1.0 PURPOSE
The purpose of this method statement is to describe the procedure for doing the earth works like
excavation, backfilling, compaction, padding grading etc... To be carried out in accordance with
the project specification and standards required for the project scope.

2.0 SCOPE Mention BOQ & Ensure the compliance with RWTP-AS-QA4000R01-211016-Guideline

The procedure shall be applicable to all the earth work activities for pipeline trench excavation of
valve chamber/pit foundations etc... Which are required for the completion of the project.

5.0 HSE CONTROLS


OPS site team will ensure that the following safety and control measures are followed during the
works.
a. Only trained & approved personnel will perform job.
b. Proper welfare facilities are available at site during the construction period.
c. All personnel are provided with the right PPE based on their job.
d. Daily Tool Box Talks are conducted to explain the activities of that day, the hazards
involved with each task, the risk assessment performed, and the control measures
implemented, prior to commencement of work.
e. Work is carried out in accordance to RWTP HSSE Policy.
f. Daily checks of vehicles, equipment, tools, and site conditions are conducted before
commencement of the work.
g. All RWTP and ROP Road Safety regulations are adhered to at all times.
h. All equipment and tools are inspected as per norms.
i. Unauthorized entry is not permitted to areas of activity. Only authorised, approved
personnel will be in the work area.
j. All required precautions shall be taken for working in a live plant and hydrocarbon areas.
k. In case of any emergency, work shall be stopped and the ERT will be notified and RWTP
emergency response plan shall be followed.

6.0 MANPOWER Add following manpower in manpower list.

9.0 PROCEDURE
9.1 SURVEY & SETTING OUT
o Prior to commencement of any civil works safety precautions and necessary permits for
the job shall be taken from client (RWTP). Mention Client Name
o Prior to commencement of activities the control documents should be reviewed.
Specify the documents Available to start execution

o The coordinate and the datum use for the surveying and constructions shall be referred
from fixed controlled Bench Mark (BM) available in the existing facility
Change the instrument to (GPS) Change as (IFC & Existing RWTP facility.)
o All Survey instrument such as Dumpy level/Theodolite /Total station shall be calibrated
and calibration certificate made available for verification. If required.
o Sufficient Pegs shall be set and maintained during progress of civil works as required.
o Every 20 m pegs interval
o Three parties to inspect as inspection for settlement X,Y,Z in JSR.(Susteco, RWTP,
Orbital)
o To be approved by RWTP & Closed by Susteco site representative civil engineer.
o Once JSR & RFI closed them, Subcontractor is permitted to commence excavation.

9.2 EXCAVATION
9.2.1 EXCAVATION FOR FOUNDATIONS
o Prior to start excavation ensure that valid permit is in place.
o Before commencing breaking and excavation, make sure that there is no underground
services passing through the proposed excavation area.
o Excavation shall be executed for the required length, width and depth as per approved
drawing. IFC Number?
o Edge of the excavation shall be kept clear always. The excavated material shall be
deposited at least one meter away from the edge of the excavation to avoid overloading
the sides, avoiding collapse and preventing loose material from falling back.
o Adequate shoring of excavation shall be under taken as required to protect the excavation
faces from the collapsing.
o The bottom of the excavation shall be level and free of loose material.
o Barricade to be placed around the trench

9.2.2 EXCAVATION FOR TRENCHES (See 9.2.1) Do the same


o Prior to start excavation ensure that valid permit is in place.
o Before commencing breaking and excavation, make sure that there is no underground

o Excavation route shall be identified and marked before proceeding the works.
o The trenches shall be sufficient width to allow satisfactory jointing of the pipes and tamping
of backfilling under and around the pipe.
o Proper barrier should be placed on both side of the excavation with sign boards.
o Edge of the excavation shall be kept clear always. The excavated material shall be
deposited at least one meter away from the edge of the excavation to avoid overloading
the sides, avoiding collapse and preventing loose material from falling back.

9.2.3 DISPOSAL OF EXCAVATED MATERIAL


All surplus unsuitable material arising from the excavations shall be disposed of the site
to designate area. Approved Area

9.3 BACKFILLING & COMPACTION


9.3.1 FOUNDATIONS & PITS (?)
RFI for Survey & Setting out, Excavation the previous activity is closed
o Ensure the clients approval as per the approved ITP (With code)
is obtained before starting backfilling.
o Backfilling of foundation and pits shall be placed evenly and compacted not exceeding
150 mm compacted thickness.
o Backfilling shall not contained stones with diameter greater than 100 mm
o Make sure that all sleeves and traps are in place before starting of backfilling
o Make sure the being installation as per the manufacturer requirement
o Confirm the required level of formation after backfilling & compaction as per approved
drawing. Mention the approved drawing No.
o Work place shall be reinstated to its original up on completion of backfilling & compaction.

9.3.2 PIPE LINE EXCAVATION (PL1) (See 9.3.1) and Do the same

o Ensure the clients approval RFI for Survey & Setting out, Excavation the previous is obtained

before starting backfilling.

10.0 HEALTH, SAFETY, SECURITY & ENVIRONMENT


o Specific safety measures should be strictly followed as applicable, and all safety
measures which are not mentioned here to are covered separately in the Project HSE
Plan (PHSEP).
o For all the site preparation activities, adequate safety barriers and/or warning signs shall
be installed and traffic control will be provided. Warning tape with rope will be installed all
around the area. Steel bars will be used as posts with warning tape on top all- around and
is provided with plastic cap.
o Water will be sprayed on dusty heaps of materials as a method of dust suppressant and/or
dust control.
o The Safety Officer shall perform his duty as safety advisor to the construction team to
eliminate possible safety hazards and near misses including possible Loss Time Injury
(LTI), keeping all workers on site free from any harm at all times.
o Proper care shall be observed at all times to avoid damages.

11.0 RESPONSIBILITIES

11.1 PROJECT ENGINEER (PE)


Project Engineer is reporting to Contracts Manager (Cn.M). During his absence / leave Planning
Engineer shall take care of PE responsibilities. His responsibilities shall include, but will not be
limited to:
o Interact between office and site management during execution of the project and
monitoring of project execution which includes Quality, Health, Safety and Environment
topic.
o Interact between client and maintaining relationships with client.
o Ensure adequate project resources available at site during project execution.
o Planning and monitoring project Policies
o Attend monthly/weekly progress review meetings.
o Continuous monitoring and review of performance & effectiveness of the Project Team.
o Monitors the performance of all major OPS sub-contractors engaged on the Work.
o Responsible for monitoring of overall budgeting, resource planning, execution planning,
and methodology.
o Achieving Customer satisfaction consistently with professional standards and ethics.

11.2 CONSTRUCTION ENGINEER


o The progressing works are carried out according to the planned program and all the
equipment required to execute the works are available as per the project planning and are
in good condition.
o Coordinate with the Client, Contracts Manager, Project Engineer, Surveyor, Safety &
Quality Engineers, and sub-contractor for the safe and proper execution of the work.

o Specific attention to all safety measures and quality control in line with the HSSE and
Quality Plan.
o Provide all necessary information and distribute the responsibilities to his construction
team.
o Ensure and monitor that the work progress is in accordance with the required program
and report the same to the Project Engineer.
o Coordinate with the Safety Advisor to ensure that the works are carried out in a safe
working practice.

11.3 HSE ADVISOR


The HSE Advisor is reporting to HSE Manager and functionally reporting Project Engineer and His
responsibilities are as follows:
o Ensure activity specific risks to personnel involved are assessed and risk analysis is
carried out and men involved are briefed on the hazards and adhere to the risk
assessment.
o Ensure that all plant, transport and equipment operators are qualified to operate the
equipment as per RWTP requirements.
o Ensure all workers are undergone relevant HSE training.
o Ensure that all necessary permits are in place before start of controlled activities.
o Check and ensure works progressing as per conditions of any valid permits
o Ensure all PPE are available with the workmen.
o All required Equipment’s & Tools shall be checked before start of work for suitability and
integrity
o Ensure proper housekeeping shall be maintained in the duration of work and site shall be
cleaned after completion of work.

11.4 SITE SUPERVISOR


o Assigning and controlling the team involved in the activity.
o Preparation of work site and organizing required equipment and machinery.
o Ensuring that the works are implemented in a safe manner as describe in the method
statement and RA and a valid work permit in place by referring the document prior to
execution of work.
o Ensure giving TBT to the workforce before the commencement of the activity.
o Organizing equipment and tools, maintaining all safety precautions and shifting materials
to the site.
o Ensure that all personnel involved in the activity are carrying out their duties in a correct
and safe manner by supervision.

11.5 QC Engineer/Inspector QA/QC Engineer


o Ensure that the works are carried out as per specification and standards
Mention the Spec and Standards.

o Monitor the execution of the works to confirm the compliance with the specification,
approved drawings (IFC Drawings), method statement, ITP.
o Maintain the records of Quality control check sheets / formats required for the activity.

11.6 PERMIT HOLDER As per approved CQP (with code)


o Accept the permit.
o Conduct toolbox talk (TBT).
o Display the permit on work site.
o During the job he should do pause and check for dynamic risk.
o At the end of the job he should keep his place safe and clean.

12.0 QUALITY CONTROL & SUPPORTING DOCUMENTATIONS


The Construction Engineer shall check and verify all Requests for Inspection (RFI) and other related
QC documents prior to execution of any work.
This Method Statement should be read and executed in conjunction with the below reference
documentations.
o Contract Specification and Drawings.
o Project Quality Plan.
o Project HSSE Plan.
o Related Method Statement
o Applicable Quality Control Documents

13.0 EMERGENCY ARRANGEMENTS


o Instruction given for the workers to keep safe distance from the plants on work.
o Emergency response as per approved HSE plan & matrix to be briefed to all employees
before work start.
o Emergency Vehicle & driver on Site at all time.
o Emergency Number for PDO/RWTP - 24385555, 24675555
o Emergency Number for ROP 9999.
o First aider should be available at site.
o Fire Warden should be available at site.
