vessel regarding Manufacturer’s Partial Data Reports for furnished parts?

Scenario

• For a complex pressure vessel (PV) a Certificate Holder (CH) is being provided with parts
certified by U-2 forms for built in tubes and heads.
CH A Manufacturer (Mfr) of the shell and the
completed PV (Form U-1)

CH B Mfr of the inserted tubes and


purchaser of the completed PV
from CH A (Form U-2 & U-4)

U-2 forms for the tubes issued by CH B


• What if only nozzles N1 and N2 are shown, because CH B claims the primary function of
the remaining tubes is the transport of fluids and theerfore not within scope with respect
to U-1(c)(2)(d)?
• What if no statement is made regarding design functions with respect to UG-120(c)?
• What if not all welded parts (nozzles, flanges, etc.) are included?

Questions

• Is the CH of the completed PV responsible for the accuracy of U-2 Forms of


parts built in his PV, but certified by other CH?

• Is the AI of the completed PV responsible for the accuracy of the content of


U-2 Forms of parts incorporated into his PV, but certified by another AI?

• Does the AI of the completed PV have to accept the U-2 Forms of parts
incorporated into his PV, but certified by another AI, based on being duly
signed and properly identified, e.g. by S/N?

• If the U-1 Form is to be registered with the National Board, is the CH of the
completed PV responsible for the font size of U-2 Forms?

Data Reports for pressure vessel parts … shall be forwarded, in duplicate, to the
Manufacturer of the completed vessel [see U-2(b)]. …
These Partial Data Reports, together with his own inspection, shall be the final
Inspector’s authority to witness the application of a Certification Mark to the vessel.

• U-2(b)
(1) The Manufacturer of any vessel or part to be marked with the Certification Mark
has the responsibility of complying with all of the applicable requirements of this
Division and, through proper certification, of assuring that all work done by others also
complies. …
(2) Some types of work, such as forming, nondestructive examination, and heat
treating, may be performed by others (for welding, see UW-26 and UW-31). It is the
vessel or part Manufacturer’s responsibility to ensure that all work so performed
complies with all the applicable requirements of this Division. After ensuring Code
compliance, the vessel or part may be stamped with the Certification Mark and
Designator by the appropriate Certificate holder after acceptance by the Inspector.
