League Constitution

Summary

1. Teams, Divisions, and Ownership of Teams

1. Each owner’s team name should be consistent throughout any given year and can only be
changed prior to week 1 and after week 16.
2. There will be no divisions.
3. If an owner needs to be replaced for any reason at any time, the league commissioner(s) may
seek out replacements or via a suggestion from an owner in the league.
a. A majority vote from all owners must approve any possible replacements.
b. Replacement owners may rename their team upon joining the league.
c. If replaced mid year and ownership is not immediately transferred, Commissioner
and/or Co-Commissioner shall run be interim manager. They shall cede control to the
other if the abandoned team has a matchup vs. them.

2. Buy-In and Payouts

1. Buy-in:
a. For the initial buy-in, $60 is required
i. $30 is used towards the first year
ii. $30 is used towards the Empire payout & to act as a deposit
1. This money will be used towards the following year. The purpose of this is
to allow for future year’s draft picks and acting as a ‘deposit’ which helps
for an easier time replacing owners that quit.
b. For each season following the first year, a $30 buy-in is required.
c. Payment is due before an owner is allowed to draft. If payment is not made by that time
(unless approval granted by the commissioner), owners will be removed from the
league.
2. Payout:
a. For each year, the pot will consist of $300.
i. $60 goes into the Empire pot
ii. The winner of the fantasy playoffs will receive $150
iii. The runner-up of the fantasy playoffs will receive $60
iv. The 3rd place finisher of the fantasy playoffs will receive $30
3. Empire Pot
a. When an owner has won two seasons in a row (starting season two), in addition to
normal payout, the Empire pot is awarded. At this point the league has ended. If
players wish, the league could be restarted from that point.
b. If league does want to restart a vote may occur to keep rosters or reset. This vote will
consist of all players less the empire winner and the season runner-up. A simple
majority will be used.

3. Rosters

1. Each team shall roster up to 24 players


a. 10 starters
b. 14 bench spots
2. Each team shall have 4 IR spots
a. In order to be eligible for the IR, players must follow NFL IR rules
b. In the offseason, all IR players will be moved to the active roster when rosters expand.
3. Starting lineup consists of the following:
a. 1 Quarterback
b. 2 Running Backs
c. 3 Wide Receivers
d. 1 TE
e. 1 FLEX (RB/WR/TE)
f. 1 Defense
g. 1 Kicker
4. There are no roster limitations. Owners may decide how many of each position they roster.
5. Rosters will lock upon the completion of the fantasy playoffs. Only trading will be allowed until
the completion of the rookie/FA draft (see below).
6. Rosters will expand to 34 during the offseason to include Rookie/Free Agent draft picks and
any trades that are made.
a. Active rosters must be cut down to 27 by the Tuesday prior to the 3rd week of NFL
preseason games (not including Hall of Fame game).
b. Active rosters must be cut down to 24 by the Tuesday prior to the NFL regular season
Week 1.
c. If roster cuts are not performed, the commissioner(s) will have the final say on who is
cut.
4. Draft

1. The league shall hold an initial startup draft once in 2018:


a. The startup draft will be a online draft with players encouraged to meet to draft.
b. The draft will be the snake format, with the exception that snake resets on round 3
[1-12, 12-1, 12-1, 1-12, 12-1 etc].
c. The draft order determination will be made at least one week prior to the draft.
i. Draft order will be selected randomly using online generator in the presence of
minimum two league members and videorecorded.
d. The startup draft will consist of 24 rounds
e. All players are eligible for the startup draft, rookies included.
f. Trades during the startup draft are allowed but may only consist of the current draft’s
picks, and must have equal number picks traded.
i. Example: Player A trades pick 1.10 and 14.1 for Player B’s 2.4 and 5.7.
g. Players must fill there starting lineup at the draft (you cannot choose to not draft a kicker
or defense/ST)
2. The league shall hold a Rookie/Free Agent Draft at the beginning of each new year
a. Will be held prior to first preseason game.
b. Preferably will be held in person, and hosted online for those unable to attend.
c. 7 rounds
i. First three rounds are Rookie Only
ii. Last four rounds Rookie/Free Agent.
d. Straight draft (like the actual NFL draft)
i. The #1 pick will pick first in each round. No snake.
e. Draft order:
i. Non-Playoff Teams:
1. For all teams that don’t make the fantasy playoffs, picks 1-6 are
determined by inverse order of record.
a. Most points for will be used in tiebreakers to reduce tanking.
ii. Playoff Teams:
1. For teams that make the fantasy playoffs, picks 7-10 are as follows:
a. Pick #7 -- 4th place of the fantasy playoffs
b. Pick #8 -- 3rd place of the fantasy playoffs
c. Pick #9 -- loser of the fantasy championship
d. Pick #10 -- winner of the fantasy championship
f. Any rookie or unrostered player (Free Agent) at the completion of the fantasy playoffs is
available to be drafted.

5. Scoring

1. League scoring will be as follows:


a. 0.5 PPR fractional scoring

6. Waivers/FAAB

1. Upon completion of the rookie draft (or initial startup draft), a Free Agent Acquisition Budget
(FAAB) of ​$1000​ will be given to each team. ​This budget must last you until the start of the
next season.
a. Minimum bids of $1
b. Ties will be awarded to the team with the worst record.
c. During the season, waivers will process on Wednesday, with first come first serve
(FCFS) until rosters lock for the week.
d. Waivers will close upon completion of the Fantasy Playoffs, and will open back up upon
completion of the rookie/FA draft.
e. During the offseason/preseason, between rookie/FA draft and regular season start,
waivers will process on Wednesdays, with no FCFS free agency.
2. FAAB dollars are able to be traded any time trades are allowed. See the “Trading” section for
more information.
a. Exception: during the initial startup draft
3. At the beginning of the draft each year FAAB dollars reset.

7. The Regular Season

1. Regular Season games shall be held during Weeks 1 through 13 of the NFL Season
2. Schedules will be generated at random prior to the Rookie/FA Draft.
a. Each team will play all teams once. First week and final week of the regular season
everyone plays everyone. Top 6 points for get a win. Bottom 6 points for take a loss.
3. During the regular season, no tiebreakers will be used. It will count as a tie.

8. The Postseason

1. The league’s postseason playoffs shall take place during NFL Weeks 14, 15, and 16.
2. There will be no games during Week 17.
3. The playoff bracket will be standard 6 team playoff with top two teams getting a bye::
4. The consolation bracket will be standard
5. The playoffs are one week matchups
6. Playoff Game Tiebreaker: combined QB + top RB/WR score
7. Playoff Seeding Tiebreakers:
a. Most total points for the season
b. Head to head
8. Consolation bracket champion
a. The winner of the consolation bracket gets an extra pick in the rookie/FA draft at the
end of the second round (Pick 2.13).
i. This pick can be traded like any other pick once the pick is awarded to the
consolation bracket winner.

9. Trading

1. Trading will be allowed at any time except from the start of Week 12 until the completion of the
fantasy playoffs.
a. “Start of Week 12” is defined as: one day before the kickoff of the first game played
during week 12.
2. Trades may involve:
a. Rostered players (including players on IR)
b. The current league year’s rookie draft pick slots
c. The following league year’s rookie draft pick slots
d. FAAB dollars
e. Any trade involving FAAB or draft picks must go through the commissioner e.g. once
two players have agreed to a trade they will each communicate their intent to trade to
the commisioner.
3. Trades will not be vetoed unless there is extremely obvious collusion. The commissioner has
the final say in all trades. There will be no league vote.

11. Gameplay & Conduct:

1. All owners are expected to be active participants in the league. There is no offseason in
dynasty! Owners are expected to strive to create a winner. Owners who ignore their team
and/or the league shall be deemed unfit and removed from the league. This decision will be
made by the commissioner(s) with input from the league.
2. Activity is expected in the following:
a. Setting Lineups
b. Trades - Teams are not required to send trades, however, they are expected to respond
to them in a timely manner. Trades are what make a dynasty league fun!
c. Owners should participate and vote on league proposals.
3. Collusion is highly unacceptable and will result in expulsion from the league.

12. The League Proposal System

1. Owners may submit a “League Proposal” that will change or add rules to the league.
2. Any owner may submit their own proposal to the league.
3. New proposals will become effective at the end of the season if approved after the start of the
Rookie Draft, unless otherwise stated.
4. Every offseason and before the Rookie/FA draft, we will hold a one week time period to
propose rule changes and vote.
5. Most rule changes require a 50%+1 vote to be added to the proposal to be voted on.
a. Where multiple options are involved in a proposal, a re-vote will happen between the
top two vote getting options.
6. If a rule involves money (buy-in or payout structures), scoring, or starting lineup related
changes, a 100% approval is required. Changing these types of rules can affect how specific
owners are/were building their team.

14. Amendments and Revisions

1. Because of the inability to include all possible scenarios in these rules, the commissioner will
assume the governing position for the league. If any issues or suggestions come up the
commissioner will determine the correct course of action, gain the approval of the majority of
the league (if deemed necessary), and consequently enforce whatever action is necessary to
maintain fair, fun, and honest play.
2. The league rules may be changed or altered at anytime by LM decision or via League
Proposal
3. It is the responsibility of team owners to be aware of the rules of the League.
