6.0 GENERAL PROCEDURES

6.1 PURPOSE
The purpose of this procedure is to standardize the preparation and submission of
technical submittals. A technical submittal shall mean any document, drawings,
material, sample, certificates, etc. or any item which the Contractor is required to submit
to the Architect / Engineer or PM for approval or for information.

6.2 RESPONSIBILITY
All technical submittals shall be prepared strictly in accordance with this procedure. Any
submittals that are not so prepared will NOT BE RECEIVED OR REVIEWED.
6.3 CONTRACT
This procedure neither supersedes nor varies the obligations, responsibilities and / or
conditions of the Contract, but is intended to provide guidance to the Contractor for the
satisfactory preparation of technical submittals.
6.4 SUBMITTAL FORM
All technical submittals shall be submitted by using the Submittal Form unless otherwise
required by these Procedures.

6.5 SPECIFICATION COMPARISON SHEET


All technical submittals for approval other than drawings prepared by the Contractor,
unless these are provided solely to detail a material, shall include a Specification
Comparison Sheet.

Contract requirements and conditions shall be listed in detail in the left hand column;
each such requirement or condition shall then be compared with the material, or detail
proposed in the center column. Any changes to the contract requirements and
conditions shall be noted in the right hand column.

The intent is to provide a detailed comparison of Contract requirements against


proposed material, or detail. It should be noted that the approval of the Employer is
ONLY to the information stated in this sheet.

6.6 SUBMITTAL STATUS LOG


Contractor shall prepare a schedule of all technical submittals including the submittal
number, revision, date submitted, date received from Employer and status as required
under the general requirements and as shown on Submittal Log form.

6.7 ENGINEER’S REVIEW

Each submittal shall be returned to the Contractor stamped or marked by the Architect /
Engineer or PM indicating the status as follows:
A - APPROVED
B - APPROVED AS NOTED
C - NOT APPROVED
D - FOR INFORMATION
E – NOT REVIEWED
6.8 SAMPLES

All samples shall be submitted with the Sample Submission Sheet and Sample Tag
accompanied with the Submittal Form, and approved Specification Comparison Sheet.

Samples shall be properly identified with Sample Submission Sheet and Sample tag
fixed to sample.

6.9
SUBSTITUTE MATERIALS AND DETAILS.

[Request by the Contractor for approval of an alternative / substitute material and details
in accordance with Contract Documents].

An Alternative / Substitute shall be any material or detail proposed by the Contractor that
does not exactly comply with the Contract Documents (hereinafter referred to as an
Alternative); this shall include material or detail to standards or codes other than those
specified.

Proposals for Alternative shall be submitted with the data and documentation specified
hereunder. Proposals that are submitted without such data and documentation or,
where the reason(s), and justification for the proposal have not been clearly defined, will
not be considered.

Proposals for Alternative may be submitted at any time during the Contract period
subject to fully complying with the approved CPM schedule, provided that adequate time
is allowed for the Engineer’s evaluation and its incorporation of the Alternative in the
Works without adversely affecting the construction programme. Any proposal which, in
the sole opinion of the Engineer, would sacrifice the quality, function and appearance of
the works, will not be considered. Proposals shall be returned without review if any
deviation from the Contract Documents has not been clearly identified.

It is at the sole discretion of the Engineer whether any proposal for an Alternative will be
considered, not withstanding compliance by the Contractor with this Section.

Approval of any proposed Alternative does not imply any acceptance of the cost analysis
submitted.

The Contractor shall provide the specified data and documentation against each of the
items listed under the following Article for EACH Alternative; if the required data and
documentation is not provided for each of the items (e.g. stated data and documentation
for a, b, c, d, e, f & g), the proposal will not be considered; the box shall be ticked
identifying which data and documentation is being provided.

The entire Submittal may be returned without review if the Contractor has not identified
any variation from the Contract Documents.

For each Alternative returned marked approved on the Submittal sheet, such approval
shall only become effective as an approval in accordance with the Contract Documents
after 3 days from receipt of such transmittal by the Contractor.

The following documentation shall be attached with the Alternative Proposal Application
form accompanied with the Submittal Form.

a. Manufacturer’s Data of proposed material; the Data shall be in the form of


complete catalogues, brochures, calculations, etc. in the original.

Copy / description of specified detail and copy / description of proposed detail.

b. Copy of specified code or standard and copy of proposed code or standard.

c. Comparison between the specified and proposed material; this shall be


effected by the Specification Comparison Sheet.

and / or
Description of changes between specified and proposed detail.
d. Comparison between the specified and proposed code or standard: this
comparison shall be limited to only the salient points for the material or detail in
question; this shall be effected by the Specification Comparison Sheet.

e. Cost analysis shall be provided of the Alternative, including all required related
changes; the cost analysis shall be supported with calculations, invoices, and
all other required substantiation from the manufacturers. CIF quotation of
specified and of proposed material shall be provided.

f. Impact on construction programme of the Alternative shall be provided; this


shall be supported by calculations and all other required substantiation.

g. Reason for proposal: the contractor shall identify the reasons for making the
proposals. The stated reason shall be clearly defined and supported by
documentation. Where reasons such as “better material”, “better detail”, or
“easier to construct” are stated, the supporting documentation shall clearly
identify, by particular reference to the specified and proposed materials and / or
details, the basis of such documentation.
