Proposed VRS plan to be implemented from 4 November onwards

Bharat Sanchar Nagar Limited (BSNL) the state owned telecom company which has been the largest loss
incurring Public Sector Undertaking (PSU) company followed by Mahanagar Telecom Network Limited
(MTNL) at the third number in the loss making list of companies. BSNL incurred a consolidated loss of
around 3,398 crores in the Financial Year 2018-19. The recent third quarter result by the telecom companies
highlighted the gruesome state of affairs of the telecom sector as a whole. Private players like Vodafone Idea
Pvt Limited and Airtel India Limited also bearing huge losses in the recently concluded quarterly financial
result was more evident of the major disruptions bought in by the new competition by Reliance Jio
Infocomm.

The use of old technologies and the ageing state of the manpower employed at the company is adding to
more future concern for the company. Keeping in view of the growing operational costs and in order to
remain in service the government announced a bailout package of 74,000 crore for BSNL and MTNL in
June 2019 which included offering Voluntary Retirement Schemes to its employees.

On November 4 2019, the government approved bailout package for BSNL and MTNL both. Under the
bailout package BSNL and MTNL both are offering Voluntary Retirement Scheme for its employees.
Around 1 lakh employees out of the total strength of 1.50 lakh will be eligible for the VRS scheme. The
organization expects around 70,000 to 80,000 employees to opt for VRS. Within two-days of the VRS plan
rollout around 22,000 employees opted for VRS and according to BSNL official the response has been good
across all cadres. As per ‘BSNL Voluntary Retirement Scheme - 2019’ all regular and permanent BSNL
employees having age greater than or equal to 50 years are eligible to seek early retirement under VRS.

The scheme is based on Gujrat model implementation of VRS which is followed in the PSU that are
incurring continuous losses or about to be closed down. Under this, ex-gratia for eligible employee will be
equal to 35 days salary for each completed year of service and 25 days salary for every year of service left

until superannuation.

BSNL is expected to save around 7,000 crore in wage bill if the VRS plan is under the expected limit which
will be very beneficial for the company to replace the ageing manpower and acquire fresh talent pool. Since
the technology is upgrading at a faster rate and the implementation of 4G and the spectrum allocation of 5G
is in the near future. The savings in term of wage bill would maintain the survivability of the Public Sector
company.

2. 5 Ways in which IT and HR can work together

With changing technology Information Technology has become more and more relevant to Human
Resource Management. Information technology is used to attract new talent as well as retain and
develop the present talent. It is also used to support administration of workforce and optimize
workforce management. Implementation of HR technology helps managers to share and store
information in a better way.
The article starts with the importance of a collaborative effort of the whole organization towards
improving the employee experience. Which supports that enhancing the employee experience is an
integrated effort of the whole organization. The article mentions 5 ways in which IT and HR can
work together towards the common goal of improving the employee experience

1. Build and Structure New Work Teams

With the ever-changing nature of work and workplace we are seeing changes and redesigning
of teams a way that allows work and work ideas to flow easily within these teams. This is also
true with HR . The work is not the same it was 40 years ago. The work now is more
cognitively complex, more collaborative and team oriented, more dependent on technological
competence and more time pressed.  “Many HR leaders told us their traditional, task-focused
workplace cultures are a significant barrier to true digital transformation. Addressing and
quickly closing the employee experience gap needs to be a business priority for HR leaders
today.” Therefore we are seeing redesign of HR structure or even renaming of HR functions.

2. Make Technology Investments Together

According to Gartner, “By 2022, 75% of organizations will include employee experience
improvement as a performance objective for HR and IT groups.”
Therefore the HR and the IT teams have to make a collaborative effort in increasing the
employee experience. HR technology team will be collaborating with IT teams to decide on
what new technology to invest in, what new software, applications and systems to develop.

3. Optimize the Employee Experience On A Single Platform

The one thing important in improving the employee experience is to simplify his or her
experience by providing all services on a single central platform. This is one point solution
to their needs and queries. HR and IT team can work together and bringing all the services
on a single platform to provide smooth experience to the employee. We are seeing such
systems being implemented in big organizations. For example the ESS of Reliance
Industries Limited provides all services like attendance, leaves, retrials etc on a single
platform.
4. Design a Digital Experience That Inspires Connection And Collaboration

Mere automation of services is not enough to improve employee experience. It is important
to create an environment that creates a sense of belongingness in employees. The IT and
HR team can work together in every step of the employee journey pre-boarding, on
boarding, acclimatization etc.

5. Listen, Design, Test, And Iterate

It is more important what employees actually think rather than what we think employees
think. Therefore it is very important to get feedback from employees. The IT and HR teams
can collaborate to getting feedback and suggestions from employees and improve the
experience.

We are seeing changes in the work, workplace and the organization itself. Therefore it is
important that HR team work with other teams like IT to improve employee experience

3.A glimpse of HR’s near future

In recent decade, HR has undergone dynamic variations in its roles, functions and overall impact in
shaping firms. The need for an automation transformation from operating in a traditional closed
environment is critical. The sooner the change happens, the higher the chances of survival. a large
cloud of uncertainty prevails in the minds of Human Resources leaders across the world in the
backdrop of an inevitable and relentless change. These changes are also bringing about a large
transformation in the role of Human Resources.

Changing role of CHRO

Chief Human Resources Officers of today cannot just concentrate on day-to-day activities of HR.
They are required to give their insights on high level business guidance and leadership on defining
the very future of workplace. Helping firms make a move from archaic and rigid systems to new
organizational structures which are agile, CHROs can help steer this much needed engine of change.
These strategies will help organizations efficiently address the ever increasing requirement to crack
talent needs and adjust according to employment arrangements. It is the CHRO that can bridge the
digital and human gap and recommend strategies to help achieve a balance for the future of work.
They are the HR leaders who need to initiate and sustain the right conversations with other business
leaders to carve out an intelligent path for a promising future.

Employee experience vs customer experience

Researches have again and again highlighted the pathetic levels of employee engagement that the
companies suffer from. There is also a lot of research showing the direct impact of higher employee
engagement on improving business growth. Owing to this new-found interest in focusing on
employees, Human Resources is going to invest in HR tech that will help them improve employee
experiences, right from recruitment to exit. The modern employees are no less than clients. Similar to
the high magnitude of efforts and detail that goes into mapping customer journeys, the employee
experience needs to be mapped with utmost intricacies since without engaged employees, there is no
culture. 2019 is the first time that 5 generations are seen in the same workforce. The critical need to
understand millennials and Generation Z will have to gain priority.

Increasing human and digital collaboration with technology

Evolution of Information Technology (IT), Artificial Intelligence (AI), predictive analytics, and
Machine Learning (ML) in Human Resources processes is enabling professionals to perform
traditional practices with much more efficiency and ease. Over the next few years, more HR execs
are planning to invest in areas such as predictive analytics, process automation and artificial
intelligence (AI). Leading HR organizations have already dipped their inks into these technologies by
hiring the intelligent, smart and skilled employees and are paving the way for an enhanced digital and

human labor integration. They understand the benefits of technology, specially automation of high
volume repetitive tasks as it frees employee time, who can then focus on works that create higher
value for the firm. Management can shift their attention from repetitive and mundane tasks and focus
on methods to enhance business efficiency, enhance performance and competitiveness. HR leaders
are in the unique position of leading the future of work, stop working behind the scenes and pave the
way for a new world of work.
