TRAINING PROVIDERS' CIRCULAR NO. 5/2020

POSTPONEMENT OF HRDF TRAINERS' DEVELOPMENT FRAMEWORK

IMPLEMENTATION

1. PURPOSE

The purpose of this Circular is to inform all Human Resources Development

Fund (HRDF) registered Training Providers as well as certified and exempted
Trainers on the postponement of the HRDF Trainers' Development
Framework (HRDF-TDF) implementation to 1st January 2021.

2. BACKGROUND

2.2 The HRDF-TDF is an initiative specifically designed to safeguard the

quality of training conducted under the various HRDF schemes. This is
done to ensure all active trainers under HRDF meet the required quality
baseline standard to create a pool of competent and skilled Trainer
professionals. This will support the human capital development needs
of the nation through quality and effective training.

2.3 HRDF-TDF was implemented on 1st January 2020 to ensure all trainers
under HRDF remain active and continuously develop themselves
throughout their training career.

3. POSTPONEMENT OF HRDF-TDF

3.2 Due to the Covid-19 pandemic, Malaysia enforced the Movement

Control Order (MCO) throughout Malaysia effective from March 18,
2020 with the closure of all government and private premises except
those involved in essential services. As a result, many Trainers and
Training Providers have had to suspend their activities due to a drastic
drop in demand for training.

3.3 In view of this, HRDF will postpone the implementation of HRDF-TDF

to 1st January 2021 to ease the burden of Trainers and Training
Providers during this uncertain period.
