To be an effective leader, a public official must maintain the highest ethical and

moral standards.

Leadership is a desirable skill that people in charge of nations must have. With this
in mind, there is a hot topic for debate when it comes to discussing the
requirements to become a leader. The prompt insists that if an official servant
wants to be an effective leader, this person must primarily have upper moral
values. I disagree with this last contention for two reasons that I will explain later in
this essay, but I recognize that when servants want not only to be leaders but also
role models, these persons must be highly moral.

Firstly, in my opinion communication skill is the ability that all kind of leaders,
including leaders in public sector, must possess. This skill is totally necessary when
leaders have to give order to their team, or have to communicate massively. For
instance, we cannot deny that Adolf Hitler, the leader of Germany during World
War II, was a terrific speaker. There exist many videos that show the way he used
to communicate with thousands of soldiers and civils. Even though many who see
those videos do not understand any word of the German language, nobody can
deny that by only seeing him it is perfectly understood his messages and mood
(frequently angry). This is a clear illustration of how important is for public officials
to master their communication skill to become leaders.

Secondly, another essential characteristic that a leader who works in the public
sector must have is the ability to identify and address the issues that concern
people. For instance, Martin Vizcarra, the current president of Peru that is a
country located in South America, dissolved the Parliament after many polls that
draw that population was angry with the parliamentarians since their protracted
inefficacy. Nowadays, he is the only peruvian president in all the History with rates
of acceptance that reach nearly to 90%. The way I see it, public servants who want
to be undeniable leaders must listen the preoccupations from the population, and
execute actions to solve such concerns.

However, it is fair to concede that in high levels of the public administration, it is


impossible to establish a leadership
