circumstances, MEW has the freedom to take over the whole work or any
part of it from the contractor in any way or from MEW sees fit and contractor shall have to
pay all costs, charges and penalties related to the matter without any court actions or
notice. In this case MEW shall have the right to use contractor’s equipment at the site to
execute the work without being responsible to the contractor for any wear or tear of the
equipment. MEW will not pay any charges for the usage of the said equipment.
1.31 Withdrawal of the Work From the Contractor or Termination of the Contract:
Without prejudicing provisions of the order sub-sections or the ministry’s rights prescribed
in Kuwait laws, the Ministry shall have the right to withdraw the work
from the contractor and decide to terminate the contract by a notice in writing by ministry
to the contractor without the need for any court actions in the following additional
conditions and circumstances:-
a) If the contractor suspends the work completely for a period of four (4) hours, or for a
period of two (2) hours at three separate times, unless he proves that the reasons for
suspension is related to causes beyond his control.
b) If the contractor contravenes any contract term and does not make good that
contravention within two days from the contractor’s receiving a notice in writing form
MEW to do so.
1.32 Consequences of Withdrawal or Termination:
In the event of terminating the contract or withdrawal of the work or any part thereof from the contractor
according to the previous subsection or under any other condition, the ministry has the right to confiscate
the contractor’s final surety (performance bond) without previous notice or court action. Such action shall
not prejudice the ministry’s right for claiming compensation for the damage incurred. In addition to the
above, the Ministry shall have the right to exercise the following:-
a) To perform itself the incomplete work or part of the work thereof, at the contractor’s
expense.
b) To put out all, or part of the incomplete work for tender at contractor’s expense.
c) To directly negotiate and award to some other contractor the incomplete works or any
part thereof at contractor’s expense.
Under these conditions, the Ministry shall have the right to seize all or part of the
contractor’s equipment and use it to complete the work without being responsible
to the contractor or others for any damage or loss that may occur to the said
equipment.

The Ministry shall use the equipment freely and will not be responsible for any
fees, or payments due to others for that matter. The Ministry shall also have the
right to seize all or part of the contractor’s properties or amount due in other
government ministries or departments. The ministry shall also have the right to sell
the contractor’s equipment without being responsible to the contractor for any
losses entailed by sale.
d) The Ministry shall have the right to black list the contractor for a minimum of two years
in case of default.
1.33 Delays Caused by the Purchaser:
If, for reasons for which the overhead line contractor is not responsible, it was not
possible to energize the overhead line of any circuit of any item after completion and
successful testing of his contract works, then the guarantee period of two (2) years shall
begin from the date of concerned overhead line was energized and for a maximum
period of twenty-seven (27) calendar months from the date of completion and testing.
For the period between testing and energizing the purchaser will pay only for the
commissioning and service engineer’s waiting time or his return air fare (as may be
decided by the purchaser) at the rates given in schedule “H” - Personnel. In this case,
the contractor will not be entitled to any other additional costs.
1.34 Performance Bond:
A performance bond equivalent to 10% of the contract price shall be executed by the contractor and be
valid for a period of twelve (12) calendar months from the date of completion and handing over of the work.
1.35 Insurance:
All insurance policies under this contract shall be issued according to the following:
Preference shall be given to the local national Kuwaiti insurance companies if their rates do not exceed ten
percent (10%) above the rates of foreign insurance companies. The contractor should submit supporting
evidence to this. Insurance companies who underwrite the said insurance policies under the contract shall
be well established and financially capable for his coverage of all risks. With respect to contracts that
exceed one-half-million (500,000) Kuwaiti dinars, an insurance certificate must be submitted certifying that
reinsurance has been carried out through a reputable international company.

If the owner should feel that said insurance company is unable to finance the required risk coverage, then
he shall request the contractor to change the insurance company. If the contractor does not make the
change within a reasonable time, the owner shall deal with the matter on the contractor’s account and give
the insurance to a company he considers reliable.
A) Workmen Insurance.
The owner MEW shall not be liable for any damage or compensation with respect to
accidents or injury to workmen or other persons employed by the contractor. The
contractor shall be responsible for all damages compensations, claims, and costs and
expenses whatsoever in respect thereof.
The contractor shall insure his employees against all these liabilities and the
insurance shall remain valid throughout the entire employment period. The
contractor shall make available upon the request of owner the insurance policy and
any receipt of premiums thereto.
The contractor shall arrange for the health insurance for his employees as per
relevant rules and regulations. The owner MEW will not pay any extra charge for the
same.
B) Equipment Insurance.

The contractor shall insure the overhead line and accessories for the benefit of both
himself and owner MEW for its full value, to cover any damage to the overhead line
and accessories arising directly or indirectly from his work, or staff and personal
employed by him and for the whole period of the contract. The contractor shall also
submit form time to time or upon the owner’s request, the insurance policy and
receipts of payments of premiums there to.
C) Third Party Insurance.
Upon the execution of the contract, the contractor shall insure in the joint names of
himself and the owner MEW against any damage, loss, or injury, which may occur to
any person working at the same site or adjacent to it, as a result of executing the
contract. The contractor shall make available upon the owner’s request, the insurance
policy or policies and premium payment receipts there to.
1.36 Liability With Respect to Accidents and Damages:
The contractor shall take all precautions to protect any part of the work from loss or damages incurred for
any possible reason. The contractor shall protect the site and take measures to guarantee the safety of
persons about the site against accidents.

Rectification of all damages and compensation for the losses incurred to any part of the work as result of
the contractor’s neglect to comply with his obligations under this contract, shall be at the contractor’s
expense only, to the satisfaction of the MEW Engineer.
The contractor shall compensate the owner MEW for all damages and losses which may
occur to any person, property, consumers of MEW whether the injury is to persons at the
site or to the materials and equipment in it resulting from contractor’s work.
1.37 Variation Order:
The Ministry of Electricity & Water shall have full power to direct the contractor to alter the contract value by
addition or reduction within 25% (Twenty-five) of the total tender price in schedule “J-A” by issuing the
necessary variation order within the contract period without any change in contractor’s unit price and without
any opposition from contractor side. No additional work shall be undertaken unless the contractor is in
possession of the variation order for the said work. The MEW shall also have the full power to increase or
decrease the quantities of different items in schedule “J-A” depending on the requirements at the site.
1.38 Terms of Payment:
Based on contractor request MEW shall issue 20% (Twenty percent) of contract value as
advance payment against submission of bank guarantee. The advance given to the
contractor shall be recovered from each invoice.
As each job is completed, the quantity of work done shall be measured and agreed with MEW engineer. An
invoice (in triplicate) for the agreed work with completion certificate shall be submitted to MEW for payment
up to 70% of each invoice. A statement shall be provided showing the running cost and quantities of the
contract by the contractor. The invoice shall not be processed without this performance report.

Provided work has been done satisfactorily and 36 months guarantee from completion of the work has
reached and expiry, the final 10% of invoice for each job shall be paid on submission of appropriate
additional invoice.

Bank guarantee shall be released upon satisfactory completion of the contract work and on the expiry of the
contract period and guarantee period.
1.39 Training:
The successful tenderer shall arrange for comprehensive engineering training of twelve
(12) MEW personnel at the manufacturer’s places of different major items for a period of
at least two (2) weeks and all costs for conducting such training including costs for air
tickets and first class hotel accommodation shall be borne by successful tender.

1.40 Final Acceptance Inspection:

The final acceptance inspection will be carried out and a certificate will be issued to the
contractor at the end of the warranty period only when the contractor’s obligations are all
fulfilled to the entire satisfaction of the Ministry of Electricity and Water Engineer.

II-1 : OCTAGONAL LATTICE STEEL POLE AND FOUNDATIONS

2.1.1 SCOPE
This specification is the minimum technical requirement for design, engineering,
manufacturing, inspection, testing and performance of Octagonal Steel Poles intended
to be used in the medium voltage system (MV) overhead lines of Ministry of Electricity
and Water, Kuwait.

2.1.2 CROSS REFERENCES


The Material Standard Specification shall be read in conjunction with the General
Requirement for all Equipment/Materials as included under section the of this
specification.

2.1.3 APPLICATION CODES AND STANDARDS


The latest version of the following codes and standards shall be applicable for the
equipment/materials covered in this specification. In case of any deviation, the
vendor/manufacturer may propose equipment/materials conforming to alternate codes
or standards. However, the provision of this specification shall supersede the
provisions of these alternate standards in case of any difference.

2.1.4 SERVICE AND SYSTEM CONDITIONS


The poles shall be suitable for operation under the service conditions as stated
in Clause 1.3.

2.1.5 DESIGN, MATERIALS AND FABRICATION

2.1.5.1 General
2.1.5.1.1 The galvanized steel poles shall be in a single piece of
required length. Their cross sectional shapes shall be
tapered octagonal and conform to dimensions given in the
tables and drawings in this specification.

2.1.5.1.2 Poles shall satisfy the dimensional length and pole top
loading requirements as per. the design parameters listed in
this specification. The dimensions across flats for top and
bottom for all poles are listed in this specification as a
preferred design to utilize one dimension for each type of
pole length in so far as design criteria is met.

2.1.5.1.3 Poles shall be pre-drilled and supplied complete with pole


top cap and base plate.

2.1.5.2 Design

2.1.5.2.2 Applications of the standard steel poles are given in Tables 2.

2.1.5.2.3 The standard poles shall be suitable for the specified


applications based on the design parameters given in
Tables.

2.1.5.2.4 Poles are designed to withstand the worst possible


combination of simultaneous loading of:
• Lateral loads consisting of wind forces on conductors
corresponding to wind spans, wind force on insulators,
wind force on pole and maximum conductor tension.
• Vertical loads consisting of pole self-weight, weights. of
conductors, insulators, cross-arm, additional equipment,
lineman and compressive force due to reaction of stays
wherever applicable. .

2.1.5.2.5 The maximum design unit stress shall not exceed the
minimum yield stress as stated in this specification for the
particular application and types of loads, including overload
capacity factors.

2.1.5.3 Materials
2.1.5.3.1 Structural steel for pole Lattice shall comply with the
applicable requirements of ASTM A572 or equivalent with
mechanical properties as given below:
• Minimum yield strength - 355 N/mm2
• Minimum ultimate tensile strength - 490 N/mm2
• Max. ultimate tensile strength - 620 N/mm2

2.1.5.3.2 Structural steel for bearing plate and top cap shall comply
with the applicable requirements of ASTM A36 or
equivalent with minimum yield strength of 250 N/mm2.

2.1.5.3.3 Pole Lattice, bearing plate and top cap shall be hot-dipped
galvanized after fabrication, including all drilling, cutting and
welding. Galvanizing shall be done in accordance with
relevant International Standard and the minimum average
thickness of coating shall be 0.086 mm, equivalent to 610
g/m2.

2.1.5.3.4 Bolts, nuts and locknuts for top cap, bearing plate and
earthing nut shall be steel Grade 4.6 and shall comply with
the applicable requirements of ASTM A307 and ASTM A
563 or equivalent and hot-dipped galvanized in
accordance with relevant International Standard minimum
average coating thickness of 0.053 mm, equivalent to 381
g/m2.

2.1.5.3.5 Weld material shall be compatible with the material of the


pole as defined by American Welding Society.

2.1.5.3.6 Poles shall be provided with factory-applied extra anti-


corrosion coating of coal tar epoxy applied over
galvanization on embedded portion plus 300 mm and
suitable barrier coating shall be applied over the coal tar
epoxy 300 mm above and below ground line. Complete
details of the coating and procedures for application shall
be submitted for review/approval by MEW Engineer.

2.1.5.4 Fabrication
2.1.5.4.1 Shearing and cutting shall be performed carefully and. all portions of
the work shall be finished neatly. Copes and re-entrant cuts shall be
filtered before cutting.

2.1.5.4.2 All forming and bending during fabrication shall be done by method
that will prevent embrittlement or loss of strength in the material being
worked.

2.1.5.4.3 All welding operations shall be done in accordance with the American

2.1.5.4.4 Boltholes as specified, in the applicable drawings shall be punched or


drilled. Holes may be punched when the material thickness does not
exceed the diameter of the hole. Holes of any diameter may be drilled.
Holes shall be cylindrical, perpendicular to the pole, free of burrs, and
clean cut without torn or ragged edges. The use of burning torch for
cutting holes will not be permitted.

2.1.5.4.5 Extra holes for the purpose of lifting or other than those specified in the
drawings shall not be permitted.

2.1.5.4.6 All pre-drilled holes shall be provided with durable ultra-violet


resistant, plastic plugs.

2.1.5.4.7 Steel pole shall be provided with M12 earthing nut at the location
specified in applicable drawing. Hot-dipped galvanized M12 x 30 mm
long hexagonal bolt with washer shall be screwed on to the earthing nut.

2.1.5.4.8 Steel poles shall be provided with detachable top cap and base bearing
plate. Flat bar with drilled and tapped hole to suit M12 bolt shall be
welded to the top and bottom of the pole for attaching the top cap and
base bearing plate, respectively. Hot-dipped’ galvanized M12 x 30
hexagonal bolts and washers shall be provided for attaching the top cap
and base plate.

2.1.5.4.9 The following tolerances shall apply


• +/-0.5 % for overall length
•+/- 5 mm for A/F diameter
• +/- 2 mm for center-to-center distance between holes
• +1- 0.5 mm for diameter of pre-drilled holes

2.1.5.4.10 Straightness of the pole shall be within 1 mm/m and without any twist.

2.1.5.5 Marking
2.1.5.5.1 Each pole shall be provided with 80 mm x 80 mm 2 mm thick nameplate
riveted to the shaft at the location specified in applicable drawing. All
markings shall be legible and so applied to remain legible under normal
handling and installation practices. Nameplate shall include, but not limited to
the following information:

• MEW Monogram
• Pole Type
• Pole Height
• Pole Ultimate Load
• Pole Dimension (A/F Top/Bottom/Thickness)
• Pole Weight
• MEW Contract Number.
• Manufacturer’s Name or trademark, place and year of manufacturing.

2.1.5.5.2 Each pole shall be marked at 2.5 MTR from the bottom with contract

2.1.6 Inspection And Testing

2.1.6.1 The Supplier, shall make adequate tests and inspections to determine the conformity of
material furnished under this Specification with the requirements invoked. MEW or its
designated representative will conduct acceptance inspection and witness testing at the
manufacturers plant.
2.1.6.2 Inspection/Routine Test Requirements

2.1.6.2.1 Inspection / routine tests shall be in accordance with NEMA Standard


TT-1 for Tapered Tubular Steel Structure.

2.1.6.2.2 Visual inspection shall include checks for satisfactory workmanship,


materials, freedom from surface defects and for compliance with the
contract General Specifications.

2.1.6.2.3 MEW designated representative shall have free access at all times while work
is being carried on, to all areas of the manufacturer’s plant which concern the
work.

2.1.6.2.4 Inspection/routine tests may be made during all stages of manufacturing,


testing and shipping. Inspection may be at the point of shipment or delivery
site at MEW option. However, inspection and acceptance shall not relieve the
manufacturer of his responsibility for conformance with this specification.

2.1.6.2.5 Proof Load Test (Horizontal Testing)


The Lattice steel poles shall be proof tested in accordance with applicable
standards. One pole of each design for every consignment shall be tested as
per the manufacturer’s testing procedure approved by MEW.
Manual application of load during testing shall not be allowed. Digital
dynamometer shall be used to obtain accurate readings.

The proof test will verify the adequacy of steel pole to withstand the static
design loads specified for that structure as an individual entity under
controlled conditions.
In the event of any one pole not fulfilling the test requirements, further two
shall be tested. Should either of these fail, the whole order of the particular
type of pole shall be deemed to have failed to comply with this specification.

2.1.6.3 Type Testing Requirements


All materials shall be type tested in accordance with the latest standards in this
specification.
Following the completion of all tests, two certified copies of the test. reports shall be submitted to
MEW for review and approval.

2.1.6.3.1 Full-scale Loading Test (Vertical Testing)


Full scale loading tests shall be performed on poles and all costs for
such tests shall be included in the contract price and shall not be
quoted separately.
Full scale loading test shall be as stated in the data schedule and shall be in
accordance with applicable standards. The manufacturer shall submit for
approval by MEW diagrams showing the proposed scheme for applying and
measuring loads and determining deflections of critical points.

2.1.6.3.2 Deflections (During Pole Test)


Pole deflections under load shall be measured and recorded. Deflection
readings shall be recorded for the “before-load”, “load-on” and “load-off”
conditions as well as at all intermediate holds during loading. All deflections
shall be performed to common base readings, such as the initial positions,
taken before any test loads are applied.
A no-load deflection reading shall be taken five minutes after the removal of
the maximum test load, the reading shall not, exceed the allowable deflection
(5% of the exposed length).

2.1.6.3.3 Test Reports


The manufacturer shall furnish a full and comprehensive report of each pole
test and shall include detailed diagrams and tabulation showing values and
methods of load application and deflection, records of each load test,
photographs of test set up and description (with photographs) of all failures, if
any.
Include mill test reports of the material used and the results of any tensile
tests of specimens cut from any members, which failed during the testing
program. Particular emphasis shall be placed on the determination of the
mechanical properties of the material.

2.1.6.3.4 Test Acceptance


The manufacturer, upon receipt of written acceptance from MEW for the
satisfactory performance of the pole loading tests, may start fabrication of the
steel poles.

2.1.7 Packing and Shipment

In addition to the packing and shipping requirements specified the


following shall be fulfilled:

2.1.7.1 The poles shall be stacked with spacers and blocks in order to avoid damages of zinc coating
during the loading and transportation.

2.1.7.2 Poles shall be delivered in bundles of 6 poles with the arrangement of 2 layers, with 3 poles per
layer, and strapped at four (4) locations of equal distances with the use of steel straps size 31 mm
x 0.8 mm (mm.) and necessary wood separators, padding or cushion material underneath the steel
straps.

2.1.7.3 Wooden separators shall be provided between the horizontal and vertical layers of poles to avoid
scratches and to facilitate slinging.

2.1.7.4 Bundled poles shall be so arranged such that the earthing hardwares are not disturbed during
normal handling.

2.1.7.5 Reasonable care shall be exercised in the handling and shipment of steel poles. Any expense
incurred due to the careless handling and shipment of steel poles shall be considered as a
legitimate back charge against the Supplier.
2.1.8 GUARANTEE

2.1.8.1 The contractor shall submit a guarantee from the manufacturer stating that the designed life time
of the monopole is for minimum twenty five (25) years at Kuwait’s severe weather and wind
conditions stipulated. If any pole fails within this period from the date of installation at the site,
the same will be replaced free of charge. Without this the monopoles will not be accepted.

2.1.8.2 If no exceptions to this specification is taken and no list of deviations is submitted, it shall be
deemed that, in every respect, steel pole offered shall conform to this Specification. MEW
interpretation of this Specification shall be accepted.

2.1.9 SUBMITTALS

2.1.9.1 In addition to documentations specified the following shall be submitted by the


vendor/manufacturer:

2.1.9.1.1 Design information and drawings to be supplied with the proposals:

a) Detailed drawings of steel pole showing the complete dimensions


identification marks, number and location of. pre-drilled bolt holes,
details of pole top cap, bearing plate, hole plastic plug, earthing nut
and marking plate.
b) Detailed drawing/procedure for bundling of poles.
c) Details of anti-corrosion coating

2.1.9.1.2 Submittals required following award of contract:


a. Drawings for final MEW approval shall be submitted prior to start
of manufacturing. Contractor shall furnish all final drawings in
original.
b. Manufacturing schedule, progress report and test schedules.
c. Test reports including, but not limited to, the following:

• Certified mill test reports for all material.


• Certified welding reports.
• Impact property test reports showing that the materials used in the
structures meet the impact, properties.
• Test reports on coating thickness, nuts & bolts and reports on
dimensional checks.
• Report of all structure testing, when required, including photos,
diagrams, loading trees, etc.

2.2 Anti-Climbing Devices and Steps:

Anti-climbing devices of an approved spiked type shall be fitted around each type of
monopole, which shall project outside and inside of each pole to prevent any climbing.
The height of such a device shall not be less than 2.75 metres or not more than 3.75
metres from ground level at pole positions.

2.3 Danger Plates, Number Plates...etc.

Danger and property plates, pole numbers and circuit plates of an approved type of
anti-corrosive material shall be provided and fixed in approved positions on all poles.
The pole number plates shall be fixed centrally immediately below the danger and
property plates. The plates shall preferably be weather resistant, vitreous enamelled
and should be suitable for the climatic conditions in Kuwait. All plates shall be
enamelled both sides with black colour at the back and front as mentioned.

The conductor phases of each circuit shall be identified by phase plates of anti-
corrosive material coloured red, yellow and blue. The circuits shall be identified by
circuit identification plates. The phase and circuit plates shall be provided on all poles.

The design position and method of fixing the phase and circuit plates and danger
plates shall be approved by the purchaser.

It is required to supply and install few numbers of name plates which are to be erected
on some tension poles, PMT location along the line . The numbers and installation
locations of the same will be as directed by MEW Engineer, and the price of the same
shall be considered as included in the tender price.

i) Bolts, Nuts and Washers:

Bolts shall be hot dipped galvanized after threading. Threads shall be of sufficient
depth to allow for the thickness of the galvanizing nuts shall turn easily on the bolts
without excessive looseness. Bolts shall have hex heads.

All bolts shall be supplied with nuts, plain washers and lock washers. The washers
shall be hardened steel.

ii) Notes:

1. Danger, number, circuit, and phase plates shall be of red script.


2. Colour of phase plates shall be red, yellow and blue.
3. Material of all plates shall be steel plate 1.5 mm thickness
4. All bolts shall be 17.5 mm diameter.
5. All bolts shall be consisting of (1), (1) nut and (1) spring washer.
6. All kinds of plates must be installed between 2.75 m and 3.75 mm from
ground level.
7. Surface edge and back side shall be black stove enamelled.

2.4 Earthing of pole:

A) After the poles are completely erected but before any stringing, the electrical
resistance of each pole to earth shall be measured in the presence of the Purchaser’s
representative and this shall not exceed 7 ohms for 11 KV lines. The contractor shall
as required by the Purchaser install the necessary earthing devices to the poles in an
approved manner. As the nature of soil in Kuwait is generally dry, the soil resistivity is
usually rather high.

Drawings of earthing arrangements shall be attached to the offer. Earthing shall be by


means of copper weld or copper earth rods of not less than 19 mm diameter and 3
metres length. Copper earth connection shall be of similar cross section. The ground
wire shall be suitably bonded to the pole with a flexible copper bond of size not less
than 276/0.4 mm (34 sq.mm) or a copper tape of 25 x 3 mm to ensure good electrical
connection.

2.4.1 Earthing of pole by Counter - Poise (when required)

Tenderers are advised that they may encounter very hard rock like ground and it
may not be possible to excavate by mechanical means such as boring or
compressed air drilling machines to the 3 metres depth required for burying the
ground rods of the earthing device.

In such cases, and subject to approval by MEW, suitable counter-poises are to be


provided in order to achieve the specified values of pole / earth resistance. Where
agreed by MEW, the contractor shall carry out soil resistivity tests by means of
approved tester. The test results shall include the calculation sheets to determine
the number and length of counter-poise wires. No payments for these further tests
shall be made.

The counter-poise consists of 4 galvanised stranded steel conductors 19/2.36


mm and of length of about 60.0 metres each radiating away and buried 45 cm
below the ground level. The length of the steel wire required for earthing depends
on the resistivity of soil and site conditions. The galvanized counter-poise shall be
fixed to the monopole by special galvanized ground clamps.

2.4.2 The Tenderer shall note that the nature of the ground and soil conditions

necessary, compressed air drilling machines or boring machines should be


used at no cost for hard soil or ground and the counter-poise methods of
earthing can be adopted only if the above methods fail and after the written
approval of MEW engineers.

2.5 Galvanizing:

All iron and steel parts other than steel reinforcements shall be galvanized by the hot
dip process strictly in accordance with BS EN ISO 1461: 1999, except that the coating of
zinc shall be minimum 85 microns (610 g/m2). All hot dip galvanizing shall be smooth,
clean and of uniform thickness and free from defects. Preparation of galvanizing itself
shall not adversely affect the mechanical properties of the coated material.

All markings shall be carried out prior to galvanizing and it shall be clearly legible
thereafter.

Galvanizing shall be applied after all drilling, punching, cutting and bending of parts as
well as after all burns is removed. The surface to be galvanized shall be smooth,
clean and free from scale or rust and properly prepared to receive the galvanizing.

All bolts and screwed rods shall galvanize including the threaded portions. The thread
shall be cleared of shelter by spinning or brushing. All nuts shall be galvanized except
the thread which shall be oiled. Galvanizing shall be in accordance with previously
mentioned paragraphs. Sherardizing or other similar process shall not be used.

2.6 Span Lengths, Conductor Spacings and Clearances:

"Span length" shall mean the horizontal distance between the central lines of adjacent
poles.

The standard poles heights shall be based on a normal span length of 60 metres for
the 11 KV lines assuming level ground. These spans shall not normally be exceeded
unless specifically approved for special purposes.

The maximum distance between the two adjacent tension poles shall not exceed 1.0
Kms for the 11 KV lines. The fullest possible use shall be made of the maximum
conductor lengths in order to reduce the use of mid span joints as far as possible.
Such mid-span joints shall not be less than 15 metres from the nearest conductor
clamp and there shall not be more than one joint per conductor in one section between
two tension poles.

Mid span joints shall not be used in the following locations:

a.) In sections (between tension poles) of less than three spans.


b.) In spans crossing roads and telephone and power lines.

The clearance between the lowest line conductors and ground in still air under the
maximum temperature of 85 oC shall not be less than 7 metres for the 11 KV lines. In
case, a line crosses a main road and motorways, these clearances shall be 10 metres
and 14 metres respectively and the crossing shall be with tension poles having
extensions to suit. The clearance under all working conditions between trees or any
part of the fence walls, buildings, or other structures on which a ladder may be placed
and the nearest line conductor shall not be less than 4 metres.

2.7 Foundations :

Tenderers are warned that they may meet hard or very hard rock like ground in some
of the poles locations. Further, tenderers are warned that in some locations, the
ground is very hard where excavation work by hand or pneumatic drills is not possible
and in which the contractor has to use other means such as boring machines and / or
alternative shallow design. These will be considered as normal foundations as
specified. Thus the Tenderer should make his own investigations before tendering so
as to take the above into consideration when quoting for excavation and concreting
and for poles earthing devices, since no extra cost will be paid to the contractor on
account of the above and tenderers shall take all the above into account when stating
their rates.

Also, tenderers are warned that where there are routes parallel to sea-shore, the lines
will be passing through very bad soil conditions including some locations which cannot
be easily approached. Therefore, tenderers are advised to visit the site to familiarize
themselves with the nature of ground, sub-soil conditions, access to routes, etc.

It is expected from the varying nature of the ground over which the line routes will run
that individual footings (Pyramid with chimney type), shallow footing. special footings,
rafted footings or piled footings will be required. The slope of all concrete pyramids
top faces, unless reinforced, shall not be less than 45 to the horizontal.

The monopole shall be erected on concrete foundations reinforced as necessary


which shall project by at least 30 cms above ground level. Detailed descriptions,
specification designs and drawings of foundations for normal soil conditions and for
different type of poles shall accompany the tender. The contractor shall ascertain the
type of sub-soil at each pole location.

The type and design of foundations for each type of pole shall be approved by the
Purchaser. Such approval shall not relieve the contractor from his responsibility from
ascertaining that the sub-soil is suitable for each foundation. The contractor shall also
be responsible for any subsidence or failure due to insufficient care taken either in the
preliminary test of ground conditions or in the choice of installations of the foundations.

All foundations will be designed to resist the highest values of uplift compression and
shear forces and over-turning and maintain the specified factors of safety of 2.5 for
normal conditions and 1.5 for broken wire conditions shall be reinforced as necessary.
Where reinforcing steel is used the minimum cover to reinforcing bars shall be 50 mm,
if formwork is used or 100 mm for concrete cast against excavated ground. Designs

must be submitted with full simple explanations and must be based on accepted
theory and practice. All parameters used in design must be fully substantiated and will
require the agreement/approval of MEW.

2.7.1 Bored Cast-in-place Reinforced Concrete Piles:

Where conditions are such that pile foundations are required, bored cast-in-
place reinforced concrete pile of approved design shall be used. The bored
casts in piles are formed by boring.

1) The concrete for all pile foundations shall have a minimum cement
content of 400 kg/cu.m and a maximum water cement content of 0.45.
The cement used shall be sulphate resisting to BS 4027 or type V to
ASTMS 150 and the concrete shall be mechanically mixed.

Concrete shall not be allowed to free fall more than 1.5 m and when the
excavation cannot be kept dry, a concrete placement method which
protects the mix whilst being placed shall be used. The method will be
subject to MEW approval.

2) The overall submission of pile designs shall be made in four stages as


follows:

a) Submission of design data, assumed soil parameters, testing and


construction methods.

b) Preliminary designs with calculations and references.

c) Pile test results. The numbers and locations of pile tests will be
chosen by MEW and the price of which shall be included in the
tender price.

d) Final design and construction drawings.

All design; construction and testing of piles shall follow the


recommendations of BS 8004, BS 8110, BS 5930 and related BSS 5070
& BSS 1192 documents.

3) For soils with a bearing capacity of less than 0.15 kg/cm 2 pile tests shall
be carried out in the weakest soil and the location will be chosen by MEW
and the price of which shall be included in the tender price.

The area of reinforcing of pile caps in both directions at the top and
bottom layers shall not be less than 0.6 % of the gross cross sectional
area in the case of high yield reinforcing steel and 1.2 % in the case of
mild reinforcing steel. All designs are subject to MEW approval.

Where the ground is so weak that it can not provide lateral fixity ground
beams are to be provided between the piled foundations. These shall be
simple and of reliable design and manufacture.

Cover to steel reinforcement in pile shall not be less than 100 mm. The
exterior diameter of the individual concrete pile shall be 40, 60 and 90
cms and / or as agreed with MEW and the length shall comply with the
requirements of the approved design. Utmost care shall be taken for
accurate positioning of piles so as to keep the deviation with 2.75 cms.

While boring the hole and during concreting and if found necessary to
prevent the collapse of the bore wall, a steel tube casting shall be
provided which will be withdrawn during concreting.

During removal of the casting tube, the cast-in-place concrete shall be


vibrated to be penetrated into the cavities of surrounding foundation soil
to ensure quality concrete and optimum friction between sub-soil and
concrete to prevent any possibility of uplift or over turning of the
monopole.

Piling shall be carried out using an approved procedure throughout. The


actual length, diameter and numbers of piles required at any specified
location shall be approved by MEW on the basis of the final approved
design and the soil test results of each location.

The price of pile foundation (wherever it is necessary) with steel


reinforcement shall include all the required items not specifically
mentioned above or detailed. The price shall include also de-watering,
boring or grabbing, filling of concrete...etc. necessary to complete the
work of bored cast-in-place reinforced concrete piles in every respect to
achieve safe, stable and adequate foundations.

2.7.2 Soil Conditions:

For tendering purposes, the foundation design shall be based on the


following assumption for soil:

A) Normal foundation for Dry or Wet Soil of bearing capacity 2.0


Kg/sq.cm and above:

i) Allowable soil bearing capacity 2.0 Kg/sq.cm


ii) Soil Density of undisturbed ground, Dry 1700 /Kg cu.m

ii) The weight of submerged part of concrete 1200 Kg/cu.m

iii) The weight of un-submerged part of dry soil 1100 Kg/cu.m

iv) The weight of un-submerged part of concrete 1700 Kg/cu.m

2.7.3 Soil Testing:

The contractor shall be responsible for ascertaining the suitability of


sub-soil for all types of foundations and he shall carry out all
necessary investigations and/or tests for this purpose at his own cost.
The methods used will generally conform to BS:5930 and BS:1377
and will require the Purchaser’s approval.

The contractor will be required to make his own arrangements for a


complete sub-soil investigation, including bearing capacity at each
pole location.

The contractor will be required to carry out soil investigation to


various depths so that all strata which are likely to be significantly
affected by the foundation loads are proven. The soil parameters will
be established at incremental steps of not more than 75 cms.

Special designs will be prepared to suit the soil conditions where the
investigation shows this to be necessary and the design of suitable
foundations shall form part of this contract. Approval by the
purchaser of foundation designs shall not relieve the contractor of his

responsibility in respect of the design and performance of the


foundations. No work shall commence on site until approval of the
design by the Purchaser is obtained.

For pile foundations the depth and method of soil investigation shall
be suitable for use in the design of the piles.

All investigation, in-situ testing, water level and sub-soil conditions


shall be witnessed and certified by the Purchaser’s Site Engineer.

Method of computation for determining the allowable bearing capacity


and all other necessary parameters of the soil for the design of
monopole foundations with technical particulars shall be submitted for
the Purchaser's approval.

The Purchaser may ask the Government’s Research Station to


witness and verify the soil tests and analysis carried out by the
contractor, or to carry out independent tests on the sub-soil.

The minimum frequency of chemical analysis of soil and ground


water conditions shall be as decided by MEW Engineer. However,
this frequency may be increased by the MEW Engineer supervising
the soil investigation if sudden and wide variations in ground or
ground water conditions appear during the soil investigation
procedure. No additional payment will be made for any additional
chemical analysis tests.

2.7.4 Excavation for Foundations:

The volume of excavations and concrete for each type of pole based
on the assumption for the soil outlined in clause 2.7.2 (A) above for
normal foundations shall be clearly stated in the schedule of
“Particulars and Guarantees". These guaranteed figures shall be firm
and binding on the contractor. However, payment will be made only
on measured quantities of excavation and concreting provided that
these quantities do not exceed the guaranteed figures.

No payment will be made for quantities above those guaranteed in


schedule of “Particulars and Guarantees". In computing the volume of
excavation for payment purposes, this shall be taken as the product
of the bottom area of the concrete foundation by the vertical depth of
the excavated pit.

The volume of excavation for payment purposes for special


foundations shall be taken as the products of the bottom area of the
concrete foundations and the vertical depth of the pit.

No extra volume will be considered for working space, shuttering or


for special soil conditions which the contractor may have to make or
provide for those purposes or for any other reason.

For normal and special foundation, no extra cost will be paid for the
provisions of shuttering and / or pumping, and / or de-watering and
the cost of each shall be deemed to be included in the unit rates for
excavation and concreting as quoted in the schedule of prices.

2.7.5 Foundation Works:

All foundations steel works shall be completely covered with encasing


concrete of approved thickness but not less than 10 cms from a point
of 50 cms above ground level down and into the main foundation
block.

The encasing concrete shall be keyed in an approved manner. The


buried steel work shall be galvanized.
All reinforced concrete except bored cast-in-place piles buried in the
ground shall be coated with two coats of hot bitumen before
backfilling and shall extend to 5 cms above ground level. For raft
foundations, in addition to the above, a polythene sheet (0.1 mm
thick) shall be laid with 30 cms over-lap, over the blinding concrete.

The maximum allowable soil pressure under the special foundations


and the design of these foundations shall be subject to the
Purchaser's approval.

Where soil conditions require the provision of raft or shallow


foundations with reinforcing steel rods, the contractor shall supply,
cut, bend, assemble and install the required reinforcing steel rods
and their price shall be included in the lump sum prices of each
foundation. The actual quantity for steel reinforcement necessary for
each foundation shall be subjected to MEW approval. Only deformed
bar of adequate tensile strength shall be used for reinforcing bars on
concrete.

Volume of concrete in special foundation will be based on the actual


quality executed according to relevant approved drawings. Volume of
excavations for special foundations will be calculated as outlined in
clause 2.7.4.

All types of the foundations shall be laid over a plain concrete blinding
mix 1: 3: 6 and not less than 5.0 cm thick. The cost of this blinding
shall be deemed to have been included in the tender price and shall
not be measured or paid for separately.

2.7.6 Concrete Construction:

The pole shall be carefully adjusted to template and shall be held in


the correct position while the concrete is poured. All foundations shall
be formed by continuous concrete pouring unless the design of
foundation makes this impossible. Such circumstances will require
the agreement of MEW. Form work shall not be removed in less than
48 hours after concreting.

Sufficient time should be given to the concrete to set before the


templates are removed and all concrete shall be cured for seven (7)
calendar days after casting. Unless otherwise approved, the following
method of curing shall be strictly adhered to:

a) Immediately after the removal of formwork, the pits shall be


backfilled up to 1.00 metres height and the rest of the concrete
to poles shall be firmly draped with Hessian and the pit filled with
water up to existing ground level and allowed to soak and
evaporate. The draped portion shall be kept continuously wet
until the 7th day of casting and draping shall not be removed
earlier under any circumstances whatsoever in order to ensure
a perfect curing to avoid the concrete getting sand-blast by sand
storms, which are very frequent in Kuwait, while the concrete is
still green. On the 8th day, the draping shall be removed and
the pit shall be backfilled with selected material in 30 cms layers,
each layer flooded with water to obtain proper consolidation.
Raft foundations shall be cured by pounding.

The contractor shall not erect any pole before the 8th day after
casting concrete.

The engineer reserves the right to stop the works if the above
method of backfilling and curing is not adhered to and the
contractor shall be responsible for the resulting consequences.
All backfilling shall take place within the template in position and
securely fixed.

b) Coarse aggregate to be used for all concrete works shall be


crushed and well graded from 19 mm down to 4.5 mm as per
BSS 882 and desert harvested aggregate of whatever size,
type of grading shall not be accepted. Permission of casting
concrete shall not be granted if the contractor fails to supply
crushed coarse aggregate as specified.

c) Fine aggregate for concrete shall be clean, coarse, building


sand obtained from sources approved by the Engineer to
comply with BSS 882 and shall be screened on site prior to use,
failing which permission for casting of concrete shall be withheld
and the responsibility shall be the contractor's own.

d) Mix proportions of concrete shall be 1: 2: 4 sulphate resisting


cement type V well mixed with fresh and potable water in
approved types of mechanical mixers of adequate capacities.
The water shall be tested to BS 3148.
Concrete shall have a minimum characteristic strength of 25
N/sq.mm and a minimum cement content of 370 Kg/cu. metre in
dry soil condition, the cement being sulphate resisting type V
and will be mixed mechanically. The water/cement ratio shall be
no higher than is necessary to produce a dense homogeneous
concrete of sufficient workability to ensure compaction in the
corners of the formwork and around all reinforcing bars and stub
steelwork. Concrete shall be vibrated as directed by the
Engineer. The water / cement ratio will require MEW approval.
The contractor will ensure the availability on site of a slump cone
for checking purposes.
e) Visible surfaces of concrete shall be fair faced and any
damaged, chipped and / or honey combed surfaces shall be
made good to 10 cms. deep 1: 2: 4 concrete coping laid and
finished to falls. A two coat application of white silicone paint
shall be made to small portions (stubs in case of lattice tower)
above ground level.
Labour and material required for the above works shall not be
measured separately and the unit rates in the schedule of prices
shall be deemed to include the above works.
f) All casting of concrete shall be carried out in the presence of
Ministry's representative and contractor's engineer during
Ministry's normal working hours only and any concrete cast,
otherwise shall not be acceptable and the contractor shall
forthwith cut, remove and re-cast, all such rejected concrete at
his own expense.
Programme of casting shall be submitted 24 hours in advance
and the material required for casting shall be ready at site
including plenty of water for curing.
g) The contractor shall provide "Test Cube" samples of concrete
mix as required by the Engineer, which will be taken on site for
testing by the purchaser. The minimum allowable stress for 1:
2: 4 concrete mixes shall be 225 Kg/sq.cm after 28 days of
mixing. Also samples of cement, sand and aggregate will be
tested as and when required by the Purchaser.

The “Test Cube" samples should be prepared and tested


according to relevant BSS by the Government's Research
Station or any approved agency (Documents of the same shall

be submitted for MEW approval). Prices of which shall be


considered as included in the tender price.
N. B. The contractor shall provide transport facilities for the Ministry
representative from the Ministry Office to the Site Works
starting within two months from the date of signing the contract
up to the date of issuing the taking over certificate of the last
item. Casting shall not be carried out if the contractor fails to
provide the transport as stated. Three Nos. of four wheel drive
jeeps of six cylinders and one Saloon Car shall be employed
for transport purposes and trucks or lorries shall not be
accepted. However the petrol, full insurance and necessary
services for such cars shall be the contractor responsibility.
The successful Tenderer shall also provide three mobile
telephones, one for the site use and the other for MEW
Engineer's use. These two telephones should be available
within two months from the date of signing the contract. All the
above shall be included in the tender price.
2.8 Assumed Working Loading:

The assumed maximum simultaneous working loading on the poles, the appropriate
maximum angles of deviation and span lengths being as specified previously shall be
as follows:

a) Normal Loading:

This shall include the weights of line and the weights of insulators and all other
fittings and the erectors with kit (150 Kgs). The actual dead weight of line shall
take into consideration that the poles may be at different level.

b) Transverse Loading:

There will be wind pressure of 80 Kg/sq.m at right angle to the line in the
adjacent normal spans on the whole projected area of the line, the transverse
horizontal resultants of the maximum line and working tensions stated and a wind
pressure of 125 Kg/sq.m on 1.5 times the projected area of the members of the
poles.
c) Longitudinal Terminal Loading:
The maximum line conductors working tensions should be stated for reference.

2.8.1 Assumed Broken Conductor Conditions:


It shall be assumed in the design of the standard poles that they may
be subjected to the broken conductors conditions as specified. The
unbalanced longitudinal loads, due to broken conductor’s condition,
on a support insulator set and a tension insulator set shall be 70%
and 100 % respectively of line conductor maximum working tension.

For angle poles which take a range of angles of deviation the


longitudinal load for design purposes will be the higher value derived
from the minimum or maximum angle of deviation.

2.9 Factors of Safety:

No failures or permanent distortions shall occur in any part of a pole when tested with
applied force equivalent to 2.5 times maximum simultaneous working loading and 1.5
times when such working loading are modified by the breakage of conductors as
specified. For the purpose of pole design phase conductors working tensions shall not
be less than the ultimate strength of conductor divided by 2.5.

For the purpose of pole design calculations value of working tension of the earth
contractor shall be taken as 2880 KGS.

However, if the contractor’s sag/tension calculations for line conductors value show
that higher value of earth conductor tension is necessary to equal 90 % of the sag of
the line conductors, then this higher values shall be used.

The sag of earth conductor at all times should not exceed 90 % of the sag of the line
conductor.
The minimum factor of safety of the foundations against all applied loads shall be 2.5
times the maximum simultaneous working loading and 1.5 times when such loading
are modified by breakage of conductors specified.
The above factors of safety shall also be maintained for compression as well as
tension forces in the concrete of foundations in which the permissible stressed under
these conditions will not exceed 180 kg/sq.cm for compression and 18 kg/sq.cm for
tension. The factors of safety specified shall apply to all types of poles and
foundations.
2.10 Special Steel Structures:
In addition to the standard types of poles and other structural work specified, some
special structures may be required for special purposes.

Details of these will be determined during the progress of the contract. Tenderers are
requested to quote for the supply and erection of such structures at unit rates per ton
of super structure and footings in the schedule.

2.2.1 Line Conductors


The same conductors of the existing line and some times as much as it requires change
of existing conductor according to the MEW requirements
2.2.1 Earth Conductors:

A single earth conductor shall be provided above the 11 KV line conductors and shall be
so placed that the shield angle between earth wire and any line conductors is not greater
than 30 degrees. The earth conductors shall be 19/2.36 mm. galvanized stranded steel
wire made of Grade 1150 to BSS:183 and where applicable shall comply with the
requirements for steel wires of steel cored aluminium conductors.
2.4.2 Conductor Fittings:

Joints for connecting line conductors shall be of approved type. The electrical conductivity
and current carrying capacity of each joint shall not be less than those of the line
conductors. Tension joints shall not permit slipping at a load less than 95 % of the
ultimate strength of line conductor and the tension of the steel core, where applicable,
shall be transmitted entirely through steel fittings.

Non-tension joints shall be of an approved design and shall not permit slip at a load less
than 50% of the ultimate strength of non-ferrous wires forming the conductor. The design
of non-tension joints shall prevent loosening of jumper joints in service. All joints shall be
of the compression type, hexagonal shape and shall be subject to the approval of the
purchaser. Full details shall be submitted with each offer. Erection tools and methods of
making the joint shall be subject to MEW approval.

Bi-metal connectors for use at the line terminations, where found necessary, shall be of
an approved type and designed to prevent electrolytic action between dissimilar metals.
They shall comply with applicable requirements for joints and shall be included in the
tender price.

An adequate clamping surface with radius at the clamp mouth shall be provided so as to
limit the corona to values specified in IEC standards.

Line conductors and earth conductors for the 11 KV lines shall be equipped with stock
bridge type vibration dampers at all tension locations.

Vibration dampers shall be attached to the conductors, after final tensioning. Method of
attachment to conductors shall prevent damage to the conductor. All bolts shall be fitted
with lock nuts and all iron and steel parts shall be galvanized.

The earth conductors shall be attached to by means of suspension or tension clamps of


approved design or a suitable method approved by MEW. The suspension clamps shall
not be rigidly fixed , The cut ends of line and earth conductors and the joints themselves
shall be treated to prevent corrosion by ingress of air moisture.

2.2.2 Conductor Erection and Stringing:

The conductors shall be run using free running blocks of approved design and method of
suspension so as to avoid damage to the conductors.

The conductors, clamps and joints shall be erected and installed in such a manner that no
bird caging, over tensioning of individual wires or layers or other deformation or damage
to the conductors shall occur. Clamps or hauling devices shall under erection conditions,
allow no relative movement of strands or layers of the conductor. This shall be
demonstrated by tests if required by MEW.

Each conductor shall be clamped in at suspension poles not later than 48 hours after
having been tensioned off at section poles. The conductors should not be handled
roughly or drawn on the ground so as to avoid any damage likely to be caused to the
conductor at any time whether during erection or when at rest on the ground. The
contractor shall submit in due time to the Purchaser the proposed method of stringing for
approval. Stringing under tension using pilot wires, motorised winches and brakes will
however be preferred.

The work of installing vibration dampers will commence immediately after each span is
clamped in and will be completed as quickly as possible and without any intentional delay.
The conductor is to be coated with the same grease which is specified for conductor
manufacture at all clamps positions where suspension shoes or vibration dampers are
fitted.

Conductors will be handled carefully at all times and during conductor running they shall
not at any time be abraded on any obstacles such as wall fences, buildings or the ground.
When joints are being installed the conductor shall only come into contact with the ground
when at rest and the contractor will provide adequate means of preventing damage or
contamination to the conductor, to the satisfaction of MEW.

Cutting of layers of conductors shall be done with special tools so as to prevent damage
to under laying steel strands.

The sags and tensions of line and earth conductors with the assumed maximum loadings
figures stated at minimum temperature conditions shall not exceed the figures stated in
the guaranteed schedule.

The contractor shall submit for approval sag/tension curves together with calculations
showing the correct erection and final sags and tensions of the power conductors, earth
conductors and slack spans at various temperature and spans with 10 metres intervals at
different temperature from -6oC to 85oC with difference of 10oC.
The erection sag should include allowances for such permanent stretch as may take
place in service. Permanent set should be allowed for in such curves. Reference should
be made to clause (4) for the initial over-tension of the conductors. The sag of any
conductor shall not differ from the correct sag by more than (3%) and in any one span.

The sag of the component conductors of any one phase shall not differ by more than 75
mm.

The contractor shall provide suitable and accurately calibrated dynamometers,


thermometers, sighting and other approved apparatus necessary for the proper checking
of the work.
The contractor will adopt temporary back staying of poles or other approved means
during the sagging and landing of conductor to ensure the stability of the pole and line at
all times and ensure the accuracy of sagging.

2.2.3 Jumper Erection :

Jumper conductors shall be erected in such a manner so as to form a smooth ellipse and
provide necessary clearance to poles which shall be checked after erection of each
jumper.

Jumper of tension locations only shall be supported by a jumper insulator set.

II-3 : INSULATORS & FITTINGS


2.3.1 General:
The insulators and fittings shall be unaffected by the atmospheric conditions in desert
area mentioned in Part II-1 due to weather, proximity to sea-shore, ozone, industrial
fumes, acids, dust and sand storms and salt pollution or rapid changes of temperature
between the limits mentioned under working conditions.
The overhead lines included in this tender may pass near oil field areas where there
are a number of gas fires. The atmosphere in these areas is expected to contain
traces of sulphur, carbon, etc.
Due to the proximity of the sea-shore, influence of heavily salt laden winds should be
taken into account. The specified high ambient and maximum sun radiation
temperatures in Kuwait should also be taken into account for the purpose of insulation
levels, and flash-over values of the insulators. Insulator design shall be such as to
allow easy removal or replacement of the insulator units or fittings under live line
conditions. Hooks shall not be used for attaching insulators sets to pole cross-arms.
2.3.2 11 KV Insulators:
All the 11 KV insulators shall be without arcing horns and of the toughened glass or
porcelain type and shall conform to IEC / BSEN 60383 1 & 2 and IEC / BSEN 60305.
All metal parts to be hot dip galvanized to appropriate BS specification.
2.3.2.1 Pin Type Insulator for Suspension Locations :
The insulator shall be suitable for a minimum failing load of 11 KN with an
aerodynamic shed design. The head design shall be according to IEC / BSEN 60383
1 & 2 and IEC / BSEN 60305. The insulator shall be suitable for assembling on
spindles with thread according to BSS:3288, Part II and shall be complete with one
washer, one full nut and one half lock nut. The insulator shall have a surface leakage
distance of not less than 450 mm.
2.3.2.2 Long Rod Insulator Sets for Tension Poles:
a) The insulators shall be of long rod type with aerodynamic shed design and shall be
according to IEC Publication No. 60433.
b) They shall be suitable for connection in series with standard ball and socket caps
conforming to designation IEC II as per IEC recommendations 120 and 305.
Minimum failing load of insulator shall be 60 KN and it shall have a surface leakage
distance of not less than 450 mm.
c) Complete ball ended hooks complying with relevant BSS.
d) Minimum 5% of the total bolts, nuts and washers required for the total quantity of
above mentioned items shall be supplied loose as spares and cost of these items
shall be included in the unit price of each item.
2.3.3 Fittings:
Conductor clamps shall be as light as possible and of approved design which shall
avoid any possibility of deforming the strands of the conductor or separating the
individual strands.
The suspension clamps shall be galvanized and made of non-magnetic steel alloy so
that local heating due to eddy currents will be kept to the minimum. Aluminium alloy
clamps may also be used and this is subject to MEW's approval.
The suspension clamps shall be lined with soft pure aluminium linings to prevent
damage to the conductor and to prevent electrolytic actions.

Line and earth conductor’s suspension clamps shall be free to pivot in the vertical
plane about a horizontal axis passing through and transverse to the centre line of the
conductor.
Suspension clamps shall permit the complete conductor to slip before the failure of the
latter occurs, but the conductor shall be mechanically clamped in an approved
manner. Unless otherwise approved, the outermost point of clamping pressure shall
not be less than two conductors’ diameters inside the outermost point of contact
between the conductor and its supporting groove.
The supporting groove beyond the latter point shall be curved in the vertical plane to a
minimum radius of 150 mm and for a sufficient distance to allow for the conductor
leaving the clamp at the maximum inclination to be obtained in service. All conductors,
grooves and bell-mouths in ferrous clamps after galvanizing shall be smooth and free
from wave, ridges and other irregularities.
Tension and jumper clamps shall be of the compression type and shall be suitable in
all respects, where applicable, either to the tension or non-tension components. The
mechanical efficiency of such tension clamps shall not be affected by methods of
erection involving the use of auxiliary erection of clamps before, during or after
assembly and erection of the tension clamp itself.
The contractor will measure and record the resistance of all compression clamps and
fittings applied to line conductors with an instrument of suitable accuracy acceptable to
the Purchaser.
Where the resistance of a clamp or fitting is unacceptably high it will be rejected.
Acceptable values of resistance will be proposed by the contractor and approved by
MEW. The contractor may be required to produce Factory Test evidence to show the
validity of his proposals and if so these tests will be carried out at the contractor's cost.
All compression clamps and fittings will be installed exactly to the manufacturer's
written instructions copies of which will be readily available on site.
All fittings shall comply with the requirements of BSS:3288 (Compression clamps and
fittings shall be tested in accordance with BSS:3288 Part I or equivalent approved by
MEW) and evidence of compliance shall be submitted and approved prior to any
installation in the field.
At each suspension clamp, the conductor shall be coated with approved grease
immediately before final assembly in the clamp.
All the eye bolts, pins suspension and tension clamps and other fittings for mounting
the insulators on the line conductors shall be designed as to prevent damage to cross
arms on monopole, conductors, insulators of fittings, from conductor vibration and
swinging.
All bolts and nuts shall be designed in an approved manner and shall be locked to
secure tight bolting continuously using flat and spring washers. All split pins for
securing the attachment of fittings of insulators sets shall be of stainless steel or
another suitable material and shall be backed by washers of approved shape, size
and thickness.
The contractor shall keep a record of each clamp or joint if approved with the name of
linesman and other clamp particulars and shall handover copies of such records to the
Purchaser before the work is handed over.
Bolts and nuts shall be in accordance with the appropriate clauses of this specification
and shall be locked in an approved manner. Bolt threads shall be coated with
approved grease immediately before erection. Split pins for securing attachment or
fittings of insulators sets shall be of stainless steel.

Arcing horns of an approved material, size and type shall be attached at both ends of
each insulator unit using flat and spring washers.
The arcing horns shall be of a special design to improve the electric field distribution
along the length of the insulator and to protect it against any electric power arc or
flashover and to ensure that the long rod insulators are completely protected from the
effects of the arc. The shapes of arcing horns shall be such as to enable the arc to
form at any point around the insulator and to direct the arc away from the insulator.
2.3.4 Testing of Insulators and Fittings:
Suspension and tension insulators shall be tested in accordance with IEC / BSEN
60383 1 & 2 and IEC / BSEN 60305. Tests shall be as follows:
a) Group I - (Type Tests):
Tenderers shall submit test certificates from an internationally recognized
testing authority (ASTA, KEMA or, CESI) acceptable to the Purchaser,
showing that the above tests have been carried out on the insulators.
All such tests certificates shall be submitted with each and every offer. If such
certificate is not available then the contractor is requested to submit the same after
signing the contract or during the manufacturing period of these insulators.
b) Group II - (Sample Tests):
Test shall be carried out on samples selected at random by the Purchaser's
representative.
c) Group III (Routine Tests):
These tests shall be carried out on every insulator unit. Three copies of all
tests carried out on insulators and fittings shall be forwarded to the
Purchaser.
d) Radio Interference Tests:
The design and finish of insulators and all line conductor fittings shall be such as
to avoid sharp corners or projections which may produce high electrical stress in
normal working conditions and shall be such as to
reduce to a minimum possibility of the formation of corona causing radio and
telecommunications equipments interference.
Tests shall be carried out on two insulator strings of each type mentioned in the
contract, complete with all fittings, arcing horns, clamps, and a length of
conductor.
The test shall be carried out in accordance with the IEC / BS or other approved
specifications.
The tests shall be witnessed by MEW Engineers (minimum 4 Nos) and by MEW
appointed inspectors. (refer clause 1.13 – Technical Specifications)

II - 4 : POWER TRANSFORMER
2.4.1 Type:
Three phase, oil immersed naturally cooled, core type power distribution transformer.
The transformer shall be in accordance with the IEC / BSEN Publication
No. 60076 or equivalent, except where stated otherwise.
2.4.2 Installation:
The structure mounted transformer will be installed outdoor and will be exposed to
direct sun rays and thus they shall be capable of carrying their full rated current under
Kuwait's worst temperature conditions. Outdoor type structure mounted transformers
shall be suitable for fixing on steel structures. Two channels of adequate section shall
be fixed to the transformer under-base in such a way that these channels will be
perpendicular to the fixation channels of the steel structure. All transformers shall be
fully suitable for the specified site condition.
2.4.2 Normal Rating:
The normal rating shall be the maximum continuous rating under the worst
temperature conditions encountered in Kuwait (See Clause No. 1.3 - Climatic
Conditions).
Tenderers shall state in the schedule the equivalent British Standard specification or
the International Electro Technical Commission rating for the transformers offered.
The Kuwait continuous rating should not be more than 80% of IEC/British
Standard Specifications continuous rating.
2.4.4 Voltage Ratio:
The normal voltage ratio of the transformers on normal tapping and no-load shall be
as stated in the schedules.
2.4.5 Duty Under Fault Conditions:
The transformer shall be capable of sustaining a three phase symmetrical short
circuits current on the L.V. side with the fault power being maintained on the H.V. side
and without damages to the transformers for a period of three seconds.
2.4.6 Impedance Voltage:
The impedance voltage at normal rating, tapping & frequency and at 75 degree
centigrade shall be as stated in the schedules.
2.4.7 Temperature Rise:
The transformers shall be capable of carrying its full normal rated current continuously
under the worst temperature conditions encountered in Kuwait and at any tapping,
without the temperature rise of oil in the hottest region exceeding 35 degree
centigrade as measured by the thermometer and that of the winding 45 degree
centigrade as measured by resistance.
Any transformer exceeding the above temperature rise limits will be rejected.

The transformers are to be wound to vector symbol Dyn11 in accordance with the IEC
/ BSEN 60076 with normal voltage ratio on normal tapping at no load and neutral point
brought out on L.T. side.
2.4.9 Cooling:
Cooling of the transformers shall be natural circulation’s of oil through the banks of
plain external cooling tubes or radiators suitably arranged, due note being taken of the
site conditions. The radiators shall physically be separated from the tank and shall not
form integral part of the tank. However, transformers with corrugated tanks or cooling
fins will also be considered.
2.4.10 Cores:
The core shall be constructed of the best quality low loss cold rolled, grain oriented
electrical steel lamination.
The flux density in any part of the core shall not exceed 1.6 tesla at normal
voltage and frequency.
All core plates shall be insulated from one another to reduce the loss to a minimum,
and the core shall be held together by bolts and clamping plates, all of which shall be
adequately insulated. The completed core shall be provided with lifting eyes to
facilitate its removal from the tank. A suitable fixing arrangement of the core to the
tank at the top and bottom shall be provided to prevent movement of the core during
transit service. Such fixing arrangement of the transformer core must be adequate
and strong enough to withstand the forces due to external short circuits. Detailed
drawings of this arrangement are to be submitted for approval to the purchaser. All
steel sections used for supporting the core are to be thoroughly sand blasted after
cutting, drilling and welding and painted with oil and acid resisting paint.
Design of supporting frames shall take into consideration complete emptying of tank
through a drain valve, the avoidance of movement of the core relative to the tank
during transport, installation and operation.
2.4.11 Winding & Insulation Level:
The maximum current density in both H.V. and L.V. windings shall not exceed
265 amps per square centimeter.
All windings shall be made of high conductivity electrolytic copper conductors of best
quality and shall be fully insulated to IEC / BSEN 60076 and for a system highest
voltage of 12 KV. The insulation shall be class “A” to IEC / BSEN 60085
2.4.12 Off Circuit Tapping:
Off circuit tapping shall be provided on the center (both electrical and mechanical) of
the H.V. windings. These shall be arranged as follows:
Six tappings: + 5%, + 2.5%, Normal Voltage, - 2.5%, - 5% and - 7.5%.
The transformer shall be capable of operation at its rated KVA without injury on any
tapping and any applied voltage which does not vary from the voltage for which the
tapping is rated by more than + 5%. Tapping shall be connected to an externally
operated off-circuit tapping switch provided with clearly marked position indicator.
Padlocking facility and pad locks shall be supplied for the switch and so arranged that
the lock can only be inserted when the switch is on a definite tapping. The location of
the tap-changer switch shall be in an accessible position and shall be subject to
purchaser's approval. Special
attention should be paid to the oil seal around the tap-changer rod. Each tender shall
be accompanied by detailed drawing showing the sealing arrangement and any

additional measures taken to cope with Kuwait's conditions shall be indicated. The
location of tap-changer switch shall be arranged on the side of the transformer tank.
A stainless steel caution plate 2.5 mm thick with adequate dimensions with engraved
writing in red colour to 0.5 mm depth, stating that the tap switch to be operated only
when the transformer is disconnected from both the H.V. and L.V. sides shall be fitted
near the tap switch handle.
2.4.13 Tank:
The tank's top and bottom plates shall be constructed of mild steel of suitable
thickness with the necessary reinforcing section, and the whole shall be welded and
fitted with bilateral rails. The thickness of the side walls of the tank shall not be less
than 5 mm. The top and the bottom of the tank shall not be less than 4.5 mm.
Suitable lifting lugs must be provided to enable the transformer to be lifted by means
of an overhead crane and slings. Suitable lugs shall be provided on the tank cover to
facilitate its removal.
The tank shall be fitted with an oil drain valve which shall be designed to be suitable
for oil sampling too. Alternatively, a separate valve for oil sampling shall be provided.
Two suitably located earthing studs shall be provided.
The whole of the tank and fittings shall be sand blasted inside and outside, to remove
all scales and rust before painting (See Clause 2.5.7).
The construction of the tank particularly the cover should be such to prevent oil
leakage under the various load conditions. Construction drawings shall be submitted
with the offer clearly showing the construction details to achieve this purpose.
2.4.14 Conservator:
A conservator vessel shall be provided for mounting on the top of the tank. The
conservator shall be of ample capacity for containing sufficient oil to allow for the
transformer working over the maximum permissible temperature range.
Connection will be between the highest point of the main tank and the conservator and
shall project four centimeters above the bottom of the conservator in order to allow a
sump of collection of moisture or sludge, vent pipes shall be provided as required to
prevent the trapping of air or gas in sealing ends, bushing or other pockets. The
conservator tank shall be provided with a filling cap and drain valve.
2.4.15 Breather:
A silica gel breather with replaceable elements shall be provided. If the breather is
connected to the conservator body by pipe, this shall be of galvanized iron pipe. Oil or
ball valve seals shall be provided to prevent the circulation of air except under correct
working conditions. A suitable observation window is to be provided in the breather.
Breathers having glass or plexi-glass covers shall be provided with wire mesh or
cages for protection and which can be easily removed.
2.4.16 Oil Valve:
High grade gun metal valves provided with indication to show whether in the open or
closed position and with padlocking devices to prevent an inadvertent operation shall
be fitted as follows:
A) Main tank drain valve (See clause 2.5.13).
B) Conservator to main tank valve.
C) Conservator drain valve.
Al drain valves shall be fitted with plugs or cover plates having oil tight joints. All
valves shall comply with BS:5154, Series "B".

2.4.17 Oil Level Gauge:


An oil level gauge of an approved type shall be mounted on the end of the conservator
vessel, particular care being taken that the oil level is easily observed when partially
obscured by dust as may be expected, under operating conditions.
The gauge shall have three markings to indicate the level at 20 degree centigrade and
lower and upper markings corresponding to the lower and the higher temperature for
which the transformer is required to operate on site.
2.4.18 Gaskets:
All gaskets used for making oil tight joints shall conform to BS. AU. 120/1966 &
BSS:3063/1965 as applicable, taking into account Kuwait's temperature
conditions. A sample of gasket material together with test report shall be submitted to
the purchaser for approval. The martial used for gasket shall be cork rubber and have
very good resistance to transformer oil.

2.4.20 Nuts and Bolts:


All nuts and pins shall be locked in position in an approved manner with the exception
of those external to the transformer where locking may be omitted on receipt of the
purchaser’s approval.
Where possible, it shall be arranged that in the event of nut working loose and falling
off, the bolts shall remain in position.
Where bolts and studs are so placed to be inaccessible by means of ordinary
spanners, the contractor shall provide such special tools as are necessary.
2.4.21 Construction Details:
The overall construction and assembly of the transformers shall be robust and shall be
rendered suitable for the arduous weather and local conditions under which these
transformers will operate.
The contractor's attention is particularly drawn to the following requirements:-
2.5 The coil's bracing and tightening shall be such that the hum and vibration is kept to a
minimum and shall be sufficiently strong to withstand the short circuit forces.
2.6 There shall be complete inter-leaving of lamination in joints between cores and yokes.
2.7 Only copper conductors are acceptable for transformer winding.
2.8 Adequate ducts for oil circulation shall be provided to avoid hot spots and heat pockets in
the following manner :-
1) Axial ducts between H.T. and L.T. windings.

2) Axial ducts between L.T. winding and cores.


3) Radial ducts in H.T. and L.T. winding.
2.9 Adequate insulation shall be provided at the end of the windings. Special care is to be
taken for insulation at the end of the winding which will lead for connection to the bushings.
2.10 The transformer coils shall be vertically mounted.
2.11 The sound power level shall be measured in accordance with IEC / BSEN 60551 and the
value shall comply as specified.
2.12 Location of tap changer switch shall be arranged on the side of the transformer tank. Tap
changer switch located on the top of the tank will not be accepted.
2.13 The H.V. terminal bushing shall be on the top of the tank and L.V. bushing shall be through
the side of the tank. However, this shall be subject to MEW approval before commencing
the manufacture of transformer.
2.14 The manufacturer has to clearly state in his offer the type of winding offered (foil/sheet or
wire conductor type winding) and this has also to be clearly engraved on the rating plate.
2.4.22 Termination On Pole-Mounted Transformer:
Pole mounted transformers shall be provided with outdoor type H.V. and L.V.
bushings generally as specified in latest relevant IEC / BS specification. The bushings
shall be fully suitable for the site conditions specified and the number and minimum
creepage distance of these shall be as follows:
- 3 Nos. H.V. bushings 406 mm
- 4 Nos. L.V. bushings 127 mm
The bushing shall be tested according to the latest relevant IEC / BS specification.
The high voltage bushing shall be provided with arcing horns of an approved type.

The transformers shall be dispatched with tanks filled with an approved make of
insulating oil. The oil shall be class "I" in accordance with IEC:600269.
2.4.24 Test (See Clause 2.5.27 Also):
The contractor shall carry out the tests specified in any applicable British Standard
Specification, unless otherwise agreed upon, and such additional tests in the
contractor's works as in the opinion of the purchaser or his representative are
necessary to determine that the works comply with the conditions of the specification.
All tests shall be carried out in the presence of and to the satisfaction of the purchaser
or his representative and at such times as he may reasonably require.
Type and routine tests shall be carried out in accordance with IEC / BSEN 60076, on
each type of transformer fitted with all accessories.
In addition to the routine tests, the following tests also shall be applied in the presence
of the purchaser or his representative.
A) Temperature rise tests on one transformer in accordance with IEC / BSEN
60076 – 2
1- Continuous maximum rating under Kuwait conditions.
2- Equivalent to BSS continuous maximum rating.
B) Impulse voltage withstand test on one transformer. The test shall be
applied on each H.V. winding and shall be in accordance with
IEC / BSEN 60076 – 3 and International Electro-technical Commission No.
60076. The test shall be carried out using a 95 KV impulse withstand
voltage 1.2/50 wave of positive and negative polarity. Also bushings shall
be tested for impulse voltage withstand as required in the relevant IEC/BS
specification.
C) All transformers shall be tested, completely assembled with conservator
tank ... etc., for oil leakage. The oil pressure shall be equivalent to a head
of four meters of oil above the normal oil level and shall be applied for a
period not less than six hours.
D) All tests shall be carried out in the presence of MEW appointed inspectors
along with MEW technical team ( four Engineers ) to determine wheather
the materials comply with the specifications.

N.B. The cost of the above tests shall be included in the contract price and shall
not be quoted for separately.

2.4.25 Tender Analysis:

The cost of the transformers and their annual losses will be taken into account for the
determination of the successful offer.
The capitalization will be based on the following assumption:-
Interest on capital : 10%
Capitalization period : 10 years
Charge per unit : 0.047 KD/KWH
Loss load factor (L.L.F) : 0.26
Demand Factor (D) : 0.5
Transformer’s energy iron
loss per year. : Pfe = 8760 x Iron losses
Transformer’s energy copper Pcu = 8760 (L.L.F) x
loss per year. : D x D x copper loss.

If acceptance tests of the transformers show that the actual losses exceed the values
stated in the schedules of particulars and guarantees, the excess total energy will be
capitalized according to the above assumptions and the sum thus obtained deducted
from the money due to the contractor as a penalty. For this purpose, no tolerance will
be allowed on the figures stated in the schedule of particulars and guarantees.
In any case, the actual measured losses should not exceed the figures stated in the
schedules of particulars and guarantees by more than the tolerance stated in the
relevant I.E.C. recommendations.
N.B. The losses to be stated in the schedules of particulars and guarantees shall be
given without tolerances.
2.4.26 Part List:
The successful tenderer shall submit detailed parts list in triplicate, with the first
consignment of the transformers, subject to the purchaser approval.
2.4.27 Type Tests:
The successful tenderer who produces evidence in the form of test certificates from an
acknowledged international testing authority for any of the type tests, may be relieved
from repeating that type test. However, if the evidence submitted by the successful
tenderer is not acceptable to the purchaser for any reason all the necessary type tests
shall be carried out without claim for any extra cost whatsoever.

II - 5 : AUXILIARY EQUIPMENT

2.5.1 Structures:
Galvanized high tensile steel and/or mild steel structures to BSS:4360 or at least
equivalent shall be provided for transformer platforms, auxiliary supporting structures for
switchgear and surge diverters, post and strain insulators and other equipment included
in this specification for outdoor equipment. The minimum clearances between phases and
phase to earth shall be 1.2 M and 1.05 M for 11 KV lines.
All structures shall be constructed to be bolted together at site. This shall be designed
with the least number of parts to facilitate transport, inspection and erection. Tenderers
are at liberty to put forward any design complying with the requirements of this
specification, but such designs must have good appearance, be economical and simple
such that stresses can be computed with reasonable accuracy.
Thickness and sizes of steel sections used shall comply with the
requirements specified for 11 KV poles under Part II-1, Clause 2.1.5. Bolts
and nuts shall not be less than 15 mm diameter. Steel lock washers shall be
provided for all bolts and nuts.
2.5.2 Earthing of Auxiliary Structures and Equipment for 11 KV Lines. :
An Earth-ring consisting of a 95 sq.mm stranded copper conductor (or flat copper tape of
equivalent size) shall be provided inside the perimeter of fence for 11KV structure and
equipment. The earth ring shall be approximately 2 metres from the fence. One
electrode consisting of 2 x 3 metres 19 mm, dia copper bonded rods shall be driven to a
depth of at least 6 metres. The fence shall not be connected to this earth ring.
Full details of earthing system showing earthing layout, size and type of each earth
connection shall be submitted for approval. All the joints shall be tinned.
The Tenderer shall note that, if it is necessary, the length of each earth
electrode shall be increased and / or the number of electrodes shall be
increased so that the earth resistance of the earth system will not exceed
one ohm and will also prevent the levels of touch and step voltage
exceeding the limits recommended in VDE 0141/IEEE std. 80--1976. The
Tenderer shall confirm provision of this while quoting the lump sum price for
this item and no extra payment will be granted for any reason arising from
the site conditions.
The platforms shall be provided with 4 sets of earthing devices, which shall be included in
the tender price.
Single surge diverters cable boxes and isolators...etc., each shall be provided with one
set of earthing device, and each earthing device shall be included in the unit rates and

These factors of safety are based on ultimate strength of conductors and elastic limit for
other items.
2.5.4 Insulator Attachments:
The structures shall be complete with the insulator attachments for the strain insulators.
2.5.5 Galvanizing:
Specification for galvanizing included under Part II-1 shall apply for these
structures also.
2.5.6 Foundations:
The specifications for foundations under Part II-1 shall apply to the
foundations required for the structures and equipment included for the sub-
stations.
2.5.7 Surge Arrestors (Surge Diverters):
The surge arrestors shall conform to IEC / BSEN 6009 – 1 . The equipment offered shall
be suitable for operation under system condition specified and shall have sufficient
capacity to discharge the system charging current. The surge arrestors shall be
complete with the auxiliary supporting structures. Surge detectors and counters and each
one connected with separate earthing device set and connected to the earth ring as
specified.
10 KA heavy duty surge diverters for 11 KV lines shall be supplied. The surge arrestors
should be composed of multiple elements each including spark gaps type for 11 KV
systems. Non-liner resistors shall withstand the severe pollution conditions without
affecting their performance.
The surge arrestors shall fulfil the following requirements:-

Zinc oxide type (gapless type) can be offered provided it fully complies with latest
recommendations of IEC / BSEN 60099 – 4. Full details shall be subject to MEW
approval.
2.5.8 Tests:
a) Type Tests:
The Tenderer is required to attach with his offer test certificates and reports to prove that
the arrestors were type tested according to IEC / BSEN 60099-1. If these documents are
not available then the type of diverters proposed has to pass the type tests stipulated in
one of the above standards at no extra cost to the offer price and before shipment of any
of the arrestors. All such tests should be carried out in the presence of the Purchaser's
appointed Inspector.
b) Acceptance Tests:
The following tests shall be carried out according to IEC / BSEN 60099–1 with
satisfactory results on the nearest higher whole number to the cube root of the number of
each type of diverters to be supplied.

i) Dry power frequency spark over tests on the complete diverter.


ii) Standard lightning voltage impulse spark over test on the complete diverter.
The above tests shall be carried out in the presence of the Purchaser's appointed
Inspector. The test certificate with detailed test report showing successful results shall be
submitted (in advance of shipment of the diverters).
2.5.9 11 KV Isolators:
Isolator units shall be outdoor type and shall be vertical mounted. The isolators shall be
double break rotating post insulator type. The creepage distance of the supporting
insulators should be adequate for operation under heavy atmospheric pollution's in
Kuwait and shall be not less than 1300 mm.
11 KV three phase isolators shall have a guaranteed continuous current rating of not less
than 400 Amps under Kuwait worse climatic conditions.
Isolators shall be designed for live and off-load operation and they shall be suitable for
switching transformer magnetizing currents and line charging current. The isolators shall
be capable of withstanding system short circuit current for 3 seconds i.e. 26 KA three
phase symmetrical faults for 11 KV isolators.
The contacts of the isolators shall be of copper material (silver faced or base copper) and
carry their rated loads without overheating or welding and the design shall be such that
they do not call for more frequent maintenance than once in two years. All isolators units
shall include necessary supporting structures. The operating mechanism shall be of
robust construction suitable for manual operation and capable of being locked in 'ON' and
'OFF' positions. Full technical specification of the isolators shall be submitted with the
offer.

III –ACCEPTANCE TESTS

3.1 Test at Site:


The Contractor shall carry out the site test detailed below at no extra cost and before
handing-over, any section of the work.
The Contractor shall provide necessary apparatus and instruments to carry out these
tests. All such tests shall be carried out in the presence of and to the satisfaction of the
Engineer.
3.2 Pole Footing Resistance:
The footing resistance of each individual pole shall be measured in an approved manner.
3.3 Continuity Test:
The complete overhead line shall be tested, before connection to cable end sealing
bushings and surge diverters, for continuity of each phase conductor.
3.4 High Voltage Tests:
The overhead lines shall be tested with a D.C. voltage applied between each phase and
earth by means of a D.C. high voltage testing unit and without cleaning of the insulators.
Tenderers shall state leakage current expected for such tests, for the different sections of
lines and taking into consideration the atmospheric conditions given in Clause No. 1.3.
The Contractor shall supply the necessary apparatus, instruments and the D.C. high
voltage testing unit including those required for carrying out this test and should be shown
in the schedules.
The test voltage shall be applied for five minutes for 11 kV overhead lines and shall be as
follows:-

The electric power necessary for the tests at site shall be supplied by the Purchaser. The
Contractor shall satisfy himself that all connections are good before switching on the
power and shall be responsible for and make good any damage that may arise because
of faulty connections.
N. B. The above test shall be repeated after six months from the date of taking over and
without any cleaning of insulators.
N. B. All D.C. measuring apparatus, instruments including D.C. high voltage testing unit will be
subject to checking and calibration by MEW before starting the high voltage D.C. current
test, catalogues and details to be submitted with the offer. Full details and catalogues of
the proposed high voltage D.C. testing equipment shall be submitted for approval before
shipping the test equipment.
IV –PAYMENTS
4.1 Prices:
The Tenderer shall fill in schedule 'J' the individual unit prices of each item and the
estimated quantities for the complete project for the purpose of tendering. Full details of
the design particulars shall be given to enable a complete analysis and comparison of the
offers. The quantities of material supplied for the construction of the line shall be supplied
as follows:-
a.) The Contractor shall order initially 85 % of the quantities of tender.
b.) The Contractor shall order the balance between the 85 % under (a) above and the
final required quantities when those are known after completing site survey, and
after the approval of the Purchaser.

At the same time, the Contractor shall order additional items as agreed with the
Purchaser, to ensure continuity of erection irrespective of breakage or damage, loss,
deviation of line-route during construction and changes made in pole type of span lengths
to suit conditions found during construction.
4.2 Un-used Material:
At the completion of construction, all un-used materials shall be handed over in good
conditions to the Purchaser. The correct quantities of unused materials handed over shall
be calculated as the difference between quantities "actually" used on the erected line and
total quantity supplied. All such materials shall be delivered to the Purchaser's Stores
and this shall be included in the tender price.
4.3 Measurements for Payment:
All measurements and records for the purpose of payment shall be made
jointly by representative of the Engineer and the Contractor and recorded on
special forms signed jointly by the two representatives.
Measurements of conductor lengths, for the purpose of payment shall be made, along the
ground to the nearest metre along the centre line of the overhead line after erection, with
no allowance for sag, scrap and jumpers. The cost of all scrap and unserviceable material
shall be borne by the Contractor.
The prices given in schedule 'J' shall be inclusive of all work irrespective of access
conditions, slope or nature of ground, presence of water or any other local conditions.
Tenderers are advised to familiarize themselves with local conditions, soil nature.....etc.
before tendering.
Bills of approximate quantities for the contract works are appended to this specification on
which the Tenderers shall quote rates for the supply and/or erection of the equipment
materials, fittings, and accessories associated therewith.
a) For the supply of material, payment for poles and special structures will be made
on whole pole and structures. No payment on parts of structures shipped or on
tonnage shipped will be made.
b) For erection, the payment will be made as follows:-
i) Interim payment will be made monthly against certified invoice for the
following:-
1. Pole Erection:
Payment will be made on poles completely erected and complete
with cross-arms, earthing devices,.....etc. after excavation and
concreting.
2. Conductors, and insulators:
Payment will be made on conductors, and insulators completely
erected for each section of at least 6 KM of route length.
ii) For other work, payment will be made on completed items only (items here
refer to complete circuits as specified).
However, payment under (a) and (b) above shall be in accordance with the General
Conditions of contract and the amended clause.
After erection, the work will be measured and payment will only be made in respect of
materials supplied and/or installed. This applies to items completed and taken over.
1) The successful Tenderer shall carry out precision ground survey of the
various routes, sag-span-tension charts and soil testing and all detailed
drawings including calculations and design of poles, foundations,
insulators...etc all of which shall be submitted for approval.

V - PROCEDURE OF WORK

A) GENERAL:
The Contractor shall be prepared to commence work within ninety (90) days after
signing contract.
Staff, equipment, transports to be made available at all times during the working hours.
The Contractor is required to submit 10 (Ten) copies of specification document along
with contract copy for MEW Engineer. This shall be properly filed and should be suitable
for site for any reference.
All tools / equipment specified for the execution of work shall be subject to approval by
MEW Engineer. Further these shall be considered as consumable as these are subject
to constant use for the entire contract period and are non returnable.
The Contractor shall be required to work in conjunction with MEW specialist technical
staff and due allowance must be made for the technical procedures that are not within
the contractor's direct control.
The work at any site shall not proceed until the MEW Engineer / Foreman has identified
the site and issued the contractor with a "permit-to-work". This permit shall be canceled
upon completion of work and clearance given by the contractors.
Work done shall be measured, agreed and recorded on the appropriate form and
certified by MEW Engineer.
For each job the contractor shall submit the program of work for the approval of MEW
Engineer.
All work shall be to the entire satisfaction of the MEW Engineer but contractor shall be
held responsible for any lapses or deficiencies in the work carried out by him.
The contractor may be required to work on more than one site at the same time and
shall be prepared for the same.
During the work adequate physical protection shall be afforded around MEW equipment
and trenches, due regards being given to municipality and traffic regulations as also
MEW safety rules and regulations.
Site shall be left in clean and tidy condition, debris being disposed of in line with
municipality regulations.

B) STAFF & EQUIPMENT REQUIRED:

The Contractor within the contract price shall provide all staff, transports, tools,
equipment and specified materials as detailed below. All staff and equipment are subject
to approval by the Ministry and will be distributed as per the instruction of the MEW
Engineer without any objection from the contractor. The contractor is required to submit
staff payroll letter on the beginning of every month proving payment to all staff. The
contractor shall make available substitute of staff, transport, communication equipment,
etc. without any extra charge to MEW as and when required and asked for by the
Engineer.

Notes:-
- Contractor shall be responsible for the operation and running of his
vehicles during execution of the works, including fuel, maintenance
and insurance at no extra cost to MEW. Extra vehicles may be
required for transport of injured staff on occurrence and this to be
implemented for all work sites and all time long during the contract
period.
- Vehicles model must be of same year of signing contract or maximum
one year prior to signing of the contract, in good condition allowing for
works in remote areas and shall be fully insured.
- Other transports needed for progress of work (crane, trailer, forklift,
etc.) to be made available by contractor immediately as and when
required.
- Heavy vehicles (crane and trailer) must have Lloyds certificate issued
one year prior to signing of contract.
- The contractor is responsible for safety, reliability and maintenance of
vehicles, communication equipment and he has no right to charge the
ministry for costs related to the above items. (Operation and
maintenance cost of vehicles and communication equipment).
- The above is the minimum requirements for carrying out the work.

VI - MAINTENANCE
The Contractor shall maintain the entire 11 KV overhead lines under the contract for a
period of two (2) years from the date of commissioning of the equipment. The
maintenance works will be supervised by and will be under the full control of the Ministry
of Electricity & Water.
The Contractor shall carry out all repair works including attending to and rectifying all
faults and damages, howsoever they be caused and shall be responsible for the
replacement of all wear and tear items of all equipment. Any parts, accessories,
transformers, isolators, surge arrestors, low voltage cut-outs, cables, conductors, etc.,
which have been damaged due to the Contractor’s negligence shall be rectified and/or
replaced by the Contractor at no extra cost whatsoever.
The Contractor shall also carry out scheduled monthly inspection and maintenance of
the equipment towards preventive maintenance based on specific need of the
equipment.
In case of failure on the part of the Contractor to carry out any maintenance work in a
proper manner and on time, penalties will be imposed in accordance with the terms and
conditions as stipulated elsewhere in this specifications.
LATENT DEFECTS, ERRORS AND OMISSIONS :
Any poles or part thereof that develops defects, error or omission in the apparatus, not
disclosed prior to the final acceptance by the purchaser, but occur or disclosed during
the guarantee period, shall be corrected promptly, the poles apparatus and parts thereof
shall be replaced by the supplier free of charge and all expenses for the transportation,
handling, installation of such replacement or any other incidental charges shall be borne
by the Contractor.

In case of absence of staff, vehicles, communication equipment and tools, etc., penalty
will be imposed as detailed. The penalty shall be doubled in the event of repetition.
