Licensing
The license allows for educational reuse of the materials
The license allows for modifications or adaptations of the materials
Remember, the answer to both of these questions needs to be "Yes" for
a resource to be considered OER (Open Educational Resources).
Accuracy and Perspective
The information is accurate, it containins no major content errors or omissions
The OER contains no spelling errors or typos
Controversies within the discipline/program are discussed with sufficient scope for the
course learning outcomes and objectives
The OER reflects multiple perspectives and points of view on course topics
Creator Authority and Bias
The author of the OER is shown, and they have expertise, experience or knowledge on
the subject
The purpose of the resource is to educate and inform, and not to sell something or to
promote a point of view
There are no signs of bias, such as logical fallacies, inappropiate appeals to emotion or
conflicts of interest
The resource is associated with a reputable and trustworthy organization, or it is
independent / not affiliated with any organization
Alignment and Relevance
The OER directly addresses student learning outcomes and class objectives
The OER aligns with the rest of the lesson and course materials
Student Engagement
The OER promotes active learning, class participation, and/or collaboration
The resource provides opportunities for students to test their learning
The OER includes a mix of instructional approaches
The OER includes multiple modalities (e.g. graphics, tables, and information other than
text) to support student learning
The OER includes effective and engaging student assessments of the course learning
outcomes and objectives
Production Quality
The information is clear and understandable
The layout and interface are easy to navigate
The design features enhance learning
For images or video resources, the image quality is good
For audio or video resources, the sound quality is high
Accessibility
The resource is easily accessible from a variety of devices and screen sizes
The resource available in alternative formats
For audio or video resources, there is a transcript and/or subtitles

For web resources, the website is easily accessible with screen readers
Alt tags or long descriptions are included for graphics and images
The resource can be downloaded or it's easily accessible with limited internet bandwith
