‘A RESOLUTION ENJOINING ALL LOCAL GOVERNMENT UNITS AND NATIONAL GOVERNMENT
AGENCIES, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS, IN THE
CENTRAL VISAYAS REGION TO FOLLOW PROTOCOLS OF THE DEPARTMENT OF HEALTH ON
NON-REPEAT TESTING
WHEREAS, Department of Health issued Department Memorandum No. 2020-0258 dated May 29,
2020 entitled "Updated Interim Guidelines on Expanded Testing for COVID-19", as amended by
Department Memorandum NO. 2020-0258-A issued on July 6, 2020 to maximize the county's
testing capacity with the increase in the demand for reverse transcription-polymerase chain
reaction (RT-PCR) testing:
WHEREAS, Item Ill [C) of the Department Memorandum No. 2020-0258 states that asymptomatic
Patients can be released from quarantine after 14 days as long as the patient remains
‘asymptomatic for the entire duration of the quarantine, even without testing or test results. There is
no need fo repeat RT-PCR testing prior to discharge and tagging as recovered:
WHEREAS, Item Ill (8) of the Department Memorandum No. NO. 2020-0258-A states that suspect,
probable and confirmed COVID-19 patients who have clinically recovered and are no longer
symptomatic and have completed at least 14 days of isolation can be discharged and tagged as
recovered without RT-PCR or antibody testing, provided that a licensed medical doctor clears the
patient;
WHEREAS, these provisions are in compliance with the World Health Organization's Clinical
Management of COVID-19 interim Guidance published on May 27, 2020 that stipulates the same
criteria for discharging patients from isolation without requiring retesting;
WHEREAS, DOH-7 received information that there are National Goveinment Agencies and Local
Govemment units in the Central Visayas that continue requiing weekly testing of confirmed
Positive who have already undergone the 14-day quarantine on mandatory isolation;
WHEREAS, DOH-7 requested the Regional Inter-Agency Task Force-7 for the Management of
Emerging Infectious Disease to pass a resolution enjoining all LGUs and NGAs including GOCCs to
folow DOH protocols and guidelines on non-repeat testing to have a uniform implementation of
health protocols and to improve the recovery rate of the region:
NOW THEREFORE, on motion of Dr. Van Philip P Baton, RN MD, Medical Officer il of the
Department of Health-7, duly seconded by Asec. Asteria C. Caberte, Assistant Secretary of the
Department of Trade and industry - Regional Operations Group, BEITRESOLVED, AS IT IS HEREBY RESOLVED, to enjoin all Local Govemment Units and National
Goverment Agencies, including Goverment-Owned and Controlled Corporations, in the
Central Visayas Region to follow protocols of the Department of Health on non-tepeat testing;
RESOLVED FINALLY, fo fumish a copy of this resolution to all Local Government Units, National
Govemment Agencies, and Govemment-Owned and Controlled Corporations in Central Visayas
Region, for their information and appropriate action.
