Subject: Designation of the Imus - Ylang Ylang - Rio Grande Rivers

Water Quality Management Area and Creation of Its ,

Governing Board

Pursuant to Section 5 of RA 9275 otherwise h~o\vnas the Philippine Clean Water Act of
2004, DENR Administrative Order No. 2005-10 or the Implementing Rules and Regulations of
RA 9275 and DENR Memorandum Circular 2009-15 which adopts the Procedural Manual for
the Designation of Water Quality Management Areas, and co~lsideringits critical importance on
Manila Bay, the Imus-Ylang Ylang-Rio Grande River system is bereby designated as a
Water Quality Management Area (WQMA).

Section 1. Policy and Objectives. It is the policy of the State to pursue economic
growth in a manner consistent with the protection and revival of the quality of our fresh, brackish
and marine waters. Pursuant to this policy statement, this Order aims at protecting and improving
the water quality of the Imus-Ylang Ylang-Rio Grande River and also directly, Manila Bay,
consistent with the following water quality managernerlt objectives:

a) To formulate a WQMA program on water quality nianayement which recognizes

that water quality managemetit issues are inherently related and cannot be detached
from concerns on water sources, ecological protection, water supply, public health
and quality of hfe;

b) To provide for a comprehensive management program for water pollution focusing

on pollution prevention in the WQMA and Manila Bay;

c) To serve as convergence mechanism among government agencies operating i n the

WQMA for general environmental protection and improvement of water quality of
the rivers and in support of the Supreme Court mandamus on the clean- up of
Manila Bay;

d) To promote public information and education for stakeholders of the WQMA and
encourage the participation of an informed and concerned public in water quality
management and monitoring;

e) To mobilize, encourage and support civil society and other sectors, parlicularly
labor, the academe and businesses undertaking environment-related activities it1
their efforts to organize, educate and motivate the people in addressing pertinent
environmental issues and problems in the WQMA;

f) To integrate water pollution cuntrul and other environmental protection activities in

LGU programs, projects, land use plans and amlual investment plans;

g) To promote and.harncss inter-LGU and stakeholder collaboration and cooperation

through coordinated efforts in protecting and sustaining acceptable quality of water
in the Imus-Ylang Ylang-Rio Grande Rivers; and

 h) To contribute to the reduction of pollutiori loading to, and clean-up of, Manila Bay.

Section 2. Coverage. The Imus-Ylang Ylang-Rio Grande Rivers WQMA shall comprise
the following areas which have been detemtit~edby a survey of the highest elevation of variods
points and draining to the three rivers. and eventually, to Manila Bay:

Board. Said group shall augment and compleme~~t
monitoring and reporting efforts of the
DENRIEMB.

The Multi-Sectoral Group shall submit its report and recommendation to the Chair of the
Governing Board.
Section 10. Amendments and Revisions. Amendments or revisions of any of the
provisions hereof shall be made only upon consultation wjth the concerned stakeholders in
accordance with existing policies on the matter and subject to the written approval of all the
parties thereto.
Section 11. Separability Clause. Should any of the provisions of this Order be
subsequently declared invalid or null and void, the validity of the other provisions not affected
sllall not be impaired and shall remain to be in full force and effect.

Section 12. Re-designation of WQMA. When necessary, and only after undertaking
necessary studies and conducting consultations with relevant local government authorities, the
Secretary of the DENR, upon recommendation of the EMB, shall revise the designation of
WQMA, re-adjust its boundaries or reconstitute its membership for adequate representation.

Section 13. Effectivity. This Order shall take effect fifteen (15) days afier its publication
in a newspaper of general circulation and upon acknowledgement of receipt of a copy hereof by
the Office of the National Administrative Registry (ONAR.)
