Provincial Road Development Project (PRDP) Funded by World Bank

The Government of Sri Lanka has made arrangements to implement Provincial Road Development
Project (PRDP) with total cost of US$ 109 Million during the period from 2019 to 2023 with the
financial assistance of World Bank covering all Provinces of the country. The main objective of the
project is to develop transport connectivity in the Provinces by rehabilitating selected “C” and “D”
class roads in all Provinces.

The Ministry of Internal & Home Affairs and Provincial Councils & Local Government is the executing
agency of the project and the Provincial Council will be the implementing agency of the project in
the Respective Provinces.

Applications are invited from citizen of Sri Lanka with below mentioned qualifications and
experience to fill the following positions of the Project Management Unit (PMU), Project
Implementation Units (PIUs) at the provinces and Project Implementation Consultant Units (PICs)
also at the provinces which will be established at this Ministry as per the Management Circular
No.01/2019 dated 15.03.2019.

Educational Qualifications and Experience:

1) A successfully completed Bachelor’s Degree in the relevant field, which is recognized by the
University Grants commission.
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to
the degree in the relevant field
Or
An associate membership/ A similar professional qualification obtained from a recognized
professional institution in the relevant field
With
At least 12 years post qualifying experience at Managerial Level

2) A successfully completed Bachelor’s Degree in the relevant field which is recognized by the
University Grants Commission
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to
the degree in the relevant field
Or
An Associate membership/ A similar professional qualification obtained from a recognized
professional institution in the relevant field
and
A postgraduate Degree in the relevant field or Corporate / Charted membership or a similar
professional qualification obtained from a recognized professional institution in the relevant
field
With
At least 9 years Post qualifying experience in Managerial Level

3) Class I officer of a Government All Island Services or a similar status in the relevant field

At least 04 years of experience in the Class 1 post

(2) Engineer (Civil)/- 27 Posts (three for each Province)

Educational Qualifications and Experience:

1) A successfully completed Bachelor’s Degree in the relevant field, which is recognized by the
University Grant commission.

At least 10Years of experience in the required area of specialization.

3) Having obtained a certificate of proficiency not less than the National Vocational
Qualification Level 5 issued by a Technical / Vocational Training Institute accepted by
Tertiary Vocational Education Commission for a post related to Technical field.
and
At least 15 years of experience in the required area of specialization.

(4) Environment & Social Safeguard Officer -09 Posts (one for each Province)

Educational Qualifications and Experience:

1) A Bachelor's Degree in the relevant field which is recognized by the University Grants
Commission.
Or
 A qualification recognized by the University Grant Commission as an equivalent qualification
to the degree in the relevant field.
Or
An associate membership/ A similar professional qualification obtained from a recognized
professional institution in the relevant field.
Or
Having obtained a certificate of proficiency not less than the National Vocational
Qualification Level 7 issued by a Technical Vocational Training Institute accepted by Tertiary
and Vocational Education Commission for a post related to Technical Field.

At least 05 years of experience in the required area of specialization.

2) Having obtained a certificate of proficiency not less than the National Vocational

(6) IT Officer – 09 Posts (one for each Province)

Educational Qualifications and Experience:

1) A Bachelor's Degree in the relevant field which is recognized by the University Grants

to the degree in the relevant field.

An associate membership/ A similar professional qualification obtained from a recognized
professional institution in the relevant field.

 (7) Project Secretary – 18 Post (Two for Each Province)

Educational Qualifications and Experience:

1) Having Passed the GCE (O/L) Examination in six (6) subjects with three (3) Credit Passes
including English and Sinhala/ Tamil languages.

With
Successful Completion of secretarial course from a recognized institution or pursuing
examinations leading to Chartered Secretary

With
Minimum of 5 years experience in relevant field
Or

2)A Chartered Secretary with at least 4 years experience in relevant field.

General Conditions:
· Method of selection: shortlisted applications based on qualifications and experience will be
called for an Interview.
· Age : Below 64 years (as at 16.02.2019)
· EPF contribution of the Employee will be 8% EPF contribution of the Employer will be 12% and
ETF 3% of the monthly salary.
· Terms of Employment: All appointments will be contract basis for one year term initially with
facility for service extension on contract basis annually depending on the duration of the
project, necessary of the post and satisfactory performance.
