Mass Balance [MB] and Logistical Units [LU]

« 2BSvs STD 01 » - Criterion 1.1

The 1st gathering entity shall have developed and documented a


control system for the biomass received based on a mass balance
system [MB] at the level of
 containers,
 processing units or
 logistical sites [UL]

to ensure that “sustainability characteristics” remain assigned to


“consignments”, in conformity with the 2009/28/CE European
Directive.

Logistical Unit [LU] - Definition

A [LU] corresponds to :

 a container,
 a facility,
 a site, or
 a group
 of processing, or
 logistical sites

A [LU] is defined as a geographical location with precise boundaries


within products can be mixed.

The areas concerned are connected each others by physical flows (road,
sea, river, railway).

The 1st gathering entity shall develop documented mass balance


[MB] procedures, from the delivery of the biomass to the transfer
of ownership.

These procedures shall cover each logistical unit [LU], where


potentially sustainable biomass is received.

The mass balance [MB] records must be available at the level of


each logistical unit [LU], suppliers included.

The economic operator [EO] (traders or conversions units), shall


develop mass balance [MB] documented procedures for biomass
and/or biofuels, from the purchase or delivery of the biomass
and/or biofuels, to the transfer of ownership.

These procedures shall cover each processing facility, each


logistical unit [LU], or other sites (processing, logistical site or
site) where potentially sustainable biomass and/or biofuels is received.

[LU] – Basic rule 1

1 site or physical facilities (plant, silo...) which do not receive


theoretically sustainable biomass, should not be considered as part
of a logistical unit [LU]. The site is outside the scope of certification,
unless this site is the seat of the collecting entity.

[LU] – Basic rule 2

Each logistic unit is built to manage sustainable biomass of


comparable nature (wheat, colza,…) and its mass balance. Two
biomasses of distinct nature must be the object of separate mass
balances calculated on specific logistic units, however their logistic
units can be identical.

2 physical sites or installations which do not have physical flows


for the biomass considered as durable, cannot be regarded as being
part of the same logistic unit [LU]

[LU] provided that they are able to trace the physical flow of

[LU] provided that they are able to trace the physical flow of inbound

 1 [LU] for a sustainable biomass - for rapeseed because there are physical flows
between site A and site B.
and
 2 [LU] for another sustainable biomass - et for wheat due to the absence
of physical flows between site A and site B.

The seat of the legal entity is in charge of :


• setting the unit of certification (including producers of biomass
claiming sustainability and potentially sustainable biomass collection
sites) and
• implementing the system of quality management of the group
required for all members of the group included in the scope of the
certificate (the producers of biomass), and
• proving the conformity with the requirements of the European
Directive 2009/28/CE.

The collection entity acts as a Group Manager to ensure compliance


with the requirements of the voluntary scheme «2BSvs».

Acts as Group Manager.

Is responsible for the definition of the scope of the certification unit.

Must identify and specify :


– the biomass producers,
– the collection sites (1) belonging to the same legal entity covered by the
unit of certification for which the collection entity has developed a system of
management of quality and group
– the relevant production sites.

Collecting site

Site under the direct control of the headquarters of the collecting


entity, which collects the biomass of producers.

The headquarters of the collecting entity as a group manager, shall


select and specify the collecting sites covered by the scope of the
certificate which are entitled to receive potentially sustainable
biomass.

 An annex to the certificate shall specify the scope of the audit and the
site(s) covered with their location and address.

 For the calculation of the number of days of audit of collecting


entities, this shall be calculated from the number of sites composed of
the headquarters of the entity and collecting sites linked to it.

The annex to the certificate for the standard '2BSvs STD 01' must cover:
- the headquarter of the collecting entity,
- the collecting sites attached to the headquarter (physical address).
