I.

INTRODUCTION

In May 1993, the government launched an Ethics and Anti-Corruption Commission with the due
attention to the high economic, social, and political crisis that corruption will bring. Creating
conducive conditions, by organizing the necessary organizational, material and financial
resources to enable the Commission to perform the tasks and responsibilities assigned, is one
example of the government's commitment. When a number of efforts have been made to prevent
and mitigate the problem of corruption, it has been possible to record results at different levels.

Each institution has been approved by the Ethics Liaison Units Regulations 144/2000 to establish
ethical liaison unit that enables the organization to prevent and fight corruption. The major
reason that this ethical liaison units establish is to prevent corrupt practices in the given
organization. To meet its powers and functions, Ethiopian civil service university ethics and anti
corruption directorate perform different activities. Even though there are some improvements,
still needs to improve the performance of the directorate.

Ethiopian Civil Service University Ethics and Anti-Corruption Directorate prepared a strategic
plan called Ethiopian Civil Service University Integrated Corruption Prevention Strategy plan
(2009-2011E.C) and there to perform or implement the strategy there is an action plan for each
year’s separately.

This paper deals with three major parts. The first one is about the overall review of the Ethiopian
Civil Service University Integrated Corruption Prevention Strategy plan (2009-2011E.C),
second is how this strategy is implemented in the organization, the third part focus on the
practically challenges that the university phases while implementing the strategy and finally it
has a personal recommendation.

1. Ethiopian Civil Service University Integrated Corruption Prevention
Plan (2009-2011)

The Ethiopian Civil Service University  was established in 1995 aims at building the capacity of
the civil service at both federal and regional levels through specialized education, training,
research and consultancy Programs and services. It is mandated to design and offer specialized
under graduate and post graduate educational programs, conducts short term training, undertake
research and publication activities, organize conferences and seminars and render consultancy
services.

Ethiopian civil service University Ethics and Anti-corruption  Directorate is established based on


Proclamation No 144/2008 of the Council of Ministers with overall duty of coordinating ethical
issues and advising the president of the university on such matters.

Objectives:
o Endeavour to create employees of the university who don't condone corruption by
promoting ethics and anti corruption education, work discipline, professional ethics and
sense of duty among employees.
o Prevent corruption and impropriety in the university.
o Endeavour to cause act of corruption and impropriety be exposed and investigated and
appropriate actions are taken against the perpetrators.
o Proposing new work flows/systems which will combat corruption
Functions
o Raise the awareness of staff of the university on anti-corruption policies, laws,
o Follow up the observance of directives, manuals, procedures and anti-corruption laws
o Record and report the incident of corruption to the commission upon observation
o Follow-up grievances brought to the directorate related to service delivery

The corruption offense is constantly changing and the method of corruption becomes more
complex. Combating Corruption become ineffective when there is no sufficient community
consciousness and lacks their commitment. To overcome this problem the university ethics and

anti-corruption directorate develop and implementing Integrated Corruption Prevention Strategy
in the university with the support of the federal ethics and anti- corruption commission.

1.1. Objectives and Scope of the Strategy

1.1.1. Objectives of the Strategy


 Identifying the most vulnerable sections of the University for Corrupt Practices.
 Identify the mechanisms that will open the door to corrupt practices.
 To prevent corruption in more coordinated way

1.1.2. Scope of the strategy


This strategy will be implemented in all directorates and communities in the university.

1.2. Corruption vulnerabilities in the Bureau's services


The strategy indicates the vulnerability of different directorate based on analysis referring with
the service they provide the amount of money they use or transaction, the severity of the
consequence based on money value and non financial result if they commit corruption offence.

1.3. Corruption Prevention Counsel


Corruption Prevention Counseling is a Counseling that supervises coordinates and follows the
implementation of the institutional anticorruption strategy, which leads by the president of the
university and includes different members that are represents the directorates of the university.

II. Way of implementation


The university ethics and anti corruption directorate and the council of corruption prevention try
to implement the integrated corruption strategy by developing an action plan. There major tasks
of the directorate regarding with combating corruption and implementing this strategy are
focused on two major parts the first one is developing awareness of the community of the
university through face to face training and by using printing materials which are also prepared
by the federal ethics and anti corruption directorate.

The second focusing area is investigating reports on suspected corruption and improprieties
committed by different staffs, lecturers and students. Out of which, some reports were

investigated by the counsel and disciplinary measures were taken in the administrative and
academic departments.

The other mechanism to implement the strategy used by the directorate is using a variety of print
media outlets like brochures, leaflets, newsletters and billboards in order to disseminated ethics
and anti-corruption education. Many copies of printed materials were distributed and a large
number of the university community were addressed by using FM 100.5; besides, by using face-
to-face trainings, forums,‘1 to 5 change army’ meetings and by students ‘Ethics and anti-
corruption club’ the integrated corruption strategy is implementing.

III. Practical challenges


The most common challenges toward anticorruption practice and implementation of the strategy
in the university can summarized as lack of skilled and competent man power, lack of
commitment from top level managers, low level of commitment from employees to participate in
combating corruption, and budget constraint are crucial.

The university provides different services by the help of more than 40 directorates and one
thousand employees and similar number of students but, for this much number of communities
the ethics and anti corruption directorate has only one ethics officer and director. Even though
fighting corruption and implementing the strategy needs the participation of all directorates and
employees the ethics and anti-corruption directorate has the major responsibility than other
similar level directorates. But the office face lack of skilled and competent man power.

To implement the strategy the other problem or challenge is lack of political commitment,
corruption affect the work of the university in different aspect and it effort to achieve the
predetermined vision of the organization. So the managers needs to give much attention so as to
promote fighting corruption but the emphasis is more given to address the capacity and
accessibility of the service of the university rather than the strategy.

The implementation of the strategy needs budget particularly financial support. To give training,
prepared and distribute printing materials needs to be attractive to get the attention of the target
groups, this activities demand financial support otherwise they cannot achieve their aims.

IV. Recommendation

To implement the strategy and effective in combating corruption the university needs to have

effective law enforcement system and to ensure that corrupt are punished and also communicate

to the public regarding the progress and purpose of the campaign. This should be done with the

aim of changing the culture of corruption.

The university needs reforms focusing on improving financial management and strengthening
the role of internal auditing.

Promote transparence and access to information is also another system that can help to achieve
the aim of the strategy. Openness, transparency and access to information increase the
responsiveness of officials while simultaneously having a positive effect on the levels of public
participation in a country.  

Because of the unique character of the corruption offense, the problem is not only solved by a
single run and effort, but the involvement of institutions and communities at all levels requires in
combating this practice.
