PURPOSE
AOC QMD Agency Inspectors’ Qualification Procedure defines process and requirements for
qualification of Inspection Agency (IA) personnel working under General Inspection Services (GIS)
contracts and Engineering Companies inspection personnel working for Saudi Aramco (or it’s Joint
Ventures) Projects, all administered by Aramco Overseas Company BV (AOC) Quality Management
Division (QMD).

This document was created in order to provide general information on the referenced procedure to
external parties, in particular to approved Inspection Agencies

It is intended to:

 Contribute to expanding and enhancing the base of Agency Inspectors


 Provide transparency in examination and awarding qualifications
 Provide solid framework for qualification process record keeping and auditability
 Define scope, required actions and assigned roles of all parties

 Receiving and administration of candidate proposals from IAs including request from SAIR to
Qualify project Inspection personnel
 Preparation of examination documents / electronic package
 Conducting the exam sessions
 Receiving and processing examination and interview results

3 INSPECTOR QUALIFICATION
High-level qualification flowchart for individual inspector is available in Appendix I

PRE-QUALIFICATION
All candidates prior to being proposed by IA shall undergo a pre-qualification by their respective
agency based on minimum requirements set out below including validation of existing
certification, experience and other information contained in the submitted resume. Evidence of
such pre-qualification assessment of inspectors shall be provided together with the request for
qualification.

Low pass rates (exams passed vs exams taken) may negatively affect IAPI scores. Please see IAPI
Item 2.7

Project Inspection personnel

When SAIR request AOC to qualify project inspection personnel, all candidates, prior to being
proposed by the project, shall undergo a pre-qualification by the contractor based on minimum
requirements outlined in Schedule Q and or as set out below including validation of existing
certification, experience and other information contained in the submitted resume. Evidence of
such pre-qualification assessment of inspector shall be available with SAIR for verification when
necessary.

Minimum Qualification Requirements

Inspector shall have:

 High School graduate, a technical diploma or equivalent from nationally or internationally


recognized institute. BS Degree qualification in the specific discipline is preferred
 All inspectors should have a minimum of ten (10) years of relevant industrial experience,
including six (6) years’ experience in a given inspection specialty, four of which have been in
oil and gas or petrochemical industries.
 Be fully conversant with applicable Industry standards, specifications, and fabrication
methods and shall perform a variety of inspection functions with minimal supervision as
required to verify supplier compliance with the purchase order requirements
 Be able to read engineering drawings and shall have knowledge and understanding of IS0-
9001 quality system requirements and implementation
 Meet all additional minimum requirements for each specific inspection discipline, and the
certifications and/or qualifications when the applicable commodity, process, examination,
test, etc. is included in the fabrication process
 Pass the applicable commodity examination and/or Interviews in accordance with Table (1)
 Command of the English language equivalent to CEFR level B2 minimum (see
http://www.coe.int/t/dg4/linguistic/Cadre1_en.asp )
 Report writing skills in the English language

Minimum Qualification requirements for AUT (TOFD and PAUT Specialist)

 ASNT UT level 3 or equivalent


 Phased array ultrasonic testing (PAUT) level 2 as per ISO 9712

 Time of flight diffraction (TOFD) level 2 as per ISO 9712


 Minimum 5 years TOFD and PAUT experience
 Technical background in NDT methods and procedures
 Passing Saudi Aramco interpretation exam in TOFD and phased array

Deviation from the above minimum requirements require approval of the QMSU Supervisor. The
deviation shall be formally requested by the Inspection Agency, reviewed and concurred by one
of the QMEs and approved by the QMSU supervisor.

REQUEST
Formal request for the qualification of inspectors are submitted to QMSU by either an
Inspection Agency or SAIR using the latest version of submission form template including
the required QM qualifications.

The following documents shall be attached with the submission for each candidate:

 The latest CV of the candidate


 Copies of all relevant certificates
 Inspection Agency internal training, evaluation, and pre-qualification records
 Scanned picture ID

Completeness of the documentation package for each qualification request will be verified
by QMSU personnel.

CERTIFICATION
Assigned Examiner (QME) shall assess certifications in lieu of exams as provided by IA for
acceptability with guidance outlined in Table 1. When and where necessary, Examiner shall
perform adequate verifications of the candidate's certifications by means of accessing the
appropriate certifying entities websites / registry. Examiner may seek assistance of
specialized QME if necessary.

Inspectors with accepted certifications shall be evaluated through interview for the proposed
commodity and minimum mandatory exams according to Table 1 - matrix of awarding
qualifications based on certificates, exams, and interviews. For commodities listed in Table 1, that
do not have an industry-recognized certification or qualification standard, inspectors shall pass a
written examination and an interview to verify their expertise and knowledge of specific
commodities according to Table 1.

EXAMINATION
Exam consist of two Parts: written (closed Book) and verbal interview. When an exam is mandated
per Table-1, QMSU organise examination sessions for those inspectors that need to undergo
written exam and interview. Written Exams are performed with online application eQual
(Electronic Qualification System) using an AOC-owned tablet computer and cloud-based multiple
choice Questionnaires. Table -1 outlines the number of questions and corresponding time limit
for each exam. The software displays a countdown counter and progress indicator (questions
answered vs. total). Minimum passing score of each written exam is equal to 70%. Inspectors shall
pass mandatory basic exams outlined in Table -1 prior to proceed with further main commodity
exam. The candidates are not allowed to use any books/notes/ electronic devices other than the

device provided by AOC. Rules guiding the exam session are stated on the Candidate Form and
are subject to change. Each candidate must sign the Candidate Form acknowledging acceptance
of the Rules and confirm correctness of the personnel details such as First name, last name,
residence city and country prior to the start of the exam. Also before the commencement of an
exam, the candidates shall identify themselves through a valid Photo –ID and Examiner confirms
this by signing the Candidate Form.

At QMD discretion, the examiner can travel to a location other than AOC office (e.g. a venue
provided by the Agency or at special location to support a region with limited availability of
inspectors) to perform examination, provided it is suitable. As a minimum the venue shall provide
adequate space and facilities to conduct exams and interviews, have accessible and reliable Wi-Fi
network and shall conform with health and safety requirements. As guidance, it is expected that
a session will take place at AOC The Hague or AOC Italy when the number of candidates is four (4)
or below.

Exam sequence to follow the mandatory pre-requisites; failure to pass a pre-requisite exam shall
stop the candidate from continuing with the next connected exam. . At discretion of QME, a
candidate may be allowed to continue to the next exam (e.g. candidate scores 64% in QM03 and
is allowed to continue to QM04. The results from the QM04 exam can hold additional benefit since
these results – together with outcome of the interview – can help decide the final verdict on the
QM03 exam).

INTERVIEW
As part of Agency Inspectors’ qualification, verbal interviews shall be conducted with the aim to:

- Supplement written (electronic) examination when permitted in Table -1


- Qualify inspectors when no written examination is required per Table-1
- Evaluate knowledge and technical skills in the area of commodity proposed to be qualified
outside of the structured examination
- Evaluate “soft skills” of an inspector: Fluency in English language, communicability, suitability
to represent Aramco in both appearance and demeanor
- Establish and enhance integration between AOC QMD and Agency Inspectors by supporting
and encouraging engagement.
- Re-assess inspector when considered needed

AOC QMD qualification process requires three types of interviews:

1) An interview to provide follow-up and back-up for a written (electronic) exam


Purpose of this interview is to support and positively or negatively supplement exam results.

As a minimum, the following three general sections shall be covered in such an interview:
a) Experience in the industry and in the field: clients, locations, commodities inspected,
projects, problems encountered etc.
b) Issues that are specific to AOC and Aramco: monitoring inspection, Aramco standards,
reporting, precedence of PO requirements etc. in case Candidate is already approved for
other commodities and has specific knowledge of Aramco Standards.
c) Exam outcomes. Interviewer shall review prior to start of the interview the exam report
for any tendencies, especially in failed questions. It is recommended that an interviewer

picks at least one of these failed questions and discusses it in detail with a candidate to
establish reasons behind failure.

As a guideline, about 10 minutes should be scheduled for such an interview. It is possible to


cover a multiple number of exams by the same candidate with a single interview, considering
that sections a) and b) above may be partially common for many interviews. In this case,
additional time is permitted.

2) An interview to award a qualification


For QMs that require interviews instead of exam (e.g. QM08 – Fittings) as per Table-1. As a
minimum, following three general sections to cover in such an interview:

a) Experience in the industry and in the field: clients, locations, commodities inspected,
projects, problems encountered etc.
b) Issues that are specific to AOC and Aramco: for example specifics of monitoring
inspection, Aramco standards, reporting, precedence of PO requirements etc. in case
Candidate is already approved for other commodities and has specific knowledge of
Aramco Standards.
c) Qualification specific questions, similar to exam questions but requiring more open and
detailed answer, in interaction with the interviewers.

As a guideline, approximately 15 minutes should be scheduled for such an interview. If two or


more interviews of this type are required on the same day for the same candidate then
Sections 1) and 2) above can be joined for all.

3) Re-confirmation and Re-Instatement interview


a) Follow up Interview shall be conducted before an inspector’s status is reset to APPROVED
after being INACTIVE for more than three (3) years.
b) Follow up counselling meeting shall be conducted before as Inspector’s status is reset to
“Approved” where an inspector being revoked or removed based on reported “Poor”
performance. Such counselling meetings shall be done under the supervision of minimum
one unit Supervisor.

Any qualification, whether obtained through certificate review or an exam shall be confirmed
by an interview.

An examiner can reject a candidate / qualification if an interview demonstrates lack of


experience / suitability / professionalisms of a candidate, even in cases when the candidate
has successfully passed an exam for the qualification in question.

CONFIRMING QUALIFICATIONS
After successful completion and concurrence of each exam results by QMSU Supervisor, the new
qualifications can be awarded. QMSU BA shall update latest qualification status for both new
inspectors and inspectors with existing qualifications. QMSU shall officially notify the exams
results in an appropriate format, including failures, if any, to the relevant Inspection Agency
and/or SAIR. The examiner shall not communicate the exam / interview results to the candidate

with the exception of pre-requisite exams results which are mandatory for continuing with the
next connected exam.

An inspector can be assigned multiple QMs, provided minimum requirements for each one is met,
in accordance with the Table 1.

RETAKING EXAMS AFTER FAILED ATTEMPTS


 Candidates may be allowed to retake failed written examinations and interviews one (1)
calendar months after the failing the first attempt date. This will be considered as a second
attempt
 Should the candidate also fail the second attempt, then the next time he or she may be
allowed to retake the written exam / interview twelve (12) months after the second attempt
date
Such Exam retake request should be supported with an evidence of additional training records
 Exceptions to the above minimum period of time between each attempts of retake need to
be (a) justified by a specific business need and (b) approved by QMSU supervisor

AGENCY PERIODIC EVALUATION OF INSPECTORS


 Inspectors that were previously approved via examinations/interviews are not required to re-
qualify under this procedure, provided they continue to perform satisfactorily
 For Aramco procured commodities, each approved inspector will be monitored at least once
per year to maintain their qualification. The Inspection Agency will be required to have their
own plan to monitor the performance of the (Aramco approved) inspectors and submit the
results to AOC when requested.
 Inspection Agencies are advised to evaluate the performance of all their inspectors on semi-
annual basis. Inspection Agencies shall furnish copies of these evaluation reports to the AOC
when requested. Preferably, these evaluations should be performed in association with an
AOC work order.
 Any approved inspector shall be monitored by the technical support staff of the Inspection
Agency within 30 days when it is discovered and verified that Saudi Aramco received
substandard materials or equipment that clearly violated the purchase order requirements
that they inspected and released.

4 ADMINISTRATION OF INSPECTOR QUALIFICATIONS

VALIDITY OF QUALIFICATION AND REGULAR EVALUATIONS


 Inspectors, qualified under this procedure, do not need to be re-qualified, provided they
perform satisfactorily and their qualification has not been revoked (under item 7 )
 The pre-requisites indicated in matrix 8 below only apply to new qualifications, and do not
affect the qualification already awarded to inspectors prior to the pre-requisite setting.
 Re-evaluations shall be performed by responsible Inspection Agency on the five (5) year basis
and results shall be submitted to QMSU in time. QMSU will suspend an inspector with expired
re-evaluation date and add a note in the “Service for Object” in SAP of the Inspector involved

QUESTION & ANSWER (Q & A) DATABANK CONFIDENTIALITY


It is essential that Q&A databank is kept confidential; creation of questions and answers requires
significant effort and work force investment, and, in addition, leakage of exam contents to the
open market can lead to unfair advantage during exams and may cause some candidates to obtain
higher scores, not reflecting actual capabilities. The latter is also being the reason all exams must
be backed-up by an interview. Moreover, qualifying an inspector lacking in knowledge will pose
direct risks to the Company.

Following measures are implemented and enforced in order to protect confidentiality of the
databank:

 Use of recording or image capture equipment during exams is prohibited. The examiner shall
always enforce and monitor this rule
 Any notes taken or calculations made by candidates on paper during the exam must be left
on the table and shredded by examiner
 Candidates Form contains a warning that a breach of either of the above rules (among other
exam rules) are considered as sufficient ground for disqualification of the candidate

DISQUALIFICATIONS AND CHANGES OF STATUS


QMD recognises following options for Inspection Agency Inspector status:

Performance of such Inspectors approved with APWC shall


be closely Monitored by QME’s.
REM Retired/ Deceased Based on information submitted by the agency or decision
/Removed / Disqualified made by QMD (e.g. disqualification by Agency Inspector
Status Review Form, or expiry of next evaluation date)

In case of evidence low performances, each QME can propose required actions against the
Inspector.

Such actions shall be internally approved in QMD and include:

- full disqualification of inspector,

- removal of specific QM-codes,

- request of requalification (full or for specific QM),

- counselling meeting,

- re-interview.

Positive and negative performances of Inspectors are measured through the recorded IAPI input
information, individual evaluation of inspector on the base of QME review of reports and feedback
provided by the QMEs after visiting vendors.

TRANSFERS OF QUALIFICATIONS BETWEEN AGENCIES


An inspector may be transferred from one Inspection Agency (Agency A) to another Inspection
Agency (Agency B). Transfer requests will be processed and recorded in SAP by QMSU upon
receipt of official letter from Agency B requesting the transfer and signed by the inspector being
transferred.

Following conditions shall be met for transfer:

i) Transfer of a qualified inspector from one Inspection Agency (Agency A) to another (Agency
B) will be only accepted twelve (12) months after the date of the last qualification under
original Inspection Agency (Agency A).
ii) Once transferred, the same inspector cannot be transferred again to another Inspection
Agency within the next twenty four months.
iii) Exceptions to (i) and (ii) above can only be entertained based on an official letter from the
original Inspection Agency (A), explicitly confirming non-objection to such transfer.
iv) Scanned signed transfer letters shall be attached to SAP records
v) When a transfer is made under exception (iii) above both Agencies (A and B) shall be
notified, otherwise the confirmation shall only be sent to Agency B only.
