1. Why should government use information communication technology?

Rapid  development of information communication technology has helped in exploring new


opportunities for service delivery. Government is the largest owner and processor of public
information in the society. The government is responsible to disseminate information,
communicating within the government organization, delivery of public services to their citizens
and business partners. The main drivers for ICT led governance system are efficient service to
public and maintain efficient government mechanism. Some of the core reasons government
should use information communication technology are described below:

a. Store the information : Government  exists to serve its citizen. In fact, one of a
government's primary  activities is record keeping. Use of ICT provides efficient gathering and
storing data in safe and efficient way.

b. Eliminates distance barrier: Use of ICT breaks the barrier of geographical diversity and
makes the government services handy to all citizens at villages who are even not connected by
roads and opens up many opportunities.

c. Improve transparency and accountability : Use of ICT enables citizen engagement in the
policy process of the government and provides the information with ease. Government can be
more accountable by making its operations more transparent that will reduce corruption as well.

d. Cost reduction and Improves efficiency: Replacing paper-based application processes


with ICT system cut down the cost of data reentry and checking. Ultimately, reduction in cost
improves efficiency.

e. Help to achieve specific policy outcomes: Use of ICT fosters more sharing of information
which means improved collection of taxes.

Thus government can improve the quality of people’s life without any discrimination,
transcending regional and racial differences, and realize socio‐economic development by
building a transparent government and providing value added quality services through ICT.

2. What kind of benefits you get if G2C goes totally into e governance system?

G2C (Government to Citizens) is an interaction between government and citizen which enables
the citizens to benefit from large range of public services. When the service delivery is shifted to
e-governance system than as a citizen we benefit in following ways:

a. Ease of information access: We can retrieve any information from anyplace easily
without distance barrier given the internet connectivity service. Thus, e-governance brings public
services to citizen with convenience on their schedule and their venue.

b. Unbiased service delivery: ICT based online service is the most democratic and unbiased
system. It offers us an equal opportunity to all races, genders and ethnic groups.
c. Improved services: Online services are build with understanding of user requirements,
seamless services for one-government interface, multi-channel service delivery.

Thus, use of ICT helps to increase access to information and communication speed compared to
manual ways and the government becomes more responsive to citizen.

3. How development is possible if government use IT?

The ICT led approach usually aims to provide the poor the opportunities to receive up- to-date
information or achieve an enhanced ability to communicate with others.  ICT can play vital role
in sustainable human development and poverty eradication. ICT is a powerful enabler of
development goals because of the way in which it improves communication and exchange of
knowledge and information necessary for development processes. ICT aid in development by
reducing cost, increasing revenues and investing them on other infrastructures. First of all,
greater sharing of data within data eliminate the costs of multiple collections, data reconciliation
and checking. Government can reduce the other variable costs by replacing manual system with
ICT system. Converting manual tax collection system into e-tax system can increase tax revenue
which the government can invest in infrastructure and developmental activities.

4. List any two government organization who are using ICT and how they are using ?

One of the important development in the public-sector management is the adaptation of internet-
based services to the people by many of government offices in Nepal. The two government
organization that are using ICT are Ministry of Foreign Affairs and Department of Transport
Management.

• Ministry of Foreign Affairs has used online system for issuing new passport. People can
apply for their passport and get information about when their passport is ready to collect through
the website of Ministry of Foreign Affairs or concerned Chief District Office. This facilitated
people a lot to get a passport.
• Department of Transport Management has also launched online registration for driving
licence related all works. Applications wanting to get a driving licence can submit their
application forms online and check the written exam date..

5. What are the reasons that why still we are not entering into e-governance system?

The successful introduction of e‐Governance depends largely on the first applications, which
should be relatively cheap, easy to implement, easy to use, secured and also should involve a
relatively important number of users. Nepal has not been able to develop such applications.
Another major reasons that why we Nepalese are not entering into e-governance system is
problem in implementation. Some of the factors that creates problem in implementations are
listed below:
a. Technical factor: Internet infrastructure and bandwidth, supply of electricity, E-readiness,
inadequate skilled human resource capacity
b. Education and citizen concerns: Insufficient education and low ICT literacy, lack of e-
governance awareness

c. Cultural factors: Employee resistance to change, Corruption

d. Political factors: Regulation and legislation, Lack of government's will and stand due to
political instability, public sector weakness

e. Financial factors: Funding issues and sustainability
