Before starting implementation of transmission system they have to fulfil statutory requirements

like obtaining approval under section 64 and section 168 from Ministry of power.
1. Considering large no of 400kV transmission lines at pooling stations at Raigarh (kotra)&
Champa and corridor constraints near entry of sub-stations, it is advicible to terminate these
lines through multi-ckt near entry of substation so that 2 no of D/c lines can be terminated
through single corridor. It is also supposed to complete survey within two months.
2. It is proposed that next quarterly review meeting for Chhattisgarh
IPPs,secretary(Energy),Govt of Chhattisgarh may also ne invited to chair this meeting. It is
requested that GM (projects) may coordinate eith office of secretary for finilization of date
and venue.
3. It is decided that IPPs who have provided interim transmission connection aarrangement
need to provide Special Protection Scheme(SPS) integrated into their system to address
transmission constraints that may arise during certain operating conditions. Therefore in this
regard, applicants who have been provided interim transmission agreed that they shall
approach WRLDC at the earliest.
4. Athena has submitted status report on land (517 acre under possession of 903), fuel linkage,
EC, no forest land, waterlinkage, EPC award for BTG/BOP, FC of Rs.4650 Cr.with SBI as
lead banker,
5. have to submit mine development plan along with IPPs ,status of FSA, and fuel transport
arrangement with in fortnight.
6. Athena have informed that they have already obtained section-68, and signed PPA with
CSPTCL (444MW) and awaiting LoI from APCPDCL (200 MW),UPPCL(300MW) and
PTC/NEA(150MW).
7. Commissioning schedule ws indicated as Unit # I -Jun'13 & Unit # II -Nov'13.
8. R. Srinivisan has attended the 2nd co-ordination Meeting of IPPs .
9. The Raigarh(kotra) pooling station locations are given as 21o51'13N, 83o20'40E
10. Status of land for Raigarh(kotra) pooling station(765/400kV,4x1500MVA) is having a total
land of 272.37 acres( govt. Land-80 acres; Pvt. Land – 192.37). And sec-4,sec-17 also
issued.
11. Athena has tied up LTA of 683 MW.
