5BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:


6RESOLVED, By two-thirds of the UIL Congress here assembled, that the following
7 article is proposed as an amendment to the Constitution of the United
8 States, which shall be valid to all intents and purposes as part of the
9 Constitution when ratified by the legislatures of three-fourths of the
10 several states within seven years from the date of its submission by the
11 Congress:
12 ARTICLE 2
13SECTION 11: The following changes will be enacted
14 A. Every individual elected to the office of representative, in either the House of
15 Representatives or the Senate, shall designate an emergency interim successor
16 to take up their responsibilities and duties in the event a representative dies, is
17 injured, or is otherwise incapacitated.
18 B. Each legislator shall review and, as necessary, promptly revise the
19 designations of emergency interim successors to his powers and duties to insure
20 that at all times there are at least three such qualified emergency interim
21 successors.
22 C. Those selected as a designated successor must meet the federal requirements
23 for legislative election.
24SECTION 12: The UIL Congress shall have power to enforce this article by appropriate
25 legislation.
