• Factors beyond the control of private sector enterprise, such as
government policy.
• The need to respond to actions of competitors and constricted
time in the administration.
• The need to promote and verify the destination and other
sector involvement.
LACK OF CONSISTENT DATA TO
VERIFY CLAIMS AND ACTION
• While tourism and sustainable eco-tourism are recognized as
an important, growing tourism segment, primary research to
quantify the size and scope of the market in the province is
lacking.
• Destination data needs with regards to number of operators
within the region.
• Tracking economic, environmental, social indicators.
• Consistent reporting/monitoring to track over time.

concerned to Commemorate Annually the Anniversaries of Significant Event

AN ORDINANCE STRONGLY RECOGNIZING MTS. PALAY-

AS AN ADVENTURE TRAVEL ZONE IN THE PROVINCE OF CAVITE AND
FOR OTHER PURPOSES THEREOF

LEGAL FRAMEWORK:
• The State declares that tourism is an indispensable element of the national economy
and an industry of national interest and importance to harness socio-economic growth
and cultural affirmation in order to generate investment, employment and sense of
national pride.

Elimination Of Human And Animal Rabies, Prescribing Penalties For Violation Thereof And Appropriating Funds
Therefor”
• Provincial Ordinance Declaring Every 3rd Saturday of September as Rabies Awareness Day in the Province of
Cavite.

AN ORDINANCE STRONGLY ENCOURAGE THE DEVELOPMENT AND
PROMOTION OF FARM TOURISM IN THE PROVINCE OF CAVITE,
PROVIDING GUIDELINES, APPROPRIATION OF FUNDS, AND FOR
OTHER PURPOSES THEREOF

LEGAL FRAMEWORK:
• Art. XII, Sec. 12 of 1987 Philippine Constitution that promotes preferential use of local labor,
domestic materials and locally produced goods, and ADOPT MEASURES THEAT HELP MAKE
THEM A COMPETITIVE PRODUCTIVE INDIVIDUALS
• Sec.17(b)(3)(xii) of the 1991 Local Government Code that provides basic services and facilities on
tourism development and promotion of concrete programs.

AN ORDINANCE INCORPORATING CAVITE LOCAL HEROES IN ALL PUBLIC
AND PRIVATE SCHOOLS’ CURRICULUM PROMOTING NATIONAL UNITY,
PATRIOTISM, PRESERVATION OF CULTURE, AND CITIZENRY CONSCIOUSNESS
IN THE PROVINCE OF CAVITE

LEGAL FRAMEWORK:
• Article IV, Section 3(a), of the Philippine Constitution, states that all educational institution, shall inculcate
patriotism and nationalism, foster love of humanity, appreciation of the role of national and local heroes in the
historical development of the country and citizenship, strengthen ethical and spiritual values, develop moral
character and personal discipline, encourage critical and creative thinking.
• RA 9593, Chapter 1, Section 2, also known as “Tourism Act of 2009”, national policy for tourism as an industry
engine for investment, employment, growth and national development.
• paragraph 5 (viii), of Section. 468, of the Local Government Code of 1991, under Section of this Code, to the
delivery of basic services and serving the general interest of the public, also strengthens the promotion of
culture and arts in the Province of Cavite.

• Strongly promote non-destructive use in the environment
• Protection and restoration of biodiversity
• Promotion of environmentally sustainable development
• Education and interpretation must bring awareness and
sense of ownership
