Goal/purpose:

The Deputy Head of Mission in charge of Operations supports the Head of Mission (HoM) in setting up and monitoring
operations.
He/she is responsible for supervising and coordinating Solidarités programs in the country of assignment.

JOB
List of main tasks:

Strategic orientation
 Follow and analyze the political, cultural and economic context of the country of intervention
 Organize diagnostic missions and analyze humanitarian needs in the country of intervention
 Be proactive in proposing the setting up of new activities
 Coordinate the development of projects and the drafting of proposals to donors

Coordination and operational monitoring


 Ensure that all programs are implemented in coherence with annual operational strategy, Solidarités
International technical requirements and financial donor criterias
 Ensure that programs are relevant to the population’s needs
 Ensure that project management, monitoring and evaluation tools are used correctly
Ensure that quality criteria and indicators are monitored and leads to decision making
 Ensure that the context monitoring is done properly and leads to decision making
 Ensure that the recommendation of the evaluation are taken into consideration and that corrective measures are
put in place
 Ensure that human, financial and logistical resources meet activities completion requirements. Suggest changes
if necessary
 Propose activity or result shifts according to the evolution of the context

Capitalization
 Capitalize about the intervention methods/techniques and experience of Solidarités International and other
actors
 Monitor new implementation techniques and approaches in the country of intervention. Share information with
the relevant headquarters departments
 Update and disseminate procedures, guides and tools, in particular program implementation, monitoring and
evaluation tools

Team management
 Brief expatriates on Solidarités International programs
 Initiate and lead workshops and coordination meetings
 Set up training sessions in light of operational requirements
 Support each sector coordinator
 Manage the technical coordination team, as well as collaborators placed under his/her supervision (leadership,
objectives, performance review, etc.)
 Participate in resolving team conflicts

Reporting / communication / representation


 Ensure the feedback and dissemination of the mission-related information’s
 Consolidate internal reports and supervise the preparation of donors reports and amendments
 Ensure that all mission documents are of the required quality and delivered on time
 Ensure that all operational reporting is in line with standard formats and procedures
 Represent the organization when asked and/or delegated to do so
