Purpose
Contracting Process To coordinate, prepare and administer the whole contracting process – for two to
three main contracts - in compliance with this major Project and Project procedures and with due
respect to approved schedule and milestones.
Responsibilities
coordination of tendering dossiers (technical Exhibits, T&Cs), of the CFTs, the participation to and
administration of the clarification / negotiation phases, the evaluation of contractual and
commercial proposals and the preparation, in duet with the Packages Manager, of the final
Recommendations to Award.
• Coordinate with the different entities in Total with/for: Contracts , Legal, Insurances, Market
Intelligence, etc. administration of the final set of contractual / commercial / technical
documentation for the assigned contracts; preparation for signature of the assigned main
contracts Contract Administration To contractually and commercially administer the awarded
Contracts, and liaise actively with the technical management of Contractors.
As a general manner, to administer all contractual and commercial activities related to Contracts
he / she is in charge of, up to close-out, in the frame and with respect to procedural obligations as
per Agreements with Clients
, Decrees and Laws in force, Partners Agreement and in strict compliance of delegation of
authorities and associated Contract and Procurement procedures. Ensure consistency &
adequacy of documents such as Performance Bonds, Bank Guarantees, Invoices, Insurance
certificates, Sub-contracts, Confidentiality Undertakings ... Preparation of official correspondence
with Contractors
To timely report to the Head of Contract assisting him, as required, in communication with Project
Management, and highlighting progress and encountered areas of concern.
To ensure confidentiality of all the contractual and commercial documentation produced
(whatever its support). Participate in the establishment of Contract & Procurement Upstream
Project internal procedures. Assist the team in complying with Clients Governing Law on
Subcontracting and/or Procurement processes.
To adopt and demonstrate exemplary behavior with regard to Ethics and project “code of
conduct” policy
To participate to meetings with partners, authorities and other stakeholders as required.
To carry out any other duties or tasks that may be required by the position. The Job Holder is
responsible for:
• the coordination, preparation and administration of contracting process (call for tenders,
clarification phase, evaluation and negotiation phase and recommendation) for two to three main
contracts on the dedicated platform (ERP),
• coordinate efficiently, in duet, with the Project Managers, also liaising with PMO (mainly
Schedule Engineer and Cost Control Engineer) for the development of contractual and

commercial aspects of the assigned contracts.
• application of Contract and Procurement procedures for tendering process and contract
administration
Authority
The senior contracts engineer shall have access to all correspondence, documentations, project and
subcontract commercial data, interim payment certificates and drawings etc. without any prejudice to the
PM rights
Accountability
The senior contracts engineer shall be responsible to highlight and prevent pertinent risks with PMO and
the senior contracts engineer shall be responsible in coordination with PM to defend all project related,
issues, disputes and claims raised against HOTECC and in coordination with PM to collect information,
Confirm with documentation, proper submission and ground work for responses (correspondence,
Meetings, etc.) for all issues, disputes and claims to be raised by HOTECC.
The senior contracts engineer shall have the ability & personal skills to convey all applications of
contractual, legal and technical terms, feasible risks and requirements with Management, Seniors as
well as the Project Employer/Engineer/other Contractors/ Subcontractors. The contracts
engineer/administrator shall be able to guide colleagues
