CRAFTING OF CONSTITUTION AND BY-LAWS


OF
SAMPAGUITA CENTRAL ELEMENTARY SCHOOL TEACHERS,
EMPLOYEES AND RETIREES ASSOCIATION

PREAMBLE
We, the undersigned citizen, and teachers, and employees of Sampaguita central Elementary School involving the Divine
Guidance of Almighty God, representing a majority of the members of Sampaguita Central Elementary School Teacher,
Employees, and Retirees Association (SCESTERA) therein after referred to as association, do hereby adopt the following
Constitution and By-Laws.

ARTICLE I
Name of Domicile

Section 1 - The name of the association shall be at Sampaguita Central Elementary School Teachers and Employees
Association (SCESTERA).

Section 2 – The domicile of the association shall be at Sampaguita Central Elementary School, Sampaguita, Veruela,
Agusan del Sur.

ARTICLE 2
DECLERATION OF PRINCIPLES

Section 1 – The Association shall:

a. Adhere and respect the basic principle of democracy.


b. Be-non partisan and non-sectarian.
c. Recognize the supremacy of the fundamental laws of the Republic of the Philippines.
d. Support the program of the SCESTERA is so far as they are not inconsistent and prejudicial to the interest and welfare
of the general membership.
e. Recognized and respect the authorities of the DepEd and other government agencies.
f. Coordinate and unify the changing development function of Sampaguita Central Elementary School.
g. Always strive to maintain unity through the interactions of reasons, humanistic consideration and the process of law.

ARTICLE III
OBJECTIVES

Section 1- The objectives of the association shall be:

a. To keep its member in close touch with one another.


b. To protect, help and enhance the professional, economic, social and cultural growth and to boast the morale of its
members.
c. To undertake project which will improve the SCES economic welfare.
d. To accept and acknowledge donations in kind and in cash from its members, private individuals or groups for the
benefit of Sampaguita Central Elementary School.

ARTICLE IV
SCESTERA GOVERNING BOARD

The selection of BOD Members set of officers automatic identified as BOD, Then select 1 from the grade level.

Section 1 – All undertakings and priorities of the association shall be controlled by itself through Board of Directors with
the SCES School Head as Ex – Officers Honorary members and adviser.

Section 2 – All Officers


ARTICLE V
ELECTION COMMITTEE

Section 1 – All Election Committee members of three (3) shall be appointed by the School Head and SCESTEA honorary
members to supervise the conduct of elections.

ARTICLE VI
TERMS OF OFFICE

Section 1 – All elected Board of Directors of at Sampaguita Central Elementary School Teachers and Employees
Association (SCESTERA) shall serve term of three (3) years Section2 done every 3 rd week of May of the year.

ARTICLE VII
MEMBERSHIP

Section 1 – All teachers and employees of Sampaguita Central Elementary School.

Section 2 – School Head of SCES shall be on Honorary member of SCESTEA

ARTICLE VIII
SCESTEA DUES

Section 1 – Membership Fee P 100.00 to be payed yearly every 3rd week of May.

Section 2 – Membership Fee shall be used for the following:


a. Supply ( Record Book, Pen, Bond Paper, Fuel)
b. Expenses incurred during
c. Other expenses as determined by the Board of Directors.

Section 3 – All expenses shall be subject for liquidation and auditing.

Section 4 - Members shall Fee Capital Build-up to be payed on September with an amount of P 100.00 to be used for
lending.

ARTICLE IX
MEETINGS

Section 1 – Board Meeting shall be held every quarter and for thereof as the need arises.

Section 2 – GENERAL ASSEMBLY MEETING – Shall be held during Grand Alumni Homecoming every 28 th day of
December.

Section 3 – SPECIAL MEETINGS OR EMERGENCY MEETINGS


-shall be called as need thereof arises.

Section 4 – A simple majority vote (50 % + 1 ) of the total members present.

Section 5 – A journal be kept where the minutes of the meetings are recorded.

ARTICLE X
DUTIES AND RESPONSIBILITIES OF BOD
Section 1 – The association shall conduct all its business and control its properties through its following officers as the
Governing Boards President, Vice President, Secretary, Treasurer, Auditor, Public Relation Officer, a Business Manager
Muse and Prince Charming.

Section 2 – President – The President shall call and preside over ever meeting and shall cast his/her vote to break a tie,
He/She shall preserve order and defend the constitution and the rights and privileges of the members, order payment
authorized by the association.

Section 3 – Vice President- He shall act as president in case of the latter’s absence, illness, or temporary inability to
discharge the duties of the said office.

Section 4 – Secretary- The secretary shall have the following duties and responsibilities:

a.) To take note or record all minutes of the meetings in the Record Book of journal for a permanent reference of the
association.
b.) To turn over the record of the association of the incoming Secretary for the continuance of records.
