COOLING TOWERS EVALUATION REPORT

I. Introduction

Cooling Towers of the plant were tendered according to project specs and
schedules.
The tender document schedules called for 15 cell x 4125 TR heat rejection
cooling towers.

II. Tenderers
U

The following tenderers were invited to quote for this project:


- Kelvion Europe
- Hamon France
- Evaptech USA

III. Tenderers Participated


U

All tenderers participated and submitted their offers. Some of the tenderers
submitted several offers for evaluation. The offers received are as follows:

IV. Tender Evaluation Preparation

The final evaluation report shall be issued after the review of the
missing/required data from each tenderer, as per the hereafter evaluation
comments.

1 Hamon Offer:
Hamon offers the following:

• Offers to supply 15x 4,125TR counter flow field erected cooling towers.

1.1 General Comments:


1. Bidder to fully comply with all applicable specification items and present
the deviations if any.
2. Consider the MOM as part of the compliance.
3. Sound data sheet shall be provided.
4. Motor data sheet shall be provided.
5. Drift eliminator data sheet shall be provided.
6. Fill Eliminator data sheet shall be provided.

1.2 Mechanical Comments:

1. Source quality control test reports shall be provided. (item 1.03 I)

4. Maintenance services to be provided as an optional scope as per


specifications. (item 1.07)

5. Fan hub shall be constructed of cast iron with epoxy coating or HDG steel with
triple epoxy coating against corrosion or steel with hot fusion bonded epoxy
400-500 micron as per specification item 2.02 K 2.

6. Compliance for item 2.02 M 2 is not clear, please provide clear deviation from
specifications.

7. Cooling tower fan shall be capable of operating at 15% above design speed,
tender to abide by specification. (item 2.02 K 7)

8. Sound attenuators shall be provided to achieve 72 dba as per


specification. Sound attenuator details shall be provided.

9. A minimum external static pressure of 20Pa shall be provided, however


external static pressure considered by supplier shall be supported by
calculations and verified by CFD analysis.

10. CFD analysis shall be carried out by supplier as per project specification. If
higher wet bulb temperature is required after conducting CFD the cooling

tower selection to be revised at no additional cost as per specifications (


item1.04 G)

11. Tenderer to fully comply with item 2.02 G, for UV and Corrosion protection.

12. Bearings are not applicable by the tenderer in the drive shaft. Please clarify

13. Oil drum and reservoir are not applicable in the Gear reducer drive. Please
clarify. (item 2.02 L 4)

14. Pipe material for water distribution head shall be FRP and lateral pipes shall
be propylene not PVC. (item 2.02 N 1)

15. Cooling towers shall be capable of operation at 50% flow rate.

16. The air inlet louvers shall be supported with pultruded FRP and stainless steel
structural members as per specification. (item 2.02 R)

17. Direct isolation (no base) with restrained spring isolators shall be used for
Vibration Control of the tower. (item 2.04)

18. Stainless steel SS316L anti vortex plate shall be provided.

19. Motor and gear removal system shall be provided.

20. Origin for oil level switch, and hardware shall be provided.

1.3 Electrical Comments:

1. Motor data sheet and performance curves are to be submitted and to include:
a) General Characteristics
b) Geared motor basic data.
c) Motor Characteristics
d) Gearbox Characteristics
e) Performance data motor
2. Motor manufacturer origin certificate to be submitted.
3. Motor to be de-rated for 50ᵒc ambient temperature.
4. Motor space heater are to be provided
5. Recommended VFD rating & size are to be provided
6. Cooling tower fan motors must be inverter duty type.
7. For Motor power sizing a 15% power reserve should be taken into
consideration (Motor nameplate = 1.15 x Max. Absorbed power on the curve)
8. Full compliance with specification section 23 05 13 (common electrical
requirement for HVAC equipment)
9. Motor factory test reports to be submitted.
10. Provide Motor thermal protection sensor to be PT100.

11. The Max. Absorbed power on curve and the nominal nameplate power rating
to be clearly indicated.
12. Motor terminal box technical data to be indicated in the data sheet, showing
cable max. Cross-sectional area, cable diameter, material terminal box…etc.
13. Wiring diagrams detailing wiring for power, signal, and control systems and
differentiating between manufacturer-installed wiring and field-installed wiring
to be submitted.
14. It’s the contractor responsibility to coordinate between motor manufacture
and VFD manufacturer to fulfill the project & operation requirements
(Maximum cable length, resonant frequency test… etc.).
15. Interface with PLC/SCADA for plant shall via Modbus.

2 Evaptech Offer:

Offers to supply 8 x 4125 TR and 7 x 4125 TR counter flow mechanical draft


cooling towers.

2.1 General Comments:


1. Bidder to fully comply with all applicable specification items and present
the deviations if any.
2. Consider the MOM as part of the compliance.
3. Motor data sheet shall be provided.
4. Drift eliminator data sheet shall be provided.
5. Sound data sheet shall be provided.
6. Fill Eliminator data sheet shall be provided.

2.2 Mechanical Comments:


1. Supplier to coordinate with the contractor the availability of providing all labor,
material, equipment, and services necessary for the cooling towers accessories
and hock-up. Also for testing, warranty, coordination with others for it. (1.01 A)

12. Tenderer shall provide full coordination with contractor for concrete basin
dimensions and cooling tower loading points

13. The air inlet louvers shall be supported with pultruded FRP and stainless steel
structural members. (item 2.02 R)

14. Water level control shall be provided as per specification (item 2.02 T).

15. Motor and gear removal system shall be provided.

16. Direct isolation (no base) with restrained spring isolators shall be used for
Vibration Control of the tower. (item 2.04)

17. Cooling towers noise level shall not exceed (72 dB) during operation as
indicated in specification item 2.06 D

18. All cooling tower cells (15 no.) shall be identical having the same fan and
motor.

3 Kelvion Offer:

3.1 General Comments:


1. Bidder to fully comply with all applicable specification items and present
the deviations if any.
2. Consider the MOM as part of the compliance.
3. Motor data sheet shall be provided.
4. Sound Data sheet shall be provided.
5. Drift eliminator data sheet shall be provided.

3.2 Mechanical Comments:
