SUBJECT MODIFIED WORK-FROM-HOME LEARNING ARRANGEMENT
Pursuant to Proclamation Nos. 929 and 922 (s.2020), Republic Act 11332, and DOST
Administrative Order No. 004 s. 2020, the DOST System, as much as practicable, is now
implementing the Work-from-Home scheme. For agencies under this scheme, a modified work-
from-home arrangement shall be implemented through human resource capacity building
intervention,
‘As such, heads of agencies/offices are highly encouraged to pursue their planned human resource
capacity building efforts and to ensure that DOST employees are able to maximize the use of their
time under the work from home scheme.
To augment the training areas included in their approved Agency Development Plans and
considering the limited learning resources available online, the following options may be
considered by the agencies:
1. Agencies (such as STII, FNRI, TAPI, PCIEERD, PCHRD, PCARRD, etc) which have
available practical e-learning materials covering topics on various DOST programs and
projects may upload them in the DOST website or send it to DOST-ITD which will provide
the appropriate link
‘Agency personnel may also watch all the KISS videos made by TAPI and STII so that they
will be made aware of DOST-funded projects and their outputs/outcomes. There are also
leaming materials developed from DOST-funded projects, such as UP Diliman’s "Learning
English Application for Pinoys (LEAP)" which is downloadable from TechEd of DICT, and
copies are also available at PCIEERD.
2. Agencies/ experts! individuals who have e-learning materials ranging from topies of general
interest to special topics, and which they believe are appropriate for their employees, are
enjoined to submit them first to the Office of the Assistant Secretary for Human Resources
and Special Concerns for appropriate clearance before these are included in the list of
topics for possible access by the agenciesioffices.
3. Mastery of MS Office is highly encouraged and learning outcomes are specified (ie., at the
end of the training, personnel should be able to figure out on their own how to mail-merge
in Word, how to do simple calculation in Excel, etc.)
4. Personnel division of agencies should find and curate online learning courses that will
improve office productivity (especially work-at-home), and will help them learn and
understand the mandate of their respective agencies (ranging from Mythbusters to Khan
Academy free online courses). it

6. Other modes of learning that the DOST officesfagencies may consider
appropriate.
Heads of offices/agencies are enjoined to submit to this office their Alternative Agency Human
Resource Development Plan not later than March 23, 2020 containing the following information:
