III. Facts
An act relating to the teaching of foreign languages in the state
of Nebraska was passed
In this act, no teacher shall teach any person any language
other than English except when the student has passed 8 th
grade
Plaintiff was found guilty of unlawfully teaching the subject of
reading in the German language to Raymond Parpart, a child of
10 years and have not yet successfully passed 8th grade

V. Decision / Ruling
The court reversed the decision since the law infringes on the rights
guaranteed by the 14th amendment. The court ruled that education and
acquisition of knowledge were matters of supreme importance that
should be diligently promoted.
