INTRODUCCION

Globalization has imposed interdependence not only between differen geographical areas
but also between different economic, technological, social and cultural realities Worldwide.
The blurring of temporal boundaries, spatial, sectoral and discursive developments
together with the evolutions technological and the transformations it is undergoing the
Spanish civic and political panorama invites us to address two central questions: ¿how to
communicate the loca l in a Global world? How to transfer the global to a sale local?
SUMMARY

This article analyzes the impactes of globalization processes on the way in which public-
private relations developed in modern times. Specifically, the document accounts for the
configuration of political and institutional scenarios that privilege private and commercial
logics over public ones, thereby displacen the State and the idea that it represented public
interests, or served as an instrument for processing them. Within globalization, however,
these processes manifest themselves in an uneven and contradictory manner. Different
ways of articulating the local, national and global are generated and conflict is one of the
fundamental characteristics of this process. In this analysis a political and sociological look
is used; however, a perspective from political philosophy runs through the entire text.

International communication is the name given to a field of research that includes various
forms of interaction globally, including global communication via mass media, intercultural
communication, and telecommunications policy. Therefore, by its very nature, international
communication is an interdisciplinary field of study that uses concepts, research methods,
and data from areas as diverse as political science, sociology, economics, literature, and
history.

The commercialization of mass print media (due to steam engine technology) has led to
internationally operating news agencies. international communication between France,
Germany, and Great Britain with their colonies in Africa and Asia.

Political communication in many democracies reflects the disconnection of publics from


institutions of press and politics due to the hollowing of center parties and growing social
divides. It is time to rethink assumptions—long grounded in idealized normative
conceptions of democratic politics—about media systems and press/politics interactions. A
proposed reformulation of research frameworks puts more focus on the implications of
disrupted public spheres in interaction with and beyond the traditional media. This
rethinking also entails better conceptualization and measurement of the political influences
of information flows from social media and digital networks. Reformatting the field involves
changing such core concepts as gatekeeping, framing, indexing, agenda-setting, and
media effects in light of disrupted relations among media, publics, and democratic
institutions.
Information and communication technologies (ICTS) have revolutionized almost every
aspect of life particularly it has created a new global public sphere by providing endless list
of tolos for global communication thereby establishing a new global society with novel
norms and mundane issues. This paper is an effort to review the state of affairs in new
public sphere with a focus on the digital tools under use, their role in creating the global
society and the threats and opportunities available for the international citizens for
behaving effectively to utilize the opportunities and manage threats to the maximum. The
paper explores interlinks between the digital gadgets, emerging global public sphere and
the mundane issues emanating from this situation. The paper ends with a theoretical
model constructed out of the themes floating across the review and analysis. Abstract-

CONCLUSIONES

We have understood the importance of internationale communication as we have also


noticed in this article how man throughout history has implemented new mechanisms to
make communication an effective and active means in political, moral, human,
environmental and political interests of social integration. Therefore the need for
communication has been diffusion in World globalization for the development of
generations.
