Bellarmin A. Flores II, Municipal Mayor, Rosario, La Union
as well as the report of the Provincial Assessor, Engr.
Arnulfo A. Cacho in relation to SP Res. No. 504-2021,
entitled: Respectfully requesting the Local Government of
Rosario, La Union to submit the Resolution/ Ordinance
creating the thirty-three (33) barangays of said Municipality
as proof of their creation and for the Provincial Assessor to
make proper coordination with the Municipal Assessor of
said municipality with regards to the expeditious and full
processing and settlement of right-of-way claims affected
by the construction of Rosario-By-Pass Road and
construction/widening of Manila North Road.”

AGENDUM:

Issue raised by Hon. Christian I. Rivera during the


Unassigned Business of the 112th Regular Session of the
Sangguniang Panlalawigan on August 17, 2021 with
regard to DOTr Memorandum Circular No. MC-SC-2021-
02 directing the Land Transportation Office to establish the
Geographical Areas of Responsibility (GAOR) for every
authorized PMVIC for purposes of determining compliance
with the emission and inspection requirements for the
renewal of registration of light vehicles and motorcycles.

Likewise, the following are proposed:

1. Invite the LTO Regional Director, representatives from


transport and Testing Operators and other concerned
operators on a Committee Hearing to give clarification
and enlightenment with the abovementioned
Memorandum Circular.

2. To resolve the issue on whether or not the LTO intends


to totally stop or cease on ocular inspection of all light
vehicles or motor vehicles under GAOR.
