INSTITUTIONALIZING TO THE ELYU YOUTH THE GOOD CITIZENSHIP VALUE OF CONCERN FOR
THE ENVIRONMENT

WHEREAS, Republic Act No. 9512 Section 2 of 2008 policy of the State to protect and advance the right
of the people to a balanced and healthful ecology in accord with the rythm and harmony of nature and
in recognition of the vital role of education. State shall promote national awareness on the role of
natural resources in economic growth and the importance of environmental coservation and ecological
balance towards sustained national development.

WHEREAS, we are threatened by the destruction of the environment, we should develop a sense of
urgency in the way we treat our environment: by means of using all environment resources properly and
prudently.

WHEREAS, Provincial Youth Officers of Province of La Union will launch an efficient and sustainable
"clean and green" program. This program will be name SOLUTE (Sustainable Organization for La Union's
leading innovation in Tranforming Environment) activities includes, Seminar, Tree Planting, Clean Up
Drive and Proper Waste Segregation(3R's)

WHEREAS, the program will take care the environment, giving it great care and appreciating its wonder
and beauty. Throught this we will have clean air to breathe, clean water to drink, clean ocean to launch
adventures and above all, a life that is healthy and a future worthy to be shared to the next generation.

Section I. TITLE

This ordinance shall be known as an ACT INSTITUTIONALIZING THE GOOD CITIZENSHIP VALUE OF
CONCERN FOR THE ENVIRONMENT.

Section II. DECLARATION OF POLICY

It is hereby declared the policy of the Provincial Government of La Union to recognize, acknowledge
and treat Mother Nature as our own mother and masterpiece. This ordinance clearly explained the
meaning of the values and responsibilities we have to do to be a good citizens. For this purpose SOLUTE
shall be held every year especially on the month of June which is the WOORL ENVIRONMENT MONTH.

Section III. EFFECTIVITY CLAUSE

This ordinance shall take effect immediately upon approval.
