regarding the captioned subject of (Balochistan West Makran) Gwadar Region may please
be released to following three leading National Newspapers for publishing in minimum
possible size through concerned advertisement agency.
i. Daily Jang, Quetta
ii. Daily Intikhab, Hub
iii. Daily Dawn, Karachi
2- Furthermore, it is requested translation of the NIT in Urdu shall also be
uploaded at the NHA website.
3- Copy of newspapers wherein the advertisement appears may be sent to this
office after its publication in media for information and further necessary action, please.

National Highway Authority (NHA) re-invites sealed bids from eligible bidders who can
prove their eligibility and qualification as mentioned in the Bidding Documents for the
following Special Maintenance works for F.Y 2017-18 in Balochistan West-Makran Region.

2. Bidding will be carried out by adopting "Single Stage Two Envelope’

procedure. Bidders are required to be registered with Pakistan Engineering Council valid
unto 30th June. 2020 in Category C-5 or above with specialization code CE-01 & CE-10.
3. Bidders can download bidding documents from NHA website
(www.nha.gov.pk).

4, Bid security as mentioned in bidding documents, must accompany with
“Technical Bid”. Photocopy of Bid Security or none submission with Technical Bid may
lead to disqualification / non responsive. Bidders are required to submit their bids strictly
in accordance to conditions of bidding documents. Noncompliance of Instructions to
Bidders will lead to disqualification / none responsiveness of bid at the time of opening. A
set of complete bidding documents duly filled / signed must be attached with Financial
Bid.
5 Proposals must be prepared in hard book binding form to deny the possibility
of addition or removal of page(s). All pages of proposal must be placed in sequence /
sections as mentioned in Bidding Documents, numbered (starting from first to last page),
signed and stamped in original by authorized representative of the firm.
q Audit reports (of the last 03 years) should in line with auditing standards
and must be prepared from Chattered accountant duly register with ICAP. The
required standard for audit report is incorporate in bidding documents Appendix-A.

rj Bid Security, PEC Valid Certificate and Original Authority Letter (on Stamp
Paper) must be placed / bind on top of the Technical Bid Book’to avoid unnecessary delay
in evaluation.

 8. Bids will be received in the office of Director (Maintenance) Bal. West Makran
NHA, Gwadar on 19th December. 2019 till llOO hours. Envelope containing Technical
Bid' will be opened on the same day at 1200 hours in presence of bidder’s authorized
representatives who choose to attend. Second envelope containing “Financial Bid” of
technically qualified bidder(s) will be opened later, the date of which will be communicated
after evaluation of the Technical Bids. Bidders can apply for as many works as they can
but will be awarded only two works on the basis of lowest.
9. The firms providing unsubstantiated / incorrect / incomplete information are
liable to disqualification and /or legal action. NHA reserves the right to reject all bids as
per the PPRA Rule No. 33(1).
