ALTERNATIVE WORK ARRANGEMENT FOR IMMIGRATION DEPARTMENT

General Guidelines:
1. The alternative work arrangement applicable for the immigration team shall be the combination of
a work force reporting for work at the FMH Office and a complement on a work from home
arrangement on a 50/50 ratio as much as possible and on 2-day alternate basis.

2. The groupings for IHPs are:

Notes: 1. Tere is on work from home quarantine due to Barangay Quarantine as of 16


March 2020;
2. Tess is also on work from home until Regie is cleared to report for work;
3. Considering that there may be instances when IHP and IHP Buddy are both
working from home, said IHPs will have to closely coordinate with those who are
in the office in case something is needed to be done for their cases at the office;
and
4. In urgent cases where the computer of IHP-in-Charge who is working from
home needs to be accessed by another IHP who is working at the office, there
should be approval any of the Partners. The password will be given only by the
approving Partner and there should be no sharing of passwords without the
necessary approval. Thus, only the Partners will have a master list of computer
passwords which should also be password protected. This is in observance of data
privacy policies of the FMH Office.

3. The rotation schedule for Team A and Team B will be as follows:

Notes: a. The Immigration Practice Group will have a meeting on 16 March (Monday) and all will
report for work at the FMH Office to finalize the schedules.
b. To avoid confusion, the schedule will be fixed and any request for change must be
justified and approved by the Partner; provided that those who are scheduled to work from
home may opt to report for work at the FMH Office to address urgent matters that may be
more efficiently done if the IHP will report for work at the FMH Office and in which case,
the IHP should inform the team by email. The schedule of the IHP who opts to report for
work at the FMH Office on a certain day may not request for adjustment of his/her
schedule for the sole reason that he/she opted to report for work at the FMH office on said
date.
d. The weeks with asterisk are just tentative and only if the community quarantine of Metro
Manila is extended.
e. In the meantime that Regie and Neil have not been cleared to report for work at the
office, Buboy and Hermes will both have to report to the Office everyday unless the
workload will allow one of them to stay at home and just be on call. If the workload will
allow either Buboy or Hermes to stay at home and be on call, their schedule will be as
follows:

Note: Once Regie and Neil have been cleared to report for work at the FMH Office, the

f. For the BI-accredited paralegals Gerwin, Jessie and Mike, considering the announcement
so far of DOLE and DOJ (both 4-day workweek) and there being no announcement of

Notes: a. In case VCH or GSG is not in the office, the IHPs may also ask any of the Associates
present to review and sign a transmittal letter, letter request or motion. Any of the
associates may also be asked to sign the Billing Monitoring Sheet/Green Sheet and the
corresponding CRF/s and the PCV/s
b. The Associate assigned to each sponsor entity as per the updated list should also be
copied of the emails. The updated list will be released in due course.
c. Thus, moving forward, for each case there will at least be 5 in the FMH team who
will be copied of the emails: IHP-in-Charge, IHP Buddy and/or IHP Back-up, Associate,
GSG, and VCH. The basic roles of each member would be as follows:
i. IHP-in-Charge will be primarily responsible in managing the case including
communicating with vendor partner or client, making the initial assessment
and providing the strategy, drafting and preparation of all documents,
coordinating with other members for collection and filing, etc.;
ii. IHP Buddy and/or IHP Back-up will assist as necessary and take over the
tasks of the IHP-in-Charge as may be possible if IHP-in-Charge is absent or if
working from home;
iii. The assigned Associate will provide the reply to queries which may be
referred by IHPs, review draft emails, letters or motions as may be
requested by IHP, prepare the draft of all motions or letters which are out
of the ordinary and which the IHP is not yet able to, draft opinion/advice as
may be requested, and other tasks as may be necessary;
iv. GSG will provide general monitoring and supervision of the cases, will
provide immediate remedies for urgent matters, and will take over the
tasks of the Associate if the Associate is on leave or whose workload is too
heavy for the relevant period; and
v. VCH is the highest level decision-maker for all issues and handler of
escalations.

5. The Immigration Practice Group will have their regular meetings every Friday and thus, everybody
will report to the FMH Office.

6. The intern Jo Nicole Claveria will report for work at the FMH Office, as may be allowed by the
school.
7. Considering the curfew in effect in Metro Manila and the current extraordinary circumstances, the
IHPs, BI-accredited paralegals and field messengers who will be reporting to the FMH Office are
requested to report for work from 8:00am to 5:00pm.

8. Notwithstanding the above schedules, everybody is considered on call and may be asked to report
to the FMH Office as the exigencies of service may urgently require.

9. The above general guidelines shall be in effect during the period of community quarantine of Metro
Manila and until officially revoked or revised upon approval and official notice from any of the
Partners.
