Sub: Format for TRAI quarterly report on GSM Revenue Report for the Q.E. June-2020-
regarding

Ref.:- Regln. /5-1/2016/6672 dated 14.06.2018.

Kindly refer to letter received from Regulation Branch forwarding TRAI letter No. 303-
2(3)2018-F&EA Dated 13.06.2018 on the subject matter (Copy enclosed). TRAI has revised the
existing format for sending quarterly report on GSM Revenue & Usage report format-C &
introduced Annexure-I & II (Prepaid & Post paid) and Number of plans & bulk customers
availing them along with certification for sending the report for quarter ending June-2020
and onwards. The prescribed formats and introduced 3 formats (in excel) for the quarter ending
June, 2020 are enclosed and uploaded in BSNL Intranet Portal [DIR (CM) – Finance] which
may be downloaded for submission of the report.

2. To send consistent report to TRAI, Circles / LSAs should ensure the following points
before sending the report to Corporate Office.

Format-C along with Subs & ARPU Sheet for Postpaid & Prepaid
i) Separate figures of in-roamers and out-roamers in postpaid and prepaid (against item
no. 2 and 3).
ii) Number of SMS (only P2P SMS) to be furnished separately for local, national and
international (against item no. 6).The counts of O/G SMS shall contain only P2P SMS.
i.e. A2P SMS should not be included and SMS counts shall be for home subscribers in
home service area only. No other kind of element shall be included.
iii) Average Holding Time separately for Local, STD and ISD for postpaid and prepaid
(against item no. 7.1 to 7.3).
iv) Usage of out roamers (outside the home service area) for Incoming minutes, Local
outgoing minutes, STD outgoing minutes and ILD outgoing minutes with no. of
outgoing SMS separately for postpaid and prepaid (against item no. 8).
v) Proper classification of revenue under different heads (i.e., under item no. 9 to 10).
vi) Intra circle/inter circle/international roaming payments and revenue specifying pass
through charges payable for out-roamers and revenue receivable on account of in-
roamers separately for postpaid and prepaid (against item no. 10).
vii) IUC payable and IUC receivable for Local, STD and ISD and SMS, if any, separately
for postpaid and prepaid (against item no. 11 and 12).
viii) Plan wise number of connections and ARPU in postpaid and prepaid service for
all the tariff plans offered to the customer in the circle during the Q.E June, 2020.
ix) Plan wise number of connections and ARPU in Add-on Packs and tariff
packages/promotional offers of individual LSA.

Annexure-(I&II) and Number of plans & bulk customers.

TRAI has fixed the date for sending the report relating to Annexure-I (Prepaid) and
Annexure-II (Postpaid) as 15th of the following month of the respective quarter. Hence,
the information with respect to annexure (I&II) and Number of plans & bulk
customers availing them along with certification must be sent by 10.07.2020 to this
office onward submission to TRAI. The same procedure / schedule must be followed for
ensuing quarters also.
3. The following points are also to be taken into account while compiling report at LSA
level:
i) Item-wise figures should be compared with respective figures in previous quarter(s)
and any abnormal variation / fluctuation in any item should invariably be reviewed,
taking into account strictly the TRAI’s observations regarding data gaps/
inconsistencies etc. for the previous Quarters for the LSA before submission of report
to Corporate Office.
ii) Only prescribed report format (enclosed and uploaded in BSNL Intranet Portal) may
be used. No alteration of the format (in columns, cells or rows) is to be made and no
additional row is to be inserted.
iii) Columns are to be filled up with numeric data only and no cell is to be kept blank. No
comment may be shown in any column. Any comments, if necessary, may be given
outside the format against the respective row.
iv) It is reiterated that TRAI has conveyed that no column of the format shall be left
blank. Hence, the incomplete report will not be considered as submission of the
Report. Thus, report received keeping any column/ cell blank will not be accepted.
v) In the previous quarters it has been observed by TRAI that there is a large difference
in subscriber base provided by NWO- Cell and in TRAI Revenue and Usage report
sent by some LSAs. So, it may be ensured that there should not be any discrepancy
about the number of subscribers in these two reports. TRAI has made it very clear
that there should not be any differences (not a single number) in subscriber’s base in
both the reports.
vi) In the previous quarters, it has been observed from the SLR information received
from RM-CM Cell of BSNL CO that total gross revenue does not tally with TRAI
Quarterly report shown against item 9.3 of that TRAI report of some LSAs. Further,
in almost all the circles average No. of customers shown in SLR are less than the
average No. of customers shown in TRAI reports, particularly for prepaid customers.
Hence, it is requested that, the figures regarding average number of subscribers and
gross revenue between SLR and TRAI (quarterly) reports may be analyzed /
compared thoroughly before sending the same to Corporate Office to avoid TRAI’s
disagreement.
vii) According to Clause 7 (i) of Telecommunication Tariff Order (TTO) 42rd
Amendment dtd. 07.03.2006 all TSPs have to furnish the brief details about the
number of plans & bulk customers availing them along with a certification
within 7 days after close of each quarter.

4. Besides, the following may also be taken into consideration before sending the data to
Corporate Office.

i) TRAI is taking serious view for non-receipt of report in time and receipt of
incomplete / inconsistent report. Non-compliance in the matter will be treated as
violation of TRAI’s directive dated 02.12.2003 and penalty of Rs.1,00,000/- per day
may be charged for any delay in the matter. Hence, before sending the report, the data
should invariably be analyzed at circle level to ensure consistency viz. ratio of
increase/decrease in MOU increase/decrease in Revenue and ARPU etc. over last
quarter.

ii) LSAs sometimes leave some items of the prescribed format blank. Hence, the reasons
for leaving the data blank and expected date for sending the data to the Corporate
Office may also be mentioned, in the right side of the blank cell outside the format
against the respective row.

iii) While sending the revised data/report, Circles are required to send the revised data in
different color stating the reason outside the format against the respective row for
such revision of the data.

iv) It is once again requested that the consistent and complete TRAI quarterly revenue
report on cellular service for quarter ending June-2020 as per the prescribed format
may please be submitted latest by 15/07/2020 and Tariff Plans reporting for
Prepaid (Annexure-I) and Postpaid (Annexure-II) and Number of plans & bulk
customers availing them along with certification for Quarter Ending June-2020
must be submitted by 10/07/2020 on e-mail address to
tariffcmcobsnl@gmail.com
