Purpose

The Contract Services Administrator in assist to Head of Contracts develops and oversees systems,
resources and operations for a department ensuring efficient selection, management and performance
of contract service providers that are designed to meet the outsourced needs of the facilities services
department.

Responsibilities

• Researches market sources and subcontractors to locate and ensure most effective and competitive
pricing for the purchase of supplies and services.

• Assist Head of Contracts with solicitation documents and contract renewals

• Researches, prepares, receives and evaluates quotes; recommend the award of Contracts
administrator.

• Prepares, updates, and maintains the Facilities and Projects and Contracts log, listing all current
contract information.

• Prepares and maintains all files for quotes, contracts and legal documents.

• Consults with Facilities personnel on subcontract needs, researches and advises on the best methods
of obtaining required services and provides technical assistance.

• Communicates and interprets contracting policies and procedures.

• Works with business process owners, contracts administrator and subject matter experts to acquire
and keep a current knowledge base of the learning communities, facilities services operations, and
pertinent industry standards.

• Assists with pre-proposal and post award conferences, and subcontracts mediation.

• Prepares and supervises the routing and processing of legal construction documents and contracts.

Authority

The Contracts Services Administrator shall have direct and UpToDate access to all project and
subcontract activities in real time. the contracts services administrator shall have the right to submit its
recommendations to contracts administrator, head of contracts and Project Manager in his capacity.

Accountability

The Contracts Services Administrator shall be responsible for all up-to date and in effect processes to
be followed by all Contracts Teams members and shall keep all records to be in an approachable and
swift manner to keep an easy to hand and quick access.

The Contracts Services Administrator shall have to form a subcontractor source database in line with
current and up-to date situation in market.

The Contracts Services Administrator shall be responsible to make initial contact for appropriate local
subletting sources.

The contracts services administrator shall have the ability & personal skills to communicate with
Management, Seniors as well as the Project Employer/Engineer/other Contractors/ Subcontractors and
partners. The contracts administrator shall be able to guide colleagues

Qualifications / Experience

 A bachelor’s degree in any discipline.


 A fair knowledge of administration procedure and policies in line with international standards like FIDIC
and ICE and other similar standards which may affect in claim dispute resolutions Sources.
 A fair knowledge of principles and practices of Construction Industry.
 A fair knowledge of principles and practices of construction contract services.

10 to 15 years as Contracts Services Administrator in related work field.
