The Committee on Human Rights and the Committee on Finance, Budget and
Appropriation, to which were referred City Ordinance No. 22-34, from the City of
General Trias, Cavite, entitled:

AN ORDINANCE DECLARING 10th DAY OF DECEMBER AS THE HUMAN RIGHTS
DAY AND 4th TO 10th DAYS OF DECEMBER AS HUMAN RIGHTS AWARENESS
WEEK IN THE CITY OF GENERAL TRIAS; AND APPROPRIATING FUNDS
THEREFOR

have considered the same and have the honor to report it back to the Sangguniang
Panlalawigan with the recommendation that the same be APPROVED after having been
reviewed by the members of these committees together with the Provincial Legal Office.
The subject Ordinance is consistent with Section 458 of the Local Government Code of
the Philippines, otherwise known as the Local Government Code of 1991, to enact
ordinances, approve resolutions and appropriate funds for the general welfare of the
city; and its inhabitants.

Likewise, Section 16 of this Code, which states that every local government unit shall
exercise the powers expressly granted, those necessarily implied therefrom, as well as
powers necessary, appropriate or incidental for its efficient and effective governance,
and those which are essential to the promotion of the general welfare, and to ensure
and support, among other things, help promote understanding of how Human Rights
empowers all and encourage the reflection on the ways that people can stand up for
their rights, and have more equal footing towards mutual peace and prosperity.

Moreover, the Republic Act 9201, which declares December 4 - 10 as National Human
Rights Consciousness Week, enjoins all government agencies to celebrate the said
declaration by appropriate ceremonies and activities to make people aware of their
basic human rights in the country.
