JOB: Fiscal Services Manager

Visions In Education is seeking a Fiscal Services Manager


who works as part of the Business/Technology Operations
team to lead all efforts involving accounting, budgeting and financial reporting. Along with
the Chief Operations Officer, Controller and other leadership staff, you will help guide the
organization’s financial future, particularly focusing on the developing and managing
scalable financial systems and processes, analysis of expenditures and all state mandated
reporting. The Fiscal Services Manager will support the Controller and collaborate with
internal and external business stakeholders to provide recommendations and
improvements based on the analysis of data trends, analysis of reports and other key
indicators.

 Job Description:
CHARACTERISTICS OF THE CLASS
Under general direction, this role is responsible for the oversight of all budgeting,
accounting and financial reporting activities. This role will supervise a staff that has
responsibility over all budgeting, accounting, accounts payable, accounts
receivable, purchasing, support for contract negotiations, cash management,
financial reports, fiscal compliance and reporting, ensuring flawless audits and
fixed asset tracking. The Fiscal Services Manager will work with the Controller to
ensure that the organization has accounting, workflow and compliance systems in
place to ensure effective and efficient operations. The Fiscal Services Manager
and Controller will work closely with school leadership and staff to ensure sound
fiscal and accounting compliance procedures and to provide input with regard to
organizational operational effectiveness. The Fiscal Services Manager will be
expected to lead efforts to continually monitor and implement best practices in
Accounting and Fiscal Management systems to enhance and improve
organizational effectiveness.
 EXAMPLES OF DUTIES

Conceptualizes and articulates strategies to improve financial operations and
services.
Oversees all accounts, ledgers, and reporting systems ensuring accuracy and full
compliance with appropriate GAAP standards, industry best practices and
regulatory requirements. May include payroll, benefits, risk management,
retirement reporting, cash management, bank reconciliations, accounts payable,
accounts receivable, school attendance, and internal /external reporting.
Maintains internal controls and safeguards of revenue, costs, school budgets, and
actual expenditures to produce accurate and timely information. Ensures proper
implementation and provides training accordingly.
Collaborates with and serves as a liaison to the management team in the
development, recommendation, implementation and assessment of financial
programs and procedures designed to improve/enhance business operations.
Serves as a liaison in coordination with the Controller with the district authorizer,
management and staff to coordinate accounting processes.
Advises administrators of budget account balances; resolves problems and
discrepancies; and makes revisions as necessary, in compliance with established
policies and procedures.
Utilizes spreadsheets, information systems and data processing applications to
efficiently analyze and processes budgetary data.
Participates in the budget development process and initiates and recommends
budget adjustments; revises budget for all funds and programs.
As applicable, coordinates financial and governmental audits, which include work
paper preparation, liaison with Auditors, District staff and with an understanding of
programmatic and financial requirements of governmental programs.
Reviews and analyzes financial data; reports on findings; and oversees accounts
payable, accounts receivable, cash management, state ADA reconciliation,
purchasing and other related financial reporting functions.
Prepares reports and/or reviews reports prepared by staff and informs/advises
administration of findings.
Audits financial documents for completeness, accuracy, and compliance with
policies and procedures.
Reviews and approves weekly accounts payable batches in accordance with
District and VIE policies and procedures.
Keeps informed on trends and changes in legislation applicable to Charter School
finance and budgeting; makes recommendations for changes.
Reviews reports and analyzes projections of ADA and expenses against actual
figures and proposes recommendations for changes.
Participates with Interviews, provides recommendations on staff selection, assists
with motivating, supervising, evaluates, disciplines and provides direction to
assigned non-teaching staff.
Mentors, guides and trains assigned staff to ensure compliance with accounting
standards, to ensure customer service goals are achieved and that leadership and
teamwork are developed and practiced.
Develops and maintains effective communication systems and processes.
Plans, coordinates and prioritizes work activities to meet established objectives
and deadlines.
Attends and/or conducts staff meetings, in-service activities, workshops,
conferences and other training.
Provides optimal internal communications for staff at all levels throughout the
organization; creates and promotes a positive and supportive work environment.
Prepares, develops, maintains and monitors school budget, including completion of
mandated reporting (interim and unaudited actuals, etc), updates and reporting of
budget related adjustments to organizational leadership and other stakeholders.
Actively seeks to improve and simplify Vision’s accounting and fiscal management
approach with sustainable and scalable solutions. This includes the use of
technology to eliminate inefficiencies while maintaining high accuracy.
Maintains confidentiality.
Performs other duties as assigned.
 QUALIFICATIONS:
EDUCATION, TRAINING AND EXPERIENCE:
Bachelor’s Degree in Accounting, Finance or related field is required.
CPA or MBA is Preferred.
3-5 years of experience leading the accounting and/or fiscal reporting duties with a
charter school organization in a management capacity is highly desirable.
Solid experience leading and coordinating accounting and fiscal reporting duties
associated within a public school system.
Experience effectively communicating key data, including presentations to various
stakeholder groups.
Hands-on experience administering and improving the use of enterprise accounting
software is a plus.
Proficient with Spreadsheets, Database, Word Processing Softwares.

Experience in explaining in plain language financial performance
Experience and ability to work in a fast past environment with complex systems
and programs.
Experience working in an organization that independently reports fiscal information
is a plus.

 OTHER QUALIFICATIONS:
Possession of a valid California driver’s license, availability of a vehicle and
evidence of vehicle insurance.
Willingness and ability to travel locally and within the surrounding counties.
Willingness to work irregular hours/days including evenings, weekends, holidays,
and on-call for emergencies.
 WORK ENVIRONMENT AND PHYSICAL ABILITIES
The physical requirements below are necessary to perform the essential functions.

Work environment is a typical office setting with occasional travel. Requires
willingness and ability to work effectively and move about in an office and travel on
an occasional basis to local locations and to surrounding counties.

more hours) under sometimes-stressful conditions, with frequent distraction and
interruptions and deal with angry/upset people in a calm and professional manner.
Sufficient hand/eye coordination and manual dexterity to use a wide variety of

Sufficient hearing to conduct in-person and telephone conversations.
Ability to speak in an understandable voice with sufficient volume to be heard in

Ability to sit for extended periods of time, up to an eight-hour shift (with the
exception of lunch and breaks).
Sufficient mobility to bend, stoop, push/pull, lift, stand, and walk on an occasional
basis to file, move equipment or supplies or take work from one location to another.
Sufficient mobility to enter/exit a vehicle and drive to various locations locally and
to surrounding counties.
