The proposed CSU Center for ICT Devlopment’s goal to improve
(Briefly describe the proposal, Facilities and capability building for Educational ICT in Instruction, Research
including the objectives of the project, and Extension; To improve the skills and employability of ICT graduates.
how it responds to the Grant Thrusts, The proposal is PHASE 2 of the previously awarded “CSU University wide
project duration, etc.) Connectivity, Library/Research Resources; ICT Managers and Faculty
Retraining Program” for 2017 funding. CSU has 8 geographically dispersed
campuses within the province of Cagayan. In 7 of these Campuses, the
College of Information Technology, BS Computer Science exists, offering
courses of BS Information Technology, BS Computer Science and BSIT Major
in Animation. With the advent of the K-12 Transition Program, ASEAN
economic integration and Globalization of the filipino Workforce, HEIs have
to improve their facilities, infrastructure and Human Development Index.
The Philippines is the world’s largest (BPM) Business Processing
Management market, is the largest private employer for 1.3 Million persons,
its $22.25 Billion revenue is 7.5% of the country’s GDP in 2016; Multinational
foreign direct investment could be feasible for their global operations in
Philippines if the ICT skills supply are fully sustained.
In figure 1, it shows pay scale, skills requirement and career largest
economies of the world in Asia, North America, Europe, Australia and New
Zealand [OECD, 2016].

IBM’s FIT ICT Skills Audit Report of 2014 states that ICT skill sets that
require Higher paying jobs are at 25% on Expert Level, while 75% for Entry
and Competent Level. This demand could be addressed with 6 to 24 months
of Education Level, but greater recognition should be given to Industry
Certification. The same audit report states that these Disciplines have
significant Vacancy Levels : Network Management, Programming, Mobile
Technology, Web Development, Software Development, Cloud Computing,
Platform Administration, Digital and Creative Media, Network Management,
CRM Customer Relations Management, Contact Center Support, Digital
Marketing and Project Management.
Based on the 2014 ICT Skills Audit report [IBM, 2015] and 2016 OECD
ICT Report, the High-paying Expert Level Industry Certifications include:
a. Network Management (Cisco CCNA, Network Security and MS MCSE);
b. Big Data Analysis (SQL, MySQL and Oracle Enterprise Database);
c. Mobile Technology (Android and Apple iOS);
d. Programming (Java, SQL Database, Microsoft .NET, C# and PHP);
e. Platform Administration (Microsoft Windows Server Administration and
Microsoft Exchange Email Server);
f. Cloud Computing (Red Hat Linux, Python, PHP and VMWare)
g. Digital Creative Media (Photoshop, Illustrator and InDesign)

The Philippine PayScale data shows Cisco CCNA Certified range at


Network Engineer (P206,000 – P936,000 yearly), Network Administrator
(P306,000 yearly), Senior Systems Engineer (P540,000 yearly), IT Manager
(P546,000 yearly) and Enterprise Database Administrator (P194,000 –
P868,000 yearly) for 2017 [Payscale, 2017].
The BSIT Major in Animation in Carig is a niche program of CSU (around
15 graduates every year) and is the only HEI in Northern Luzon (Region 1, 2
and Cordillera Administrative Region) offering this program for gifted artists,
animators and creative geniuses. But, there are no Certifiedd 2D/3D
Animation Instructors at CSU; and lack Multimedia PCs, Pen Tablets, High
end DSLR cameras , Studio production gear and software. 3D Printers could
produce scale model prototypes for scientific (medical prosthetics like
artificial legs and arms), 3D Models (buildings, furniture, machinery),
creative work (Sculptures and fashion accessories) and Industrial Design.
The BS Computer Science at CSU Carig has over the years produce around
80 graduates every year (10% of yearly graduates), requiring very high
academic grades from High School, the course is geared towards Research
and Development ; and have been immersed in Image Processing, Mobile
Applications, Decision Support Systems, Remote Sensing applications and
Algorithm to Software Modelling.
The BS Information Technology BSIT in Carig comprise the bulk at 80% or
around more than 450 graduates every year, developing Institutional and
Business software for schools, healthcare, retail, business, offices and
agencies in Region 02. This large sector should be retooled for Network
Administration (Cisco CCNA and Network Security), Web Development (CSS,
Java Script, SQL, PHP and ASP .NET), Cloud Computing (Python, PHP and Red
Hat Linux), Platform Administration (Microsoft Windows Server and
Exchange Email Server) and Creative Media (Photoshop, Illustrator and
InDesign) for the best Word-class Industry Certification to imporve their life
skills and employability.

For CSU Baseline, these are data on ICT Certifications for CICS Faculty
1) There is only 1 Accredited Cisco CCNA in the whole CSU System.
2) None (zero) Certification in ALL the following : CompTIA Network+,
Microsoft MCSE; SQL Server and Oracle Enterprise Database; Android and
Apple iOS Moblie Technology ; MS Windows Server, System Administrator
and MS Exchange Email Server; and Red Hat Linuz for Cloud Computing.
3)None (zero) for Certified 2D/3D Animation Instructors.
In response to the Grant Thrusts 2, 3 and 7 of CHED, whereas:
Thrust #2 – Inclusive growth and Sustainable Development;
Thrust #3 – Global Competitiveness;
Thrust #7 – To Improve Quality Standard Including establishing
Centers of Exellence in Research and Development.

The proposed CSU Center for ICT Development provides and efficient use
of Instruction, R&D resources, time, money and talent for productivity of
CSU students, faculty, and staff; and bring real world experience to the
classroom for the benefit of the upcoming K-12 graduates to enter the
workforce or further ICT college education. Align the mismatch between
industry needs with the quality of academic learning, training outputs and
skill sets required for ASEAN economic integration and global challenges of
the Filipino work force.
The Retaining ICT faculty for World-class Industry Certification and Facility
Acquisition for Instruction and Research productivity; and coming up with
Intellectual Properties that could be accepted by International peer
reviewed bodies like Elsiever, Scopus, ISI, Thomson Reuters and the like, and
Infrastructure Development at CSU for the benefit of the future K to 12
graduates who would pursue further ICT education at CSU.
The proposed Project duration is 2 years; at a P5M every for a total
budget of P10 Million only.
Sustainability Indicator Improve Accreditation status, achieve Center for Excellence and

Internationally recognized HEI, as research and development output is one
of the main criteria for University rankings like Times Higher Education
Education Listing.

With the previous CSU-wide Connectivity grant for 2017, Online


collaboration in their own repective campuses by Voice over IP,
teleconferencing, Webinars, mobile applications, messaging and social
media; it lessens the cost of fuel, distance and risk of travel, paper
documents, University vehicle maintenance and optimize the use of time,
money and resources for inclusive growth and development.

The Proposal aims to leverage the CICS faculty members free time for
retooling education for 2017-2022 K-12 Educational Reform Program,
CHED 2023-2028 Increase of Intellectual Property Rights adaption for HEIs;
and NEDA’s “Ang Ambisyon Natin 2040’ aimed to improve the quality of life,
security and minimize poverty in the Philippines.

The proposed CSU Center for ICT Development would provide World-class
Industtry Certification Training Center in CSU Tuguegarao City that is
affordable, sustainable and scalable to the needs of Northern Luzon, without
students travelling to Manila or elsewhere, as there are no regular State
Universities and Colleges (SUCs) in Cagayan Valley offering these ICT
Certifications, comparable with UP ITDC, Meralco Foundation Institute and
Mapua Institute of Technology. This would help develop R&D applications in
Image Processing, Remote Sensing, Mobile Applications and Decision
Support Systems for healthcare, agriculture, engineering, industrial design,
arts, culture and others. These World-class ICT Certifications would improve
skills of CSU ICT graduates for employment at Top 1000
Philippine Companies (like Del Monte, Toyota, or CitiBank) operating in the
Philippines.

If this proposal would ever be approved, it would be a showcase how a


remote public university like CSU can use Educational ICT to improve the
lives of Cagayanos, use creative digital technologies, develop intellectual
Properties and build start-up business for sustainable development and
inclusive growth in the countryside. It would be CSU’s platform for research,
extension, distance learning and non-formal education for farmers,
fisherfolks, SMEs and other stakeholders in agriculture, healthcare,public
administration, governance, arts, culture and Institutional partners.
