Minutes of 128th OCC meeting, held on 14th & 17th October, 2016 at New Delhi

128th meeting of the Operation Coordination Sub Committee (OCC) of NRPC was
held on 14th and 17th October, 2016 at New Delhi. The list of participants is enclosed
at Annex - IA.

1. Confirmation of Minutes:
The Minutes of the 127th meeting of the OCC held on 23.9.2016 at New Delhi were
issued vide letter dated 10.10.2016.
THDC vide letter dated 13.10.2016 requested NRPC Secretariat to included
following text under item 15 (SPS for Tehri Complex) in the Minutes of 127th OCC
meeting:
"ln order to implement SPS at Tehri, it has been decided that PGCIL shall formulate
necessary logic at KPS end for sending a signal when
(i) One of the KPS-MEERUT lines trips AND
(ii) The Power flow on line prior to tripping was more than the margin
available in second line for stable operation.
The logic shall be extended by PGGIL up to interface area of Tehri plant by providing
a 220V DC potential free contact which shall subsequently be configured by THDC
into its protection system. Till SPS is placed in position, NRLDC shall consider
staggering of peaking schedule of Tehri and Koteshwar. PGCIL shall expedite the
restoration of FSC at the earliest."

The amendment proposed by THDC was discussed in detail. It was noted that point
(ii) mentioned by THDC had not been discussed and as per discussion in last OCC
meeting, THDC had to implement SPS in coordination with POWERGRID. It was
also noted that in the minutes of 127th OCC meeting it is already recorded that
POWERGRID and THDC will work out the necessary details to implement the scheme;
therefore, OCC opined that there was no need of amendment in the minute.

2. Maintenance Programme of Generating Units and Transmission Lines


2.1 Maintenance programme for Generating Units.
The proposed maintenance programme for Generating Units for the month of
November 2016 was discussed on 14.10.2016 and approved programme was
issued vide letter no 9731-9771 dated 20.10.2016

2.2 Outage programme for Transmission Elements.


The proposed Outage programme of NLDC & NRLDC Oversight transmission
elements for the month of November 2016 was discussed on 14.10.2016 and
approved programme was issued vide letter no 9731-9771 dated 20.10.2016.
3. Planning of Grid Operation for November, 2016
3.1 Anticipated Power Supply Position in Northern Region during November, 2016
(As per LGBR 2016-17 ) is as under:

(As per LGBR) was discussed in the meeting. It was noted that most of the
States would be comfortable in power supply position.
3.2 Anticipated vis-à-vis Actual Power Supply Position (provisional) for
September, 2016
SE, NRPC stated that there are much variations (i.e. > 5.0%) in the Anticipated
vis-à-vis Actual Power Supply Position (Provisional) for the month of September,
2016 in the terms of Energy requirement for Punjab, Rajasthan & UP and in the
terms of Peak demand for Rajasthan.

The variation in anticipated and actual energy requirement and peak demand
was discussed and the reason, as explained by Rajasthan & U.P. was good
rainfall in the states during the month of September, 2016. However, Punjab has
cited less rainfall in the state. SE, NRPC emphasized the need to improve the
demand estimation taking into account weather conditions/ monsoon records for
previous years and IMD forecast.

3.3 Power Supply Position:


SE, NRPC stated that the provisional Power Supply Position and Notified Power
Cuts for the month of September, 2016 was available on CEA website. All
SLDCs were requested to furnish the provisional and final power supply position
in prescribed formats by 2nd and 15th day of the month respectively. It was
emphasized that timely submission of PSP data is important to avoid delay in
onward submission of PSP data to CEA.

3.4 Power Supply Position for NCR:

SE, NRPC stated that monthly power supply position for NCR till the month of
August, 16 was placed on NRPC website. Members were requested to submit
the updated information on regular basis.
4. Information about variable charges of all the generating units in the Region.
SE, NRPC stated that as per decision taken in 103rd OCC meeting, all generating
entities were required to furnish the variable charges of their generating units on
monthly basis to NRPC secretariat. It was also decided that SLDCs would submit the
variable charges of the generating units located in their control area. The details of
variable charges submitted by utilities from April to September, 2016 were available
on NRPC website.
SE, NRPC informed that data of state Gencos was not being received regularly at
NRPC secretariat.
All SLDCs and regional generating entities were requested to furnish the variable
charges on regular basis.
Representative of NTPC stated that government had reduced the prices of domestic
gas by 14.6%. This had resulted into reduction in ECR of gas stations in the range of

Rs. 1.80 to Rs. 2.10. He requested the beneficiaries to avail the opportunity and
maximize the schedule on gas based stations.

5. Status of Commissioning and Declaration of Commercial Operation of New


Generating Units.
The status of commissioning of new generating units in 2016-17 as per latest
information submitted by members is available on NRPC website. For detailed
updated information website of CEA may also be referred.
As decided earlier, information regarding commercial operation of the thermal
generating units/stations in their respective control area is to be collected by the
SLDCs/RLDC and the same is to be conveyed to NRPC Sectt. and Chief Engineer
(TPM), CEA on monthly basis. This information is required for onward transmission
to Ministry of Coal/CIL by CEA for the purpose of supply of coal as per the FSA.
Members were requested to submit the information regarding commissioning and
commercial operation of the generating units on regular basis.
6. Sub-stations likely to be commissioned in next 6 months.
SE, NRPC stated that as decided in the 108th OCC meeting, utilities are required to
submit details of substations of 220 KV and above, likely to be commissioned within
next 6 months, in the prescribed format.

The updated status of the substations to be commissioned by POWERGRID in


the next six months has been uploaded on the NRPC website. UPPTCL,
RRVPNL & PTCUL were again requested to submit the status of the
downstream network of the POWERGRID substations. PSTCL submitted the
revised schedule of commissioning which has been uploaded on the website.
RRVPNL submitted that the schedule available up to 2/2017 has submitted
Also other utilities were requested to update the data regularly.

7. Replacement of porcelain insulators:


A meeting for “Replacement & Cleaning of Insulators in Northern Region” was held
on 6.10.2016 at NRPC, New Delhi. UPPTCL, RVPNL, HVPNL and BBMB had
assured in the meeting that the information in the format enclosed as Annex I, III &
IV of the notice issued for the meeting would be submitted shortly. Also the minute of
the meetings had been issued vide letter no 9774-9789 dated 21.10.2016. After
deliberations, all transmission utilities agreed to take up the work of
replacement/cleaning of insulators on priority so that the same can be
completed by 15.12.2016.

8. Recommendation of Enquiry committee for grid disturbances on 30th July,


2012 & 31st July, 2012:

Discussions on implementation of recommendations: Recommendations
pertaining to operational aspects made by the Enquiry committee for grid
disturbances on 30th July, 2012 & 31st July, 2012 are as under:-
8.1 Third party protection audit.
(i) Progress of rectification of deficiencies observed/improvements
suggested in Basic Protection Audit (BPA) .
A. SE (O), NRPC stated that in the 27th NRPC meeting held on 30th November,
2012, it was decided that all efforts should be made to squeeze the time for
procurement of relays etc so as to rectify deficiencies observed in the Basic
Protection Audit within a year i.e. before November, 2013. Later, in 28th
NRPC meeting the target date was deferred to March 2014. However, utilities
have not been able to meet the timeline given by NRPC. Utilities, which have
yet not completed the rectification, were requested to expedite the rectification
of deficiencies.
Representative of UPRVUNL informed that their work of rectification of
deficiencies would be completed by 30.11.2016. Representative of NTPC
intimated their work related to commissioning of relay panel would be
completed by 30.11.2016. The status of rectification of the deficiencies as
updated in the 128th OCC meeting is enclosed as Annex - I.
B. PLCC defects:
The defects were observed during BPA pertaining to operation of PLCC at
many sub-stations/ switchyards. It was observed that mainly work pertaining
to UPPTCL, UPRVUNL and PTCUL were pending. Status as updated in 128th
OCC meeting is as Annex - II.
C. Bus Bar Protection
SE(O), NRPC stated that a sizable no. of Bus Bar Protection (BPP) schemes
at 400 kV or 220 kV sub-stations of UPPTCL were found either not installed or
not in working condition during Basic Protection Audit. UPPTCL was
requested to expedite the commissioning of the bus bar protection at these
sub-stations. The updated status is enclosed as Annex - III.

(ii) Protection audit of intra-state system / balance system not covered in


Basic Protection Audit.
In the 27th NRPC meeting held on 30th November, 2012, it was decided that
States would initiate process of third party protection audit for their system
and would complete it by August 2013.

The issue was discussed in 32nd TCC/36th NRPC meeting. PSTCL had
informed that CPRI would submit the final report by 31.12.2015 and they have
intimated action based on the interim report. Utilities had agreed in the NRPC
meeting to submit by 15.01.2016, the action plan with time schedule for
rectification of deficiencies observed in TPPA.

In 127th OCC meeting, representative of UPPTCL had informed that CPRI had
submitted the draft report of the TPPA and action plan for the rectification of
the deficiencies was underway. Representative of PSTCL had intimated that
action plan would be submitted by 31.10.2016.

The status as updated in this OCC meeting is enclosed as Annex - IV.

8.2 Healthiness of defense mechanism : Self- certification


(i) SE, NRPC stated that it was decided in the 27th meeting of NRPC held on
30th November,2012 that all STUs would ensure load relief as per target and
settings of UFR and df/dt relays. Mock exercise for healthiness of UFRs was
to be carried out by utilities themselves on quarterly basis and report was to
be submitted to NRPC Secretariat and NRLDC .Further it was decided in the
31st meeting of NRPC held on 24.7.2016 that the quarterly test report of UFR
and df/dt would be uploaded on the website of respective SLDC . He
mentioned that all the utilities except PTCUL had submitted the information in
the desired format for the period ending June 2016.
Representative of PTCUL submitted the report for the quarter ending
June 2016 in the meeting. Representatives of BBMB, HPSEBL &
UPPTCL submitted the Self Certification reports for quarter July-Sept
2016. Other STUs agreed to submit the report before next OCC.
(ii) In earlier meetings, BBMB had informed that replacement of static UFR &
df/dt with numeric relays was still pending on the part of HVPNL at Hissar
and Dhulkote. HVPNL had stated in last OCC that they were in the process
of procuring the relays and the matter was delayed on account of financial
constraints.
In this meeting, representative of HVPNL stated that the status remains
the same as that of last OCC.
(iii) EE, NRPC stated that on scrutiny of the report ending June 2016, following
was observed:
A.UPPTCL
a. At the some of the Sub stations Static Relays are installed.
b. Also at some substations, the Type of Relay i.e. Numeric or Static has
not been stated.
c. Also at 2-3 substations, the relays are reported to be found defective.

Representative of UPPTCL stated that they had installed extra relays


over and above the requirement. UPPTCL would be able to meet target
load relief at locations with Numerical Relays. However, he stated that
they have plan to replace Static relays with Numerical Relays and would
submit the expected date in Next OCC meeting. Regarding the defective
UFRs, he assured that the same would be replaced shortly.

B.HVPNL

a) At the Sub stations at Hissar, Fatehbad, Bhiwani, Sirsa, Rania ,Jind,Narwana
Static Relays are installed.
b) At all the Substations under M&P Division Gurgaon, type of relay has not
been mentioned.
c) At the Palwal substation the UFR relays are not working though the substation
is being fed from 220KV substation Rangla-Rajpur.

Representative of HVPNL assured to look into these issues and reveryt


back before next OCC meeting.

C.RVPNL
a) At some substations under SE (MPT&S) Ajmer Electromagnetic or Static
Relays are installed. The same be looked into and the Numeric Relays be
installed there
b) At all the substations under SE (MPT&S) in the report the type of Relay ie.
Static OR Numeric has not been stated.

Representative of RVPNL assured to look into these issues and reveryt


back before next OCC meeting.

D.HPSEBL
Static Relays have been installed at :
1. M/S GACL 132 KV S/S Darlaghat
2.132KV/33kv S/S Kala
Representative of HPSEBL assured to look into these issues and reveryt
back before next OCC meeting.
E. PTCUL
The static type UFRs are still installed on Transformers/feeders emanating from
132KV Majra and Jwalapur Substations and 220KV Ramnagar,Rorkee and
Rishikesh Subsations.
Representative of PTCUL reiterated assurance given in 123rd OCC meeting
that replacement of these relays with Numeric Relays would be completed
by 31.12.2016.

(iv) SE, NRPC pointed out that recently it has been observed during the testing
at 220 KV Subsation Banur that PSTCL did not have the testing kit for
generating the df/dt slope. Also, a separate register to maintain record of
actual operation was not maintained separately by PSTCL. He requested
STUs to keep Relay testing kits in sufficient numbers for testing and provide
the same to NRPC officers as and when required. Separate register with
record of UFR operation should be maintained at all stations wherever UFR
installed.

PSTCL representative ensured that they would procure proper testing kit.
Also a separate register be maintained for record of UFR operation.

8.3 Implementation of FGMO/RGMO.


Following units/ generating stations have not implemented RGMO/FGMO:
(i) JKPDC - 3 x 150 MW at Baglihar HEP
(ii)UPRVUNL - Anpara TPS 3 x 210 MW
Obra TPS 4 x 200 MW
Representative of UPRVUNL informed that Obra units would be put on RGMO
after completion of their R&M and RGMO on Anpara units # 2, 3 will be put on
RGMO at the time of overhauling.
As no representative from J&K was present in the OCC meeting, latest status
could not be ascertained.

8.4 Installation of adequate static and dynamic reactive power compensators.


The Report of Enquiry Committee stated as under:
“In order to avoid frequent outages/opening of lines under over voltages
and also providing voltage support under steady state and dynamic
conditions, installation of adequate static and dynamic reactive power
compensators should be planned.”
A. Based on the studies carried out by POWERGRID for identifying compensation
required in intra-State network at 220 kV level, discussions in the 29th Meeting of
NRPC and subsequent discussion, the details of reactors to be installed in
the region along with the status updated in the meeting are as under :

B. In the 33rd NRPC meeting held on 11.11.2014, RRVPNL had intimated that they
had finalised 15 nos. of reactors at 220 kV level in pockets of renewable energy.
In the 111th OCC meeting, RRVPNL had intimated that the study to assess the
requirement of reactors at 220 kV level was being taken up afresh keeping in
view the likely addition of 32,000 MW Solar and 5,500 MW wind generation
capacity in Rajasthan.
In 125th OCC meeting representative of RRVPNL had informed that the
requirement of 25 MVAR reactors at 13 Nos. 220 kV GSS has been assessed
and the same would be finalized in the meeting of whole time directors (WTD) of
RVPNL, after which procurement action would be initiated.
In 126th OCC meeting RRVPNL had informed that reactors at 220 kV were still
under consideration of Directors.
In this OCC meeting representative of RRVPNL informed that based on the
observation of the management, the proposal has been resubmitted for
approval.
C. Study by POWERGRID for reactive compensation at 220 kV level:

SE(O), NRPC stated that the proposal for installation of bus reactors at 12 nos. 400
kV and 17 nos. 220 kV sub-stations was discussed in the 29th meeting of NRPC held
on 13th September 2013. After deliberations, NRPC had approved installation of
reactors at 400 kV sub-stations of POWERGRID and RVPNL. As regards 220kV bus
reactors, POWERGRID had stated that the requirement would be firmed up in
consultation with the States in separate meetings. Thereafter, the issue of validation
of the data and submission of report of the study for determination of requirement of
reactive compensation at 220 kV level has been under discussion at NRPC forum.

CTU, vide email dated 30.09.2016 had submitted report of the study, which was
enclosed at Annex—AA of the Agenda for the 128th OCC meeting. In this report,
following reactors are proposed:

The report was discussed in the meeting. It was pointed out in the meeting
that there were some discrepancies in the name and associated organization
of the sub-stations where reactors were proposed to be installed.
POWERGRID was requested to check the same and modify the same, if
necessary. OCC recommended the proposal of reactors for approval of
TCC/NRPC.

8.5 Strengthening of Intra-State transmission system

Recommendation of the Enquiry Committee: “Intra-State transmission system


needs to be planned and strengthened in a better way to avoid problems of
frequent congestion.”
In the NRPC meeting held on 30th November, 2012, it was decided that SLDCs
should give half yearly feedback to STU regarding bottlenecks, constraints and
overloading in the State transmission network for proper transmission planning. This
exercise was to be completed by 10.10.2012 and thereafter repeated regularly at
half yearly intervals i.e. on 1st January and 1st July of every year. All SLDCs were
requested to submit copy of SLDC’s advice to their STUs, even if no constraints
were observed.
SE, NRPC stated that information with respect to the end 2015 has not been been
UP SLDC and SLDC, J&K. However, UPPTCL, DTL and PTCUL have submitted
information for mid-2016.
Representatives of RVPNL & PSTCL confirmed that they were in the process of
finalizing the information and the same would be submitted shortly. All STUs
were requested to submit the desired information for period ending June 2016.

8.6 Audit of dynamic stabilizing devices.


A. Status of PSS tuning
NRPC Secretariat has been compiling information about status of PSS tuning at
various generating stations in NR.
In the 32nd TCC/36th NRPC meeting held on 23-24 Dec 2015, it was decided
that PSS Tuning/Step Response Test carried out after July 2013 shall be
considered as first-time test instead of 01.11.2013. Further, the PSS
tuning/Step Response Test can be carried out for the first time till 31.03.2016.
According, members were requested for following actions:-
i. Units for which no or partial information has not been submitted so far, the
same should be submitted immediately to NRLDC and NRPC Secretariat.
SLDCs are requested to obtain information from IPPs in their domain for
submission to NRPC & NRLDC.
ii. Generating units for which Step test/PSS tuning has not been carried out after
July, 2013, the step test has to be carried out by March 2016.
iii. The generating companies, which for are in a position to comply the above
mentioned time limit, shall seek exemption with justifiable reason.

iv. Units for which step test/PSS tuning has been carried out after July, 2013,
results of the tests should be submitted to NRLDC and NRPC Secretariat, if
not submitted earlier.
v. Generating companies should plan for retrofitting of units having analog AVR
with Digital AVR and indicate timeframe for the same.
Members were requested to update the status.
B. Analysis of Step Response Test
In the 34th NRPC meeting, it was decided to constitute a group for analysing
the results of PSS tuning. Issues arising out of recommendations of the Group
were deliberated in the TCC/NRPC meetings held in March 2016 and it was
decided that the Group should meet again to fine tune the recommendations.
Meanwhile, members are requested as under:
(i) As far as possible, Generating companies to submit values of power
output vs time to establish settling time observed during Step Response
Test with and without PSS. If it is not possible, the curve should be on a
bigger scale so that values of initial peaks or settling time can be clearly
measured/ interpreted.
(ii) If possible, such values should be submitted for even those units, for
which curves had been submitted earlier.
Members were requested to update the status.

9. System Protection Schemes (SPSs) in Northern Region

9.1 SPS for Interruption of import by NR at 765 kV Agra (from WR).

a. Review of SPS for 765 kV Agra-Gwalior line


The revised SPS for contingency of 765 kV Agra-Gwalior was approved in 32nd
TCC/36th NRPC meeting held on 23rd /24th December, 2016. In the revised
scheme, States of Haryana, Punjab, Rajasthan and Haryana were to identify the
additional feeders for load relief. Further, Delhi, which was earlier not part of
SPS, was to also to be included in revised scheme and for this they were to
identify feeders with load of 200 MW. The details of loads had been received
from all the states and were forwarded to POWERGRID vide letter dated
04.05.2016. It was also agreed in the 36th NRPC meeting that POWERGIRD
would implement the revised scheme within 06 months after the receipt of the
feeder details from the states.
In the 123rd OCC meeting, representative of POWERGRID informed that they
were working on the same and would revert back to NRLDC/NRPC Sectt. by the
next OCC meeting.
In 124th OCC meeting, POWERGRID had expressed concern over the details of
feeders submitted by the utilities as some of the utilities had submitted the list of
feeders without mentioning the load Group. SE, NRPC opined that inadequacy

of information problem may be resolved by POWERGRID with one to one
discussion with the concerned utilities. Members agreed had for the same.
In this OCC meeting, it was intimated that load grouping has been
finalized. It was also informed that the scheme would be installed at about
30 odd sub-stations of the Punjab, Haryana. U.P., Rajasthan and Delhi.
Utilities were requested not to change the sub-stations where the scheme
is already functional. Representative of POWERGRID stated that scheme
would be commissioned by 31.03.2017.
b. Mock testing of 765 kV Agra-Gwalior held on 12.05.2015
As agreed in 122nd OCC meeting mock test of SPS for 765 kV Agra-Gwalior was
held on 12.05.2016.
Further, POWERGRID vide e-mail dated 10.05.2016 had informed that during
visit of POWERGRID's Engineer at Jamsher Sub Station, it was reported that
tripping wire was found removed from DTPC installed for Agra-Gwalior SPS.
PSTCL was requested vide e-mail dated 13.05.2016 to look into the issue and
submit a report.
In 126th OCC meeting POWERGRID had informed that DTPC for 220 kV
Jamsher has arrived and the problem will be resolved in one week.
In the 127th OCC meeting POWERGRID informed that problem has been
rectified at 220 kV Jamsher S/s. OCC had desired to know the reason for
replacement of DTPC. Representative of POWERGRID had agreed to
submit this information before next OCC meeting.
In this OCC meeting, representative of POWERGIRD informed that there
was a problem in the converter card of DTCP which was replaced with the
spare one.
9.2 The latest revised target dates for implementation of SPS in Northern Region are
given in Annex - V.
9.3 In respect of finalization of backing down of generation at Dadri TPS and Dadri
CCGT for implementation of SPS for tripping of multiple lines from 400 kV Dadri,
in the 105th OCC meeting, NTPC had informed that SPS was likely to be
implemented by Feb, 2015. Thereafter the issue was under discussion regularly
in OCC meetings, a target date was getting deferred.
In 125th OCC meeting representative of NTPC had informed that SPS would be
made operational by 31st July, 2016.
In Last OCC meeting NTPC informed that the SPS has been commissioned.
OCC had decided that modalities for mock testing of this SPS need to be
finalized.
In this meeting representative of NTPC informed the mock testing could
be planned for 18.10.2016. NRLDC would coordinate for the same with
Dadri TPS.
9.4 Rosa SPS had been commissioned on 18.06.2016.

In the 127th OCC meeting, representative from Rosa Power briefed the OCC
about the different contingencies considered along with the logic implemented
to make the SPS operational.
Representative of NRLDC had stated that the logic for contingencies and
consequent backing down of the generation are based on the overloading of the
transmission lines or the ICTs. However, decision on the basis of comparison of
Analog Values may take longer time for the SPS to operate. Instead of taking
decisions on the basis of overloading, logic could be on the basis of the tripping
of the lines as the power flow considered for decision making would be almost
similar to the case of tripping of circuits. Representative of Rosa Power had
agreed to consider the suggestion and review the SPS implemented in the light
of these suggestions.
Status could not be updated as no representative from Rosa Power
attended the meeting.
9.5 SPS for ICTs at 765 kV Unnao sub-station:
A discussion was held on 06.05.2015 in NRPC secretariat with the officers from
UPPRVUNL in the presence of officers from NRLDC, POWERGRID and NRPC
sect. UPRVUNL was briefed about the basic philosophy along with the hardware
requirement of the System Protection Scheme (SPS) for evacuation of Anpara-D
generation. It was agreed that UPRVUNL along with UP SLDC would prepare the
SPS for safe power evacuation of Anpara-D. Further the scheme would be
submitted to the OCC for approval. Thereafter, the matter was under discussion in
various OCC meetings without much progress.
In 121st OCC meeting, it was decided that in line with the document on roles and
responsibilities on SPS, it would be appropriate that the scheme be implemented
by UPPTCL. Further, this scheme was under discussion for long time and various
issues were still unresolved, it was decided to hold a meeting on 11.04.2016 at
NRPC Sectt. to deliberate and the expeditious implementation of the same.
In 126th OCC meeting, representative of UPPTCL informed that the scheme would
be commissioned by 31.12.2016.
In the 128th OCC meeting, UPPTCL informed that status is same as that of
last meeting.

10. Long outage of generating units and Transmission elements.


The updated status of details of Generating units and Transmission elements which
are out for a long period are given at Annexure - VI.
11. Progress of installing new capacitors and repair of defective capacitors:
The updated status of installation of new capacitors and revival of defective capacitor
by State constituents is uploaded on NRPC website.
Members were requested to update the status.
12. System Study for Capacitor Requirement in Northern Region for the year
2016-17 and 2017-18.

SE, NRPC stated that in the 37th NRPC meeting held in March 2016, it was decided
that the task of System Studies for assessment of Capacitor requirements in
Northern Region would be entrusted to CPRI. It was also decided that Member
Secretary would proceed further in the matter with the approval of Chairperson,
NRPC. This decision was taken as states of Haryana, Punjab, J&K and U.P.
(MVVNL) had submitted the scheme for installation of capacitor in their respective
state to the Appraisal Committee of PSDF for its funding through PSDF and based
on the decision of the Techno-Economic sub-group of PSDF, the schemes had been
forwarded to NRPC for assessment.

Based on the above, Letter of Award was issued to CPRI for carrying out the studies
with consultancy charges of Rs 20 Lakh plus Service tax after due approval from
Chairperson, NRPC. To carry out capacitor studies, CPRI had submitted format for
submission of data which were circulated to the SLDCs vide letter dated 13.07.2016.
The formats were also circulated in 125th OCC meeting held on 22nd July, 2016.
Further a separate letter dated 19.08.2016 was written by Member Secretary, NRPC
to TCC members of STUs with a request for submission of data. The issue of non
submission of data was discussed in the 127th OCC meeting held on 22nd
September, 2016 wherein it was highlighted that without the availability of the data,
capacitor requirement studies cannot be carried out. OCC was concerned about the
non- submission of data even though some of the state has submitted the proposal
for installation of capacitor in their states through PSDF. It was decided that all
utilities would submit the data for capacitor studies by 30.09.2016. It was also
decided that in case data is not submitted, it would be informed to PSDF nodal
agency that capacitor requirement could not be finalised due to non- availability of
the data. However, only HPSEB Ltd and PSTCL have submitted that data whereas
partial data has also been received from HVPNL.

He mentioned that under Section 2.4.2(g) of Indian Electricity Grid Code, one of the
functions of RPC is to review the reactive power compensation requirement and
monitor installation of capacitors. Therefore, non-submission of data for carrying out
the aforesaid study constitutes non-compliance to IEGC.

In view of the foregoing, following was agreed:

• To Inform Hon’ble CERC and PSDF nodal agency that capacitor requirement
could not be finalized due to non- availability of the data.

• To cancel the Letter of Award issued to CPRI for carrying out capacitor studies
for 2016-17 and 2017-18.

In this OCC meeting representative of DTL, PTCUL stated that they have submitted
the data. Representative of UPPTCL and Haryana stated that they would submit the
data within a week time. OCC recommended that the matter may be taken up in
TCC/NRPC meeting.

13. Status of data trough Automatic Meter Reading (AMR)

SE, NRPC stated that in the 13th NRPC meeting held on 27th June 2009, scheme of
Automatic Meter Reading from Interface Meters in Northern Region was approved.
He added that in last OCC meeting, it was decided that NRLDC and POWERGRID
would submit the joint status report of AMR at the end of every month.
It was informed that joint report for the week 26.09.2016 to 02.10.2016 had been
received by NRPC secretariat.
NRLDC and POWERGRID were requested to submit the joint status report of AMR
at the end of every month regularly.

14. Planning, procurement and deployment of Emergency Restoration System.


SE(O), NRPC stated that the issue was discussed in the 33rd meeting of NRPC
held on 11.11.2014 and it was suggested that CEA should evolve guidelines
regarding ERS. Later, Secretary (Power), GoI vide letter dated 05.12.2014
addressed to Chief Secretaries of all the states had requested to issue directions to
transmission utilities / transmission licensees to procure adequate number of
Emergency Restoration Systems. The guidelines formulated by CEA for planning,
procurement and deployment of Emergency Restoration System were also enclosed
with that letter. Copy of the aforesaid letter was enclosed as Annex-VIII to the
agenda notes of 30th TCC & 34th NRPC meetings held on 19th & 20th March, 2015.
The issue was being regularly discussed at NRPC level. The status as updated in
128th OCC meeting by the members us as under:

HVPNL In the process of putting procurement of ERS in MYT proposal to
the SERC.
HPSEBL and HPSEB Ltd/HPPTCL stated that they were exploring the possibility
PTCUL of procuring the ERS in hilly region. Some of the vendors have
been called for the suitability. PTCUL informed that issue was
under consideration.
BBMB Partner states have agreed to provide the ERS as and when
required by BBMB.

15. SPS for the Tehri complex for the contingency of any of the circuit of 400
kV Koteshwar-Merrut line

In the 127th OCC meeting, the scheme with following logic was approved:

“When all the four machines (i.e. Tehri HPS (4 × 250 MW) and Koteshwar HPS
(4×100 MW)) are running and any one of the 400 kV Koteshwar-Merrut circuit trips,
one unit of 250 MW of Tehri HPS should be tripped instantaneously”.

Further, following decisions were taken:

1. THDC would commission the SPS for the Tehri complex for the contingency of
any of the circuit of 400 kV Koteshwar-Merrut line by 30.11.2016.

2. Members would submit their view on staggering positively by 30.09.2016. If no


comments are received from the states by 30.09.2016 then it would be presumed
that they are agreeable to the proposal of staggering of peaking power of THDC up
to 30.11.2016.

3. POWERGRID and THDC will work out the necessary details to implement the
scheme.

In this OCC meeting it was decided that THDC will finalize the scheme. Further
THDC would hold a meeting with POWERGIRD to decide the modalities of the
scheme. Representative of POWERGRID assured to extend full cooperation in
implementation of SPS.

16. Follow up of symposium on load forecasting


In 126th OCC meeting, SE, NRPC has stated that it was clear from the deliberations
in the symposium that single model may not work for all states/DISCOMs. Therefore,
based on informal discussions after the symposium, following broad framework for
acquiring software tool for load forecasting had emerged:
• A model bid document for procurement can be prepared at NRPC forum but
bidding shall be carried out separately for respective Control Area of
participating Control Centre and DISCOM.
• Each of the participating Control Centre and DISCOM may put up proposal for
funding from PSDF for acquiring software tool for load forecasting.
• An expression of interest can be invited from Solution Providers active in this
field.
• The common minimum data requirement can be worked out in consultation with
shortlisted Solution Providers.
• Each of the shortlisted Solution Provider can be requested to undergo free trial
for 3 months for each of the Control Area of participating DISCOM and Control
Centre.
• Those Solution Providers, which are able to meet accuracy level specified in the
bid document shall quality for a particular Control Area.
• Financial bids for qualified Solution Providers for that Control Area shall be
opened and the one quoting lowest cost may be awarded the Contract for
supplying load forecasting

However, it was clarified that the above framework was only a suggestion.
SLDC/DISCOM may decide its own course of action.
NRLDC had requested all SLDCs to submit the report of day-ahead load forecasting
to NRLDC on regular basis as per provisions of IEGC.
Members had agreed that procurement of software for load forecasting should not be
delayed. It was decided that SLDCs/DISCOMs will consider the above mentioned
broad framework and submit their comments to NRPC secretariat before next OCC
meeting.
In the 127th OCC meeting, SE, NRPC had informed that UP SLDC had given its
consent to participate in the above mentioned scheme provided three months
demand forecast on trial basis is free of cost.
In the meeting, it was decided that all the SLDCs would submit present status of load
forecasting and details about the tool being used for this task by 30.09.2016. This
would also include an analysis of load forecasted vis-à-vis actual load on hourly
basis for a reasonable period of say one month. It was also decided that the
willingness to participate in the above mentioned process of procurement of tools
may be submitted by the SLDCs /Discoms by 30.09.2016.
Representative of Uttarakhand SLDC stated that they were already using scientific
tools for demand forecast. It was decided that Uttarakhand SLDC would make a
presentation in next OCC meeting regarding their forecast model.
In this meeting, SLDCs were requested to send 15-minute wise day ahead demand
forecast and actual demand on that day, to NRPC secretariat and NRLDC for the
period 25th to 31st October 2016.
Representative of NRLDC stated that SLDCs may directly upload the forecast
figures to NRLDC’s ftp server.

17. Compilation of data regarding failure of CTs and replacement plan of older
CTs
Sometime back NRPC Sectt. had requested utilities to provide data of CT failure
for the last 5 years. All the utilities had meticulously submitted and compiled the
data; however the format sought date of commissioning of switchyard however
intention was to get the date of commissioning of CT. Hence, all the utilities
were requested to supply the data and any other updated/missing data so that
further necessary action can be taken.
Information for RVPNL, Adani Power Limited, POWERGRID (NR1), DTL,
THDCIL had been received.
PSTCL, NTPC, NHPC & NPCIL submitted the data in the meeting/just after
meeting. All other utilities assured to submit the data on priority. As
discussed in the meeting, the email to the utilities who have not supplied
the data was resend for due compliance at their end.

18. Targets fixed for Load Relief from operation of df/dt & UFR relays in Punjab
– Review thereof

SE, NRPC recalled that this agenda item was brought in the 127th OCC meeting by
PSTCL. In short, PSTCL had contended that variation in their load from summer to
winter was such that they were not in a position to meet targets of automatic load
shedding under UFR, df/dt and SPS.

In the 127th OCC meeting, it was informed that the issue was deliberated in 5th NPC
meeting held on 05.04.2016 wherein it was decided that it would suffice if NR as a
whole is able to meet the desired load relief. It was decided that to work out the
same, a format would be circulated to submit the load data of the feeders where
UFR based load shedding scheme have been installed. For submission of data two
typical scenarios of July and January were to be taken. Accordingly, the format was
finalized and SLDCs were requested to furnish the information regarding automatic
load shedding under UFR scheme in the prescribed. The format was enclosed at
Annex – XIII of the minutes of 127th OCC meeting and Annex- VII to the agenda of this
OCC meeting. .

It was noted that none of the SLDCs had submitted the information. Members
agreed to submit the information within 15 days.

19. Review of Grid Operations for last month


Representative of NRLDC made a presentation on grid operation during September,
2016 and highlighted the following:-
 Peak demand met, average demand met and minimum demand met for the
region during September, 2016 was 51962 MW, 45569 MW and 35803 MW
respectively. The maximum and minimum frequencies were 50.20 Hz and
49.69 Hz respectively.
 Frequency remained within the normal band 75.10% of the time during
September, 2016 which is quite better situation as than that of September,
2015 when frequency (within normal band) remained 59.68 % of the time.
OCC requested utilities to take necessary action to improve the frequency
regime viz. staggering of load at hourly boundaries, primary response from
the generators etc.
 HP had broken its earlier record of maximum energy consumption from 29.77
MU on 07.05.2016 to 30.77 MU on 23.09.2016.
 Average consumption of the Region for September, 2016 increased by 4.66
% of corresponding month in previous year.
 Average Thermal generation in September, 2016 was increased by 1.92 %
(11 MU/Day) of corresponding month in previous year.
 Average Hydro generation in September, 2016 was also increased by 12%
(31 MU/day) of corresponding month in previous year.
 Average nuclear generation in September, 2016 was decreased by 3.5
MU/day as compared to corresponding month in previous year.
 Average renewable generation in September, 2016 was increased by 7
Mu/day as compared to corresponding month in previous year.

 Net Average Inter-Regional import was decreased by 6.42 MU/day during
September, 2016 as compared to corresponding month in previous year.
 Net Average Import from WR decreased by approx. 11 MU/day during
September, 2016 as compared to corresponding month in previous year.
 Net Average Import from ER increased by approx. 3.36 MU/day during
September, 2016 as compared to corresponding month in previous year.
 Net Average Import from NER increased by approx. 1.22 MU/day during
September, 2016 as compared to corresponding month in previous year.

20. Heavy Over Drawal of NR constituents from the Grid


Representative of NRLDC stated that during the last week of September 2016, the
hydro generation started reducing as per normal trends and demand of NR
continued on higher side. Incidentally, there was reduction in the thermal
generation, especially at pit head stations due to wet coal issue during the period.
During the period constituents of NR overdrew from the grid resulting into low
frequency operations as well as ATC/TTC violations. This situation was despite
number of units being out of bar purportedly on less demand in respective states.
Similar, pattern continued during last week of September and first week of Oct
2016 as well, wherein Hydro generation of Northern Region was continuously
reducing. NR average consumption was more than 1000 MUs and most of the
states were over drawing from the grid. It resulted into continuous violation of ATC
and violation of TTC at some period of time. He presented the curves of NR
demand, Hydro pattern, frequency, Inter-regional demand, ATC vs actual import,
state deviations during 1Oct-7Oct’16.

Members were requested to forecast generation & load and plan for generation
including keeping reserves to avoid such overdrawal/deviations.

21. Load Forecasting in Northern Region

During winter months in Northern region, hydro generation reduces considerably


due to most of hydro generating stations being on snow fed rivers. Load curve
during winter has sharp morning and evening peak with very high ramp rate as
compared to summer/Monsoon.

It was decided that apart from forecasting of demand, the ramp forecasting is
essential to maintain grid discipline & grid safety during such high ramp periods.
All the SLDCs agreed to put more efforts on forecasting. It was also agreed that in
line with IEGC and Ancillary Services procedure, all SLDCs would send their
states forecast to RLDC.

22. Maintaining Reserves for each control area


Representative of NRLDC stated that Hon’ble Central Electricity Regulatory
Commission (CERC) through its order dated 13.10.2015 in suo-motu petition
11/SM/2015 ordered as below:

“Each region should maintain secondary reserves corresponding to the largest
unit size in the region and tertiary reserves should be maintained in a de-
centralized fashion by each state control area for at least 50% of the largest
generating unit available in the state control area“

He added that the need for maintaining reserves Primary, Secondary and tertiary
have been felt since long. However, with the improvement in frequency profile
through concerted efforts of all the stakeholders and tightening of frequency band,
deviations etc., it is extremely important to have the reserves in the system all
time. Reserves are important to cater the error in load forecasting, continuous
deviations, inclement weather related deviations and forced generation outage.

Members were requested to update the status of spinning reserves and expedite
the same.

23. Outage Planning for Rihand III STPS (Generating Unit #5)

Representative of NRLDC stated that NTPC had earlier submitted their plan to
taking Rihand Generating Unit#5 for planned maintenance work from 15.09.2016
to 09.10.2016. NTPC had informed during the 127th OCC Meeting held on
16.09.2016, that due to non-availability of “GRP component”,they were not taking
the s/d as planned and they would take the m/c shut down only in the month of
November 2016. Accordingly, the transmission line outage were finalised and
approved by the OCC. During last week of September 2016, due to poor quality of
coal and other reasons, generation availability in Singrauli, Rihand, Anpara
complex was approximately 3000 MW less than normal condition. NTPC on 29th
September 2016 informed NRLDC that they were planning to take Rihand #5
under S/D for planned mtc work. NRLDC advised them to defer the planned
maintenance activity (citing reference to low generation availability in the complex
and OCC discussions) till generation availability in the complex improves.
However, it was observed that NTPC took out Rihand U#5 (500MW) for planned
mtc work on 30/09/2016. He expressed concern over non-compliance to the
outage schedule finalized by OCC and non-compliance to advice of NRLDC.

Representative of NTPC stated that Coal India had informed them that the coal
mines had been flooded and coal production would be affected for about 15 days.
Further, due to massive fire last year, cable was to be replaced by armored cable
and this work was pending. Therefore, their management had decided to
shutdown the machine.

SE, NRPC stated that not following decisions of NRPC forum and instruction from
RLDC, comes under non-compliance of IEGC and could have led to serious
consequence.

OCC expressed concern over the action of NTPC.

Representative of NTPC assured that this type of instances will not be repeated in
future.

24. Winter Preparation
In 127th OCC meeting NRLDC representative stated that during summer/monsoon
month, daily voltage variation is in the range of 10 kV while the same is in the
range of 15-20 kV due to demand variations over the day while the base itself
would increase by 10 kV. Thus, very high voltages are expected specially during
off peak hours. It was also stated that due to load group change by Rajasthan,
approx. 500-800 MW load of Rajasthan drops at 0400 hrs, causing very high
voltages and at times tripping of lines on over voltage.
Representative of NRLDC stated that for smooth operation of system in ensuing
winters, measures are to be taken by the utilities. Following measures were
suggested by NRLDC:

A. High Voltage/Reactive Power Management:

a. Updating, Monitoring and operation of fixed shunt in the system


i. SCADA display for status of VAR resources (Bus reactor/Line
reactor/Capacitor/Tertiary reactor/Tap position of ICTs). Utilities were
requested to update the information
ii. Switching off Capacitor banks during off peak hours. Resource
monitoring at SLDC level need to be done.
iii. Switching on Bus Reactors
iv. Line reactor switched as Bus reactor (In case line is not in service)
Utilities were requested to update the list of resources, their availability
and monitor their usages.

b. Tap Optimization of ICTs


i. Monitoring of Scatter plots (HV side and LV side voltage plot) of ICTs
ii. Tap change based on scatter plot
iii. Tap change confirmation with control centers. SLDCs were requested
to ensure monitoring of scatter plot of 220 and below ICTs as per
decision in earlier OCC.
In 127th OCC meeting, NRLDC representative presented the scatter plot of
most of the 400/220 and 765/400 kV substations and based on these
curves, OCC recommended changes in the tap positions. OCC also directed
all SLDC to carry out the tap optimisation of 220 kV and below ICTs in their
respective areas as already discussed in previous OCC meetings.

In this meeting, SLDCs were again requested to take necessary action.

c. Generator Reactive absorption


i. SCADA displays for control area wise Generating units capability curve
for monitoring the reactive absorption limit of generating units

ii. Sensitize the generators to absorb the MVAr as per the system
requirement w.r.t their capability curve
iii. Generator transformer tap change as per the system requirement

In 127th OCC meeting, NRLDC representative presented the scatter plot


of MVAR vrs HV bus voltage, time series plot of MVAR and voltage (both
on different axis), scatter plot of MW and MVAR of the stations to show
the operation of the various ISGS generators on the capability curve. It
was suggested that some of the station’s MVAR values seems to be
inaccurate and representative of generating stations agreed to look into
these values and correct them. NRLDC representative also shown Curve
of HV, reactive power of generating units based on interface meter or
SEM data. It was pointed out that based on meter data, some of units
like Auraiya GT#4, Dadri Th stage-II and Singrauli #7 (after 22 Aug 16)
needs to be seen by concerned generating station for changes. NTPC
representative agreed to look into it. OCC also advised all SLDCs to
monitor all state generator also in the similar fashion.

In this meeting, SLDCs were requested to monitor state generators in


this respect.

d. Synchronous condenser operation


i. Update and monitoring the generating units those have synchronous
condenser operation capability.

In 127th OCC meeting OCC advised HP and Punjab states also to give
feedback on the synchronous condenser operation of units in their
state control area so that same may be used in condenser mode
during this winter.

In this meeting representative of THDCIL stated that out of three


machines available for synchronous condenser mode, only one unit
can run at a time. It was also informed that one machine can be run
continuously for maximum period of 2 hours.

Following Testing Plan for synchronous condenser operation of Tehri,


Chamera-II and Larji was agreed.

Representative of NRLDC stated that this year, gas units have been
commissioned in the state of Uttarakhand. SLDC Uttarakhand was
requested to inform about their capability in respect of synchronous
condenser operation.

B. Status of Insulator replacement in transmission lines of Northern Region:

NRLDC representative stated that the formats had been shared in the 127th OCC
meeting but information was not received in proper format.

All the utilities were requested to send the data in proper format at the earliest.

It was also decided that in case of part ownership of a transmission line, the owner
of major part of transmission line would submit the data for the whole line.

C. Weather data: Following information w.r.t weather data shall be checked and
updated
a. Correct Temperature and Humidity data from all the locations.
b. SCADA displays for better visualization of this data in the control
centers
c. IMD website (Link on NRLDC website too and also available on SLDC
website)
d. Other weather monitoring websites

In 127th OCC meeting representative of NRLDC presented temperature and


humidity of the stations. The OCC observed that most the stations data in
NR both from POWERGRID stations as well as state utilities is inaccurate
and therefore advised all the state utilities as well as POWERGRID to
correct this data immediately.
Issue of non-availability of Temperature and Humidity data was deliberated
and POWERGRID was requested to take up the matter with the vendor.
25. Deviation Violation

Representative of NRLDC presented a list of Violation of regulation 7 (1) of CERC


(Deviation Settlement and related matters) Regulation 2014 (Limit on volume of
deviation) for the period 01.09.2016 to 25.09.2016 and the violation of regulation
7 (10) of CERC (Deviation Settlement and related matters) Regulation 2014
(Sustained deviation from schedule in one direction).

It was highlighted that some of the states were continuously violating the
regulations. Members were requested to take action to avoid such violations.

It was emphasized that in the absence Area Control Error (ACE) of respective
control areas should be monitored and corrected expeditiously.

26. Multiple element tripping events in Northern region since last OCC meeting:
NRLDC representative stated that despite persistent discussions/follow-up in
various OCC/PCC meetings, the compliance of the regulations was still much
below to the desired level.
He requested members to impress upon all concerned for providing the
Preliminary Report, DR/EL & Detailed Report of the events in line with the
regulations and also take expeditious actions to avoid such tripping in future
Members were asked to submit Detailed Analysis Report to NRLDC with a
copy to NRPC sectt., of these incidents suggesting the remedial measures
to avoid the recurrences of these types of incidents.

27. Details of tripping of Inter-Regional lines from Northern Region for


September’16

NRLDC representative presented the list of tripping of inter-regional lines in the


month of August’16 and the status of receipt of preliminary reports, DR/EL within
24 hrs of the event and fault clearing time as per PMU data. He added that the
non-receipt of DR/EL & preliminary report within 24hrs of the event is in violation
of various regulations. As per regulations, all the utilities are required to furnish the
DR/EL, flag details & preliminary report to RLDC/RPC within 24hrs of the event.
They are also required to furnish the detailed investigation report within 7 days of
the event if fault clearance time was higher than mandated by CEA (Grid
Standard) Regulations.

Members were requested to submit Detailed Analysis Report of these incidents to


NRLDC with a copy to NRPC sectt. suggesting the remedial measures to avoid
the recurrences of these types of incidents.

28. Frequency response characteristic

Representative of NRLDC stated that one FRC based event had occurred
since last OCC meeting. It was added that NRLDC had computed the FRC
and request was sent to state control areas along with other regional entities
to compute the same at their end.

FRC observed for each state control area for the event was also presented in
the meeting. The response from states as well generators was poor.

NRLDC representative also stated that frequency was consistently remaining


within the prescribed band for about 70% of time as well as maximum and
minimum frequency variations have also reduced considerably. Thus, it was

very appropriate time to have governor action in active mode from all the
generators. He further stated that a date may be decided wherefrom all the
generators should be put in governor responsive mode.

Utilities were requested to submit the FRC of their control areas. Members
agreed for the same.

29. RELIABILITY ISSUES:

A. Tripping of complete Parichha Generation during shutdown of 400kV


Parichha-Mainpuri:

NRLDC representative informed that 400 kV Parichha-Mainpuri ckt-1 was under


outage from 26th Sep 2016 due to LILO work at Orai. During shutdown of this line,
400kV Parichha-Mainpuri ckt-2 tripped on multiple occasions. After tripping of
remaining circuit of 400kV Parichha-Mainpuri, Lalitpur/Parichha generation
complex became N-1 unsecure. It resulted into multiple tripping on 27th Sep and
2nd Oct 2016. At 13:25hrs of 27th Sep 2016, four units (2*210+2*250MW) of
Parichha TPS and one unit (1*660MW) of Lalitpur TPS reportedly tripped due to
evacuation problem after tripping of 220kV Orai-Kanpur line.

NRLDC representative stated that following actions were required by UPPTCL:


• Finalizing SPS for 765kV Lalitpur-Fatehabad line tripping/Parichha
Generation evacuation
• Ensuring real time telemetry of Lalitpur TPS
• Ensuring N-1 security of Parichha/Lalitpur evacuation

OCC advised UP to control generation at Lalitpur TPS , in view of


evacuation problem. UP was also advised to submit action plan for
Lalitpur SPS.

Protection related issues were also discussed in detail and it was


decided that POWERGRID and UPPTCL would jointly review
protection settings and take remedial measures to resolve the issues.
A report on this issue would be submitted to NRPC Sectt and NRLDC
before next OCC meeting.

B. Opening of Delhi Ring and tripping of South Delhi load:

NRLDC representative stated that 400kV Delhi Ring was open since last 2 years.
He informed that 400kV Bawana-Mundka, Jhatikara-Bamnauli ckt and
Ballabgarh-Bamnauli ckt of Delhi Ring were open. Due to opening of Delhi Ring,

multiple incidents of load loss/generation loss were observed at 400kV Bamnauli
station. During Sep,16 there were 4 trippings at Bamnauli/BTPS , where lod loss
up to 650 MW was observed. Apart from these tripping, load of South Delhi area
also affected due to limited connectivity. It was clearly observed during multiple
element tripping in BTPS, Ballabgarh(BBMB), Samaypur(BBMB).

NRLDC representative presented details of incident on 1st Oct 2016 and


highlighted following points to be looked into:
• Non synchronization of Island from the Grid
• UFR operation in other island of Delhi system
• Closing of Delhi Ring
• Expedite the transmission connectivity at 400/220kV Maharani Bagh
station and other station of south Delhi area.
• Reason of opening of Y-phase pole CB of 400/22kV ICT-4 of
Ballabgarh(PG)
• Fault clearance yet to be explained
• Manual operation during shifting of feeders at Samaypur(BBMB) and
reason of multiple element tripping at Samaypur(BBMB)
• Reason of non-operation of bus bar protection at 220kV
Samaypur(BBMB)

While expressing concern on opening of Delhi ring since a long time, OCC
advised concerned utilities to submit reports for the incident so that the
event could be analysed for taking necessary remedial measures to avoid
such incidences.

C. Other reliability issues:

NRLDC representative stated that the reliability issues in Punjab, Haryana,


UP, Uttarakhand among others were discussed in 126th and 127th OCC
meeting but almost all the issues were still continuing.

He highlighted again the issue of prolonged outage of 240MVAr Bus Reactor


at G. Noida, 1500MVA 765/400kv ICT-1 at Anta and 315MVA 400/220kV ICT
at Kalisindh.

Utilities were requested to submit action plan for mitigation of such


reliability issues.

30. Prolonged Fault feeding during failure of R-phase CB at 400kV Mau station:

NRLDC representative briefly described the incident that had occurred on


04.10.2016, at Mau Sub-station. He emphasised that fault clearing time was

~20 second during the incident which is very high in comparison to 100 ms
prescribed in CEA Grid standard.

OCC advised UPPTCL and POWERGRID to submit detailed reports on


the event covering inter-alia following points:
• Exact location of fault, Protection zone of the fault.
• Why the fault clearing time from PMU data was ~20second as against
the standard time of less than 100ms.
• Tripping of number of elements at 400 kV level.
• Reason of multiple Protection inadequacy
• Corrective action and Remedial measures

31. System Operation and constraints in J&K Valley during Winter months:

NRLDC representative stated that during winter months, Kashmir valley needs to
import most of its demand in view of low hydro power availability. Connectivity
from rest of the grid play vital role during power import. Kashmir valley power
system is connected through rest of the grid through following 4 transmission lines

1. 400 kV Kishenpur-New Wanpoh- Wagoora 1


2. 400 kV Kishenpur-New Wanpoh- Wagoora 2
3. 220 kV Kishenpur-Ramban-Mirbazar
4. 220 kV Kishenpur-Mirbazar

Therefore, during winter season and high import requirement, any contingency of
lines especially 400 kV ones would create severe bottleneck for power supply to
valley area. These contingencies had also resulted in collapse of valley power
system at times

He further stated that the valley power system also witnesses following points of
concern during winter months:
1. Low voltage in valley area due to high reactive drawal
2. Outage of transmission lines due to bad weather/heavy snowfall
3. Split bus operation at Baghlihar HEP
4. Limited connectivity with rest of the grid.

While expressing concern on several past trippings in the valley he mentioned that
After January,2012 incident, Central Electricity Authority (CEA) had approved a
System Protection Scheme (SPS) to avoid such tripping of power system in
valley. However, status of implementation of the scheme was not known.

He suggested following measures to be taken for reliable system operation in the


valley:
1. Expeditious commissioning of 220 kV network at 400/220 kV New
Wanpoh substation

2. Expeditious commissioning of SPS scheme for valley (As approved by
CEA)
3. Alertness and quick action in case of any contingency.
4. Deployment of capacitor banks, under frequency schemes etc.
5. Operation of GTs at Pampore at the time any contingency.
6. Readiness for black start capability at all black-start capable generating
stations. A mock exercise for the same could be done at a convenient
date.

No representative from PDD, J&K was present in the meeting. OCC expressed
concern about the issues. It was decided that NRPC Sectt. would take up the
issue with PDD, J&K.

32. Mapping of UFR & df/dt in SCADA systems of state:

NRLDC representative stated that the Hon’ble Central Electricity Regulatory


Commission (CERC), through its order dated 23rd December 2013 in petition no
221/MP/2012 has ordered as follows:

“(c) UFRs and df/dt relays also be mapped on the SCADA system of each state so
that they can be monitored from SLDC/NRLDC.
(d) All STUs and SLDCs to map/network the UFR and df/dt on their SCADA
system.”

The issue has also been discussed in various OCC meeting , wherein it was
decided that both digital and analog values, of the feeders where such relays had
been installed, should be monitored.

In 120th OCC meeting, a uniform formats for mapping of UFR & df/dt in
SCADA systems for all the states for visualizing the feeders was suggested by
NRLDC. These formats have to be compiled by respective state/SLDC by co-
coordinating with respective SCADA team of SLDCs.

Considering that communication from all UFR and df/dt relays was yet not
available, it was decided in 124th OCC meeting that wherever, such issues are
arising, the transformers at 220kV or 132 kV substations be monitored and
mapped in the SCADA as alternate monitoring point.

The issue was again discussed in 125th, 126th and 127th OCC meeting of NRPC.
The status of UFR and df/dt SCADA displays of different states/UTs as received
at NRLDC was discussed in detail.

Representative from Punjab stated that mapping would be completed within week.
HP representative informed that all the activities had been completed.

33. Revision of document for Reactive Power Management for Northern
Region:

NRLDC representative informed that Reactive Power Management document for


Northern region was due for revision. The last updated document link had already
been shared with the constituents.
NRLDC representative explained in detail various ways e.g. tap change of generator
transformer, reactive power absorption by generators, change in reference voltage
etc. for reactive power management on generation side. He emphasised that during
high voltage condition all the avenues for reactive power control must be exhausted
before opening of the transmission lines, as opening of the lines deplete the power
system and affect reliability.

Constituents were requested to provide the feedback, suggestion and updated


information by 30th October 2016.

34. Revision of document for System Restoration Procedure (SRP) for Northern
Region:
NRLDC representative informed that system restoration procedure for Northern
region was due for revision. The last updated document link had already been
shared with the constituents.

Utilities were requested to give their feedback, suggestion & updated information
latest by 30th November 2016 in order to revise the System Restoration procedure.

It was also informed that NRLDC had planned to organize one day workshop for
system restoration in Northern Region on 29th Nov 2016.

Representatives from all power stations were requested to be present in the work
shop & share details regarding the following:
• Healthiness of Diesel Generator(DG) sets at black start sources
• Capability curve of the black start generator
• Governing system at generating stations for frequency control
• Experience of black start exercise conducted recently

He informed that Railways would also be requested to be present & share latest
details regarding traction feeding points, traction load, provision for phase balancing
(Scott Connection) & contact details of nodal persons etc.

Representatives from generating stations, transmission utilities (ISTS), SLDCs,


ALDCs were requested to participate & share the relevant details in respect of their
system as under.
• Updated directory of key personnel for Crisis Management
• Power Map for States

NRLDC representative suggested that one or two state representative may prepare
presentation for restoration procedure of their state and share the details during the
workshop. He requested all the constituents to depute the concerned officer for the
workshop.

35. Boundaries of URS for optimization of Generation Schedules :

NTPC representative informed that in order to optimize generation schedules, the


following decision was taken (specific to NTPC ISGS stations) during 28th WRPC
meeting held on 04.03.2015 :

Quote :

h) Boundaries of URS in such cases: If a unit is taken on RSD and any


constituent has requisitioned more than their entitlement from ON BAR DC (and full
ON BAR DC is not requisitioned), the same will be scheduled to him limited up to
his entitlement from total DC, assuming that balance after scheduling other
beneficiaries requisitions is available, and up to this will be considered as RSD,
not URS. Requisition beyond entitlement of total DC, from available ON BAR DC
shall be treated as URS.
i) If some beneficiaries requires power more than ON BAR DC entitlement and up to
his total DC entitlement from a station whose unit is under RSD, then the unit can
be brought back, if such requirement is more than ON BAR DC by a quantum equal
to the Technical Minimum of unit under RSD for at least 72 hours.
j) To reiterate, when requisition of any constituent is shifted to other stage or
other station due to RSD and the same is scheduled, it will be on Variable cost
only and the beneficiary would continue to pay Fixed Charge for the Plant
under RSD. It will not be considered as URS for fixed cost sharing.

Unquote :

He stated that similar to WR, NTPC ISGS stations in NR also face scheduling
issues. With respect to coal stations, the scheduling problem is more aggravated in
Gas Based Stations, namely Anta, Auraiya and Dadri-Gas. Due to limited availability
of domestic gas and non-availability of schedules from beneficiaries on alternate
fuel, Gas Stations are either run part on capacity or taken under complete Reserve
Shut Down (RSD). During part module operation, DC on GF gets restricted to ON-
BAR capacity and entitlements of beneficiaries also get curtailed.

Due to vast variation in geographical location of various NR beneficiary states, the


demand pattern also varies. For example, during summer months, beneficiaries rich
in hydro resources may not like to requisition their full available share whereas any
other beneficiary state(s) in “plains” may be having appetite for requisitioning
surplus power available beyond its share from a particular coal or gas station.

NTPC representative further stated that in line with WRPC decision, allowing such
beneficiary(s) states to requisition surplus ON-BAR power available at a particular
station (restricted upto its overall share based on ON-BAR capacity) would not only
ensure effective utilization of surplus power availability within the region, but also
help in curtailing ATC/TTC violations. This arrangement would also enhance the
probability of getting the domestic gas fully consumed which otherwise always
remain a matter of great concern due to Take or Pay obligations with supplier.

NTPC representative proposed to extend & implement WRPCs decision in NR for


NTPC Coal and Gas ISGS Stations.

The issue was deliberated. Members felt that in view of complexity involved
further deliberation is needed. It was also opined that help of WRPC/WRLDC
may be taken to understand the mechanism implemented in WR. It was
decided that the matter would again be discussed in next OCC meeting.

36. Mechanism for Compensation for Degradation of Heat Rate, Aux


Consumption and Secondary Fuel Oil Consumption, due to Part Load
Operation and Multiple Start/Stop of Units(AG)

Briefing the members, SE, NRPC stated that in accordance with the (IEGC) (Fourth
Amendment) Regulations, 2016, NRPC Sectt had prepared draft mechanism for
compensation to Generating Stations for degradation of Heat Rate, Auxiliary
Consumption and Secondary Fuel Oil consumption due to part load operation and
multiple start-ups of units.
The said draft was brought in the 31st Commercial Sub-Committee (CSC) meeting
held on 04th July, 2016 and 125th OCC meeting held on 22nd July, 2016 for detailed
discussion and deliberation among the stakeholders. Accordingly, the draft was
modified by incorporating the views of stakeholders. Subsequently, a meeting was
held among the officials of CERC and NRPC Sectt. on 01.09.2016 at NRPC Sectt.,
New Delhi and based on these deliberations, the modified was enclosed as Annex -
VII of the agenda for 127th OCC.
In the 127th OCC meeting, NTPC representative sought time for submitting comment
on revised draft. Other members had no comment to offer on revised draft. It was
decided that all the members including NTPC may submit comment to NRPC
secretariat within a week. After receiving the comment, if required, a separate
meeting may be called to discuss this issue; otherwise the matter would be put up
before TCC/NRPC for ratification.
Comments were received from NTPC which were placed in Agenda.
In the meeting, NTPC proposed for calculation of the compensation on time block
wise instead of on monthly basis. It was also mentioned that the total compensation
by any beneficiary during a calculation period shuld not be negative.

SE, NRPC stated that Staff of CERC had indicated that a meeting would be called by
them to bring uniformity in the compensation mechanism among all RPCs. OCC
recommended thatproposal in the present form along with comments of NTPC can
serve as starting point for meeting with staff of CERC. The same may also be taken
to TCC/NRPC .

37. Renovation and up-gradation of Protection System of various Sub-stations


and Power Houses of Bhakra Beas Management Board.

SE, NRPC stated that BBMB had submitted a proposal for funding from Power
System Development Fund (PSDF) for Renovation and up-gradation of Protection
System of various Sub-tations and Power Houses. Appraisal committee of the PSDF
has requested BBMB to get the proposal appraised from NRPC. Accordingly, the
proposal was submitted by BBMB to NRPC for appraisal. The salient points of the
proposal are:
• In line with the observations of protection audit , it is proposed to provide Bus
Bar Protection at two 220 kV sub-stations namely Delhi & Kurukshetra.
• At 220 kV Ganguwal s/s, 220 kV Switchyard of Bhakra Right Bank, Dehar
Power House & Pong Power House, existing old Electromechanical realys are being
proposed to be replaced with Numerical ones to comply with Protection audit
observations.
• The old electromechanical Unit Protections provided at Bhakra right & Pong
Power Houses are also being proposed to be replaced.
• Redundant DC sources are required to be provided at 220KV substations of
BBMB to ensure reliable grid operation.
• At some of the substations, existing CTs are required to be replaced because of
High Tan Delta. Also some of the CTs, which are quiet old and have oil leakage,
are also proposed to be replaced.
• PTs/CVTs at some of the substations are required to be replaced in view of
providing synchronizing facility and ageing.
• Synchronizing trolleys at 220kV GSS, Dhulkote and Sangrur are to be provided
to ensure trouble free operation during restoration of the Grid.
• Replacement of existing old and obsolete PLC terminals along with protection
couplers have been proposed for smooth operation of PLCC equipment.

SE, NRPC requested members to offer comment on technical issues in the


matter. After deliberations OCC recommended the scheme for approval of
TCC/ NRPC. It was clarified that OCC had considered the proposal only on
technical merits and cost related issues were not seen.
38. Islanding scheme of RAPS-A & RAPS-B

NPCIL representative stated that islanding scheme for RAPS-A and RAPS-B was
not functional. After the failure of RAPS-A & RAPS-B islanding scheme during
grid event of 30/07/2012, a new scheme was proposed by RRVPNL in year 2013

which was under discussion in PCC. This scheme was with inclusion of Mahi HEP.
NRPC after reviewing RRVPNL proposed islanding scheme, raised the concern on
the success of this scheme in PCC meeting He mentioned that as per 30th PCC
MOM, this islanding scheme implementation was awaited, as the results of
dynamic simulation studies with or without inclusion of Mahi HEP had not been
received from CPRI. He requested for speedy implementation of islanding
scheme for RAPS-A & RAPS-B.
SE, NRPC stated that the matter was deliberated in the 31st meeting of the
Protection sub-committee and representative of RVPNL had informed that the
procurement process for this islanding scheme was underway and the scheme,
without considering Mahi, was expected to be functional by December, 2016.
Members noted the above.
39. Certification of Non-ISTS line for inclusion in PoC Charges

SE, NRPC informed about that the Central Electricity Regulatory Commission (Sharing of
Inter State Transmission Charges and Losses) (Third Amendment) Regulations, 2015,
which requires certification by the RPCs regarding Non-ISTS lines for inclusion in PoC
charges.

He recalled that according top aforesaid provision, it was decided in 31st TCC/35th NRPC
meeting held on 08th /09th July, 2015 to constitute a group to recommend a methodology
for the study to be conducted by NRPC Secretariat, in consultation with RLDC. Based on
the methodology suggested by the group, the study was carried out for certification of the
non-ISTS lines submitted by UP, Punjab and Rajasthan.
He informed that the following transmission lines, fulfill the criteria recommended by the
group and were to be recommended for certification as ISTS for the current Financial
Year by NRPC Secretariat:

It was explained that the complete list of transmission lines submitted by STU sub-divided
in following categories was available as Annex to the agenda:

(i) Transmission lines, which fulfill the criteria recommended by the Group and
hence are recommended to be certified as ISTS
(ii) Transmission lines, which do not fulfill the criteria recommended by the
Group and hence may not be certified as ISTS
(iii) The lines, which were claimed to be used for inter-state transmission by
STUs but were not modelled in the PoC transmission charge calculation and
hence exercise to see whether or not these lines carry inter-state power
could not be carried out. It may be mentioned that the responsibility to
submit the requisite details for modelling the lines in PoC transmission
charge study rests with STU concerned.
(iv) The transmission lines which are natural inter-state lines and hence need not
be certified as ISTS.

It was further informed that fresh claims for certification of non-ISTS lines being used for
inter-state power will have to be submitted by end of December 2016.
OCC recommend the proposal to certify the transmission lines as mentioned above, for
approval of NRPC. Members were apprised that for the certified lines all the CERC norms
for ISTS lines including certification of availability would be applicable.
T1. Power Supply Position Data

SE, NRPC stated that SLDCs were furnishing monthly data in format 28 and 29
for provisional and final for Power Supply Position (PSP) , respectively. The
supply of data as per format 28 and 29 is a statutory obligation under the
provisions of CEA (Furnishing of Statistics, Returns and Information) Regulations,
2007.

In the data received from SLDCs, it has been observed that some of the states
are showing restricted demand data, while in the format it is clearly mentioned
that unrestricted requirement ( in MU) and unrestricted peak demand ( in MW)
data is to be furnished. Furnishing restricted requirement /demand data is
violation of statutory provisions of CEA Regulations.

It had also been observed that many of the states are showing NIL shortages in
the data being furnished to NRPC secretariat in above mentioned formats,
whereas in the data available from other sources, it is evident that power cuts
has been imposed .
Matter was discussed and all the SLDCS were requested to furnish correct
data in the prescribed format.

T2. Issue arising out of Three and Half Hour KWHEP Plant Shutdown Since
01.10.2016

Representative of SJVN stated that from 1st October 2016, daily generation
schedule of KWHEP had been revised in such a way that there was a
complete plant shutdown of three and half hour duration starting at 06:00 hrs
till 09:30 hrs. This lean season, NJHPS and RHEP are totally dependent on
KWHEP, for water requirement. As per NRLDC instructions, machines need
to generate near peak load during these morning hours. He added that
NJHPS is an RoR plant and do not have a huge pondage, therefore, it was
not possible to generate and sustain peak generation when upstream power
plant was not releasing water.
SJVN representative requested that at least 300MW schedule be given to
KWHEP in these hours, so that NJHPS can generate as per NRLDC
instructions.
It was decided that Rajasthan and Haryana will schedule power from KWHEP
in peak hours as per NRLDC notification for peak hours.
