1. Objective/purpose:
This Department is responsible for the administration of Police,

Maintenance of of Law and order, Prevention and detection of Crime, VIP
Bandobust, Collection of intelligence on the activities of terrorists, nuxals
etc. The basic objective of the Department is to formulate policies, Laws,
regularities for the effective criminal justice and implementation of Law
and order in the District.
2) Brief History of Virudhunagar District Police:
The old Ramanathapuram district was formed in 1910 by carving

out certain portions from the Madurai and the Thirunelveli Districts. In
the year 1985 this district was rifurcated as Ramanathapuram districts
as per G.O. M.S. No. 577/Home(Pol. XIX)/85 dated 11.03.1985 and the
district Police started its fuctioning at Virudhunagar from 15.03.85. In
the year 1997 the Kamarajar district was renamed as Virudhunagar
District.
3. Administrative Units:
Police department is functioning under the administrative control

of Home Secretary. The Director General of Police, Law and Order is the
only Officer who is addressing the Government on all important matters
of Police Department.
The following Sub divisions / units are functioning under the
administrative control of Virudhunagar District Police Deaprtment.

4. Working hours of the Department:
There is no fixed time of work schedule. Round the clock all men
and officer supported to be on duty.

The Superintendent of Police is the head of the district police force.

Additional Superintendent of Police, Crime is assigned with the

work of assisting the Superintendent of Police. He looks after the
prevention of crimes and detection of Crimes. He is also acting as Public
Information Officer of Viruhdhunagar District.

Additional Superintendent of Police, PEW :
Additional Superintendent of Police, PEW is assisted with the work

of Superintendent of Police. He looks after the enforcement of any law
and also monitoring the functioning of Bars attached to 200 TASMAC

I) Virudhunagar Sub Division:
The Virudhunagar Sub Division was formed and functioning in

pursuance of the order in GO MS. No. 4362/Homes dated16.12.65.
Deputy Superintendent of Police office cum residence was constructed
Collectorate Complex Virudhunagar. In this sub Division there are it
companies of 7 Local Police stations, 1 All Women Police Station 1
Control Room and 1 Traffic unit. The Virudhunagar Bazaar Police
Station, East Police Station, Rural Police Station, Traffic and Control
room is formed and functioning in rented building, Virudhunagar West
P.S., Soolakarai P.S., Amathur P.S., Vachakarapatty P.S. and AWPS are
functioning in Govt Building. Now Virudhunagar Sub Division is
functioning with Virudhunagar West P.S., Bazaar P.S. in West Circle,
Virudhunagar Rural P.S. and Soolakkarai in Rural Circle manned by
Circle Inspectors. Virudhunagar East P.S., Amathur P.S.,
Vachakkarapatty P.S., AWPS and Control Room by Inspectors.

II) Sivakasi Sub Division:
The Sivakasi Sub Division was formed and functioning from the
year 1907. This sub-division was quite heavy with 4 Circles which were
Rajapalayam, Rajapalayam Rural, Srivilliputhur, Watrap and Sivakasi
with 11 Station. Dy. Supdt. of Police office cum residence was located at
Satchiyapuram, enroute of Sivakasi to Srivilliputhur road and
functioning from 1907. In this sub division there are 5 Police Station, 1
AWPS &1 Traffic unit. The Traffic Police Station is formed and
functioning from 27.12.1986 in Sivakasi Town P.S premises. Now
Sivakasi Sub division is functioning with the following Police Station. 1)
Sivakasi Town P.S 2) Maraneri P.S 3) Sivakasi Easst P.S 4) Thiruthangal
P.S 5) M. Pudupatti P.S 6) AWPS Sivakasi 7) Traffic Police Station, Except
Sivakasi East and Sivakasi AWPS, all other stations are SI manned
station. Sivakasi Town P.S, Maraneri P.S are under the control of
Sivakasi Town circle and Thiruthangal P.S, M.Pudupatty P.S are under
the control of Thiruthangal circle. Taluk Polic Station new designed
quartes for Sivakasi East P.S, Sivakasi Traffic, Sivakasi AWPS are
constructed in Special reserve Sivakasi.

III) Aruppukottai Sub Division:
The Rajapalayam Sub Division was formed and functioning as per

G.O. Ms No. 577/Home(POL XII) department dated 11.03.1985 after
trifurcation of Erst while Ramanathapuram District. Deputy
Superintendent of Police office cum resident was constructed adjacent to
Taluk Police Station quarters on the eastern side of Madurai Road and
the same was occupied on 09.07.02 as per G.O. Ms No. 905 Home(Police
G) dept dt. 11.05.1991. This sub division is having 2 circles namely
Aruppukottai Taluk, Kariyapatti and one upgraded Inspector manned
Police station namely Aruppukottai Town Police Station and one
Inspector manned All Women Police Staion. No traffic unit is functioning
in this sub division. Aruppukottai Sub Division is functioning with the
following Police Station. 1) Aruppukottai Town P.S. 2) Aruppukottai
Taluk P.S. 3) Mallankinar P.S. 4) Pandalkudi P.S. 5) Kariyapatti P.S. 6)
Aviyoor P.S. 7) AWPS, Aruppukottai.

IV) Rajapalayam Sub Division:
The Rajapalayam Sub Division was formed and functioning in

pursuance of the order in G.O. Ms No. 1570/Home(Services B)
department dated 03.03.90. Rajapalayam Sub Division with its head
quarters at Rajapalayam with the supernumerary post of Deputy
Superintendent of Police sanctioned in G.O Ms No. 1570 Home dated
03.07.90 is formed by re-arranging the circle in the existing Sivakasi and
Virudhunagar Sub Divisions. Deputy Superintendent of Police office um
resident was constructed on Tenkasi Road, near Chokkarkovil and
functioning from 01.05.04 as per G.O. Ms No. 88 dt. 04.02.02. In this
sub division there are 6 Police Stations, 1 AWPS & 1 Traffic Unit. The
Traffic police station is formed and fuctioning as per G.O. Ms No. 915 dt.
20.09.06 in a rented building. Now Rajapalayam Sub Division is
functioning with the following Police Station. 1) Rajapalayam South P.S.
2) Rajapalayam North P.S. 3) K.R.Raman P.S. 4) Seithur P.S. 5) Seithur
Rural P.S. 6) Dhalavaipuram P.S. 7) AWPS, Rajapalayam 8) Traffic Unit.
The following Police Stations are upgraded into Inspr. manned police
stations as per Chief Office endt. C.No. 178878/GBI(2) dt. 14.06.97 &
A1.9807/97 D.O. 816/97.
1) K.R.Raman P.S.
2) Seithur Rural P.S. (As per Range office C.No. A1/18305/98, the
Inspector of Seithur Rural P.S. is doing duty at Mamsampuram P.S.) As

such all the Police stations are Inspector manned police stations. Taluk
Police Station new designed quarters from Rajapalayam South,
Rajapalayam North are constructed in a separate site 1 KM east of the
Rajapalayam South P.S.

V) Sattur Sub Division:
The Sattur Sub-Division was created as a new sub-division

bifurcated from Virudhunagar and Sivakasi Sub-Divisions Vide G.O. Ms.
No.1818 Home (Police XIV) Department, dated 28.12.1993. It comprises
of Sattur Town, Appayanaickanpatty, Irukkangudi, Alangulam,
Elayirampanni and Vembakottai Police Station. After that 4 Police
stations namely Sattur Taluk and Ammapatty were opened as per vide
G.O. Ms. No. 668 (Home)/Pol. 14/ dated 27.06.2000, All Women Police
Station was opened on 18.02.04 as per G.O. Ms. No. 13115/Home/pol.
dept. date 09.12.04 and Traffic Police Station is functioning from
06.06.07 as per G.O. Ms. No. 203 dated 06.02.07 Home (Police XIV)
department, DGP’s Chennai Letter in RC.No. 1865494/RA II (2)/2006
dated 07.09.06.
Sattur Sub-Division Office is functioning in a recently constructed

new type Government building from 25.05.2000 and is in good condition
as Office cum Residence of Deputy Superintendent of Police.
Inspector Sattur Circle is holding Sattur Town, Sattur Taluk Police

Station, Inspector Irukkangudi Circle is holding Irukkangudi,
Ammapatty and Appayanaickanpatty Police Stations, Inspector
Alangualm Circle is holding Alangulam and Elayirampannai P.S,
Vembakottai P.S, AWPS, Sattur and Traffic P.S are Inspector manned
Police Station in this Sub-Division. Sattur Town, Appayanaickanpatty,
Elayirampannai, Alangualm, Vembakottai Police Station and All Women
Police Station are functioning in Government building and Traffic Police
Station Sattur also functioning in the 1 st floor of AWPS. Sattur Taluk,
Ammapatty, Irukkangudi Police Station are functioning in renter building
and the rents are being paid regularly.

VI) Srivilliputhur Sub Division:
The Srivilliputhr sub-division was formed and functioning in

pursuance of the order in G.O.Ms.No.1345/Home (Police XIV)
department 08.11.94 communicated in Chief Office Endt No. 81306/ T.A
II (1) 95, dated 03.03.95 and its headquarters at Srivilliputtur. It was
formed and birfurcated from the existing Sub-Division of Rajapalayam
and Sivakasi and the new post of Deputy Supdt.of Police has been
sanctioned in G.O.Ms. No. 887/Home (Pol XIV) dept dated 21.01.95. This
Sub division is functioning from 07.06.95 and this office cum residence
is functioning in a rental building at NGO Colony, Srivilliputhur at rate of
Rs. 3500/- per month, fixed by P.W.D authorities. This Sub-division is
consisting of 9 Police Stations and 2 units viz 1 AWPS & 1 Triffic Unit.
The Traffic police station is formed as per G.O.Ms.No. 62 Home PO (14)
dated 19.01.06 and opened on 17.02.06 and is functioning in a portion
of Srivilliputhre Town Police Station Premises. Now Srivilliputhur Sub-
division is covered nine with the following police Station: (1)
Srivilliputhur Town PS, (2) Srivilliputhur Taluk PS, (3) Vanniyampatti PS,
(4) Malli (5) Mamsapuram PS, (6) Krishnan Kovil PS, (7) Nathampatti PS,
(8) Malli PS, (9) Koomapatti PS, (10) AWPS Srivilliputhur, and (11) Traffic
Police Station.
This Sub division consists 2 Circles and 2 Inspectors manned

Police stations. Srivilliputhur Town Circle comprises of Srivilliputhur
Taluk, Malli and Krishnankoil P.S. Watrap is having 3 Police station viz
Watrap, Nathampatti and Koomapatti P.S. Srivilliputtur Town P.S, and
mamsapuram P.S are manned by Inspectors and the Inspector
Mamsapuram is holding additional charge of Vanniampatti P.S, the
newly formed police station. Inspector Mamsapuram who was allocated
to Seithur Rural P.S and as per the guidelines of Chief Office and Range
Office, he has deputed as doing duty at Mamsapupram P.S frome the
year 1998.

VII) Thiruchuli Sub Division:
The Thiruchuli Sub-division was formed and functioning in

pursuance of the order in G.O.Ms.No. 61(Pol- 14 Dept) department dated
19.01.06. Thiruchli sub-division with its head quarters at Thiruchuli
with the supernumerary post of Deputy Supdt. of Police sanctioned in
G.O.Ms.No 61(Pol-14 dept) is formed by rearranging the circle in the

existing Aruppukottai sub-divisions. Dy. Supdt. of Police office cum

residence was functioning from 26.04.06 in a private building in Door
No. 5/194(1) located in Thiruchuli to Narikudi main road at Thiruchuli
and on paying rent of Rs. 3515/- per month. Recently order was issued
for the construction of sub-division office near Thiruchuli Taluk office.
The sub-division is comprised with two circles namely Thiruchuli and
Narikudi consisting of six Police Stations namely Thiruchli, M.
Reddiapatti, Paralachi, Narikudi, A. Mukkulam, Veeracholan and two out
posts namely Keelkudi and Kattanoor.

VIII) District Crime Branch:
The District Crime Branch was formed on 01.12.1966 as per G.O.

Mo.S. No. 577 Home dated 05.11.66. In accordance with G.O. M.S. No.
577 Home(Pol. XII) dated 11.03.1985 and in view of the ifurcation of the
erstwhile Ramanathapuram District, District Crime Branch,
Ramanathapuram was at Madurai has been shifted to Virudhunagar on
15.03.1985 on formation of Kamarajar District. Now it is functioning in
the head quarters of all the Police districts, having the jurisdiction of the
entire Police District.

IX) District Crime Records Bureau:
Virudhunagar District Crime Records Bureau was sanctioned as

per G.O. M.S.No. 2502/HOME/77 dated 29.09.1977 under the charge of
Deputy Superitendent of Police and functioning from 09.12.1977.
As per the GO MS No. 2319/Home/Pol.XIXI dept. 10.09.1985 the

post of Deputy Superintendent of Police was re-deployed to Usilampatti
Sub – Division and District Crime Records Bureau was under the charge
of Additional Superintendent of Police/DCRB from 15.11.1985.

II(3)/02 of Director General of Police, Tamil Nadu, the post of Additional
Superintendent of Police/DCRB was re-designated as Additional
Superintendent of Police (Cime) and District Crime records Bureau was
again under the charge of Deputy Superintendent of Police, from
02.08.02.

X) Prohibition Enforcement Wing:
The office of the Deputy Superintendent of Police, Prohibition

Enforcement Wing, Virudhunagar District Camp at Srivilliputhur in a
portation of PEW unit at Srivilliputhur, Which in turn is functioning as
per G.O. Ms No. 191 dated 09.09.1998 P & E(VII) Department in RC No.
294287/RA(1)(2)/87 dated 15.06.1998 in a private building in Door No.
1/5-A, Sivakasi road, Weavers Colony at Srivilliputhur on month rent of
Rs. 3325/-.
The Prohibition Enforcement Wing, Virudhunagar District is

having 2 units namely Srivilliputhur and Sattur.

XI Armed Reserve :
The Ramanathapuram District was formed and functioned at

Madurai from the year 1910 as per G.O.1061/JD, Dated 15.07.1910. In
the year 1976 Ramanathapuram District was bifurcated as West and
East District. During the year 1985 both Ramanthapuram West and
East District were trifurcated into three Districts as Kamarajar District,
Pasumpon Muthuramalinga Thevar District and Ramanthapuram
District as per G.O. M.S.577/Home (Pol.XIII) Dept. dated 11.03.1985.
Since there is no accommodation at Virudhunagar, the Kamarajar
District Armed Reserve was kept at Madurai till 25.07.1992. During the
year 1992 the Armed Reserve Head Quarters shifted to Master Plan
Complex at Virudhunagar. There after in 1997 Kamarajar District has
changed its name on Virudunagar District. This Armed Reserve consists
of 5 Active Platoons and I Head Quarters Platoon (Motor Transport Wing).

Special Reserve:
There is one Siva Temple called “Viswanatha Swami Kovil” in

Sivakasi, Srivilliputhur Circle, Thirunelveli District (Before the formation
of Ramnad District). This temple was situated in the heart of the town
having a population of 15200. In the year 1899, the shanars (Nadars)
claimed rights of entry into the Temple, but they were resisted by other
castes (Non – Nadars) especially Maravars. An ill-felling arise between
Nadars and other castes became strained and on 06.06.1899, 1000
members of Non Nadars gathered into a mob from all parts of the
surrounding villages and Town, under the banner of notorious Vellaiya
Thevar and Ramachandra Thevar of Naduvapatti (one of the 18 patti
village belonging to Maravar community) and indulged in rioting in which
several houses of Nadars were set fire and looted by the mob. It is known
as “Anti-shanar riots of Sivakasi”. The local Police strength was not
sufficient to handle the law and order. So a “SPECIAL FORCE” with Rifles
was sanctioned and quartered on the outskirts of Sivakasi Town having
the strength of 1 SI, 1 HC and 16 PCs. This was subsequently made
permanent.

XII) Social Justice & Human Rights Wing:
A Social Justice and Human Rights Unit is functioning in the

headquarters of all the Police districts, having the jurisdiction of the
entire police district. Previously this Unit was known as “Protection of
Civil Rights Units”. As per G.O. (MS)No.385/Home(POL.XV) dated
25.05.2005 the nomenclature of Protection of Civil Rights Unit was
changed as ‘Social Justice and Human Rights Unit’
The in charge of the Unit is Inspector of Police. He is assisted by Sub

Inspectors and Head Constables. Apart from this a Statistical Inspector
is working in each Unit on deputation basis from Statistical Department.
The Units were formed to enforce the PCR Act 1955 and SC/ST Act 1989
and to look after the welfare of downtrodden SC/ST people by giving
them equal status in the places of public resort.

XIII) Economic offences wing:
Economic offences wing-II is functioning in the Head quarters of all

the police districts, having the jurisdiction of all the entire police
districts.
EOW-II Virudhunagar was opened on 01.01.00 as per G.O.Ms.No.

1697 Home courts 11(A) Department dated 24.12.99 conveyed in Chief
office DTO 1271765 RC.No 216309/RA 1(2) dated 27.12.99 and district
police officer Virudhunagar DO. 2353/99 C.No.A1/46185/99 dated
28.12.1999 to control the economic offences in financial institution.
EOW-II is functioning under the control of the ADGP (EOW). The

Inspector General of Police EOW-II is monitoring the EOW unit with the
assistance of SP EOW-II. The SP EOW-II, the SP Virudhunagar district is
monitoring the works. Unit Head quarter is functioning at Chennai. The
administrative strengths are posted by the Supt. of Police Virudhunagar
district.

Powers and duties of officers and employees
under Section 4(1)(b)(ii) of Right to Information Act, 2005
A. Superintendent of Police:
The Superintendent of Police is the head of the district police force.

He is responsible for all matters relating to its internal economy and
management, for the maintenance of its discipline and the punctual and
regular performance of all its preventive and executive duties.
B. Additional Superintendent of Police:
The additional Superintendent of Police is totally assisted the work

of the Superintendent of Police.
C. Deputy Superintendent of Police: (Sub Division Officers)
The Sub divisional Officer is responsible for all matters of

policing in his sub Division. He is accountable for the strict
enforcement in law and order, maintenance of peace, prevention and
detection of crimes, better Police – Public relations, traffic
management, strict enforcement of social acts like prohibition Act, SIT
Act, Gambling, NDPS Act, etc. He should attend to the following
duties as his routine, in addition to the specific duties mentioned in
the PSO and other standing instructions of the Governement and the
Chief Office; 1) Station Visit once in a month 2) Surprise visit to the
Police Station at Odd hours 3) Annual Inspection of All Police Stations
in the Sub Division, 4) Rush to the troubled spot at the earlist-Tackle
all law and order Problems 5) Village Visits 6) Grave Crime
investigation 7) Investigation of Dowry deaths 8)Strict enforcement of
prohibition act and social acts 9) Effective supervision over the SIs
and Inspectors 10) Maintenance of Crime check register and GCR
register 11) Effective check on the Bad Characters 12) Meetings 13)
Handling of Punishment rolls 14) Personal Enquires on the petitions
15) Court Attendance 16) Weekly reports 17) To assist the RDO in
PSO 145 Enquires, 18) Head Quarters units visit 19) Promptly initiate
the ACRs on SIs and Inspectors and 20) Mass contact and better
Police-Public relations.
D. Inspector and Sub Inspector of Police:
The Inspectors and Sub Inspectors are responsible for

conducting investigation, Petition Enquiry, Checking and Controlling
the Bad characters, Conducting rounds, Prevention of Offences,

Attending court, Checking beats and pickets, attending and providing

bandobust, Maintaining the station records and case diaries,
Conducting meeting and station visits by the Circle Inspectors,
Attending meeting by both Sub Inspectors and Inspectors, Visiting
head quarters unit once in a quarter and discussed in respect of
Criminals, Maintaining the law and order, Conducting and attending
the Weekly parades.
E. Head Constables and Constables:
The Head Constables and Constables are responsible for

assisting in all the Police Work to the Officials, Beat Duty, Picket
Duty, Bandobust duty, Tapal duty, Escort duty, S.B. duty, Sentry,
Summon and Warrant, Station and Circle Writers, Attending the court
work, Collection of Intelligence, finding over the petitioners, and
witnesses for enquiry and examination, Attending the weekly parade.
F. District Crime Branch:
District Crime Branch is under the control of Deputy

Superintendent of Police. He should enquire into the petitions and
current papers sent by higher ups and sent report promptly. He should
visit the scene of Crime as soon as a case is reported in District Crime
Branch and collect the details, if the Prima-facie is made out on the
offence, a case should be register.
This unit shall register and investigate only White Collar offense
cases like Cheating, Forgery Land dispute, Job rocketing & counterfeit
cases.
The other subordinates should assist the Deputy Superintendent

of Police in all branches of work. Further the Sub Inspector and his team
should collect reords on cases in particular offices, collect witnesses for
the offence in the area also.
F. District Crime Records Bureau:
District Crime Records Bureau is under the control of Deputy

Superintendent of Police. Preparation of Monthly Crime review, GCR
review, Crime statics, Crime Records, District Administration report,
Passport Verifications. Checking and controlling of the Bad Characters.
He should check and verify the activities of KDs and BCs of in this
district. Further he sends the report what ever called by the Superiors
and IGP SCRB and NCRB at any time and also maintained once in a
quarter and discussed inrespect of Crimes and Criminals, Checking,

District Beats and also attending providing Bandobust. Distict Dog

Squad is also under the control of DSP, DCRB.
G. Prohibition Enforcement Wing :
The Deputy Superintendent of Police are equivalent of an Assistant

Superintendent of Police so long as they serve in a PEW units.
The Deptuy Superintendent of Police PEW unit Officers acts within

his jurisdiction as the deputy to the District Superintendent of Police, He
shall work entirely under the order of the Superiors, she should keep
informed of his action and of what takes place in the Prohibition

investigate reporting all the type of Prohibition cases.
H. Armed Reserve:
Armed Reserve is functioning under the control of Superintendent

of Police. The Deputy Superintendent of Police Armed Reserve will assist
the Superintendent of Police. The Reserve Inspector (Company) will in
charge of regular platoon. Platoon Sub Inspector will assist the Reserve
Inspector Company
Reserve Inspector (Head quarter & Store) will be in charge of the

Head quarter platoon & Store. Head quarter Platoon Sub Inspector will
assist the Reserve Inspector Head quarter & Store.
I. Social Justice & Human Rights Wing :
Inspector of Police is incharge of this unit. He visit the scene of

crime, as soon as a case of SC/ST act is reported in any Police station,
collect the details and should give message to higher ups. The Inspector
should send reports about the developments of L & O situations if any in
connection with caste clashes etc. to the higher ups. He should also send
his subordinates to the Atrocity prone villages and other SC/ST
habitations, to collect intelligence about the problems and send forecast
report.
The Inspector should enquire in to the petitions and currents

papers sent by higher ups and send report promptly. The other
subordinates should assist the Inspector in all branches of work. Further
the Statistical Inspector should collect statistics on cases of atrocities
under POA and PCR Acts.

He should conduct survey in the atrocity prone villages and to take

follow up action and send reports through the Inspector of Police, SJ &
HR Units. He also collected monetary relief proposals from the Sub
Divisional officer, sent them to Collector and follow the matter till the
proposals are sanctioned.
J. Economic Offences Wing :
Inspector of Police is incharge of this unit. He is assisted by two

Sub-Inspector of Police and 8 other ranks. Inspector has the power to
register the case only aftere getting the approval of the superior officers.
FIR has being registered under 1.Tamil Nadu Banning of prices

Chits money circulation Act, 2. Tamil Nadu protection of Interest of
Depositors Act, FIRs which are registered under TNPCMC Act are sent to
CJM court Srivilliputhur foe trail. FIRs which are registered under TNPID
Act are sent to Spl. Court Madurai for trail. After registering a case for
the due amount of depositors accused properties ha being identified and
sent for Govt. approval. Home department (II) has issued an order for
property attachment, after receiving order for an attachment an affidavit
is filled by the DRO before TNPID Court. DRO is the monitoring authority
for the property attachment.
All the time of trail according to Legal service authority Act accused
are filing the Lok-Adalat petition for settlement.

Procedure followed in decision making process
under Section 4(1)(b)(iii) of Right to Information Act, 2005
The Virudhunagar District Police, district unit Police Department

follows the procedure laid down in PSO; Cr.PC and circular issued by
DGP; Home Secretary etc. The decisions are taken baed on the merits of
Individual issues. If a decision on an important matter is to be taken; the
issue will be discussed with senior officers of Range fond level and at
times give police head quarters.
