5. ORGANIZATION CHART
- Construction Manager:
The Construction Manager shall be responsible for providing the required operating
equipment by coordinating with the sub-contractor. Furthermore, he is responsible for
ensuring third-party certificates are available and up to date for all equipment selected for
excavation works. Other responsibilities of the construction manager include:
- Plan all construction activities on site to achieve the required performance and
ensure all activities are complete within the allowed time schedule.
- Ensure all required permits and documents are available and approved to avoid
any work delays.
- Confirm all shop drawings related to the activity are approved by the consultant.
- Ensure all required material and machinery for all activities are available on site
and approved by the consultant.
- Site Engineer:
It is the Site Engineer / Site Supervisor’s duty to organize the work force in a safe manner
and ensure that safety and protective equipment are being properly utilized. Furthermore,
he is responsible for ensuring all Excavators and other required equipment are in safe and
good operational conditions by coordinating with the sub-contractor prior to start of any
activity. He must also ensure that the approved method statement procedure is followed.
- Safety Officer:
The Safety Officer is responsible for devising and implementing programs and plans to
safeguard the health and safety of all employees, and to prevent loss or damage to the
existing assets and projects. He is also responsible for:
- Providing support to site safety officers advising them on safe working
methods and assisting with training of personnel.
- Carrying out regular site safety audits and reports and correct unsafe work
practices and potential hazards.
- Investigating and reporting all accidents, near misses, and recommend
prevention measures.
- Ensuring maintenance of good hygienic standards and availability of
safety equipment and first aid treatment.
- Presenting daily safety reports and required documents.

- QA/QC Engineer:
It is the QA/QC Engineer’s responsibility to ensure all activities carried out on site
conform to approved method statements, project standards, approved shop drawings and
project specifications. He is also responsible for submitting and supervising work
inspection requests and coordinating with the consultant.
- Excavation Foreman:
Excavation foreman shall be responsible for the following:
- Ensure all excavators and working equipment are in safe working condition.
- Follow up with machinery and equipment operators to organize the work schedule
and allow efficient allocation of resources.
- Coordinate between surveyor and excavation team to achieve the required
excavation depth and area as per approved drawings.
- Coordinate between safety officers and excavation team to avoid any delay in
work activities.
- Surveyor:
It is the Surveyor’s duty to obtain all data and information required for surveys.
Determine methods to establish survey control. Use appropriate equipment to complete
the assigned task. Keep accurate notes and records to describe and certify work
performed. Also abide by all Site Safety and Quality Requirements.
8. LOGISTICS
- Material storage:
A material storage area will be appointed on site. Safety barricades will be used to mark
the appointed area and adequate signage will be used to clearly mark and identify the
area.
- Material delivery:
All material delivered on site will be reported by minimum 1 day prior to arrival on site
to ensure adequate space is available and make proper arrangements for the delivery. A
material log will be prepared on daily basis to outline the following
- Type of material delivered
- Name and contact number of the supplier
- Name and contact number of the person delivering the material
- Delivery vehicle information
- The time of arrival of the material
- Duration to unload material
- The time of departure from site
- Safety Accessories:
- Traffic Cones.
- Warning /barricade/barrier tape.
- Safety signs.
- Igloo water container for drinking.
- First Aid box.
- Workers rest area
- Site Rules:
- Safety Induction will be done in accordance with SEC HSE Policy prior to
starting work on site.
- Safety toolbox meetings to be carried out prior to work.
- Before job start, checklist of protective & safety equipment to be use are in order.
- Personal protective & safety equipment as per requirement to be performed by
personnel to do the task.
- Toolbox talk to be convened & attended by all personnel assigned to do the task.
- Work crew will be given instruction on site surveying procedure & all risk
associated with the works and registered attendance.
- Safety personnel & designated responsible person will ensure that all above is
carried out & any other statutory requirements are complied with before any work
initiation.
- All personnel will wear gloves, footwear, head & eye protection during work.
- Removal of any obstructive / protruding materials.
- Surveying equipment must be guarded by traffic cones for safety visibility.
- Measures will be taken on dust exposure.
- Emergency evacuation plan in dealing with emergency situations on site.
- Survey works:
The surveyor will conduct the survey by providing hard marking to indicate the
excavation level to reach the desired grade elevation as per the Approved excavation
shopdrawings. Furthermore, the surveyor will provide marking for the coordinates of
excavation limits, sump pits, and combined footing. Subsequently, these markings will be
checked and approved by the Consultant’s surveyor. Sufficient safe working space shall
be considered for the extent of excavation and vertical waterproofing etc...All points
marked by the surveyor will be indicated using steel bars extending minimum 50cm
above ground level, furthermore, rebar caps will be used for added safety along with
warning tapes. Refer to attached drawing for marking coordinates.
- Excavation Procedure:
After survey works are complete, the excavation process will proceed as follows:
- Excavation works will start with the stripping of the topsoil and its relocation to
designated dumping area. The depth of the Top soil layer will be determined
from the soil investigation report.
- Excavation of hard rock, if found, will be done using excavators with rock
breaking tools (Jackhammer).
- The excavator shall do the cutting on the soil surface to the marked excavation
limit.
- The excavator shall remove the broken material and load it into dump trucks for
shifting to designated stockpile Location. No stockpiling or storage of excavated
material is allowed on site.
- Material Handling:
Material stock piling is not allowed on site. All excavated material will be disposed of by
loading into dump trucks using wheel loaders and transferring to approved stock piling
areas off site. The disposal of all material should be in accordance with Environmental
Regulations.

- Food waste from eating areas will be loaded into rubbish bins, located in the designated
rest areas, removed from the building after each meal and dumped into the waste vehicle
bins.
- Any hazardous waste have been identified will be disposed of in an appropriate manner
in compliance with local Authority regulations.
16. DISTRIBUTION
Copies of this MS will be circulated to the following for Information & action
- Project Manager
- Construction Manager
- Site Engineer
- Technical Coordinator
- QA/QC Engineer
- HSE Engineer and officer
- In the unlikely event that somebody is struck by debris or the Plant/Equipment itself the
casualty shall not be moved at all unless there is an immediate threat to life by the
location they are in or by the nature of the injuries sustained. Emergency ambulance shall
immediately be called to the scene; in the meantime the Primary First Aider shall ensure
the stability of the casualty. Names & Contact details should be available.
- In the event of a fire during the activity then the fire extinguishers at the scene should be
used to tackle the blaze if possible, all un required staff should be evacuated from the
location to a pre agreed location at the start of the activity. Local fire departments should
be called immediately to assist. All engines and electrical sources should be switched off
and isolated.
- During in any emergency, all other activities in the area shall immediately be stopped
until advised otherwise by the Senior Staff at the scene. Once the emergency has been
evaluated and the immediate threat is controlled the Project Management must be
informed of the incident or accident, this should include SCE and KEO/UDC Consultant.
- The scene should be sealed, either by staff or barriers if possible to ensure that his area
remains the same for photographs and other investigation steps that may be required.
Depending on the nature and severity of the incident the Police may be required to attend
the scene and to carry out their own investigation.
- For investigation purposes all people who were involved in the activity are to identify
themselves to the HSE Officer to assist in the investigation and all the details of the
incident to be properly recorded & documented.
- All staff involved in the activity must be aware of this ERG prior to the start of work.
