INTRODUCTION
This proposal is submitted for the treatment of domestic wastewater discharged at your
proposed building as requested.
Based on the information submitted by the client, and the subsequent discussions, the
average effluent flow rate from the premises has been estimated as 15m3/day.
ABC Trade and Investments (Pvt.) Ltd. is the authorized distributor for Kubota
Johkasou units in Sri Lanka, and we take pride in introducing world renowned
technology for your premises.
Based on above information, the treatment plant is designed for an average flow rate of
15m3/day, with a maximum BOD5 and COD of 150 mg/l and 350 mg/l (Typical values were
assumed) in the effluent discharged to the equalization tank.
The client shall be responsible for directing all sources of effluent up to the equalization tank
of the treatment plant. Kitchen and canteen effluent should be directed to the equalization tank
via properly designed oil and grease traps including screens. The client should also ensure that
only biodegradable wastes are sent to the treatment plant and that no hazardous wastes are sent
to the plant.
“Johkasou” is not just septic tank, but small wastewater treatment package tank. It can treat
various types of wastewaters (kitchen, toilet, bath, laundry, etc.). There are many unit
operations carried out in a single tank – primary sedimentation, anaerobic, aerobic, secondary
sedimentation, filtration and disinfection as shown in the Figure 1. Therefore, it can treat
wastewater better than the traditional sewerage treatment systems.

Compact size - five in one unit with solid-liquid separation tank, anaerobic fixed-bed tank,
aerobic moving bed tank, sedimentation tank and disinfection filtration tank fabricated together
in one shell which is easy to handle, accelerated with natural bacteria digestion process and
durable. The effluent can be discharged into rain water drains as COD, BOD5, total suspended
solids, faecal coliform, etc. are removed to the acceptable levels given in the National
Environmental Act, No. 47 of 1980, tolerance limits of major parameters for the discharge of
treated wastewater into the inland surface waters.
The final treated effluent will be disinfected for the control of pathogens. Treated effluent will
be discharged to the adjacent canal as requested by the client.
The layout of the treatment tanks will be arranged as compact units as a package type
treatment plant to reduce the land area required for the plant. Operations are automated to
minimize operator involvement and to ensure a trouble-free operation of the plant. The
designated operating personnel will be well trained in all proper operating procedures for the
plant.
The treatment plant as described in the proposal will be installed as a stand-alone unit. The
scope of work for ABC Trade and Investments (Pvt.) Ltd (Authorized Distributor), Fukada
Environment Solutions (Exclusive Business Partner of Kubota-Sri Lanka) and the client are
outlined in the technical proposal.
The plant will be handed over only after ensuring through an independent analysis that the
treated effluent complies with the prescribed CEA standards (BOD < 30 ppm). ABC Trade and
Investments (Pvt.) Ltd. will maintain all equipment during the defects liability period, and a
maintenance contract can be entered into for periodic visits, monitoring, maintenance and
advice on the operation of the plant after this period.
The treated effluent will comply with the CEA standards for tolerance limits for the discharge
of treated wastewater into the inland surface waters given in the National Environmental Act,
No. 47 of 1980 (The Gazette of the Democratic Socialist Republic of Sri Lanka – No. 1534/18,
2008.02.01).
ABOUT KUBOTA AND “JOHKASOU” SYSTEM
Founded in 1890, KUBOTA Corporation has been devoting to develop not only agricultural
machines but also various kinds of products in environmental technologies. Japanese unique
wastewater treatment plant which is called “Johkasou” is one of those products. Johkasou has
been in business for over 45 years and experience in selling over 1,000,000 products in Japan as
shown in the Figure 2.
Wastewater treatment plant (Johkasou) can be set up in areas, where sewage infrastructure has
not yet been improved in order to treat domestic and industrial wastewater for the conservation
of natural water bodies.
Kubota wastewater treatment plants, which have achieved 90% or higher BOD removal rate,
deliver excellent treated water quality with BOD of 20 mg/l or less (in case influent BOD is 200
mg/l). Their compact body fits any installation place while providing powerful treatment
performance comparable to traditional sewage treatment systems.

TECHNICAL PROPOSAL
The layout of a Kubota HCZ treatment plant is shown by the Figure 4. It consisted of 5 major
compartments which carry out unit operations such as primary sedimentation, anaerobic
treatment, aerobic treatment, secondary sedimentation, secondary sludge recirculation, filtration
and disinfection.
Primary sedimentation will be occurred in this section, where rubbish, large solids, and oil and
fats are separated from the influent, and sludge is stored in this tank.
When wastewater passes through the filter layer comprised of the anaerobic fixed filter media
filled in the tank, dissolved solids and suspended solids are separated. With the function of
anaerobic microorganisms, anaerobic decomposition of organic substances (converted into
carbon dioxide gas) and denitrification (nitrates and nitrites converted into nitrogen gas) are
conducted. Anaerobic digestion process is accelerated with natural anaerobic bacteria which
comes from the feed wastewater. Anaerobic digestion is performed under the absence of oxygen
or very low dissolved oxygen content.
With aeration moving bed carrier is flowing. Organic matter is absorbed and decomposed
(converted into carbon dioxide gas) and nitrated (oxidation of ammonia into nitrates) by aerobic
microbe adhered on the moving bed carrier media. Aerobic digestion process is accelerated with
natural aerobic bacteria which comes from the feed wastewater. Aerobic digestion is performed
by pumping oxygen in the air from the blower.
Foreign matters, solid and sludge from water transferred from the aerobic filter tank, are
separated and stored in this tank. When water passes through the filter media, suspended solids
contained in treated water is caught and trapped inside this compartment. The suspended solids
in treated water is separated in this tank and the separated excess sludge is returned to rubbish
removal tank by circulation water airlift pump. Treated water is filtered through the filter media
and led to the disinfection tank.
5. Disinfection tank
Treated water is sterilized with the disinfectant, and discharged into the inland surface waters.
6. Sludge disposal
Sludge disposal should be performed once a year as instructed by Technicians.

The process flow diagram of the Kubota Johkasou HCZ-50 treatment plant is shown by the
Figure 5. According to that a mixture of kitchen, laundry, sink, bath and toilet wastewater can
be easily treated by the Kubota HCZ-50.
According to the legal and regulatory standards of wastewater treatment in Sri Lanka, treated
wastewater can be discharged into the environment by considering the tolerance limits stated in
National Environmental Act, No. 47 of 1980, Gazette Notification No. 1534/18 dated in
01/02/2008. It is essential to obtain the Environmental protection license issued by the Central
Environmental Authority in Sri Lanka.
The Johkasou functions by working microorganisms. Therefore, please often read notes shown to
be able to maintain the function normally, and use it comfortably.
Detergent and bleach
Use proper amount of detergent. Excess use of detergent is useless. Also use bleach for
washing properly and after that use adding water to dilute. The function of the Johkasou
might not work normally when attention is neglected.
Oil and chemicals from kitchen etc.
Do not spoil remaining oil to drain from the kitchen. And make the oil cleaned by a
throwing paper etc. and put out used oil with garbage. Please wash the oil stain of the pan
and the plate after it is wiped it with paper.
Do not mix and drain following chemicals such as insecticide, deodorant, special
detergent, and preservative, etc. to disturb a normal function of the Johkasou. The
function of the Johkasou might not work normally when these precautions are neglected.
Paper diaper and sanitary goods
Do not drain the paper diaper nor sanitary goods, etc. with water, which does not dissolve
in water. The matter which cannot be decomposed by microbes should not be damped to
drain. Piping might clog and the Johkasou might not work normally when these attentions
are neglected.
Blower and control panel
Do not switch off the blower or electricity of the control panel. Air from blower is always
necessary for the aerobic microorganisms in the Johkasou. Moreover, it is necessary to
supply air also to the airlift pump. Proper treatment can not be done if air is not supplied,
and the bad odor may be generated. The function of the Johkasou might not work
normally when attention is neglected.
Other important things to be concerned
Standard toilet paper must be used that melts easily to water for the proper quantity.
Please do not use tissue papers that doesn't melt easily with water. It may cause blockage.
Use moderately neutral pH detergent for washing the toilet, and do not use chemicals
such as the strong acid, the strong alkalis, and chlorine.
Use bleach (chlorine) properly in small amount to remove mold etc. and dilute with a lot
of water. Please note that the microorganisms in the Johkasou might die out when using it
much.
Do not put neither plant pot nor the thing of drying frames and clothes-lines etc. on the
Johkasou. (The maintenance check and the cleaning become difficult).
Do not pour neither wax nor the machine oil, etc. for the floor in the Johkaosu.
SUMMARY OF INSTALLATIONS

FES was incorporated in Sri Lanka specially to introduce the world famous “Johkasou” systems,
where the name Johkasou itself is a Japanese name for sewerage and wastewater treatment
facility.
The need for clean water to be pumped out to municipal drains and even for the re-use of this
water within households for flushing and gardening is fast becoming a requirement in Sri Lanka
both in crowded town facilities and factories or industrial plants.
Kubota, being the biggest market dealer in the world for Johkasou products has an exclusive
sales agreement with Fukada Environment Solutions (FES) in Sri Lanka, where Kubota not only
supplies products, but also provides the technical support from Japan.
Whereas, FES’s main partner, FUKADA Environmental Development Company in Japan has
been engaged in this same business for last 48 years as a Japanese Government Licentiate to sell,
install, operate and maintain Johkasou systems and operation of large-scale sewerage treatment
plants in IIZUKA city of Fukuoka Prefecture, Japan. Hence FES is a continuation and expansion
of the same line of business which adds value to the company through a global reach with its
presence in Sri Lanka.
FES’s business model is the same as what is being practiced in Japan with customer satisfaction
and service as the prime concern for which our staff is fully trained in Japan to offer these same
services.
FES RESPONSIBILITY & RECOMMENDATIONS
* During the maintenance period, we can train client maintenance staff to undertake simple inspection
and water testing tasks for the three different chambers using our testing instruments, back pressure
cleaning by reversing the air flow, brush cleaning after opening three lids, brush cleaning the blower to
remove dust, and replacing chlorine cube in the clean water chamber if necessary only.

This offer is being made on the basis of information provided by the client. This information
is listed under the Introduction and the Technical Proposal. Any changes in such information
may require redesign and possible variations to the estimated cost.
We reserve the right to amend our price if the rate of VAT is changed, or any other form of
taxes or levies are imposed or changed by the Government or any local regulatory body, prior
to the award and until termination of contract and the release of the final payment.
This offer is valid for a period of 30 days from the date of this offer. It would be subjected to
our confirmation after this date.

The following items are excluded from our offer. Some of these items can be included after
negotiation.
[1] Direction of all sources of effluent up to equalization and disposal of treated water from

[2] All electrical wiring and piping work outside the proposed work scope.
[3] Water and power supply for worker amenities, installation work, testing tanks, and
commissioning.
[4] Supply, installation and termination of main electrical supply up to the main control panel
cubicle a terminating in main switch
[5] Removal of all existing structures and clearing of treatment plant area
[6] Security, safety fencing, site drainage and landscaping in and around treatment plant area.
[8] The client should nominate a suitably qualified person to closely monitor and maintain
the effluent treatment plant at all times. The operators should be present during the
installation, testing and commissioning periods to thoroughly familiarize themselves with
all the details and operations of the plant.
