2018 PEOPLE’S BUDGET

Introduction

Every leader and politicians in every country is dreaming for a well develop

society for the wellbeing of their countrymen. The people’s wellbeing will reflect on

how the government responds to their needs and how the government creates

programs and projects to sustain it. In that case it is necessary that the government

critically think to where they will allocate the country’s financial resources that was

come from the people itself in form of their taxes.

Short Discussion

The people’ budget document gives the pubic a transparency to where their taxes

go and how the government used it. It also gives a clear idea into what programs,

projects and sectors is the government prioritizing. With the PhP2.789 Trillion of total

revenues for 2018 in which 93.9 percent or PhP2.62 Trillion comes from the people’s

taxes it is really necessary that there is a public disclosure of the financial resources of

the country. In this document I focused on the page 18 that shown to where the

government allocated the PhP1,068.4 billion of the Build, Build, Build program of

Duterte Administration. In that particular statement it stated that the allocated fund to
Luzon, Visayas, and Mindanao, infrastructure program/project is PhP148.0B, PhP62.3B,

and PhP85.8B respectively. It shows that Luzon receives the largest amount of money

allocated to its infrastructure project. In that case Visayas and Mindanao leaves behind

Luzon in terms of infrastructure. Luzon with the most number of highest earning cities

receives more funds from the national government rather than the Visayas and

Mindanao that have a few cities and provinces that earn a lot.

Conclusion

Even though the Luzon has many cities and provinces that earns a lot and that

has higher Internal Revenue Allotment still they need the help of the national

government to gives a better service to t eh Filipinos. Due to the congestion of the

National Capital Region, a lot of problems arises that even the cities in the NCR are not

able to support or address it like the creation of many roads, sky ways, mass

transportation and even a flooding system.

Recommendation

It is now the time that the Visayas and Mindanao receives more support and

funding from the national government to help them increase their economic activities

thus creating more jobs and opportunities to their people. I think this will be one of the

solution that the government should do to decongest the National Capital Region

wherein some of the workers there are form Visayas and Mindanao and from the

northern and southern part of Luzon.
