Activity I

1. Categories of Heads of Mission.

(a) That of ambassadors or nuncios accredited to Heads of State, and other heads of
mission of equivalent rank;

(b) That of envoys, ministers and internuncios accredited to Heads of State;

(c) That of chargés d’affaires accredited to Ministers for Foreign Affairs.

2. What are the obligations of the Sending state towards the receiving State when
sending a mission?

The Ministry for Foreign Affairs of the receiving State, or such other ministry as may be
agreed, shall be notified of:

(a) The appointment of members of the mission, their arrival and their final departure or the
termination of their functions with the mission;

(b) The arrival and final departure of a person belonging to the family of a member of the
mission and, where appropriate, the fact that a person becomes or ceases to be a member of
the family of a member of the mission;

(c) The arrival and final departure of private servants in the employ of persons referred to in
subparagraph

(d) of this paragraph and, where appropriate, the fact that they are leaving the employ of such
persons;

(e) The engagement and discharge of persons resident in the receiving State as members of
the mission or private servants entitled to privileges and immunities.

3. What is the obligation of the receiving State regarding the security of the foreign
mission?

a)The premises of the mission shall be inviolable.

b)The agents of the receiving State may not enter them, except with the consent of the head
of the mission.

c)The receiving State is under a special duty to take all appropriate steps to protect the
premises of the mission against any intrusion or damage and to prevent any disturbance of the
peace of the mission or impairment of its dignity.

d)The premises of the mission, their furnishings and other property thereon and the means of
transport of the mission shall be immune from search, requisition, attachment or execution.

1. What other nations is the Mexican Embassy of South Africa responsible for?

Angola, Botswana, Lesotho, Madagascar, Malawi, Mauricio, Mozambique, Namibia,


Swaziland, Zambia y Zimbabwe

2. What are the main characteristics of the bilateral relations regarding political
dialogue?

Both fight for things in common such as corruption and are widely involved in the
international arena. They cooperated with each other.

3. From the context of the information provided on the webpage, what is parliamentary
diplomacy and how is it carried out by Mexico and South Africa?

Parliamentary diplomacy is a fundamental foreign policy tool of the Mexican State for its
foreign relations.

Regarding South Africa, the first formal contact between the Mexican Congress and the
Pan-African Parliament (Parliamentary Body of the African Union whose headquarters are in
Johannesburg) was held in April 2013 when Mexican Senators participated in the opening
session of the Pan-African Parliament.

4. From the context of the information provided on the webpage, what does public
diplomacy is and how is it carried out by Mexico and South Africa?

Public diplomacy or people to people (P2P) diplomacy include cultural activities, academic
exchange, personal contact, interviews and use of social media.

In this regard the Embassies of Mexico to South Africa and South Africa to Mexico work
together in promoting the knowledge of our respective countries. In South Africa the
Embassy has promoted contemporary Mexican films with the exhibition of the film “ROMA”
within the context of the International Women’s Day, Mexican gastronomy throughout
various events with internationally recognized chef Alam Méndez Florián. The Embassy has
also invited young interpreter Morgan Szymanski every two years since 2016 to perform and
to share with his South African counterparts his project PRISMA, and artistic outreach
programme aimed at disadvantaged children in remote villages in Mexico.
