The Light Rail Transit Authority is recognized as the premiere rail transit in the country providing reliable,

efficient, dependable, and environment-friendly mass rail services to all residents of Metro Manila. LRTA
is a wholly owned government corporation created on July 12, 1980 under Executive Order (EO) No. 603,
as amended by EO No. 830 dated September 1982, and EO No. 210 dated July 7, 1987.

VISION

The recognized leader and expert in providing integrated urban rail transport systems of the country by
2022.

MISSION

To enhance people mobility and provide world class light rail transport systems with continued
promotion of gender equality and accessibility policies in its performance and commitment to excellence
in service.

TRANSPORTATION FOCUS

The LRTA is primarily responsible for the construction, operation, maintenance and/or lease of light rail
transit systems in the Philippines.

OPINION

I think that the organization has been performing their function well. In spite of the issues that LRTA had
faced previously in 2019 where people deemed it to be one of the contributors of mass transport crisis.
Yes, train systems had some technical issues but we cannot dismiss the thought that they are just
machines and those trains could malfunction as well. The problem is that Filipinos always blame and
criticize the organization responsible for it just because things didn’t work or go their way. I am not
defending the organization nor fully blaming every Filipino, it’s just that we cannot upright declare that
LRTA has not been doing their job well because of a few weeks of technical issues. Remember that there
are other alternatives as well like jeepneys and buses. Funny thing is that those alternatives are causing
this mass transport crisis as well. If only we are more openminded and disciplined.
The LTFRB was created by virtue of an Executive order issued on June 19, 1987, with the goal of
simplifying the land transportation industries franchising system. Since the creation of the LTFRB, the
issuance of franchises for land transport operators has become more stringent, resulting in higher safety
standards for land travel. Technical evaluation staff ensure that operating and safety standards of
commercial and private vehicles are observed, prior to the issuance of operating franchises.

VISION

World-class land transportation services contributing to the over-all development of the country,
improvement of the socio-economic status of its stakeholders, and promotion of the welfare of the
general public.

MISSION

Ensure that the commuting public has adequate, safe, convenient, environment-friendly and dependable
public land transportation services at reasonable rates through the implementation of land-based
transportation policies, programs, and projects responsive to an investment-led and demand-driven
industry.

TRANSPORTATION FOCUS

To promulgate, administer, enforce, and monitor compliance of policies, laws, and regulations of public
land transportation services.

OPINION

I think that the organization has not been doing their job well most importantly in enforcing policies. I
would like to reiterate and further scrutinize their mission. Adequate, I don’t think so. Is this why they
are dismissing almost 7,000 Angkas riders without offering alternative jobs to those employees? Safe, I
beg to differ. How many people are gambling and taking the risk of riding jeepneys every single day
fearing that someone might snatch their bags or phones or an accident may happen to the passengers
because some drivers are aiming to be an F1 racer ready to take the world. How ironic could this get?
When almost all the traffic enforcers turns a blind eye towards these issues. Convenient? Environment-
friendly my ass.
