1.0 INTRODUCTION
2.0 BACKGROUND
Dungun is one of the districts in the state of Terengganu Darui I man and Kuala
Dungun is the district-capital. Whilst Dungun town is located 74km south of Kuala
Terengganu city and it's in the. vicinity of Kuala Sg. Dungun. Sungai Dungun with
a catchment area of approximately 1,875 km2 originates from the upper
catchments of Sg Pertang, Sg Perlis, Sg Jengai and drains into South China Sea
with its mouth situated on the east coast of Terengganu State, namely Kuala
Dungun. Kuala Dungun currently housed the administrative capital of Dungun
District and accessible through major and minor road network come from Kuala
Terengganu and Kemaman.
Kuala Sg. Dungun was once a port and the main trade centre for iron mining at
Bukit Besi. Nowadays, Kuala Sg.Dungun has become the fish landing centre and
has grown into a larger township. Dungun district accounts for more than 1,000
fishermen using 200 boats/vessels. Marine fish landing for Dungun in 1998 was
more than 20,000 tonnes. Most of these Dungun fishermen utilise Sg. Dungun as
the base for their vessels. Dungun is also the gateway to Pulau Tenggol cited as
"The Best Diving in Peninsular Malaysia" Asian Diver Magazine 2002 Annual
Edition, which is about one hour by speedboat from the Kuala Dungun jetty.
The main problem that occurs in Kuala Dungun is the'river mouth siltations. it is apparent
that certain parts of the river especially near the river mouth have become shallower due
to the sand bars formation. The immediate effect is lessening of the river capacity to
discharge the flood water which eventually leads to flooding. The estimated suspended
sediment logd in Sg Dungun is about 459, 7283 annually.
Fig 1.1 shows the location of Kuala Dungun river mouth and its vicinity.
Navigability of the river to the fishermen is another serious problem that occurs at Sg.
Dungun river mouth. The navigability of the area has been very restricted especially-
during low water due to the shallow depth. Not just big boats even small boats cannot
through the river mouth during low tides. Fishermen would have to wait for the high tides
before they are able to go out or enter the river mouth. This
had many occasions in the past caused the delay of catch landings for the fishermen.
Based on the existing status quo, maintenance dredging is required to be carried out
once in every 2years. Siltation has occurred along the river channel and had prevented
safe passage for fishing vessels especially durfng low tides. The shallow river mouth
coupled with the strong winds and strong waves of the north-east monsoon have always
been a safety hazard to the vessels. These inevitably lead to cases of boats running
aground especially during the north-east monsoon and low tides.
Fig 1.2 shown the sub catchment delineation for Sg. Dungun
In 2010 the Government has carried out a study 'Kajian Pemuliharaan Muara
Sungai Dungun Terengganu' in order to identify the optimum measures that are
necessary to overcome the problems currently being faced. Several options have
been proposed for the river mouth improvement works. This study among other
things has proposed the dredging works" construction of river groynes and costal
structure(s). The proposals and findings of this study should be reviewed before
determining the final option for design.
In order to assess the effectiveness and the impacts caused by the proposed
option, it is necessary to carry out a hydraulic study using numerical models. The
hydraulic study to be carried out shall comply with the 'Guidelines for Preparation
of Coastal Engineering Hydraulic Study and Impact Evaluations (Fifth Edition
dated December 2001)" and 'Keperluan Tambahan Permodelan Hidrodinamik
untuk Permohonan Pembangunan di Hadapan Garis Pantai" dated 11 Jun 2013
by Jabatan Pengairan dan Saliran (JPS) Malaysia.
The main objective is to carry out a detailed design of the proposed measures and
to prepare a Tender Document to enable tenders to be called for the river mouth
improvement works. The proposed measures should be able to improve the
navigation to cater for l&rge fishing vessels (Class C2), to increase the flow of
Sungai Dungun to enable release of flood water thus reducing the flooding and to
reduce the sedimentation problem in Sungai Dungun river mouth.
The Consultant shall provide the necessary engineering services to enable tenders
to be called for the construction of a river mouth improvement and other related
works. The scope of services shall comprise planning, data collections (for the
purpose of detailed design), review the available past studies and projects carried
out for the area and formulate feasible conceptual designs for Government's
approval. Prior approval of the most feasible and cost effective conceptual design,
the consultant shall proceed with the detailed engineering design and preparation
uf neues'saiy lendwi documents. Detailed enyineei ing design shall be carried Out
based on the principle of Integrated Coastal Zone Management concept and
currently effective procedures and guidelines approved by the Government.
The Consultant is required to carry out the detailed design works based on the
estimated physical project cost of RM235 million. The proposed works shall be a
cost-effective design and shall be able to improve the navigation to cater for large
fishing vessels (Class C2), to increase the flow and to reduce the sedimentation
problem within the identified areas.
The scope of works under this Project shall include, but not necessarily be limited
to the following: -
iv) Determine the requirements for primary data collection including bathymetric and
topographical survey, geotechnical investigation and other data collection which may
be necessary to supplement the available data. The consultant is also required to
prepare the specifications for the various survey and data collection works.
v) Identify the various requirements of the stakeholders and ensure that they are
considered in the study and design. This may include:
- Draft requirements of fishing boats
- Current and future plans of the fishing activities at Dungun River mouth
- The requirements for save berthing, mooring, preferred navigation routes, etc.
vi) Carry out a detail hydraulic study of the project area and its vicinity to assess the
existing coastal processes and the morphology of the area. The hydraulic study shall
be conducted in accordance to the 'Guidelines for Preparation of Coastal Engineering
Hydraulic Study and Impact Evaluation 1 5th edition Dec. 2001 and 'Keperluan
vii) Review the "Kajian Pemuiiharaan Muara Sungai Dungun, Terengganu' carried-out by
JPS in 2010. The consultant shall in particular check the adequacy of all the
proposed options and verify the recommendations of the study. In case there are
other more suitable' options that have not been considered, then the consultant shall
carry out additional hydraulic studies to evaluate and recommend the most cost
effective solution. The evaluation of the options shall include various aspects such as
upstream flood levels, erosion, siltation, scouring, protection against waves and
navigational safety. The consultant shall obtain the agreement from JPS on the
selection of the most cost effective option before proceeding to the next stage of the
study.
viii) Carry out physical modelling test for the proposed improvement works in order to
ascertain and improve the stability of the structures and optimize the design.
b) The physical Modelling works shall comprise of two dimensional (2D) and three
dimensional (3D) tests. The 3D tests shall include all the proposed structure(s).
An adequate number of scenarios shall be tested in the 2D and 3D tests so as
enable the assessment of the stability of the proposed structure(s) and to make
recommendations on optimization of the design.
c) The 2D and 3D tests cases shall be carefully designed to assess the stability of
the armour layer and the toe protection of the proposed structure(s) under the
worst case conditions. In addition, the 2D tests will also investigate the
overtopping rate at the proposed structure(s). the 3D tests shall be carried out for
the North East (NE) and South West (SW) monsoon wave conditions.
iii) Carry out the necessary literature review and secondary data collection.
d) Each of 2D and 3D tests shall be conducted for waves with various return
periods, i.e. 10 years, 30 years, 60 years, 100 years, 100 years +10% and 100
years +20%.
e) The design water level (DWL) for the proposed structure(s) shall be determined
by the Consultant, The duration of each test run shall be for 5 hours (prototype).
Test runs are to be carried out by simulating irregular waves with a standard
JONSWAP wave spectrum.
ix) Carry out optimization and fine tuning of the selected option including alignment and
configuration of the proposed structure(s) using numerical and physical models in
order to improve functionality and to minimize impacts. The considerations for
optimization will include stabilization of the structure(s), overtopping, stone sizes,
flood flow, sedimentation or erosion within breakwater, erosion at adjacent shoreline,
bed scouring especially between breakwater heads, protection against waves and
navigational safety.
x) Carry out an impact assessment on the adjacent shoreline to determine any impacts
that may occur due to the implementation of the proposed improvement measures
and propose the most cost effective counter measures that may be necessary.
xi) Carry out detailed design of all components in the selected option for the river mouth
improvement works and the selected counter measures to overcome erosion impacts
along the adjacent shoreline. The coastal structure(s) shall be designed to withstand
the wave forces in accordance with the guidelines of Coastal Engineering Manual
(CEM). For dredging works, the design shall include the determination of the depths,
widths and alignment of the dredged channel together with the berthing and mooring
areas with sufficient draft for the design vessel. The dredging design will be in
accordance with Permanent International Association of Navigation Congress
(PIANC) guidelines.
xii) Prepare and submit Tender Document based on the latest requirement as follows:
a) Prepare and submit drawings, calculations and documents for client's approval.
the post-construction phase of the Project. The proposed EMP is intended to provide
information, guidance and instruction on the environment-related issues. The primary
objectives of this EMP are as follows: -
a) To manage the environmental impacts during the construction phase such that
the impacts to the existing recreational and/or economic activities within and in
the vicinity of the Project site are minimal or at an acceptable level.
xv) Environmental Impact Assessment (EIA): The Consultant is required to prepare the
term of reference, technical specifications, scope of works and bill of quantities for
environmental impact assessment (EIA) required for this project as well as a
schedule for carrying out these works. The consultant shall also monitor the progress
and certify the completion of the assessment carried out by consultant engaged by
the Government. The consultant shall also ascertain and be fully responsible for the
quality of data obtained.
xvi) The Consultant shall be required to facilitate the stakeholder engagement meetings
in order to disseminate information and to acquire feedback, response and
expectation from federal agencies, state and local agencies i.e. Local Authority, DOF,
LKIM, Persatuan Nelayan, JA3, JPS, JKR, JKPTG, residents/fisherman etc. involved
in the proposed river mouth improvement works.
xviiV Preparation of Implementation Schedule of Physical Works: The Consultant ' 'shall
prepare, in consultation with JPS, an implementation schedule works-for. the project
This shall include critical path method (CPM), method statement of each proposed
works, etc. A financial program for the schedule shall also be prepared. The
proposed of works shall take into consideration the priority areas and suitability for
construction at the Project site.
xviii) Training and Briefings: During the course of the Services, JPS may attach one or
more counter-part engineers for on-the-job training with the Consultant for this
Project and the Consultant shall accommodate this request. The Consultant shall
provide technical briefings to JPS's staff on matters related to this Project upon
request. In addition, a hands-on training session shall also be arranged for the staff
of JPS upon finalization of the detailed design report. The consultant shall organize
on the job training for JPS personnel on the following aspects: -
a) Design of coastal structure(s).
b) Hydraulic studies using numerical models.
xix) Operation and Maintenance manual: The consultant shall include the requirement of
the maintenance dredging and other related works if necessary and shall proposed the
option with minimal maintenance required which is given the cost saving to the
Government.
xx) The consultant shall be prepared Planning Permission Documentation and Report for
approval purposes local authority/relevant agencies planning permission if required
(Subject to requirement of the Government).
xxi) Home office support: The consultant shall provide adequate home office support
through the construction period until the issuance of Certificate of Completion of
Making Good Defects (CMGD) of the project. The
consultant shall prepare construction drawing, check shop details and installation
drawing and give advices to the Government to execute necessary actions in order to
make sure the Works are carried out properly according to the designs and
specifications or otherwise in accordance with good engineering practice.
The responsibilities of the Consultant shall include but not limited to the following
tasks:
ii) Discuss with relevant authorities for all necessary approval before commencing the
Works.
iii) Site visits shall be done to familiarize with the project site and to obtain local
information. A review of all relevant previous studies and detailed engineering design
(if any) shall be conducted.
iv) Study and review all relevant information and maps provided/available and obtain
additional data, if necessary, for the proper execution of the Works, and to compile all
the relevant information related to the area such as reports, publications, papers,
Locai Plans, development programs by various Government agencies or private
sector. This shall also include the present and future development plans for the study
area by the State Government and other State Agencies. The consultant shall also
liaise with all the relevant Government Departments and shall fully comply with their
requirements, and regulations.
v) The consultant may obtain and use secondary data such as waves, tidal levels, current
velocity, wind, sediment characteristics, bathymetry, etc. from various sources in the
study. However, the consultant is required to carry out data analysis and to verify the
accuracy and reliability of all the secondary data used. The consultant shall be fully
responsible for the quality of all the data used in the study.
vi) The Consultant shall prepare land acquisition plans to the detail required for land
acquisition purposes if necessary. These plans shall be based on those prepared by
Licensed Surveyors. Adequate information necessary for the processing of the land
acquisition plans by Land Office shall be included in the land acquisition plans.
vii) The Consultant shall attend to all technical queries on the Consultant design drawings
and provide design support during construction stage, inclusive of production of
necessary amendments to design drawings, if requested by the Government.

viii)The Consultant shall advise the Government on Quality Control and practical solutions
to construction/technical problems and issue detailed drawings to solve such problems
as and when it arises during the construction stage including any extension of the
construction contract period and the defects liability period.
The Consultant, shall be responsible for the supervision and contract management
of the project and directly responsible to the Government in all aspects which fail
within the scope of this agreement. During the construction stage, the Consultant
shall be responsible for, among others, the following:
In this respect, the Consultant's personnel shall be .familiar with the prevailing,
standard procedures for procurement, disbursement and financial record keeping in
use by the Government. The Consultant shall be responsible to verify and endorse
all as-built drawing's"and also prepare the final account for the contract. The as-
built drawings and final account shall be submitted to the Government within three
(3) months from the date of practical completion of the works.
a) The Government shall provide the consultant, upon request, available study
reports, survey information, topographical maps, hydrological records and other
available documents and data deemed relevant to the satisfactory completion
of the detailed design of the river mouth improvement works.
b) If in connection with the work of the consultant that requires the cooperation of
other government departments and agencies or non-government bodies, the
JPS shall provide liaison to facilitate contact with these bodies with regard to
matters pertaining to the project.
c) Aii data, related analyses, results, reports, maps, diagrams, plans, drawings
and statistics that have been collected, compiled or prepared in the course of
this study shall be treated confidential and shall not disclose any of these
material either in part or full to anyone without the prior consent of the
Government. The consultant shall deliver all these material to the Government
upon completion of the study and shall not use any of the material for any
purposes unrelated to this study unless otherwise agreed to in writing by the
Government.
The Consultant shall propose their staff organization for the project and submit to
JPS for prior approval. The Consultant team shall comprise at least the following
key professional staff:
a) Project Director who shall have at least 15 years of experience in the project
management. He shall be responsible for the overall management of the study
. team.-including the preparation of all reports. He shall also liaise and hold .
..discussion with relevant parties. He shall be a Professional Engineer . "■•■••
registered with the Board of Engineers Malaysia (BEM) with Practicing Certificate.
c) Coastal Engineer who shall have at least 15 years of experience and will review
coastal process including tide, wind, wave and current pattern in the study area.
He shall also review the effects of coastal process including coastal shoreline
changes and physical erosion and sedimentation pattern. He shall

e) Hydraulic Engineer who shall have at least 15 years of experience and will be
responsible for all hydraulic analyses and mathematical modelling required
under the study as well as the formulation and design of improvement works.
g) Environmental Expert who shall have at least 10 years of experience and will
be involved on the evaluation and investigation of all aspects related to the
environmental assessment, socio-economic, planning, archaeology, iegisiation
and physical sciences.
i) Quantity Surveyor who shall have at least 10 years of experience and will be
responsible for the preparation of the overall project cost and other contract
related matters such as Tender Document.
a) The consultant is required to submit a Final Detailed Design Report for the
project. The Report shall provide a final detailed design of all works, final
working drawings, tender documents and tender estimates. The Consultant
shall present the suggested construction methodology, considerations for the
construction of the proposed works, and where appropriate the operating and
maintenance procedures for all works.
b) The consultant should also submit the following documents together with the
final detailed design report: -

• Individual reports on all data collection and surveys carried out o
All assumptions that have been made in carrying out the study
c). .The Consultant shall submit the Document Tender (including tender drawings,
................specifications, bill of quantities) with approved tender drawings with original
signature and professional stamp. The drawings shall bear the endorsement of
a Professional Engineer, registered with the Board of Engineers Malaysia,
certifying that the drawings are correct and accurate.
d) All the above reports and document tender shall be submitted in hard copies as
well as digital files.
The Consultant shall complete the detailed design, including the preparation of final
tender documents within Eighteen (18) months from the date of appointment.
Regular meetings will also be held between the consultant and JPS to discuss on
the progress of the study as well as on the direction and course of the study.
The Consultant shall prepare and submit reports and documents according to the
schedule as stated below:
A Preliminary Stage
(1) Inception report 2 month after date of appointment
B Design Stage (i)
(1) Progress Report No. 1 5 months after date of appointment
(2) Progress Report No. 2 8 months after date of appointment
C Design Stage (ii)
The draft O&M Manual shall be submitted together with the Draft Final Report, while
the Final O&M Manual shall be submitted one (1) month after receipt of the comments
from the Government on the Draft O&M Manual. The Final O&M Manual shall include
the requirement of the maintenance dredging and other related works if necessary and
shall proposed the option with minimal maintenance required which is given the cost
saving to the Government, etc

Note: The submission of the design report shall include but not limited to digital copies (soft
copies) of all Reports I Documents / Plans / Taking-off I Calculations I Assumptions I Model I
Parameters I Criteria / Methodologies I etc.
The consultant shall prepare a schedule of works and submitted to the JPS for
approval within fourteen (14) days from the date of appointment
The consultant fees will be paid based on the rates determined by the
consultant through a competitive calculation mechanism and will be on the
fixed fee basis. The rates in Skala Yuran Piawai (Scale of Fees - SOF) is a
guide only. This is accordance with item 2.1.5 in PK 3.2 - Kos Perkhidmatan
Perunding. Man- month for supervision fee.
